Effectiveness of monitoring and evaluation activities at Gauteng Department of Sport, Arts, Culture and Recreation

Abstracts in English and Southern Sotho / The past five decades have seen the global emergence and growth of monitoring and evaluation (M&E), which has since become a crucial feature and tool in modern-day programme management. The South African government has in recent years embraced M&E in the South African public service, in order to influence and accelerate the achievement of government’s objectives and mandates. M&E is predominantly implemented in South African public institutions to promote effectiveness and efficiency in public service delivery. It is also used to promote transparency in decision-making, spending of public funds, and good governance, by ensuring that all protocols are observed. M&E also assists the government in tracking the progress of its programmes and policies. M&E is a relatively new practice in South Africa, and it is complex and skills intensive, making it challenging to implement. In most cases, poor coordination and management of M&E contribute greatly to poor M&E performance in South Africa. The policy environment is to some extent supportive of M&E in South Africa, as there are various policy documents developed around M&E. The government is actively engaged in the development of M&E policies and trying to find ways to make them work. The focus of this study was to investigate the effectiveness of monitoring and evaluation activities at the Gauteng Department of Sport, Arts, Culture, and Recreation (GDSACR). The literature section outlined the theoretical framework and the application of monitoring and evaluation both locally and globally. The empirical research explored how M&E is implemented at GDSACR, and how it assists GDSACR in achieving its strategic objectives. The empirical study further investigated how M&E contributes towards the achievement of social cohesion and nation-building at GDSACR. The research links the existing M&E theories to practical implementation of M&E at GDSACR, moreover, establishes intricacies of implementing M&E in public institutions with multiple policies and projects. The dissertation provides an opportunity for GDSACR to revisit its M&E practices and move in a direction in which M&E is the cornerstone of project management at GDSACR. Underrepresentation of women in management of sports: implications for women's participation in rugby sports in Polokwane Municipality of Limpopo Province

Thesis (MBA.) -- University of Limpopo, 2023 / The underrepresentation of women in management positions of rugby is a continued unresolved phenomenon not only in South Africa, but across the globe. It has been thirty years since the Brighton Declaration was adopted, which was attended 289 international states. The Brighton Declaration Conference seeks to promote the interest of women in sport; the conference in line with Sustainable Developmental Goals (also called “SDG. World Rugby has over 15 working committees that constitute less than 5 women serving as members in committees. South African Rugby Union (SARU), a custodian for rugby in South Africa, lacks women representation in senior management positions. Thus, a research conducted in women rugby in Polokwane Municipality. The aim of the research is to investigate the underrepresentation of women in management of sport and the implications for women ‘s participation in rugby sport in Polokwane Municipality, Limpopo Province. The research uses qualitative approach, and 20 participants were purposively sampled to respond to interview questions. The research findings revealed SARU’s inadequacy in developing women for management of rugby. Thus, the research recommends women empowerment through various sustainable development programs accustomed to equip women to occupy management and leadership roles. Furthermore, policy review on sport management should be considered, the review brings together women coaches, technical staff and other team officiating from various stakeholders of sports and rugby in particular. SARU has to review their inclusion policies, and implement them. World Rugby’s inclusion policies must also be implemented because in many cases inclusion policies only exist on paper.

During the past few decades, the sport industry has experienced immense pressure to commercialise its operations and conform to traditional business practices (Chadwick 2009:191). With this evolution from a pure leisure activity to a multimillion dollar industry, it has become evident that the unique characteristics and deeply rooted historical culture of sport pose significant challenges for the sport manager during the process of commercialisation and the application of strategic management. The aim of this study was to analyse the current business environment of Cycling South Africa (CyclingSA) in such a way that the factors in the micro-environment, market environment and macro-environment that impact on the organisation‟s strategic decisions could be identified. The results should allow sport organisations to engage more effectively in strategic management by focusing on factors that influence the sport organisation‟s business environment in particular. A survey of CyclingSA members‟ perceptions of the organisation‟s current effectiveness in the business environment revealed a strong focus on financial and marketing elements. The study also found that factors such as loyalty programmes, talent identification and sport science support, safety in the physical environment, antidoping regulations, transformation and black economic empowerment and environmental friendly practices play a key role in CyclingSA‟s business environment. It is evident from the study that sport organisations, with specific reference to CyclingSA, should engage in strategic management by adapting traditional business principles to suit each organisation‟s unique needs. / Business Management / M. Secondly sport is considered from a managerial perspective in order to consider managerial responsibilities regarding school sports with special reference to the headmaster as manager of the shcool. Thirdly this research contains a discourse of relevant juridical aspects, and their implications regarding school management vis-a-vis the headmaster. Perceptions of Graduate Courses and Competencies Associated with High School and Junior College Athletic Administration

Texas 5A high school and junior college athletic directors' perceptions concerning graduate courses and competencies relating to athletic director performance were investigated. Graduate courses needing emphasis for prospective directors, most and least beneficial graduate courses, perceptions of values of graduate courses, and selected skills necessary for performance of duties were ranked. Significant differences of perceptions of values of graduate courses between 5A high school and junior college athletic directors were found using chi square. Significant differences between graduate course areas and competency areas in Communications, Technical, Business and Public Relations were found utilizing a t-test. 5A athletic directors receive adequate preparation in Communications. Junior college athletic directors receive adequate preparation in Business and Public Relations.

Motives for volunteering in sport organisations and the relationship with volunteer commitment and volunteer satisfaction

(Department of Business Administration, Faculty of Management Sciences), Vaal University of Technology. / Volunteering is a core component of sport service delivery and remains essential to the viability of the sport system in many sport organisations and communities. To this end, it has become incumbent for them to ensure that a sufficient pool of volunteers exists. Despite this assertion that volunteers in sport organisations are considered such a valuable resource, they are increasingly scarce and there is a considerable debate about the underlying structure or dimensionality of volunteer motives. Therefore, the primary objective of this study was to examine motives for volunteering in sport organisations within Gauteng province and its relationships with volunteer commitment and volunteer satisfaction. This research drew from the convergence of the social exchange and self-determination theories that were used in this study to provide a theoretical understanding as to why people engage in volunteer work and the outcomes thereof. In order to achieve the primary objective of the study, a quantitative research approach was adopted and a cross-sectional descriptive survey was utilised. A non-probability convenience sampling procedure was also adopted. Prior to the main survey data collection, a pilot study was undertaken by administering a questionnaire to 40 participants who did not form part of the main survey. The main survey data was thereafter acquired from 270 volunteers from conveniently selected sport organisations within Gauteng province through a structured self-administered questionnaire. The data were analysed using the Statistical Package for the Social Science (SPSS version 26.0) and the reliability and validity analysis yielded satisfactory results in terms of the measuring instrument. Descriptive statistics were also computed to summarise the data into usable information by making use of frequencies, means and standard deviations. Exploratory factor analysis was used to statistically aggregate the large number of observed measures (28 items) relating to independent variable (volunteer motives) into a smaller set of three unobserved (latent) variables called factors while regression and correlation analysis were undertaken to establish the relationships among the study constructs in line with the objectives of the study. Results fromcorrelation and regression analysis respectively (r = 0.440; β= .410) revealed that volunteer motives significantly contribute towards enhancing volunteer commitment among volunteers in sport organisations. Furthermore, the study’s results indicated that volunteer commitment, in turn, contributes towards volunteer satisfaction of volunteers in sport organisations (r = 0.561; β= .561). Based on these results, this study recommends, among others, that management of sport organisations should explore the effectiveness of implementing an internal system of self-evaluation as a starting point to examine motives for volunteering. Furthermore, it is recommended that sport organisation management should develop an organisational culture which assigns authority and responsibility to sport volunteers. The study concludes by affirming the achievement of the study’s objectives, highlighting its limitations as well as identifying future research opportunities.

Foundations of youth sport complex development: commonly identified critical components for successful economic development

Indiana University-Purdue University Indianapolis (IUPUI) / Indianapolis created a whole new city identity using sports development and sports tourism as the primary drivers of change in the 1960’s and 1970’s. Since then, other cities have adopted the philosophy of using sport as a catalyst to improve the economic conditions of the city. This same philosophy has seemingly trickled down to small cities across the United States in the form of youth travel sport complex development. The size of the youth travel sport segment has reportedly reached $7 billion by the National Association of Sports Commissions, resulting in the rapid development of youth sports complexes in small cities and towns. The size and scope of these facilities entering the segment range from 50 acres to as many as 400 contiguous acres costing millions of dollars. Additionally, the perceived economic impact accompanying the development of such facilities are often overinflated due to the diversity of methods used in market analyses, feasibility studies, economic impact analyses, cost-benefit analyses, and Turco’s triple-bottom-line analysis. A more systematic process is needed to assign key performance indicators and identify the critical components that will assist in the decision to enter the segment and at what capacity. This study is designed to identify the necessary critical components to reach the desired economic impacts associated with youth sport complex development. Qualitative constant comparative method of data analysis was utilized in identifying commonly identified critical components (CICC) believed to contribute to the success and sustainability of a youth sports complex.
