Magistro darbe nagrinėjama tema – „Saugaus darbo organizavimo, vykdymo, kontroles teisiniai ir instituciniai pagrindai“ – itin aktuali ir reikšminga šiandien Lietuvoje, nes įmonių inspektavimai rodo, kad dalis darbdavių ir ypač tie, kurie vykdo darbuotojų saugos ir sveikatos tarnybos funkcijas, ne visada nuosekliai seka, kada priimami nauji norminiai teisės aktai ir vykdo jų reikalavimus tuo nesudarydami darbuotojams saugių ir sveikų darbo sąlygų. Norint užtikrinti žmonių saugos darbe teisinį reguliavimą, tinkamai bei efektyviai vykdyti saugaus darbo organizavimą, vykdymą bei kontrolę, ypač svarbu išanalizuoti teisinius ir institucinius šios veiklos pagrindus. Atsižvelgiant į tai, šio magistro darbo tyrimo objektas yra teisiniai santykiai, kylantys vykdant valstybės politiką darbų saugos srityje bei įgyvendinant darbų saugos teisės normas. Magistro darbe, remiantis istoriniu-lyginamuoju ir analizės metodais nagrinėjami tarptautinės bendrijos dokumentai ir Lietuvos Respublikos teisinė bazė, reglamentuojanti darbų saugos klausimus ir teisės į tinkamas, saugias ir sveikas darbo sąlygas užtikrinimą, taip pat įvairi teisinė ir vadybos mokslo literatūra. [toliau žr. visą tekstą] / The analysed topic of the master‘s work „The Legal and Institutional Basics of the Organization, Execution and Control in the Safe Methods of Work „ is a very relevant and efficient issue in today‘s Lithuania , for the inspections of the firms show that a part of employers, and especially the ones who implement the functions of employees‘ safety and health service, do not always consistently follow when new regulations are enacted , and perform their requirements, thereby they do not create the safe, healthy working conditions for the employees.In order to ensure the legal control of people‘s safety at work , to implement the organization , execution and control of the safe methods of work in a a proper and effective way, it is especially necessary to analyse the legal and institutional basics of this activity. Considering this, the object of this research is legal relationship that arise while executing the government policy and implementing the legal regulations in the sphere of the safe methods of work . Šiame darbe magrinėtas Artimo Lauko Ryšio (ARL) technologijos panaudojimas identifikacijos protokolo realizacijai mobiliajame telefone. Išnagrinėti esami standartai ir duomenų mainų formatai, jų architektūra ir įrenginių komunikacijos su kitais įrenginiais ar servisais, taip pat saugaus elemento programavimo galimybės. Išanalizuoti keli identifikavimo algoritmai. Atlikta identifikacijos protokolų saugumo analizė prieš pagrindines atakas. Prototipu pasirinktas Li-Wang identifikacijos algoritmas. Nustatytos šio algoritmo silpnos vietos. Pateiktas Li-Wang algoritmo patobulinimas leidžiantis apsisaugoti nuo DOS ir sinchronizacijos atakos. / In this work we will review what Near Field Communication (NFC) is and what standards it use. Which architecture is using to make NFC. How NFC is working between devices and services. We will evaluate threats between technology and devices. After analyze identification algorithms we will choose one of identification method and we will remove its vulnerability. Then we will adjust in mobile phones with NFC. Algorithm will be chosen by mobile phones capability to compute hash functions. We will analyze which hash functions combinations are fasters. How much data between services and mobile device communications we will send.

Eismo saugumo politika Lietuvoje: įgyvendinimo nesėkmės priežastys / Road safety policy in lithuania: reasons for implementation failure

Šiame darbe nagrinėjama eismo saugumo politika Lietuvoje ir jos įgyvendinimo veiksmingumas. Santykinai avaringumo rodikliai Lietuvoje keletą kartų blogesni nei kitose išsivysčiusiose šalyse. Statistikos duomenimis, per metus Lietuvos keliuose žūva 700-800 žmonių. Europos Sąjungoje mirčių eismo įvykiuose skaičių sumažėjo 17 proc., tačiau Lietuvoje jų padaugėjo beveik 8 proc., todėl darbe analizuojamas eismo saugumo politikos įgyvendinimas, gilinamasi į šios politikos neveiksmingumo priežastis. Teorinėje dalyje aprašomas darbe taikomas G. Morgan teorinis pagrindas, išskiriamos galimos įgyvendinimo nesėkmės priežastys. Antrojoje, empirinėje dalyje taikomas tyrimo būdas – atvejo analizė. Analizuojama eismo saugumo politika Lietuvoje, tiriama, ar G. Morgan išskiriamos nesėkmingo įgyvendinimo priežastys egzistuoja Lietuvos atveju. / The object of this study – reasons for road safety policy implementation failure. The main purpose of master study – to clarify the reasons of inefficient implementation of road safety policy in Lithuania. Main goals of this study are as follows: to analyze G. Morgan theory and indentify presumable reasons for implementation failure; to verify, do these reasons for implementation failure exist in Lithuanian road safety policy. There are plenty of organizations, which are responsible for road safety policy implementation In Lithuania, but still, road safety situation does not improve. Decisions are made by Government, ministries, departments, but there is no one coordinating institution, which is responsible for road safety. Consequently the hypothesis of master study is that inefficient implementation of road safety policy in Lithuania is determined by disarray inside institutional system. The problems in institution system: non-existence of coordination and control and organizational unity, ineffective change management and incapacity to adapt, inappropriate organizational structure, ineffective human resource management. The main question of analysis - which problems of institutional system determine inefficient road safety policy in Lithuania? Ineffective change management is one of the most significant reasons, why the road safety policy is inefficient in Lithuania. Child road safety education is one of the special aims for the comprehensive school. The education is one of the strategies of the traffic safety. Pedestrians are the most vulnerable category of traffic participants. Lithuania distinguishes by the biggest number of injuries of the pedestrians during accidents among other European countries. Considering the fact that formal obeying to the road traffic rules doesn’t guarantee the safety of the pedestrians, the most dangerous place for the pedestrian is the zebra crossing. Safe pedestrian traffic on the motor roads even formally obeying the Road Traffic Rules requires certain competence of road safety. People – pedestrians, their abilities to move safely in the dangerous environment of the motor road traffic are the most important factor in securing the safety of pedestrians. As demonstrated by the experience of other European countries safe traffic education programs that are being implemented in development practice are characterized by low efficiency when the change of the pupils’ behaviour in a real street is thought as the effectiveness of the education. Eismo saugumo tamsiuoju paros metu tyrimas / Road safety in the dark period of the day

The purpose of the work is to analyze road safety and the quality of illumination in Akademija town, suggest the means for improving it. In the work there is car accidents in Lithuania and the town of Akademija analized; it was discovered, that in the period of 1980 – 2005 in the car accidents, 20637 people died and 14801 were injured. Since 2001, accident rate have been increased as the number of new cars and traffic flows is rising every day. Approximately 40 % of traffic accidents happen in the dark period of the day, and 70% of pedestrians, participating in the event, die. Traffic safety mostly depends on the level of illumination. In Akedemija town were fixed 142 traffic events, during last four years. There were injured 28 persons. The analysis for road illumination improvements was done and the illumination of the Akademija streets was observed. There are three streets in the area of Akademija and Ringaudai, illuminated enough, Mokyklos, Pilėnų and Tako (6 lx). Not enough there are lighted Student street and Pedestrian pathway between Akademija and Ringaudai. The worst situation is in the Universiteto Street. The illumination near the 5th dormitory hardly reaches 2.4 lx, and there is 4.5 lx illumination near the 6th dormitory. A part of Universiteto street is not lighted up at all. Nowadays disabled persons are actively integrated into social life and different compensatory equipment allows them to work and travel independently. The wheelchair is one of such means; it provides mobility function for physically impaired persons. Not every disabled person has possibilities to travel by his own car, it is more convenient to use public transport facilities. Wheelchair users' transportation safety is one of the most important problems facing transit providers and engineers. Improperly or totally unsecured wheelchair can lose the stability and tip over during the emergency driving situations and result in passenger falling and becoming injured. The main object of the scientific research work is complex dynamic system "Man - Wheelchair - Vehicle", which is under action of environmental factors (road roughness, motion oscillations of vehicle). The main tasks of the work are to form and research non-linear model of dynamic system considered, to define system's stability limits and to provide means for save travel. Also to determine main characteristics of the external action and analyze its influence on to considered system; to build engineering computation methodology for estimation of the rational parameters to fasten the wheelchair to the vehicle.

Mobilūs Ad-Hoc tinklai yra labai naudingi įvairiose situacijose, tačiau jų realizacijose vis dar neišspręsta daug problemų ir viena iš didžiausių problemų yra saugumas. Maršrutizavimui reikalingi specialiai suprojektuoti maršruto protokolai ir jie yra gana gerai išvystyti, išskyrus saugumo sritį. Darbe aš labiausiai telkiau dėmesį į įvairias aktyvias atakas prieš ad hoc tinklą, vykdomas iškreipiant maršruto parinkimo procesą ir kompromituojant tinklo paslaugų prieinamumą, duomenų vientisumą ir konfidencialumą, o labiausiai į saugaus maršruto parinkimo protokolų, kurie gali būti naudojami siekiant išvengti šių pavojų, analizę. Naujos koncepcijos saugaus maršruto parinkimo protokolas siūlomas, kaip konkretaus atvejo - iš tiesų didelio kenkiančių mazgų kiekio tinkle sprendimas ir sukurtas nesaugaus ad hoc tinklo modelis, kuris naudojamas siekiant imituoti, gauti ir palyginti keleto saugaus maršruto parinkimo protokolų rodiklius. / Mobile Ad-Hoc networks are very useful in certain situations, but raise many challenges and one of the biggest is security. Specially designed routing protocols are required and they are quite well developed except for security area. In this thesis I concentrate on various active attacks on ad-hoc network during routing process, compromising network availability, data integrity and confidentiality and analyze some security aware protocols, that can be used to avoid these risks. New concept routing protocol is proposed, for coping with a specific scenario of really high level of malicious nodes on the network and insecure network model is created, which is used to simulate, get and compare performance metrics of some security aware routing protocols.
