Farmworkers and Strawberry Cultivation in Oxnard, California: A Political Economy Approach

I argue that although the abusive conditions experienced by farmworkers have complicated causes, they have persisted and will continue to persist as long as farmworkers are stripped of virtually any political and economic power. The chapters build upon each other logically, beginning with the second chapter, which uses farmworker testimony to establish that a combination of economic and political circumstances have kept farmworkers from protesting not only methyl bromide, but every other dangerous condition they face in the fields. In the third chapter, I argue that despite commonly held assumptions, growers are virtually powerless to change the circumstances of farm workers because competition they face in the strawberry market precludes any single grower from paying their workers more than the going rate. I will conclude by arguing that to begin to improve the working conditions of farm workers, consumers will need to engage with the issue on both political and economic levels. The conclusion builds on the arguments established in the second and third chapters; namely, given that neither growers nor farmworkers will be able to leverage change within the current political and economic context, consumers are the only remaining actors with both the incentives and power to influence both the political and economic arenas. Just as scholarship that focuses on only one set of actors (i.e. only growers or only regulators) will necessarily fail to provide practical solutions because such papers tend to discount the pressures faced by and produced by other actors, so too will change be impossible without consumers who advocate that farmworkers both receive a just share of political voice and fair wages.

Modeling a Phosphorus Credit Trading Program in the Lake Okeechobee Watershed

Lake Okeechobee is the largest lake in the southeastern United States and is a central component of the hydrology and environment of the Everglades ecosystem in South Florida. The natural state of the lake has been degraded as wetlands and natural habitats in the Lake Okeechobee watershed have been replaced with farms, urban areas, and dairy operations. Excessive phosphorus loadings from these diverse sources have been identified as the leading causes of the lake’s impairment. For more than four decades, many resources have been allocated to regional and local restoration efforts to reduce phosphorus loadings into the lake. However, phosphorus loadings have not decreased and the recovery of the lake could take more time, particularly with today’s limited local budgets. Market-based instruments, such as water quality trading programs, have emerged over the past decades to cost-effectively achieve water quality objectives in impaired watersheds. The main objective of this dissertation was to assess the environmental and economic benefits of implementing a phosphorus trading program in Lake Okeechobee watershed, compared to a conventional command-and-control approach. A comprehensive literature overview of nationally and internationally implemented trading programs was conducted to highlight advantages and challenges of these programs towards achieving water quality goals, and to outline the essential elements of a successful program. Furthermore, a modeling framework, integrating a hydrologic-water quality model with an economic model, was developed to assess the potential cost savings that trading might offer over a command-and-control approach. The modeling framework was applied in three priority basins of the Lake Okeechobee watershed. In each case, while developing trading scenarios to achieve phosphorus load reduction targets, the trading program was less expensive than the conventional command-and-control approach. This research provided the foundation for stakeholders to better understand whether water quality trading has the potential to work in the Lake Okeechobee watershed and to facilitate the development of a pilot program. In addition, it offered some insights on the potential economic opportunities that pollution sources would have by participating in the trading program. The modeling framework developed in this dissertation could facilitate the assessment of future water quality trading programs in other watersheds.

Water Demand and Allocation in the Mara River Basin, Kenya/Tanzania in the Face of Land Use Dynamics and Climate Variability

The Mara River Basin (MRB) is endowed with pristine biodiversity, socio-cultural heritage and natural resources. The purpose of my study is to develop and apply an integrated water resource allocation framework for the MRB based on the hydrological processes, water demand and economic factors. The basin was partitioned into twelve sub-basins and the rainfall runoff processes was modeled using the Soil and Water Assessment Tool (SWAT) after satisfactory Nash-Sutcliff efficiency of 0.68 for calibration and 0.43 for validation at Mara Mines station. The impact and uncertainty of climate change on the hydrology of the MRB was assessed using SWAT and three scenarios of statistically downscaled outputs from twenty Global Circulation Models. Results predicted the wet season getting more wet and the dry season getting drier, with a general increasing trend of annual rainfall through 2050. Three blocks of water demand (environmental, normal and flood) were estimated from consumptive water use by human, wildlife, livestock, tourism, irrigation and industry. Water demand projections suggest human consumption is expected to surpass irrigation as the highest water demand sector by 2030. Monthly volume of water was estimated in three blocks of current minimum reliability, reserve (>95%), normal (80–95%) and flood (40%) for more than 5 months in a year. The assessment of water price and marginal productivity showed that current water use hardly responds to a change in price or productivity of water. Finally, a water allocation model was developed and applied to investigate the optimum monthly allocation among sectors and sub-basins by maximizing the use value and hydrological reliability of water. Model results demonstrated that the status on reserve and normal volumes can be improved to ‘low’ or ‘moderate’ by updating the existing reliability to meet prevailing demand. Flow volumes and rates for four scenarios of reliability were presented. Results showed that the water allocation framework can be used as comprehensive tool in the management of MRB, and possibly be extended similar watersheds.

Cette thèse s'articule autour de trois propositions de représentation de la structure incitationnelle qui sous-tend les contextes de régulation environnementale dans lesquels les agents producteurs de l'externalité adoptent des comportements proactifs pour devancer et prévenir la mise en place d'une éventuelle mesure contraignante par l'autorité régulatrice. Ces trois propositions sont faites dans une perspective normative, i.e. en considérant que l'autorité régulatrice peut jouer sur les modalités et résultats de l'autorégulation des agents par le moyen de menaces, d'effets d'annonce, pour d'induire les comportements souhaités, et atteindre l'efficacité environnementale et/ou de coût. Les mécanismes étudiés sont regroupés sous une dénomination commune d' 'approche volontaire collective préventive' (AVCP). La menace, sous la forme d'une taxe unitaire en cas de non-atteinte volontaire d'un objectif environnemental, est au centre de résultats de la thèse. D'abord dans un jeu statique d'émission (premier essai), ensuite dans un jeu différentiel d'extraction (second essai), et enfin, dans un jeu général de participation à l'AVCP (troisième essai). Dans chacun des contextes de régulation environnementale décrits, cette taxe est formalisée comme endogène, ce qui permet de considérer les AVCP comme de réels instruments de régulation, rejoignant la famille des outils dits basés sur les incitations. / This dissertation consists of three essays on the specific incentive structure that underlies regulation contexts in which the agents generating an environmental externality self-regulate in order to preempt the enforcement of a mandatory policy by a regulatory agency. The three essays take a normative perspective, i.e. investigate the way the regulatory agency may induce efficient proactive behavior by the mean of purposely designed threat and announcement effects. Such mechanisms fall under the common denomination of 'collective voluntary-threat policies' (CVTP). The three essays' results focus on the threat, formalized as a unit tax that is said to be implemented by the regulator if the environmental target is not reached voluntarily : first in a two-stage and static emission game (first essay) ; then in a differential extraction game (second essay) ; finally in a general participation game to the CVTP (third essay). In each framework, the tax is considered as endogenous, and thereby, the CVTP being studied as part of the Incentive-Based Regulatory Approaches.

The pandemic scenario caused by COVID-19 is an event with no precedent. Therefore, it<br>is a phenomenon that can be studied to observe how electricity loads have changed during the stayat-home order weeks. The data collection process was done through online surveys and using<br>publicly available data. This study is focusing on analyzing household energy units such as<br>appliances, HVAC, lighting systems. However, collecting this data is expensive and timeconsuming since dwellings would have to be studied individually. As a solution, previous studies<br>have shown success in characterizing residential electricity using surveys with stochastic models.<br>This characterized electricity consumption data allows the researchers to generate a predictive<br>model, make a regression and understand the data. In that way, the data collection process will not<br>be as costly as installing measuring instruments or smart meters. The input data will be the<br>behavioral characteristics of each participant; meanwhile, the output of the analysis will be the<br>estimated electricity consumption "kWh." After generating the "kWh" target, a sensitivity analysis<br>will be done to observe the electricity consumption through time and examine how people evolved<br>their load during and after the stay-at-home order.<br>This research can help understand the change in electricity consumption of people who<br>worked at home during the pandemic and generate energy indicators and costs such as home office<br>electricity cost kWh/year. In addition to utilities and energy, managers can benefit from having a<br>clear understanding of domestic consumers during emergency scenarios as pandemics. <br>

The Impact of World Bank’s Conditionality-Ownership Hybrid on Forest Management in Cameroon: Policy Hybridity in International Dependence Development

Many developing countries depend on the World Bank for development assistance, which the Bank often provides with policy reform conditions. Resistance to World Bank’s conditionality caused the Bank to posit “ownership” as a country’s real assent to its development policies. The combination of ownership and conditionality invalidates the neocolonial, false-paradigm and dualism theses in explaining the international dependence development model. This study explains this model by investigating how the relationship between conditionality and ownership in the context of this model impacts forest management in Cameroon. Integrating theoretical and methodological insights mainly from political science, economics, geosciences, and sociology, the study finds that in this model, conditionality and ownership have a hybrid relationship that fosters and hinders effective forest management in Cameroon. This finding positions policy hybridity within this model. It proposes a nouvelle way to understand international development policies’ interactions, and the effects of the interactions on natural resource management.

Risk, and how one proceeds with uncertainty, are key indicators of behavior. In particular, in observing farmers, risk perception is found to influence the decision to innovate and adopt new crops (Ghadim et al., 2005). Farmers who are more risk-averse tend to be later adopters of new crops, while risk-loving farmers tend to be first adopters (Barham et al., 2014). As such, the recent legal shifts in hemp production laws have prompted many growers eager to test out the crop to do so. A vast majority of current licensees planted less than 50 acres to start, despite being mostly corn and soy producers—implying large acreage access. The American ‘hemp rush’ provides us with a real-time display of adoption behavior and its gendered implications.

Understanding Sand Mining on the Maha Oya: The Conflict Between Economic and Environmental Survival

River sand mining from the Maha Oya is the main source of income and a force that drives economic activity for residents along the river. This study takes place in Sri Lanka, there are three villages included in this project: Jambugaswatte, Janituspuraya and Thoppuwa. In Sri Lanka, sand serves as the main building material. It is used to make bricks, tiles, asphalt and concrete, therefore demanding a high market value. However, the over-extraction of sand comes along with significant environmental problems. These communities depend on the river in many ways and the health of the river directly corresponds to the health of the ecosystem as a whole. Along the Maha Oya two important elements of survival are in conflict with one another: residents simultaneously need a healthy, thriving ecosystem to live in, as well as economic opportunities. With support from the Environmental Foundation Ltd. (EFL)--a Sri Lankan environmental justice NGO--this study focuses on the complex situation with sand mining on the Maha Oya. Data for this study comes from fifteen formal interviews with a Sinhala-English translator. These interviews are used to address the two research questions for this project: how do village residents along the Maha Oya perceive sand mining? And what are the emotional, practical and theoretical responses of village residents to the effects of sand mining on their local ecosystems? In order to envision a sustainable future, it is vital to begin with a clear understanding of community perceptions of these complex issues, which are at the heart of this project.

In a professional degree program, such as landscape architecture, there are a plethora of skills among students that can be utilized no only in their future careers, but during their academic experience. By learning the tools while implementing them, there is a profound educational opportunity to be taken advantage of. An even greater opportunity can be capitalized if the tools are implemented in a context where the deliverables make positive impacts on impoverished communities. The goal of this thesis is to demonstrate how a landscape architect can contribute to humanitarian efforts; and the opportunity for this contribution should begin within the walls of academia. To support this argument, the author reviews literature and clarifies the vision and targets of this style of learning. The most convincing part of this thesis was the implementation of a graduate level class, LA 591g: Applied Field Studies in Guatemala, where eight students, a professional, and a professor combined their scholastic, professional, and life experiences in a community service learning atmosphere. Their work lead to the start-up of AbonOrgánico, a non-for-profit company located in Guatemala City whose mission is: To supply necessary jobs to at-risk youth from impoverished communities within Guatemala City by taking organic waste from the Central Market in Guatemala City and producing high-quality compost. Students participated in a 9-day spring break trip to Guatemala City, 11 journal entries, 2 questionnaires, 5 group reflection meetings, a 145-slide department-wide presentation, and a 12-chapter manual including a site design, construction details, operational guidelines, and a business plan. In the pages of the thesis, the reader will see how this class set out to make a difference with the tools they had, and they did, but the most profound difference was made by this community on them.

Climate Adaptation and Water Conservation Decision-Making in Paso Robles, California Vineyards

This paper examines vineyard perceptions and adoption of climate change adaptation and water conservation measures in the Paso Robles American Viticultural Area (AVA). A survey was distributed to all 220 vineyards and vineyard management companies that operate in the AVA, with a 53.64% response rate. The objective of the survey was to determine vineyard manager and owner attitudes towards climate change and adaptation, as well as their perceptions of how these threats would impact their operation. A second objective was to document the current level of water conservation and climate adaptation while identifying the barriers and opportunities for further adoption of these practices. The third objective was to share a climate projection to assess perceived impacts, attitudes, and perceptions of the projection and capacity to adapt. The final objective was to develop a typology to assist targeted outreach of vineyards. Our results showed that the most important current climate impact is heat, with water regulations and supply being the biggest concern in the future. Vineyards were also found to be relatively unsure about their capability to further implement adaptation measures, with relatively low adoption of most practices already. Decision support tools, like the climate projection, were found to be useful and desired by vineyards for management. Results of our study showed that trust in the information source can be a barrier to use of these tools. We identified further barriers to adoption of practices and identified an outreach strategy using a typology of vineyards, which focused on smaller vineyards and those without wineries. These results can be used to increase efficacy of government and NGO programs that aim to support climate adaptation and water conservation in the region.
