Translation: Rights and Agency - A Public Policy Perspective for Knowledge, Technology and Globalization

Copyright law relegates translation to a secondary, or derivative, status, which means that publishing a translation requires the permission of the rights holder of the original. This thesis argues for the timeliness of revisiting the translation right by analyzing its foundations and its implications from a transdisciplinary public policy perspective. This is done by first studying the historical and philosophical foundations of copyright law itself where the translation right is housed, revealing questionable philosophical arguments and a colonial past that has created legal path dependencies. The thesis then undertakes an examination of the foundations of the translation right specifically, dubbed “the international issue par excellence,” which confirms the same pattern observed in the development of copyright law. Given the complete absence of the translator’s perspective from all international discussions on the translation right, copyright’s view of translation is then contrasted with recent scholarship in translation theory, with a special focus on the notion of agency(-ies), exposing the incompatibility of these views on translation, and highlighting the importance of including the perspective of translation studies in policies and laws related to translation. The last part of the thesis explores the present-day realities of knowledge societies, digital technologies, and globalization, in order to identify the role of translation today and in the future, while highlighting the tremendous gaps between the have’s and the have-not’s, and the necessity of recognizing the specificities of different societies. Knowledge is the new capital of the world, and the translation right is an impediment to the key role translation can potentially play in allowing societies to participate in the cycle of its consumption and regeneration. Digital technologies are powerful enablers that have allowed those who have leveraged and embraced them, such as the open movement and prosumers of all types, to transform the nature of their interactions with their environment macro- and microstructurally. This has also been reflected in the profession of translation, where collaborative projects are constantly initiated, while the nature of the translator’s work is changing to the point where one seriously doubts whether the provisions of the century-old translation right still apply to it. The discussion on globalization focuses on language in a globalized world, power relations between linguistic communities, and means of preserving linguistic diversity and heritage. The translation right, with its questionable foundations and outdated nature, is an impediment to the potential role of translation (as representative of the public interest) in the world, and must be revisited and at least reduced to the point of constituting balanced public policy. Social development, power relations and the necessity of differentiation (or “otherness”) are running themes throughout the work, which tries to balance between theoretical discussions from various relevant disciplines and reliance on United Nations and other public policy research.

Triggering and contributing socio-economic factors to aggravated robbery : the perspective of offenders at Baviaanspoort Maximum Correctional Centre

In South Africa all the major categories of violent crime (homicide, aggravated robbery, serious assault and rape) showed an increase during the early 2000s. More than half of the total offences that were committed in South Africa during 2005 were aggressive offences. The goal of the study was to explore the perception of offenders regarding the triggering and contributing socio-economic factors to aggravated robbery with a view to inform rehabilitation and re-integration programmes for these offenders. Within the context of the interrelatedness of socio-economic factors such as poverty, inequality, unemployment and human rights, developmental social welfare and its underpinning theory of social development was an appropriate theoretical framework for the study. A qualitative research approach was utilised for the study and data was gathered by means of semi-structured interviews. Respondents for the study included maximum-term offenders that were serving an imprisonment sentence for aggravated robbery. The research findings indicate a reciprocal relationship between poverty, inequality, unemployment, intoxicating substances and intra- and interpersonal factors as possible triggering and contributing factors to aggravated robbery. Unemployment, which is exacerbated by a lack of education and skills development and linked to intra- and interpersonal factors, appears to be a dominant socio-economic factor that could contribute to or trigger aggravated robbery. The study concluded that rehabilitation programmes still lack a holistic, integrated developmental approach and hence do not prepare ex-offenders for full integration into society. The Department of Correctional Services was pointed out as a significant role-player in facilitating rehabilitation programmes that include skills development for job creation in a holistic, integrated developmental manner. Recommendations include that the Department of Correctional Services should seek partnerships and closer working relations with external service providers, and develop and implement integrated developmental rehabilitation programmes that will facilitate the creation of productive economic opportunities for offenders while they are still incarcerated and once they have been released back into the community. / Dissertation (MSW)--University of Pretoria, 2012. / Social Work and Criminology / unrestricted

In these days, pop-economics has become popular. Economics of food has its place in this area. The aim is to confirm the hypothesis that the economic, political, and social development influence people's diet and changes the food culture. The research method is quantitative and qualitative analysis of the data and scientific articles about the Czech Republic and the USA. The thesis describes the current state of knowledge in economic development. Then it describes historical milestones in this area and the current situation. It focuses on events that have had the biggest impact on the quality and quantity of food consumed by individuals. It describes the development from the beginning of the 20th century to the present days with the main focus on the last 50 years. The hypothesis is confirmed and it is demonstrated that the described changes have an impact on the diet and food culture.

In the practical part, a set of research questions was presented, which were subsequently subjected to qualitative research. To answer the questions, action research supplemented with interviews and questionnaires submitted to teachers and parents were used. Samples of questionnaires are included in the annexes. The transition has resulted on previously shared resources to being divided. The division of resources made a great impact on employees’ performance at the Department of Social Development. The adjustment to the transition has been a difficult task towards employees in the department of Social Development. Programme managers whose employees are reporting to, had to come up with management strategies to enhance performance. The research problem is a problem because nothing is known about what the senior management is doing in order to enhance performance at Mopani District. It seems that no study has been conducted to determine the challenges experienced by programme managers on employees’ performance. The major objective of the study to determine the current programmes which are used by the Department to enhance performance in the area of study and to suggest strategies that can be used by the senior management to enhance performance at Mopani District. The nature of this study is qualitative. It is an exploratory study. Data was collected be through semi-structured interviews. The sampling of this study is non-probability sample. In non-probability sampling, the researcher selected purposive sampling. Data was analyzed in a narrative from. Findings show that the programme managers are faced with several challenges in the organization. Programme managers do not have the necessary resources. Programmes offered by the programme managers are not enhancing employees’ performance due to inadequate equipments provided by the department. Current strategies used by the programme managers are no longer relevant, hence poor employees’ performance. The senior managers should be encouraged to develop relevant training programmes, minimize challenges and provide necessary resources that could be employed by the programme managers to enhance the performance of employees at the department of Social Development in Mopani district.

The object of this study is the reading log that has been issued by the Swedish National Agency for Education’s teachers’ in-service training, The Literacy Boost or Läslyftet. The in-service training programme has been broken down into different modules, and the focus of this study is the reading log that has been addressed by a section of one of the modules. Essentially, this study aims to investigate six different teachers’ perceptions and experiences of the reading log. The method used for this investigation is semi-structured interviews. Consequently, the following research questions were outlined: 1.How do the teachers view the reading log and how have their views been altered by the in-service training?2.Which types of text are the teachers prone to use the reading log for?The results of the semi-structured interviews have shown that the different teachers’ perceptions of the purpose of the reading log were unanimous and aligned with theories addressed in the material. However, the necessity of writing for reflection was questioned by one. Further, all the teachers were acquainted with the reading log prior to the in-service training, and even though only a few new theories were acquired, many teachers benefited from new insights and various ways of using the reading log. Many had also experienced the repetition as positive. Lastly, the interviews also uncovered that the language teachers were more prone to using the reading log for literature studies, whereas teachers who also taught civics were prone to using the reading log for different types of texts.Key words: reading log, reflection, social development theory, reader-response criticism, discussion, the extended concept of text, formative assessment, efferent and aesthetic reading In Swedish with an abstract in English

Examining Effects of Parental Sexual Abuse on Female Juvenile Delinquency Using a Social Developmental Perspective

Delinquency has traditionally been viewed as a male phenomenon, often defined in androcentric terms, and neglecting females in studies regarding delinquent behavior. However, females are the fastest growing subpopulation of the correction population, which amplifies the importance of understanding the nature and etiology of their offending. Recent research has suggested that predictors of male juvenile delinquency do not adequately explain delinquency in females, because the androcentric research ignores the damaging impact of sexual childhood abuse and other prominent family factors on female juvenile delinquents. This study aimed to examine the impact of childhood parental sexual abuse on female juvenile delinquency from a social developmental perspective by testing a sub-model of the SDM using a longitudinal database of child abuse and neglect. Results from PLS-SEM indicated that there were multiple relationships between constructs that differed between females and males, further supporting the idea of gender-specific risk factors. The strongest effect of male gender was on the relationships between parental monitoring and parental bonding and family socialization, and sexual abuse and moderate delinquency and family socialization. The strongest effect of female gender was on the relationship between sexual abuse and serious delinquency, and neighborhood safety and antisocial beliefs. Results point towards new ideas regarding differences in male and female delinquency and the impact of sexual abuse and offer support in using the Social Development Model in the study of delinquency.

Las artes escénicas se definen como toda manifestación que puede ser presentada en escena. Éstas parten del comportamiento expresivo inherente a la especie humana y han permitido, a lo largo de la historia, su adaptación a diferentes contextos. En el Perú, las artes escénicas constituyen uno de los pilares de su diversidad y riqueza cultural; y son un factor clave en el desarrollo y la formación de la identidad colectiva del país. Además han generado, históricamente, registro de la sociedad a través del tiempo. Lima, al ser la capital, concentra la mayor parte de centros, colectivos y asociaciones de artes escénicas del país. Éstos se encuentran en constante evolución y crecimiento gracias a la gran voluntad de creación de los artistas y gestores del rubro. La situación actual, sin embargo, aún no es la ideal, ya que los lugares donde se practican estas actividades en la ciudad son espacios adaptados, de áreas reducidas, que sobreviven con bajos presupuestos impulsados por los mismos artistas o, en algunos casos, por fundaciones o entidades del extranjero. En muchos casos, estas actividades se llevan a cabo de manera informal e incluso en las calles. Esto quiere decir que la falta de infraestructura adecuada es uno de los mayores problemas para el sector cultural escénico del país. This originate from the expressive behavior inherent of the human species and have allowed, throughout history, their adaptation to different contexts. In Peru, performing arts constitute one of the pillars of its diversity and cultural wealth; and they are a key factor in the development and construction of the collective identity of the country. Also, they have generated historically a record of the society along time. Lima, being the capital, concentrates most part of the centers, groups and associations of performing arts in the country. These are in constant evolution and change thanks to the great will of creation of the artists and promoters of the field. The current situation, however, is not yet ideal, as the places where these activities are practiced are adapted spaces, with reduced areas, that survive with low budgets provided by the artists themselves or, in some cases, by foundations or foreign entities. In much other cases, these activities are carried out in an informal way and even on the streets. This means that the lack of a proper infrastructure is one of the major problems for the cultural performing arts sector in the country. Intensive in-home services is a family-centered, strength-based intervention program offering comprehensive treatment that includes family therapy, mental health treatment and parenting skills for caregivers, development of positive social systems, and assistance with accessing community resources for long-term support (Youth Villages, 2013b). Framed on family system theory, Intensive-In Home Services (IIHS) was developed from Cognitive Behavioral Therapy, Functional Family Therapy, Social Development, and Crisis Intervention models as a means to modify behaviors that place youth at risk for out-of-home placement. The socio-historical development of these models is examined in the literature review. Intensive in-home services is a family-centered, strength-based intervention program offering comprehensive treatment that includes family therapy, mental health treatment and parenting skills for caregivers, development of positive social systems, and assistance with accessing community resources for long-term support (Youth Villages, 2013b). The significant predictors were determined to be age, race, and total length of service received. The study sampled 3,131 youth ages birth through 17 who received IIHS services in Tennessee over a 10-year period and were discharged from July 2001 to July 2010. The study was limited to youth designated under Comprehensive Child and Family Treatment (CCFT), which is classified as part of TennCare coverage. The primary goal of CCFT is to empower families to monitor and manage mental health needs and high-risk youth behaviors in order to provide permanency and longterm stability in the natural home environment (UnitedHealthcare, 2012).

Exploring challenges faced by social workers on the management of foster care backlog at the Department of Social Development, Limpopo Province, South Africa

(Development Planning and Management)) -- University of Limpopo, 2022 / The foster care backlog has been a challenge in the National Department of Social Development for some years which resulted in the lapsing of foster care grants and thousands of children left without legal and statutory protection. Due to this, civil society took the Department of Social Development to court as this challenge impacted negatively on the family functioning of foster families as they lost access to social grants. The Department of Social Development was ordered by the South Gauteng High Court to come up with an extensive legal solution by the end of December 2014 but, to date, the foster care backlog is still piling up and foster families‟ standard of life is threatened. The social workers who are mandated by the Children‟s Act to conduct the statutory process and place children in foster care are inundated by the high foster care backlog. The aim of the research study was to explore the challenges social workers face in relation to managing foster care backlog cases at the Department of Social Development in the Polokwane Municipality area, Limpopo Province. The research study was based on a qualitative research method whereby a small sample of 21 foster care social workers from three service points (Aganang Cluster, Polokwane East and Polokwane West) were interviewed. The researcher used face to face semi-structured interviews to collect primary data from the participants. The findings from the study affirmed that there were indeed challenges in managing the foster care backlog. Lack of support and training, together with inequitable distribution of cases, are the most dominant challenges identified by the participants. In order for the provincial Department of Social Development to reduce the high caseload and for the clients to continue receiving the best service, the research study recommends that the vacant post be filled as soon as possible. Furthermore, training on legislation dealing with children including the Children‟s Act is also recommended for social workers. The researcher is of the opinion that the findings and the recommendations of the study may add value in managing foster care backlog in the Polokwane Municipality area and Limpopo Province as a whole, if they can be considered and applied.
