Masters in Public Administration - MPA / Historically, the poor have always been socially, politically and economically marginalized in society. The South African Government’s Cooperative Act 2005 presents a promising step in the right direction towards addressing poverty and unemployment in rural areas. The research looks at two case studies and site relevant findings. This study gives a brief introductory account of cooperatives with regard to their history and existence, particularly in South Africa. The research report focuses on two case studies, where the organisational structures and business operations will be examined and compared. Finally the report will draw lessons to indicate the possible social and economic viability of these cooperatives and their place in rural development. Based on the findings and conclusions, a number of recommendations are made on cooperatives in the rural sector. The research utilizes secondary data, such as documents, records, the internet, books and literature on the subject of cooperatives and related aspects of unemployment and poverty, forming a background of cooperatives in the South African rural sector. Primary data takes the form of structured (personal one on one) and semi-structured (group discussion) interviews. The primary and secondary data present the basis for the report findings and conclusions. Where possible, the relevant recommendations are made.

THE TRANSFERABILITY OF SOFT SKILLS OF WOMEN VETERANS TO CORPORATE AMERICA

The purpose of this study was to explore the transfer of soft skills of women veterans to their post military career in corporate America in order to support their career success by helping them market and utilize their soft skills and experience in their post military career, and to better understand the employability issues of women veterans. Thorndike and Woodworth’s (1901) Identical Elements Theory was used to better understand how women veterans transferred learning in one context (military) to another similar context (corporate America) and their identification, marketability, and utilization of these learned soft skills to the workforce. A narrative analysis was used in this study along with a triangulation method that included semi-structured interviews, review of the participants’ resumes, and review of their current job descriptions. Credibility, reliability, and external validity were maintained throughout the study with member checks, peer reviews, and reflexivity. Findings show that women veterans were able to identify soft skills innately associated with the military, and when prompted they articulated other military soft skills. They also viewed their transition experience unfavorably, and believed their collective military experience, education, and skills are not being considered by organizations in their post military career development. The data collected resulted in recommendations for improvements in the Transition Assistance Program (TAP), and the need for women veterans to maximize the identification, marketing, and utilization of their transferable soft skills in support of their reintegration, and ongoing career development needs.

The importance of knowledge and skills transfer in the private equity, venture capital and angel investing process

In this study the impact of the transfer of knowledge and skills by the investor to the investee and the impact on the success of private equity, venture capital and angel investments, new business development in South Africa and internationally is researched. A literature study is firstly conducted to determine, from literature, the importance of the transfer of knowledge and skills by the investor to the investee of a new venture. The results from recent research conducted in the United States of America and Europe is also included to determine current global development tendencies. The research highlighted factors, other than merely having a good business idea, which determines the success of a new venture. The global research clearly demonstrates that the active involvement of the angel investors, venture capitalists and private equity investors in new ventures, through the transfer of knowledge and skills, determines the success of the investment in new business development. The survey that was done in the South African venture capital environment seems to support this outcome although the South African market sector is in the early stages of development and focuses mainly on private equity and not so much new business development. / AFRIKAANSE OPSOMMING: Nuwe besigheidsontwikkeling is krities vir enige land, ingeslote Suid Afrika, om deurlopende en volhoubare groei en ontwikkeling van die land se ekonomie te verseker. Hierdie studie het die impak van die oordrag van kennis en vaardighede op die sukses van privatekapitaal- , waagkapitaal- (alternatiewelik – nuwebesigheidsbeleggings) en engelbeleggings in nuwebesigheidsbeleggings vir Suid Afrika en Internationaal, nagevors. ‘n Literatuurstudie om die belangrikeid van die oordrag van kennis en vaardighede, van die belegger na die nuwe besighede, in die gemelde belggingsprosesse vir nuwebesigheidsbeleggings te bepaal, is eerstens gedoen. Die uitkoms van navorsings wat onlangs in die Verenigde State van Amerika en Europa gedoen is, is ook ingesluit om die huidige internationale ontwikkelingstendense rakende nuwebesigheidsbeleggings te bepaal. Die navorsing het die klem geplaas op ander belangrike faktore anders as slegs ’n goeie besigheidsidee, wat die sukses van ‘n nuwe besigheid bepaal. Die internasionale navorsing het duidelik aangedui dat die aktiewe betrokkenheid van beleggers, engel-, waagkapitaal en privatebeleggers, deur die oordrag van kennis en vaardigheid aan die nuwe besigheid, die sukses van die nuwe besigheid en dus die belegging bepaal. Die opname wat in Suid Afrika gedoen is, ondersteun hierdie internasionale bevinding alhoewel die Suid Afrikaanse nuwebesigheidsbeleggings sektor in die vroeë stadium van ontwikkeling is en daar hoofsaaklik gekonsentreer word op privatekapitaalbeleggings, “private equity investments”, terwyl die werklike nuwebesigheidsbeleggings nie soveel aandag geniet nie.

Le patrimoine intercommunal / The inter-municipal property

Thème souvent oublié des réformes récentes de notre organisation territoriale, le droit patrimonial intercommunal n’est pourtant pas un non-sujet tant les enjeux l’entourant sont essentiels. Essentiels, d’une part, pour l’établissement public de coopération intercommunale et ses membres : exercice optimal des compétences et valorisation des biens sont les principaux défis que permet de relever le droit patrimonial intercommunal. Essentiels, d’autre part, pour l’État et le législateur : parvenir à un exercice cohérent des compétences tout en achevant et rationnalisant la carte intercommunale sans se préoccuper des impacts patrimoniaux paraît difficilement réalisable. Nous sommes donc convaincus que le droit patrimonial intercommunal doit devenir un véritable outil stratégique pour l’ensemble des acteurs de la coopération intercommunale. Si nous ajoutons à ces premières observations la circonstance que les règles composant ce que nous dénommons le droit patrimonial intercommunal ont peu changé depuis 1999 alors même que la coopération intercommunale et le contexte législatif dans lequel ses structures évoluent (l’entrée en vigueur du Code Général de la Propriété des Personnes Publiques en étant la parfaite illustration) ont connu de nombreux bouleversements, se pencher sur ce droit quelque peu particulier devient une nécessité. / Albeit oftentimes overlooked in French territorial organization reforms, inter-municipal property law is an essential topic with much at stake for various actors. Firstly, it is essential for inter-municipal cooperation syndicates and their members, for that it allows for the optimal exercise of competences and better use of goods. Secondly, it is essential for the state and the legislator: a coherent exercise of competences along with their rational distribution amongst local authorities can hardly go without considering impacts on property. Consequently, we are convinced that inter-municipal property law is a true strategical instrument for all the actors partaking in cooperation between towns. Additionally, if one considers that the rules that constitute what we call inter-municipal property law have not changed much since 1999, whilst the legal framework in which inter-municipal syndicates are placed has considerably evolved (the entry into force of the General Code for Public Legal Persons’ property being a perfect example), studying this somewhat peculiar field of law appears necessary.
