Studie výstavby MVE na střednín a dolním toku řeky Moravy / Study of the small water power plant which is situated in the middle and lower reach of river Morava

The present thesis deals with the description of the current state on the course of Morava river from small hydro Kromeriz after a small water plant Hodonin. Subsequently, I deal with the description of search of weir plants and weirs for the construction of small hydropower (especially their heads, structures and, where appropriate, possible adaptation). Then I deal with completion new hydroelectric plants on this founded weir plants and weirs which are in section between the small hydroelectric power Kromeriz and Lanžhot city on the Czech Republic side (Brodské on the Slovak Republic side). In this work is mainly focus on the calculation of installed performance in individual locations (and also the calculation of achievable performance in these locations), machinery design (for the use of selected sets from Hydrohrom company) and the way the configuration of the power switch. If it is in those places, řeším even more possibilities of this construction is splavnění view of the river, especially in the field of Hodonin - Lanžhot. In addition, deals with the design of line side cubicle of each switch to local distribution networks (draft routes). In the last phase deals with the size of the production in each generation, calculations of costs of constructing these plants, approximate calculation of the production (of the flows of 2007) and time of return on your investment in the construction.

The content of this diploma thesis is a feasibility study of a small hydropower station within the navigation lock Přelouč II. This work builds on the framework proposal of one variation of layout arragement of the navigation lock. In this variant is considered to build a lock, which also includes a small hydropower station. At the beginning, the location of individual building objects is resolved with respect to the conditions in the locality. This is followed by a more detailed development of the building and technological part of a small hydropower plant. Part of the thesis is accompanying and technical report, drawing documentation, hydrotechnical and hydroenergetic calculations and photographic documentation.

Este trabalho tem como objetivo avaliar o balanço econômico de uma política de incentivos para as fontes de energia renovável, analisando em particular o caso das PCHs (Pequenas Centrais Hidrelétrica) inseridas no Proinfa, o Programa de Incentivo às Fontes Alternativas de Energia Elétrica. A análise é desenvolvida tomando por base a internalização de custos e benefícios para a sociedade do referido Programa. Dentre os benefícios, estão destacados o desenvolvimento de uma fonte alternativa de energia que diminui os impactos ambientais devidos às emissões de gases poluentes, tal como o CO2, NOx o SO2 e o material particulado. Dentre seus custos, o imposto a ser cobrado se faz necessário para que programas dessa natureza se realizem. Para tanto, a revisão da literatura se concentra em assuntos concernentes à avaliação de programas de incentivos, bem como sobre o desenho de políticas de subsídio e das formas que a economia encontra para lidar com externalidades. Em seguida, analisam-se as estruturas propostas de incentivos, verificando-se, à luz da teoria, se essas estruturas são apropriadas aos seus fins e procedendo-se a uma análise de custo/benefício destas. / This work has the objective to evaluate the economic balance of an incentive policy for renewable energy source (RES), in particular it analyses the SHP (Small Hydropower Plant) case into the Context of Proinfa, the Brazilian alternative electrical energy source incentive program. This analysis is developed considering the point of view of internalizing the costs and benefits for the society. Among the benefits could be highlighted the development of a RES that reduces environmental impacts caused by pollutant gas emissions, such as CO2, NOx, SOx and particulated material, among the costs is the tax necessary to support this kind of program. To achieve this objective, the literature revision was focused on subjects related to evaluation of an incentive program as well as on the design of subsidy policies and how the economy deals with externalities. Also it is analyzed the incentives framework proposed, verifying based on the economic theory, if this framework is suitable to its own aims, and at the end it is proceed a cost benefit analysis of this structure.

Em sua Região Hidrográfica foram instaladas cinco hidrelétricas e cinquenta e oito Pequenas Centrais Hidrelétricas (PDHs). No Rio Jauru, afluente importante do Rio Paraguai, uma sequência de 6hidrelétricas foi construída no gradiente longitudinal do rio. Neste estudo, que visou identificar e analisar os impactos sobre a hidrologia e qualidade da água do Rio Jauru, devido à operação em cascata das hidrelétricas, foi considerado não apenas o impacto individual produzido por cada hidrelétrica, mas também, o resultado de seus impactos de forma integrada. Foram analisados 12 parâmetros formadores da qualidade de água do rio em, diversos pontos no longitudinal do rio, a montante e a jusante das hidrelétricas. Também foram analisados 32 parâmetros hidrológicos utilizando o através do software IHA. Alterações na hidrologia e na qualidade da água após a instalação das usinas hidrelétricas foram verificadas. Os resultados deste estudo questionam a teoria que pequenas centrais hidrelétricas provocam pouco impacto ambiental no rio. / The Paraguay River is the major tributary of the largest floodplain in the world, the Pantanal. Itsbasincontains five hydropower plants and fifty-eight small hydro power plants. In the Jauru River, an important tributary of the Paraguay River, a cascade of six hydropower plants was built along the longitudinal gradient of the river. The present study aimed at identifying and analyzing the impacts on the hydrology and water quality of the Jauru River caused by the cascade hydropower plants, considering not only the individual impact produced by each one but also the combination of their impacts together. We analyzed 12 parameters indicating water quality of the river, data from several sites along the longitudinal axis of the river, upstream and downstream of the reservoirs lakes. Also, 32 hydrological parameters were examined with the aid of the software IHA. Changes in hydrology and water quality were found after the installation of the hydropower plants. Our results question the assertion that small hydropower plants have little environmental impact on the river.

In work should be designed suitable turbine for parameters found on the site, then created a basic project documentation of small hydropower plant with all devices and used principles, so that the plant would be capable of operation. In the next part of thesis should be extented the calculation of flow in the turbine delivery and assessed effect of geometry of turbine delivery on the flow.

The "on-paper" hydropower boom

Der weltweite Wasserkraftboom wird entweder mit seinen Vorteilen (Hochwasserschutz, Wirtschaftswachstum, erneuerbare Energieerzeugung) oder negativen Auswirkungen betrachtet (Zerstörung intakter Lebensräume, Verdrängung der Bevölkerung und Bedrohung von Existenzgrundlagen). Die vorliegende Arbeit versucht den Wasserkraftboom besser zu verstehen wie auch den Fakt, dass dieser bislang nicht zum Bau großer Wasserkraftwerke geführt hat. Eine Fallstudie wurde von Juli bis Oktober 2016 und Juli bis August 2017 in Bosnien und Herzegowina durchgeführt. Auch dort ist die Zahl der gebauten Wasserkraftprojekte im Vergleich zur Zahl der geplanten Projekte vernachlässigbar gering. Qualitative Forschungsmethoden wurden angewendet und drei wesentliche Schlussfolgerungen gezogen. Erstens (Kap. II) wird erläutert, warum der Boom in Bosnien und Herzegowina nicht in dem vorgesehenen Ausmaß stattfinden wird und inwieweit das Phänomen einer Übertragung auf globalen Maßstab standhält. Zweitens (Kap. III) wird deutlich, wie v.a. kleinere Wasserkraftprojekte von Akteuren zum persönlichen Vorteil genutzt werden. Korruption ist in diesem Sektor weit verbreitet und eng mit dem Diskurs über nachhaltige Entwicklung im Land verbunden. Die kleinen Wasserkraftprojekte schaffen einen sicheren Raum für korrupte Akteure. Schließlich (Kap. IV) wurde untersucht, wie die BewohnerInnen eines kleinen Dorfes in Bosnien und Herzegowina ihre Vorstellungen von Nachhaltigkeit rund um die Wasserkraft verändert haben. Dies taten sie in Übereinstimmung mit sich ändernden sozioökonomischen Bedingungen. Dieses Kapitel illustriert, wie die Flexibilität des Begriffs Nachhaltigkeit für marginalisierte lokale BewohnerInnen von Vorteil sein kann. Die vorliegende Dissertation zeigt, dass der Wasserkraftboom, obwohl bislang weitgehend nur "auf dem Papier" existent, dennoch bereits reale materielle Konsequenzen für nachhaltige Entwicklungsstrategien, Korruption und das lokale Leben mit sich bringt. / The global hydropower boom is a well-known phenomenon. It is either considered for its benefits to sustainable development or cautioned against its negative socio-environmental impacts. Yet the number of existing hydropower projects is not very high globally. This thesis thus aspires to develop a better understanding of the global hydropower boom and why this boom has not resulted in large-scale hydropower plant construction. The hydropower boom in Bosnia and Herzegovina was selected as the object of study. There, the number of constructed hydropower projects is negligible in comparison to the number of planned projects. Qualitative research methods were used to explore the case in depth. The data was collected between July and October, 2016 and between July and August, 2017. Three main conclusions were drawn from the fieldwork conducted. Chapter II shows and explains why the hydropower boom is unlikely to take place in Bosnia and Herzegovina to the extent foreseen. It also questions the phenomenon at a global scale. Chapter III shows how small-scale hydropower projects are used by various actors for personal benefit. Corruption is rife in the sector and closely connected to the sustainable development discourse in the country. A key finding here is that small-scale hydropower projects create a safe space for corrupt actors. Chapter IV explores how the inhabitants of a small village in Bosnia and Herzegovina changed their sustainability imaginaries around hydropower. They did this in accordance with changing socio-economic conditions. This chapter thus illustrates how the flexibility of the term sustainability can be beneficial to marginalised local inhabitants. In general, this thesis, therefore, contributes to the hydropower literature. It shows that the hydropower boom is largely ‘on-paper’ but with real material consequences for sustainable development strategies, corruption, and local lives.

Anpassning av småskaliga vattenkraftverk för ö-drift av lokalt elnät / Adapting small hydropower plants for frequency control of power grids in island mode

This master thesis examines technical requirements for small hydro power plants (HPP) to operate proximate parts of the power grid in island mode. The work examines how small hydropower can be modified and complemented with additional technologies to achieve sufficient frequency control capabilities. A case study was performed within the concession area of power grid operator Ålem Energy. One of the HPPs, located in Skälleryd, is owned by Ålem Energy and became the focal point of the study. Relevant parts of the concession area were surveyed for properties such as system inertia, electric load and available power. Furthermore, a model of Kaplan turbine 1 in Skälleryd HPP was created with the purpose of studying the benefits of bypassing regulation control from the wicket gates directly to the runner. The method was tested in an off-grid islanding test. Frequency control of the turbine was tested powering electric heaters and, using a new method, controlling a virtual power grid. Finally, a theory was developed to estimate the transient disturbance resilience (TDR) of a power grid. The theory was applied to the HPP in Skälleryd to suggest modifications for the plant to achieve sufficient islanding capabilities. The survey of the power system revealed a promising potential for the HPPs to operate in island mode, especially at later stages when the grid spans several HPPs for more system inertia. The available power from the HPPs was however strongly seasonal which imposes flexibility on a future plan of action for engaging the grid in island mode. The method of controlling the turbine power from the runner proved to have several difficulties. Firstly, the current hydraulics system was not able to freely control the runner as the hydrodynamic forces on the runner blades were too large. Secondly, the method was found to be unstable due to inherent amplification of speed deviations. Furthermore, the low inertia at Skälleryd is likely detrimental to the lone frequency control of the turbine. Therefore other methods for improving frequency control were suggested. The developed theory for TDR was used to create charts describing the TDR for various combinations of system inertia and regulation speed. By studying the proprieties of Skälleryd HPP in the charts the necessary modifications could be rationally chosen. A frequency regulating dummy load was found to be the simplest option. A control scheme was suggested with the dummy load performing primary frequency control and the turbines at Skälleryd performing secondary control, restoring the dummy load to its nominal state.

Поред тога што је предложен начин за избор оптималног положаја, развијен је<br />и рачунарски програм чија је основна сврха брзо одређивање оптималног положаја за изградњу мини хидроелектрана на основу претходно наведених критеријума.</p> / <p>U ovoj doktorskoj disertaciji dat je predlog modela za izbor optimalnog položaja mini hidroelektrana na osnovu tehničkih,<br />ekonomskih i ekoloških kriterijuma. Its timing is not coincidental, as it appears at the moment<br />when both the Republic of Serbia and the EU Member States are making a<br />strong shift towards the production of electric power from renewable energy<br />sources. The main shortcoming in planning the construction of small<br />hydropower power plants is the model for determining their optimal location. Along with proposing a model for selecting the optimal location, the paper<br />offers a software tool developed during the research, the basic purpose of<br />which is to quickly determine the optimal locations for the construction of<br />small hydro power plants based on the above-mentioned criteria.</p>
