Anatomy of Ijime (Bullying) within Japanese Schools

This thesis argues that ijime (bullying) is a product of the regimented culture of the Japanese education system, which place a heavy emphasis on conformity. It also argues that addressing the problem of ijime requires a reculturing of Japanese schools. The thesis highlights Japan’s long battle against ijime, which is a consequence of the unremitting drive to educate suitable Japanese citizens. The thesis investigates the characteristics of Japanese education, which is based on a national form of meritocracy and egalitarianism, to find if there is evidence that Japanese schools systematically legitimise oppression of those who do not conform. It examines the socio-historical development of ijime, revealing the serious extent to which the problem has become inherent in Japanese society, leaving little prospect for significant improvement. The five major ijime-suicide incidents, Shikagawa in 1986; Ohkouchi, 1994; Ohno, 2000; Takigawa, 2005 and Mori, 2006, are also studied in order to show how ijime can escalate to a disturbing level and in some cases develops a criminal element. Ijime has become a major social problem over the past few decades in Japan, causing serious absenteeism and even suicides among school children. In response, the Japanese government introduced “relaxed education”, which reduces student workloads and provides diversity in learning. Within the schools, organisational support systems have also been developed to help students with problems. Despite these measures, ijime still regularly occurs and the number of those who find it difficult to go to school is increasing. There has been no indication of serious improvement. This thesis is partly based on an analysis of the views and experiences of Japanese students and teachers. The results indicate that Japanese students perform ijime to discipline nonconformists for the sake of providing order, and that teachers are involved in ijime either as direct or indirect initiators. Ijime has been, either intentionally or unintentionally, accepted by many some students and teachers. Moreover, the results show that many students target individuals to guarantee collective identity, implying that they need to participate in the collective act of ijime for their social survival at school. The Japanese school is shown to be one place where ijime is still accepted because it facilitates universal conformity and peer solidarity. The thesis identifies two major problems resulting from the group-oriented culture of Japanese education. One problem is that, despite its egalitarian educational policies, the Japanese school system has created a hierarchy among students, allowing conformists to punish or marginalise nonconformists. The other problem is that a heavy emphasis on group life at school to promote peer solidarity has augmented the risk of exclusion by students who maintain collective identity by alienating someone. The findings show that ijime has been promoted by the cultural values and goals of conformity, and that the problem of ijime will not be alleviated without changing the regimented system of Japanese schooling.

O currÃculo e a cultura escolar como espaÃo de poder: praticando estudos culturais numa escola pÃblica / Curriculum and school culture as a place of power: practicing cultural studies in a public school

nÃo hà / Nosso estudo aborda o currÃculo na perspectiva da cultura escolar, tendo como objeto de investigaÃÃo a problemÃtica das relaÃÃes contenciosas vivenciadas no espaÃo curricular pelos sujeitos envolvidos no processo educativo. O propÃsito do trabalho à investigar, à luz das teorias curriculares contemporÃneas, no territÃrio curricular de uma escola pÃblica, as prÃticas cotidianas dos grupos juvenis dominados, suas relaÃÃes com a cultura oficial dominante e as relaÃÃes de poder que se estabelecem neste encontro de natureza pedagÃgica. Assim sendo, fundamentados na anÃlise cultural, buscamos analisar e esclarecer os processos de construÃÃo e reconstruÃÃo incessante do currÃculo real, conhecendo suas prÃticas e significados. Nesse sentido, optamos por uma abordagem metodolÃgica qualitativa, definindo-a como um estudo de caso, de natureza etnogrÃfica. Utilizamos como instrumentos de recolha de dados a observaÃÃo participante, o diÃrio de campo, entrevistas semi-estruturadas e grupo focal. Os sujeitos se constituÃram de alunos, professores e dirigentes de uma escola pÃblica de Fortaleza-CearÃ, com Ãnfase nos primeiros. A pesquisa revela que a escola estatal se mantÃm como uma agÃncia formadora e socializadora que concede primazia em seu currÃculo à cultura dominante e ao seu desejo de colonizaÃÃo da cultura popular, evidenciando seus vÃnculos com o Estado burguÃs capitalista. O contexto observado desvela um movimento de controle e de disciplinamento dos discentes, enredado pela cultura oficial da escola em busca de assegurar o status quo vigente e as formas de dominaÃÃo prÃprias da sociedade moderna. Para tanto, elabora-se um aparato disciplinar que colima a produÃÃo de mentes e corpos dÃceis entre os estudantes. A escola, enquanto tratado moderno, utiliza a farda, junto do sistema de padronizaÃÃo de aulas, horÃrios, nota mÃdia, entre outras estratÃgias, como uma tecnologia moderna de uniformizaÃÃo e estandardizaÃÃo de comportamentos, prÃticas e visÃes de mundo. Revelam-se, ainda, outros significados e valores associados à farda. A investigaÃÃo esclarece que, nÃo obstante o esforÃo da escola de homogeneizar os estudantes, a dinÃmica cultural do espaÃo curricular e escolar explicita um cenÃrio marcado pela diversidade e pela diferenÃa, tÃpico da sociedade globalizada contemporÃnea. Desvela-se uma trama de mapeamento e ocupaÃÃo desigual dos espaÃos fÃsicos escolares, onde os grupos, de acordo com sua aproximaÃÃo ou distanciamento da cultura oficial dominante no currÃculo, vÃo ocupando os espaÃos mais centrais ou afastando-se para os perifÃricos. Alguns grupos do cenÃrio cultural da escola, passam mesmo a defender os interesses e as necessidades da cultura oficial dominante, em funÃÃo dos ganhos simbÃlicos que sÃo atribuÃdos aos seus aderentes. Nossa investigaÃÃo revela, de outro lado, que o currÃculo e a cultura da escola pesquisada nÃo estÃo caracterizados apenas pelo jogo da dominaÃÃo e da submissÃo; o cotidiano escolar mostra-se marcado por uma sÃrie de acontecimentos contenciosos e dÃspares, que podem ser lidos como tendo um sentido fortemente voltado para o desejo de enfrentamento da perspectiva oficial dominante na escola e no currÃculo e que, portanto, tÃm uma intencionalidade marcada pelo Ãmpeto de resistÃncia e de enfrentamento da ordem oficial. Dessa forma, a resistÃncia e a insubmissÃo tornam-se, tambÃm, marcas da cultura escolar, caracterÃsticas predominantes em alguns grupos do cenÃrio cultural da escola e do currÃculo, colaborando, assim, para o desenvolvimento e manutenÃÃo de um capital contestatÃrio, que passa a integrar as relaÃÃes intersubjetivas dos diversos grupos que compÃem o terreno curricular. Its objective was the quarrelsome relations experienced in the curricular space by the subjects involved in the educational process. Its purpose was to investigate, under the light of the contemporary curricular theories, in the curricular territory of a public school, the routine practices of the dominated youthful groups, its relations with the dominant official culture and the power relations that are established in the encounter of pedagogical nature. Therefore, substantiated in the cultural analysis, we seek to analyze and clearify the incessant construction and reconstruction of the real curriculum and to know its practices and meanings. In that sense, we opted for a qualitative methodological approach, defyning it as a case study of ethnographic nature. We used participant observation as an instrument of data collection, a field journal, semi-structured interviews and focal groups. The subjects were constituted of students, professors and managers of a public school in the city of Fortaleza, Brasil, with emphasis in the students. The research reveals that the state-owned school is a creating and socializing agency that grants primacy to the curriculum of the dominant culture and to its desire of colonization of the popular culture, showing its toes with the bourgeois capitalist State. The context observed uncovers a movement of control and of discipline of the student body, entangled by the official culture of the school seeking to assure the status quo and the forms of domination of the modern society. For such, it elaborates a discipline apparatus that cultivates the production of docile minds and bodies among the students. The school, as a modern treaty, utilizes the uniform, a stardandization system of classes, schedules, average grade, among other strategies, as a modern technology of uniformization and standardization of behaviors, practices and world views. Others meanings and values associated to the uniform are revealed. The research poits out that, despite the effort of the school to homogenize the students, the cultural dynamic of the curricular space sets out a setting marked by diversity and difference, typical of the globalized contemporary society. It shows a story line of mapping and uneven occupation of the school physical spaces, where the groups, according to their closeness or separation of the dominant official culture in the curriculum, occupy the more central spaces or move away to the periphery. Some groups of the cultural setting of the school, even start to defend the interests and the needs of the dominant official culture, in function of the symbolic profits that are attributed to the their adherents. The research shows, on the other hand, that the curriculum and the culture of the school researched are not characterized only by the game of domination and submission; the school routine is marked by a series of disparate and quarrelsome events, that can be read as having a strong sense directed to the desire to clash with the dominant official perspective in the school and in the curriculum Thus, it has the intension marked by the impetus of resistance and of clashing of the official order. For this reason, resistance and non-submission, also, marks of the school culture, predominant characteristics in some groups of the cultural setting of the school and of the curriculum, collaborating, thus, for the development and maintenance of a contentious capital, that starts to integrate the intersubjective relations of the diverse groups that compose the curricular territory. The comprehension of the phenomena studied stirs up the need for new political, cultural, and educational projects that are more committed with autonomy and freedom, offering inclusive experiences and marked by the horizon of diversity, happiness and full achievement of the people

In such context, it attempts to aprehend the contributions made by the book Discipline and Punish: The Birth of the Prison (2013), as well as other studies concerning the disciplinary society, aiming to understand the discourses and practices used in contemporary educational institutions. To that end, it has been divided in three chapters. The first chapter attempts to establish a correlation between the nature of this philosopher's archeological and genealogical research with the topic of investigation, outlining the epistemological basis upon which Foucault grounds his studies from a historical point of view, a remarkably important fact in his work. In addition, this introductory chapter aims to explore the process of truth-searching, starting from the story of Oedipus, exposing the history of juridical thought and, consequently, the investigative and punitive forms of those who did not follow the rules under greek law, concluding with a few considerations regarding inquiry.The second chapter focuses on developing reflections regarding a part of Foucault's body of work focusing on the disciplinary society, under the assumption that there is no possibility of a society without punishment and control. Going through the changes on body treatment, from the torture of Damiens until the adoption of imprisonment as an universal punishment regime, follows that the customs of vigilance and control (panopticism) are present in all institutions and are not new, but rather preexisting at least from the Classical Age, not straying too far from education discourse.The last chapter presents the book Emile, or on Education (Rousseau, 2017) as a testimony on the disciplinary society, demonstrating that the ideal of “freedom” as exposed on this publication is paradoxical. Finally, in the conclusion it is deduced that in education discourses are ingrained elements of the Classical Age, not having these constructs therefore any novelty, for in modern education exist discourses and knowledge that work together to transform individuals into useful and docile subjects to the productive systems. / Este trabalho fundamenta-se numa pesquisa bibliográfica, tendo como principal referencial teórico as pesquisas do francês Michel Foucault. Nesse sentido, ela procura compreender as contribuições trazidas pela obra Vigiar e Punir (2013b), bem como outros por estudos que tratam da sociedade disciplinar, com vistas ao entendimento dos discursos e práticas existentes nas instituições educativas contemporâneas. Para tanto, ela foi desenvolvida em três capítulos. O primeiro capítulo busca estabelecer uma relação entre a natureza das pesquisas tanto arqueológicas como genealógicas deste filósofo com a temática da investigação, procurando pontuar em que bases epistemológicas Foucault assenta seus estudos do ponto de vista histórico, fato que ocupa posição marcante em suas produções. Além disso, este capítulo tenta apreender o processo de busca pela verdade, a partir da história de Édipo, evidenciando a história do pensamento jurídico e, consequentemente, as formas de investigação e punição daqueles que não seguiam as leis na perspectiva do direito grego, finalizando com algumas pontuações sobre o inquérito. O segundo capítulo dedica-se à elaborar uma reflexão sobre alguns trabalhos de Foucault em torno do tema acerca da sociedade disciplinar, partindo da premissa de que não existe a possibilidade de uma sociedade sem punição e controle. Percorrendo as mudanças no tratamento do corpo, desde o suplício de Damiens até a adoção do aprisionamento como regime punitivo universal, infere-se que as práticas de vigilância e de controle (panoptismo) estão presentes em todas as instituições e não são novas, preexistem pelo menos desde a Idade Clássica, não se distanciando dos discursos da educação. O último capítulo apresenta a obra Emílio ou da Educação (ROUSSEAU, 2017) como um testemunho da sociedade disciplinar, demostrando que o ideal de “liberdade” presente nesta obra é paradoxal. Por fim, conclui-se deduzindo que nos discursos da educação estão contidos elementos da Idade Clássica, não havendo, por isso, quaisquer novidades, porquanto na educação moderna encontram-se discursos e saberes que colaboram para a transformação dos sujeitos em indivíduos úteis e dóceis aos sistemas produtivos.

Já ao analisarmos sua concepção de desenvolvimento infantil e ensino-aprendizagem, percebemos continuidades em relação ao movimento escolanovista. Desta forma, podemos inferir que a proposta do autor traz como pano de fundo uma pedagogia difusora dos ideais presentes nas correntes pedagógicas liberal-burguesas. A importância da pesquisa justifica-se pelo significado que a Proposta de Pedagogia Popular de Célestin Freinet representa para a educação, uma vez que a difusão da sua proposta implica determinada concepção de formação do ser humano e de sociedade. A relevância dessa afirmação reside, entre outros, no fato de ela apontar para a necessidade da realização de um estudo do processo histórico-político mais amplo que configure a sociedade no período de sua produção. Consideramos por fim, ser de vital importância resgatar o estudo dos clássicos da educação, tais como Célestin Freinet uma vez que há uma imensa carência de estudos a respeito dos mesmos... / The present research exposes in a critical way Célestin Freinet's thought, specifically what he tells about his man, society and education conceptions, showing that his ideas reveal a conception of society and of human being in the which the defense and the respect to the child's individuality come to contribute to mask the impotence of the capitalism in accomplishing the process of the individual's humanization. We demonstrated that in spite of overcoming the traditional school movement and the New School, his popular education proposal doesn't get to surpass the radical critic to the traditional teaching, adhering to the escolanovista ideals instead. We also punctuated the unbalance between the political and the pedagogic theory in the author's proposal, because, for us, his man and society conceptions are based up on a political conception of Marxist stamp. And when we analyze his conceptions of infantile development and teaching-learning, we noticed links to the escolanovista movement. This way, we can infer that the author's proposal brings as a backdrop a pedagogy that reveals the ideals present in the liberal-bourgeois pedagogic currents. The importance of the research is justified for the meaning that the Proposal of Popular Pedagogy of Célestin Freinet acts for the education, once the diffusion of his proposal implicates certain conception of the human being formation and of society. The relevance of that statement lies on the fact that it points the need of the accomplishment of a study of the wider historical-political process than it configures the society in the period of his production. Finally we considered vital to rescue the classic authors of the education study, such like Célestin Freinet, once there is an immense lack of studies regarding the same ones, so that we can disclose the character of innovation that is presented in the current speeches... Reframing futoko (school non-attendance) in Japan: a social movement perspective.

This thesis examines futōkō (school non-attendance) in Japan from the perspective that futōkō is a social movement. It analyses citizens’ activism in support of futōkō students over the twenty year period from 1984. Drawing upon social movement approaches the thesis examines how futōkō citizens successfully grasped political opportunities, established a network of organizations, launched a new interpretive frame for futōkō, and challenged the dominant representation of futōkō in society –that 'futōkō is an illness’. To explore in detail the ideological aspect of the futōkō movement’s framing, a content analysis of 140 editorials in the movement newspaper – the Futōkō Shimbun (School Non-attendance Newspaper) was conducted. Commencing with a critique of schooling practices that create futōkō, over the survey period Futōkō Shimbun expands its analysis to develop a critical appraisal of Japanese society that has broad implications for many different aspects of the everyday life of its citizens. Adopting the typology of movement outcomes, this thesis assesses the outcomes of futōkō movement framing through two sets of factors: first, changes in government policies and attitudes and second, cultural and ideational changes as experienced by the movement organizations, futōkō activists and children, and as represented in shifts in media representation of futōkō. Government policies in the handling of futōkō students have become more flexible although not always positive, while government interactions with the movement are suggestive of recognition that futōkō citizens are valid spokespersons with a legitimate set of interests in relation to futōkō children. Futōkō movement activists have been successful in framing their movement in terms of: expanding and increasingly sophisticated networks of futōkō movement organizations; the professional development of activists; and a more positive media discourse. The thesis concludes that the futōkō movement has influenced government policies, the media and wider social commentary about the phenomenon of and responses to futōkō. Esta Tese de Doutorado possui por objetivo analisar e interpretar a política de pós-graduação lato sensu, a partir dos dispositivos legais emanados pelo Estado brasileiro, correlacionando-a às políticas de educação superior, bem como ao contexto político e sociocultural, no período de 1964 a 1985. Para tanto, recorreu-se à pesquisa exploratória, documental e bibliográfica. Identificou-se, dentre outros resultados, uma ampla rede social no país, que irá se consolidar desde antes do Golpe, em abril de 1964, ligada aos interesses multinacionais e associados, que exerceu influência em diversos setores da sociedade, inclusive na educação. Conclui-se que os dispositivos legais da pós-graduação lato sensu se originaram impulsionados pela qualificação docente da Carreira de Magistério Superior e que o setor privado se beneficiou desses dispositivos para ofertar cursos dessa modalidade, entretanto, orientados para outros campos de atuação. / This PhD Thesis has the objective of analyzing the Brazilian policies for the lato sensu post-graduation, from the legal provisions issued by the Brazilian State, correlating it with the policies for the University Degree as well as to the socio-cultural and political context, from 1964 1985. In order to obtain that, investigative, documental and bibliographic researches were applied. As a result, among others, an extensive social network was identified in the Country. This network was consolidated even before the coupe détat in April of 1964, connected to multinational interests and associated, influencing the most distinct sectors of the society, including the educational. It is concluded that the legal instruments of the lato sensu post-graduation had been motivated by the specialization of the Professor Career; also that the private sector took advantage of these legal devices to offer courses of this mode, however, guided to other fields of performance.

Přechod žáka na jinou školu jako možnost řešení problému šikany / Pupil transfer as a solution to bullying problem

This diploma thesis is about the pupils who have been victims of bullying during their studies at the primary or the secondary schools and who have been forced to transfer to another school because of this problem. The aim of this diploma thesis is to make a preview into the problematic of bullying related to the transfer of the pupil to another school, further off submit the overview of the factors, which can influence the success of this particular solution of the bullying issue. The first part of diploma thesis focus on explanation of the ground concepts related with bullying, as the personality of aggressor and victim, directions and forms of the bullying on the school, development of bullying and participators of it. The second part is about the consequence and the prevence of bullying. In the third part are mentioned previous researches related to repetition of bullying at the same actors and further off there is submitted comparison of individual case reports. The method of research was case study, in which was analyze and compare statements of respondents, who happend to be bullying during their schooling and transfer on the another school. Tem como objeto a práxis extensionista do projeto Cidadania/Liberdade, da Universidade do Estado da Bahia – Campus X, em Teixeira de Freitas-Bahia. Traz como problema a lógica de extensão hegemônica, apresentando a extensão orgânica, portanto emancipatória. Na investigação dessa práxis extensionista, considera-se alguns fatores determinantes: o espaço geossocial, cujo bairro de ocupação é o Liberdade, onde o projeto vem sendo executado; as camadas populares a quem se destinam os objetivos; os procedimentos educativos e a conquista de direitos de cidadania. A metodologia utilizada é o estudo de caso, possibilitando uma contribuição para a ciência utilizando a replicação do estudo de caso, baseado em Robert Yin. Após a análise dos dados coletados, estudo de documentos, e entrevistas semiestruturadas, define-se o procedimento metodológico. Concluem-se as fases da pesquisa com a fundamentação teórica, perseguindo as idéias de Antônio Gramsci, ao utilizar-se das categorias de análise do mesmo, de forma especial, a superestrutura, definindo o papel dos intelectuais e a sua formação contra-hegemônica. Assim, foi produzida a formulação da teoria em si, que é a extensão universitária orgânica, emancipatória. / Salvador
