It is characterized as a qualitative research with focus in the field of public health policies. It refers specifically to the development of Permanent Education policy in Health in the state of Rio Grande do Norte. They were participants of this research 42 dentist surgeons and 83.3% females and 16.7% males, participants in Specialization courses approved and agreed by the Permanent Education Center in Health (PEC-RN) in the period 2005 to 2007. These professionals are part of the Family Health Strategy (FHS), and 11.9% work in management at the central level and 88.1% are directly related to oral health care in the Basic Health Units of the Family, 30 cities in the state. Data collection was through a questionnaire, with questions that guided the research development and achieve the objectives proposed. The socio-demographic data were analyzed using the descriptive statistics and subjective content was subjected to content analysis by Bardin. The emerging categories from the textual material generated by respondents were: program content, methodological approach and concepts of Permanent Education in Health. The subjects surveyed reported that the program content is more comprehensive and directs to the reflection of everyday practices, with regard to the methodological approach, concern that occurs through discussion and reflection with dynamic, participative, varied and constructive activities, questioning and putting as the main focus. As for understanding of the concepts of the PEH, there was a consensus that define as education stable strategies which contributing to transform and improve the health workers to have the upgrade, improvement of practices, being based on everyday experience and taking into account the accumulation and renewal of these experiences. Therefore, results presented showed that there is a clear understanding of the subjects on the proposals and guidelines of the PEH. It was concluded that lack continuous access to the policies proposed by Ministry of Health involving health workers, managers, communities, through social control and the teaching-service integration and that they are worked within the health system and can classify all these segments of society favor the existence of a more participatory, effective, fair and better quality health service / O presente estudo teve como objetivo analisar a percep??o de cirurgi?es-dentistas acerca da Educa??o Permanente em Sa?de (EPS). Caracteriza-se como uma pesquisa com enfoque qualitativo e est? situado no campo das pol?ticas p?blicas de sa?de. Refere-se especificamente ao desenvolvimento da Pol?tica de Educa??o Permanente em Sa?de no Estado do Rio Grande do Norte. Foram sujeitos desta pesquisa 42 cirurgi?es-dentistas sendo 83,3% do sexo feminino e 16,7% do sexo masculino, participantes de Cursos de Especializa??o aprovados e pactuados pelo P?lo de Educa??o Permanente em Sa?de (PEPRN), no per?odo de 2005 a 2007. A coleta de dados foi atrav?s de um question?rio, com quest?es que nortearam o desenvolvimento da pesquisa e buscou alcan?ar os objetivos propostos. Os dados s?cio-demogr?ficos foram analisados atrav?s da estat?stica descritiva e o conte?do subjetivo foi submetido ? an?lise de conte?do de Bardin. As categorias emergentes a partir do material textual gerado pelos respondentes foram: conte?do program?tico, abordagem metodol?gica e conceitos da Educa??o Permanente em Sa?de. Os sujeitos pesquisados relataram que o conte?do program?tico ? mais abrangente e direciona para a reflex?o das pr?ticas cotidianas; com rela??o ? abordagem metodol?gica, referem que ocorre por meio de discuss?es e reflex?es, com atividades din?micas, participativas, variadas, construtivas colocando a problematiza??o como foco principal. Quanto ao entendimento dos conceitos da EPS, observou-se um consenso que a definem como estrat?gias de ensino constantes que visam contribuir para transformar e qualificar os trabalhadores de sa?de para que ocorra a atualiza??o, melhoramento das pr?ticas, estando baseada na viv?ncia cotidiana e levando em considera??o o ac?mulo e renova??o dessas viv?ncias. Portanto, os resultados apresentados mostraram que h? um claro entendimento dos sujeitos sobre as propostas e diretrizes da EPS. Os resultados mostram que h? falta de acesso cont?nuo as pol?ticas propostas pelo Minist?rio da Sa?de que envolvam os trabalhadores de sa?de, gestores, comunidades atrav?s do controle social, bem como a integra??o ensino-servi?o e sugerem que estas pol?ticas sejam trabalhadas no ?mbito do sistema de sa?de e consigam qualificar todos estes segmentos da sociedade favorecendo a exist?ncia de um servi?o de sa?de mais participativo, efetivo, equ?nime e de melhor qualidade

OBJETIVOS: Analisar a percep??o de gestores municipais de sa?de e trabalhadores da aten??o b?sica acerca do Programa Nacional de Melhoria do Acesso e da Qualidade da Aten??o B?sica. PERCURSO METODOL?GICO: Trata-se de um estudo do tipo descritivo e explorat?rio, com abordagem qualitativa. Inclu?ram-se no estudo gestores ou integrantes da gest?o municipal de sa?de respons?veis pela condu??o do PMAQ nos munic?pios investigados, assim como trabalhadores da APS de n?vel superior, pertencentes a ESF que tenham participado do 2? ciclo do PMAQ, em 2014. Participaram do estudo um total de 44 sujeitos, dos quais foram 6 gestores e/ou representantes da gest?o e 38 profissionais da Aten??o B?sica. Para a coleta de informa??es, foram utilizadas duas t?cnicas: o grupo focal e a entrevista semiestruturada. Assim, durante a an?lise, emergiram tr?s n?cleos tem?ticos: ?Vozes e olhares acerca do PMAQ?; ?Impactos produzidas nos servi?os de sa?de a partir da viv?ncia no PMAQ: entrela?ando m?ltiplos olhares? e ?Fragilidades do PMAQ: O caminhar para avan?ar?. O estudo foi aprovado pelo Comit? de ?tica em Pesquisa da Faculdade de Ci?ncias da Sa?de/ FACISA, tendo como n?mero de Parecer 1.707.601. RESULTADOS E DISCUSS?O: No primeiro n?cleo tem?tico ?Vozes e olhares acerca do PMAQ? foi poss?vel perceber que o PMAQ caracteriza-se como um instrumento orientador das a??es e servi?os de sa?de, favorecendo o norteamento, aprimoramento e introduzindo mudan?as no processo de trabalho. Quanto aos ?Impactos produzidas nos servi?os de sa?de a partir da viv?ncia no PMAQ: entrela?ando m?ltiplos olhares?, observou-se o reconhecimento da import?ncia de registrar as a??es de sa?de; a utiliza??o de indicadores; o aumento de reuni?es em equipe; a ades?o ao instrumento de autoavalia??o; a cria??o de fluxogramas; assim como a sinaliza??o nas unidades b?sicas de sa?de e a cria??o de grupos espec?ficos. E por fim, no n?cleo tem?tico ?Fragilidades do PMAQ: O caminhar para avan?ar?, identificou-se a insatisfa??o na aloca??o dos incentivos financeiros provenientes do programa, aumento de tarefas e descontinuidade das a??es praticadas. CONSIDERA??ES FINAIS: O PMAQ vem sendo a mais recente aposta do Minist?rio da Sa?de no intuito de melhorar a qualidade da Aten??o B?sica. Esse estudo permitiu a coprodu??o de novos arranjos e redirecionamentos para o fortalecimento dos programas pertencentes ? Aten??o B?sica em Sa?de. / INTRODUCTION: Strengthening the National Primary Care Policy, the National Program for Improving Access and Quality of Primary Care (PMAQ/AB) was established in 2011 to mobilize local actors, to qualify management practices, to increase access and to induce changes in the conditions of the health services operation. OBJECTIVE: To analyze the perception of municipal health managers and Primary Care workers about the National Program for Improving Access and Quality of Primary Care. METHODOLOGY: This is a descriptive and exploratory study with a qualitative approach. Managers or members of the municipal health management responsible for conducting the PMAQ in the municipalities investigated as well as higher-level Primary Care workers from the ESF who participated in the 2nd cycle of the PMAQ in 2014 were included in the study. A total of 44 individuals participated in the study. There were 6 managers and/or management representatives and 38 Primary Care professionals. Two techniques were used to collect information: the focus group and the semi-structured interview. Thus, three thematic nuclei emerged during the analysis: ?Voices and looks about the PMAQ?; ?Impacts produced in the health services from the experience in the PMAQ: interlacing multiple glances? and ?PMAQ's Fragilities: The journey to go forward?. The study was approved by the Research Ethics Committee of the Faculty of Health Sciences/FACISA, with the Opinion number 1,707,601. RESULT AND DISCUSSION: The PMAQ is characterized as a guiding instrument for health actions and services, favoring the orientation, improvement and introducing changes in the work process. Some of the challenges presented were dissatisfaction in the allocation of the financial incentives from the program, an increase of tasks and discontinuity of the actions practiced. CONCLUSION: The PMAQ allowed subsidizing the co-production of new arrangements and redirects to strengthen the programs belonging to Primary Health Care.

Assim, buscou-se analisar a experi?ncia do Curso de Medicina da UFCG-Cajazeiras, bem como: fazer um relato hist?rico do curso; analisar os desafios atuais; reconhecer os fundamentos te?ricos do PPC; descrever a inser??o da Sa?de Coletiva/MFC no curr?culo; analisar se esse PPC atende ?s exig?ncias da APS; descrever como os aspectos referentes ao mundo do trabalho, projeto pedag?gico, abordagem pedag?gica, cen?rios de pr?tica e desenvolvimento docente s?o vivenciados; reconhecer contradi??es entre PPC e condu??o real; e extrair generaliza??es que embasem pol?ticas p?blicas. A pesquisa localiza-se no quadro referencial marxista, utilizando m?todos de procedimento hist?rico, monogr?fico e comparativo, com abordagem qualitativa de car?ter descritivo e explorat?rio, tendo, como t?cnicas de coleta de dados, a Documenta??o Indireta (pesquisas documental e bibliogr?fica) e a Observa??o Direta Intensiva - observa??o participante, inicialmente assistem?tica e, posteriormente, sistem?tica, seguindo instrumento desenvolvido por Lampert; e, enquanto t?cnica de an?lise de dados, o m?todo hermen?utico-dial?tico. A hist?ria do curso revela a tens?o entre baixa capacidade de absor??o da rede de sa?de local e caracter?sticas institucionais da UFCG (corpo docente e PPC). O primeiro aspecto foi p?lo principal da contradi??o nos primeiros anos, parcialmente contornado com redu??o de entradas anuais, viabiliza??o do internato em outras institui??es e instala??o de servi?os hospitalares pr?prios. Somente ent?o o Desenvolvimento Docente ganha principalidade nos desafios atuais. Partindo de problem?tica comum ? Medicina Rural, o PPC apresenta grande ecletismo: flerta com o Materialismo Hist?rico-Dial?tico via Epidemiologia Cr?tica Latino-Americana, que fundamenta sua compreens?o da Medicina, e Metodologia da Problematiza??o, subjacente ? compreens?o do aluno como sujeito e ? diversifica??o dos espa?os de aprendizagem; referenciando-se na Pedagogia das Compet?ncias, dialoga com correntes de cunho racionalista, individualista e neopragmatista; e, finalmente, a P?s-modernidade de Contesta??o de Boaventura de Sousa Santos e o Pensamento Complexo de Edgar Morin fundamentam uma compreens?o ?tica do Ser Humano e da Ci?ncia, que norteiam os pressupostos de curr?culos baseados no humanismo e da pesquisa como eixo condutor do ensino. O curso est? alinhado ?s diretrizes da ABEM/SBMFC para o ensino na APS. Inserido desde o primeiro ano, com o ensino de abordagens coletivas do processo sa?de-doen?a, a forma??o na APS continua com ?nfase, a partir do quarto per?odo, na abordagem comunit?ria e familiar no territ?rio, dentro do qual se desenvolve a Resid?ncia em MFC e onde, nos anos intermedi?rios seguintes e no internato, treina-se abordagem da cl?nica individual na APS. Nesse percurso s?o trabalhadas metodologias diferenciadas, como viv?ncias, grupos tutoriais para acompanhamento de PTS, semin?rios, etc. O curso apresenta perfil Inovador com Tend?ncia Avan?ada, sendo o Desenvolvimento Docente seu ponto cr?tico, revelando sua contradi??o fundamental: avan?os no plano te?rico, mas que n?o s?o expressos totalmente na pr?tica. Conclui-se que as pol?ticas de interioriza??o do ensino m?dico deve priorizar a an?lise da rede de sa?de, e que mudan?as na Educa??o M?dica depende da a??o pol?tica, apresentando-se uma agenda de propostas. / Taking under consideration the medical education reform processes in recent years and the current debate on the transference of medicine undergraduate courses to the countryside, the need of studying the experiences that have arisen after the 2001 National Curriculum Guidelines is visible. As a result, it was sought to analyze the experience UFCG medicine school located in Cajazeiras, moreover, report the history of the course; evaluate the present challenges; consider the theoretical foundations of the Pedagogical Project of the Course (PPC); describe the insertion of Public Health / Family Medicine in the curriculum; consider whether this PPC meets the requirements of Primary Health Care; describe how the aspects related to the world of work, pedagogical project, pedagogical approach, practice scenarios and teacher development are experienced; recognize contradictions between PPC and real conduction; and excerpt generalizations that may support public policies. This research is based on Marxist frame of reference. Historical, monographic and comparative methods of procedure were used. It has a qualitative approach. Its characteristics are descriptive and exploratory. Indirect documentation (documentary and bibliographic research) and Intensive Direct Observation - participant observation, which, in the beginning was unsystematic and later systematic, following the instrument developed by Lampert, were adopted as data collection techniques. As data analysis technique, the hermeneutic-dialectic method. The story of the course reveals the tension between low absorptive capacity of the local health system and institutional characteristics of UFCG (teaching staff, PPC). The first aspect was the main pole of the contradiction in the early years, which was partially overcome thanks to the reduction of annual entries, possibility of supervised internships in other institutions and UFCG?s own hospital services establishment. Only then, the Teacher Development gained preeminence among the present challenges. Starting from common problems of Rural Medicine, PPC has a great eclecticism: it flirts with the Historical and Dialectical Materialism by Latin American Critical Epidemiology, which bases its understanding of medicine, and Methodology of Problematization, with the understanding of the student as a subject and diversification of learning spaces; referencing on Skills Pedagogy, conforms to currents of rationalist imprint, individualistic and neopragmatist nature; and, finally, the Postmodernism of Contestation, of Boaventura de Sousa Santos, and the Complex Thought, of Edgar Morin, establish an ethical understanding of the human being and Science, which guides assumptions of curricula based on humanism and research as a conductor axis of teaching. The course is aligned with the guidelines of ABEM / SBMFC for teaching in primary health care, which is inserted since the first year, by teaching of collective approaches of the health-disease process. Training in primary health care emphatically continues in the fourth term when community and family approaches in the territory are studied, developing Residency in Family Medicine and where, during the intermediate following years and the supervised internships, individual clinical approach in Primary Health Care is trained. Throughout the path, different methodologies are worked such as living in communities, tutorial groups for follow Singular Therapeutic Projects, seminars, etc. The course presents Innovative with Advanced Trend profile, and Teaching Development is a critical point, revealing their fundamental contradiction: the advancements in theory are not fully expressed in practice. It is both concluded that the medical educational policies of transference of the undergraduate course to the countryside should prioritize the analysis of the health network, and that changes in medical education depends on political action, presenting an agenda of proposals.

Trabalhar-se-? ent?o na perspectiva de transforma??o da realidade e fortalecimento do controle social. / The National Politics on Basic Care, instituted by the Ordinance GM 2.488/2011, determines as a specific role for the Community Health Agent ?to develop activities on health promotion, disease prevention, as well as health vigilance, through Nets of home and community visits and individual and collective educational actions?. The objective of this research was: to analyze the actions on health education developed by the Community Health Workers at Felipe Camar?o I Family Health Facility. This study is an applied research with an exploratory qualitative approach. It was achieved through semi-structured interview, developed in the period of Febrary-March, 2016. All of the ethical procedures preconized on the current legislation were respected, the Committee on Ethics and Research of Human Beings approved this research (CAAE: 51325315.4.0000.5292). The results were analyzed in accordance with the theme analyzes (MINAYO, 2010), regarding the following categories: the understanding of ?health education; limits and possibilities of the development of health education practices ad the Community Health Agents? feelings on the development of health education actions?. The results suggest the need for the Felipe Camar?o I Community Health Agents to rethink the way they have been developing their educative practices. However, this one must a practice for the entire team, for this to become reality the support and incentive are indispensable from the manager of health in permanent education processes towards those professionals and the whole team. We must give the Community Health Agents the opportunity to reflect on their practice, seeking together with their team the conditions to favor their empowering, so they can see themselves as protagonists of educative practices in their community. We will work, then, on the perspective of transforming the reality e strengthening the social control.

No Brasil, as a??es de Sa?de e Seguran?a no Trabalho (SST) para servidores p?blicos federais foram normatizadas de acordo com a Pol?tica de Aten??o ? Sa?de e Seguran?a do Trabalho (PASS). O objetivo deste estudo ? conhecer os IST, com foco na Per?cia Oficial em Sa?de e Exame M?dico Peri?dico dos servidores da Universidade Federal do Rio Grande do Norte. Trata-se de um estudo explorat?riodescritivo, transversal, de abordagem quantitativa e natureza retrospectiva, com dados referentes ao per?odo de 2011 a 2015, na cidade de Natal/RN. Quanto ao absente?smo por doen?a, o perfil dos servidores se caracterizou por predom?nio do sexo feminino, com idade de 51 a 60 anos, ocupante de cargos de n?vel m?dio e fundamental. Ao longo da s?rie hist?rica, observou-se que o n?mero de dias perdidos de trabalho por servidor e a frequ?ncia de licen?as aumentaram, apesar da diminui??o do ?ndice de Dura??o do Absente?smo (IDA) e estabiliza??o da Frequ?ncia de Trabalhadores com Licen?a M?dica (FTLM). No que se refere ?s causas do absente?smo, prevaleceram doen?as respirat?rias (25,6%), osteomusculares (16,2%) e infecciosas e parasit?rias (13,0%) entre as licen?as de curta dura??o e, para os afastamentos homologados atrav?s de avalia??o pericial, predominaram as doen?as osteomusculares (18,4%), transtornos mentais (17,2%) e doen?as respirat?rias (9,2%). Quanto ? ades?o dos servidores ? realiza??o do EMP, foi decrescente, com maior percentual no ano de 2012 (35,3%). Durante o per?odo analisado, 5.186 servidores realizaram o EMP, e a maioria (60,6%) apresentou peso n?o ideal; 41,1% s?o sedent?rios; 33,2% t?m dislipidemia; 29,0% s?o etilistas; 3,2%, tabagistas; 5,9%, diab?ticos; 16,4% referiram ru?do elevado no local de trabalho; 27,8%, ilumina??o inadequada e 35,9%, mobili?rio de trabalho inadequado. Diante dos resultados, observa-se a necessidade de manuten??o e fortalecimento da PASS e, consequentemente, implementa??o de estrat?gias de impacto positivo para a SST. / The Occupational Health Indicators (OHI) are relevant parameters for planning actions aimed at the surveillance on Occupational Health. In Brazil, Occupational Health and Safety (HOS) actions for federal public servants were standardized according to the Occupational Safety and Health Care Policy (PASS in Portuguese). The objective of this study is to know the OHI focused on the Official Health Expertise and the Periodical Medical Examination (PME) of the servants of the Federal University of Rio Grande do Norte. This is an exploratory-descriptive and cross-sectional research, with a quantitative approach and a retrospective nature, with data relating to the period from 2011 to 2015, in the city of Natal/RN. As for the absenteeism due to disease, the profile of the servants licensed for health treatment was characterized by the predominance of women aged between 51 and 60 years and working at medium and elementary-level positions. Throughout the historical series, the number of lost days of work per servant and the frequency of leaves increased, although the Absenteeism Duration Index (ADI) decreased and the Frequency of Workers with Medical Leave (FWML) kept stable. Regarding the causes of absenteeism, there was a prevalence of respiratory diseases (25.6%), musculoskeletal diseases (16.2%) and infectious and parasite diseases (13.0%) among the short-time leaves. Musculoskeletal diseases (18.4%), mental disorders (17.2%) and respiratory diseases (9.2%) prevailed in relation to leaves approved by means of expert evaluation. As for the adhesion of the servers to the PME, it was decreasing, with a higher percentage in the year 2012 (35.3%). During the analyzed period, 5,166 servers performed the PME and the majority (60.6%) presented nonideal weight, 41.1% were sedentary, 33.2% had dyslipidemia, 29.0% were alcoholic, 3.2% were smokers, 5.9% diabetics, 16.4% reported high noise in the workplace, 27.8% inadequate lighting and 35.9% inadequate work furniture. In view of the results, there is need to maintain and strengthen the PASS and, consequently, to implement positive impact strategies for HOS.

Albei hierdie probleme kan moontlik verminder word deur gebruik te maak van passiewe sonenergieontwerpbeginsels by die ontwerp van huise. Suid-Afrika het 12 klimaatstreke, elk met 'n eie termiese gemaksone waarbinne die bewoners gerieflik kan wees. Die vraag ontstaan of die huise in hierdie streke ontwerp word sodat toestande binne die termiese gemaksone gehou word. Die ontwerpnorme wat deur argitekte in die verskillende klimaatstreke gebruik word, word met die toepaslike Iiteratuur vergelyk en daar word vasgestel dat argitekte nie klimaatstreke en seisoene in ag neem wanneer huise ontwerp word nie. Volgens die argitekte ervaar die bewoners wel binnenshuise termiese gemak. 'n Geografiese Inligtinstelsel word gebruik om die gewenste dT-waardes en maksimum toelaatbare amplitudeverhoudings vir elke klimaatstreek vir somer- en wintertoestande te bepaal. Die bogenoemde twee faktore kan nie onafhanklik van mekaar beskou word wanneer hulle gebruik word vir die aanbeveling van ontwerpnorme vir huise in die verskillende kJimaatstreke nie. ENGLISH: It has been identified that Eskom experiences a problem with urban households' peak hour electricity consumption and that residents do not experience indoor thermal comfort. Both problems could possibly be mitigated by the use of solar passive design principles for houses. South Africa has 12 climatic regions each with its own thermal comfort zone within which indoor thermal comfort can be experienced by residents. The question that is raised is, whether South African houses are designed in order to achieve thermal comfort. During the study the design standards used by architects are compared with those proposed in the relevant literature to obtain thermal comfort. It is determined that architects do not take climatic regions and seasons into consideration when designing houses but according to the architects residents do experience indoor thermal comfort. A Geographical Information System is used to determine the strictest dT values and amplitude ratios for every climatic region in summer and winter.
