Apesar do termo governan?a est? circundado de defini??es m?ltiplas, neste trabalho o termo ser? apoiado no sentido da governan?a corporativa, que diz respeito ? princ?pios que d?o o controle e legitimidade as partes interessadas nas organiza??es p?blicas. Neste enredo, o presente trabalho teve como objetivo geral proceder em uma an?lise dos mecanismos de governan?a dispostos pelo TCU, em seu manual? Governan?a P?blica: referencial b?sico de governan?a aplic?vel a ?rg?o e entidades da administra??o p?blica e a??es indutoras de melhoria? nas IFES no estado da Para?ba. Para alcan?ar este objetivo, foi executada uma pesquisa documental, bibliogr?fica e de campo. O universo da pesquisa foi ?s IFES situadas na para?ba: UFPB e IFPB sendo estas localizadas em Jo?o Pessoa. Obteve-se 54 question?rios respondidos pelos gestores das institui??es 26 (IFPB) e 28 (UFPB), contendo dez itens referente as pr?ticas de governan?a contidas no manual do TCU. Foram encontrados instrumentos que se referem as pr?ticas de governan?a p?blica adotadas pelo manual do TCU, entretanto, os instrumentos achados correspondem a itens de pequena magnitude, com rela??o ao que se pretende obter na implanta??o de um sistema de governan?a para institui??es p?blicas, dentre as quais, nove pr?ticas tiveram instrumentos identificados, todos em est?gio inicial, at? por vezes desconhecido. / administrative reform, due to the global panorama of crisis and state reforms, ranked this administrative reform, as a management reform as presented with management tools stemming from the management private, one of these tools present in this reform movement was governance. Although the term governance is surrounded by multiple definitions, this paper the term will be supported in the direction of corporate governance, regarding the principles that control and legitimacy stakeholders in public organizations. In this scenario, this study aimed to carry on an analysis of governance mechanisms set by TCU in its manual "Public Governance: basic framework of governance applicable to agency and public entities and inducing actions of improvement" in IFES in state of Paraiba. To achieve this goal, a documental research was performed, bibliographic and field. The universe of the research was to IFES located in Para?ba: UFPB and IFPB these being located in Jo?o Pessoa. Obtained 54 questionnaires answered by the managers of the institutions 26 (IFPB) and 28 (UFPB) containing ten items related governance practices contained in TCU's manual. instruments have been found that relate to public governance practices adopted by the TCU manual, however, the findings instruments correspond to small scale items, with respect to what is sought in the implementation of a governance system for public institutions, among which nine practices were identified instruments, all at an early stage, sometimes even unknown.

As for the methodological procedures, an exploratory-descriptivequantitative research has been carried out through structured questionnaires appliedto 118 civil servants from the first groups of the Course for Technicians, thusshowing a margin of error of 4.18% to 95% of confidence, according to theprocedures of finite sampling. The table processing and analysis rested uponthe Statistical Package for the Social Sciences SPSS and was carried outthrough univariate, bivariate and multivariate techniques with emphasis on thetechnique called Factor Analysis. It was possible to identify that the level ofsatisfaction of the students was high and there was a clear perception by themthat the course assisted to changes in their work. Through Factor Analysis itwas verified that the factors that may be related to changes in the work of thecivil servants are "Contribution to Society", "Efficiency andEfficacy in the Work Environment", "Applicability of Contents"and "Capacitating for Leadership". The SIC is an important tool of management accounting, with a view to its implementation, currently the reality of the public sector, aims to support public management regarding the planning and control of decision-making; demonstrating the potential benefits of public accounting activity and cost accounting within the public, whether in the macro budget process and / or financial; contributing to improving the quality of public expenditure management. The dissertation provides an overview of the challenges to effective implementation of the Cost Information System of the Federal Government, which to be developed, it will need some procedures such as the standardization of accounting entries, which will prevent the loss of comparability attribute; the change in the balance control system and the creation of a model unit on cost system, later to be expanded to campuses IFPB. The goal was to improve the decision-making processes in IFPB as cultural change challenge in the public organization in favor of measuring the cost of the goods and services and the importance of SIC as allocative improvement element for efficiency, effectiveness and effectiveness in public expenditure management.

Quanto ao tipo de pesquisa, esta se caracterizou por uma pesquisa de car??ter explorat??rio e descritivo. Quanto aos meios, foi feito um estudo de caso. Para tanto foi realizada uma pesquisa quantitativa, por meio da aplica????o de question??rio a amostra representativa dos EPPGG, membros da carreira e exonerados, e tamb??m uma pesquisa qualitativa, atrav??s da realiza????o de entrevistas semi-estruturada, com EPPGG e gestores da carreira. Os resultados demonstraram que o principal motivo para a evas??o dos EPPGG ?? a defici??ncia salarial (60,3%) e o principal motivo para a perman??ncia na carreira ?? o interesse pela ??rea p??blica (24,8%). Por meio da pesquisa p??de-se concluir que da totalidade de pol??ticas e pr??ticas de recursos humanos listadas, apenas 27,6% s??o visualizadas como pol??ticas e pr??ticas implementadas pelo Governo de Minas, na percep????o dos EPPGG. Ainda, das pol??ticas e pr??ticas, 17,24%, est??o contribuindo para a reten????o dos EPPGG, visto que possuem rela????o de depend??ncia com a perman??ncia na carreira (p<0,05) e foram bem avaliadas pela amostra, e 24,14% das pol??ticas e pr??ticas est??o contribuindo para a evas??o destes profissionais, visto que possuem rela????o de depend??ncia com a perman??ncia na carreira e foram consideradas inexistentes pelos EPPGG. Por meio da pesquisa, concluiu-se tamb??m que os EPPGG n??o possuem a mesma percep????o demonstrada pelo governo de Minas, pois n??o visualizam como adotadas grande parte das pol??ticas e pr??ticas de recursos humanos assumidas como implementadas pelos gestores da carreira. / The ninety decade became an important period to Human Resource Management in Public Sector. This period had as typical challenges: to reduce administration and bureaucratic functions, besides amplify it strategic functions. The necessity of innovation in Human Resource Management of public sector became evident by effort dedicated to State??s Reform and introduction of management practise in public organizations. Public organizations have difficulty to contract and maintain its professionals, for overcome this, they utilize new policies of recruiting and selection, individual and profession development, career??s plans and benefits. In this context, this work has as general objective measure the contribution of human resources policies to guarantee professionals retention. The research is focused in public career of specialists in governmental management and public policies (EPPGG), that have as activity to plan, to evaluate and to supervise public policies, besides work with planning and management of Minas Gerais State. The work is identified as exploratory and descriptive research, that utilized as methodology a case study. The case study was elaborated through a quantitative research that administered a questionnary for a representative sample of EPPGG, career members and exonerated. Also, it was utilized a qualitative research through semi-structured interview to career??s managers and EPPGG. The results evidence that salary??s deficiency (60,3%) constitute principal motive to lose professionals, and the principal motive that sustain EPPGG in his career is interest by public sector (24,8%). It was identified that in whole scope of policies and practices human resource??s, only 27,6% are observed as a Government policy by EPPGG. It was verified that 17,24% of those policies and practices are important to EPPGG??s permanence in career, whereas exist a dependence relationship between career permanence and those policies. Otherwise, 24,14% of practices and policies are contributing to escapement of professionals, considering a dependence relationship with career permanence and the inexistence of those practices by the sample. It was conclusive with this work that EPPGG do not identify several policies and practices human resource??s as introduced by the government, that was defended as established by career??s managers. / Governo e Pol??tica

Para isso, as a??es propostas aqui buscaram envolver o aprimoramento de atividades de recebimento, armazenamento e distribui??o de materiais, al?m da utiliza??o de ferramentas gerenciais para classifica??o e reposi??o de materiais, inexistentes ent?o no setor. Para atingir os objetivos, foram realizadas coletas de dados, atrav?s de entrevista de roteiro semi-estruturada, pesquisa documental e um grupo focal, onde os dados foram analisados por meio da t?cnica analise de conte?do, sendo poss?vel ent?o, diagnosticar os problemas internos do setor e suas causas, e com base na teoria e estudos anteriores fundamentados neste projeto, propor um novo modelo com a??es de melhorias vi?veis de implementa??o em seus procedimentos, em raz?o do seu contexto organizacional e suas reais necessidades. Assim, este estudo de caso de car?ter diagn?stico, caracterizou-se como uma pesquisa aplicada qualitativa e explorat?ria. Os resultados apontaram falhas nos procedimentos de receber (recep??o, descarga, acolhimento e confer?ncia), armazenar (estocagem e reposi??o) e distribuir (separa??o e expedi??o), onde as principais causas detectadas que produzem esses efeitos negativos nas atividades do setor de almoxarifado s?o provenientes da falta de espa?o f?sico e estrutura, equipamentos, m?o-de-obra e ferramentas de gest?o. In this sense, the public administration must seek to integrate and coordinate the logistic flow of material for a better and effective management of public resources applied to costing, where the focus is turned to important impacts on efficiency and cost control, in an attempt to maximize the invested resources, improving organizational performance and reducing costs. Thus, the actions proposed here sought to improve the activities of receiving, storing and distribution of materials, as well as the use of management tools for classification and replacement of materials, which did not exist in the warehouse sector. To achieve the objectives, data were collected using a semi-structured script interview, documentary research and a focus group. The collected data were analyzed using the technique of content analysis in order to diagnose the internal problems of the sector and their causes and, based on theoretical contents and previous studies, propose a new model with improvement in the implementation of its procedures, due to its organizational context and its real needs. Thus, this diagnostic case study was characterized as a qualitative and exploratory applied research. The results pointed out failures in receiving (reception, unloading, admission and checking), storage (stocking and replenishment) and distribution (separation and dispatch) procedures, where the main causes the produce these negative effects in the activities of the warehouse sector come from the lack of physical space and structure, equipment, manpower and management tools. The new model for material management is proposed to enable the implementation of scientific methods in inventory management in the sector, and even more, to adjust the activities of receiving, storage and distribution, in order to guarantee precise and accurate inventory information, as well as the protection of materials and employees.

Through observations based on practical field of the profession, it was noted that there are often changes in executive architectural designs during the stage of construction. Often, such changes cause many obstacles, such as: change of complementary projects for compliance with the new architecture, interrupting execution until the final resolution of the design, material waste, extra work of hand labor, execution contractual amendments, among others. Thus, we formulate the issue: Why are executive architectural designs often modified during execution stages, especially in the public sector, and what factors are responsible for these changes? As a possible answer to this question, a hypothesis has been formulated that technical order, financial and temporal factors, generally related to the management of the design process, explain the reasons why executive architectural designs are modified during construction. The central campus of UFRN, located in Natal, was chosen as spatial area cutout by the amount and diversity of new buildings, REUNI?s resources (Restructuring and Expansion of Federal Universities) have intensified the expansion of the physical infrastructure of the university since 2008. The time frame (2008-2016) was defined according to the types of worksites found in this period, elaborated and modified architectural designs in construction, excluding projects later modified (remodeling). During the analysis, developed based on the literature concerning the matter, on data provided in interviews with professionals involved in the development of architectural design and construction of buildings and also by comparing the executive architectural design with the as built project, it was possible to identify the main factors causing changes in architectural designs, occurred during construction, allowing confirmation of the research hypothesis.

This dissertation aims to propose a framework with guidelines for the implementation and operationalization of the BPM principles that aim at a process management in federal public universities. For the development of this dissertation, was carried out a traditional bibliografic review on the topics process office and organizational improvement, then a systematic bibliographic review on the theme business process management. In the field research was conducted in a case study at the Federal University of Rio Grande do Norte with a focus group session eith tem specialists dealing with process in public sector in order to validate the constraints and necessary elements of BPM in this implementation. As a result, we presente a BPM framework that includes the elements for its implementation in the University. In this sense, over the last decades, codes of best practices have been launched in project portf??lio management that gather recommendations on the theme. This research project aims to develop a survey of the maturity of project portf??lio management focusing on the Federal Public Administration (APF) agencies, through the adoption of best practice guidelines with emphasis on the Management System Project Portf??lio Management Methodology of Information Technology Resources (MGPP - SISP), under the Ministry of Planning Budget and Management (MPOG). For this, the technical procedures used in this research were content analysis, application of online questionnaire and analysis of data collected. Content analysis allowed the organization of the six dimensions of the maturity model proposed by Almeida (2015) in objective questions to evaluate the maturity levels in each dimension. The application of the model was performed through the online survey, which had the participation of Federal Public Administration bodies. The data analyzes showed that, in general, there is a low maturity of the organs surveyed in project portf??lio management. In the construction of this understanding, a literature review was realized, about knowledge management, knowledge transfer, knowledge sharing, IT outsourcing, and public sector, and the relation between this terms. A quantitative approach was adopted as strategy of research, aimming to evaluate the influencing factors to knowledge transfer and categories identified in literature. A documental research was proceeded in the public organization to identify the approach given to knowledge transfer in the studied context. The results indicate that the public organization lacks an embracing knowledge transfer process to IT outsourcing. Among the findings, a categorized list of critical success factors that influence the knowledge transfer, including ones suggested by the results, and the identification of opportunities resulting of knowledge transfer in IT outsourcing in an public organization. / O trabalho tem como objetivo identificar os fatores cr??ticos de sucesso (FCS) da transfer??ncia de conhecimento em uma empresa p??blica brasileira que realiza terceiriza????o de TI, verificar a relev??ncia dos FCS indicados na literatura e prover oportunidades decorrentes dos resultados encontrados. Na constru????o desse entendimento, realizou-se avalia????o da produ????o cient??fica sobre transfer??ncia de conhecimento, terceiriza????o de TI no setor p??blico, FCS e a rela????o entre esses temas. Como estrat??gia de pesquisa, adotou-se a abordagem quantitativa, buscando avaliar os fatores de influ??ncia ?? transfer??ncia de conhecimento e categorias identificadas na literatura. Foi realizada pesquisa documental na empresa p??blica, e identificada a abordagem quanto ?? transfer??ncia de conhecimentos no contexto estudado.
