Building a culture of safety : the nature of communication between the Maquassi hills fire services and the community / Fourie, K

Citizens in many provinces in South Africa have increasingly become more vocal about their unhappiness concerning service delivery in many departments of Government; their needs are not being met. Their violence and anger are usually aimed at emergency planners and government institutions, such as the police services, emergency medical services and fire services, therefore adding to various other challenges and difficulties these institution experience in carrying out their responsibilities (News Today, 2008). These institutions are also directly involved in the Disaster Risk Reduction process and play a key role in building a culture of safety and prevention within their communities by distributing knowledge and teaching skills (Twigg, 2004). Twigg (2004) argues that providing communities with information is the only way in which the scale, frequency, and complexity of disasters can be addressed. This should be done by following a multi–disciplinary approach that includes participatory development communication as a tool. The term participatory development communication refers to communication between parties where information transfer is de–emphasised and the process of dialogue between participants is favoured (Jacobson & Kolluri, 1999). This allows for solutions to problems to be identified in a collective fashion (Twigg, 2004; Jacobson & Kolluri, 1999). In light of the above the Maquassi Hills Fire Service’s relationship with the community has a major impact on the contribution the fire services make to building a culture of safety and also to what extent the community works towards building a culture of safety –– and thereby reducing disaster risk within the community. This study, consequently, aims to investigate the current relationship between the Maquassi Hills Fire Services and the community they serve, as well as the role of participatory development communication in this relationship. In order to do so this study explore various guidelines and principles set out by the literature in terms of participatory development communication and culture of safety to establish to what extent the Maquassi Hills Fire Services adhere to these principles and guidelines in their day–to–day functioning. This has been done by using a qualitative research design. Data collection methods appropriate to the qualitative research design were used to collect the necessary data. These methods included focus group discussions with members of the communities in the Maquassi Hills area and semi–structured interviews with the staff and management of the Maquassi Hills Fire Services. Guidelines and principles established in theory were used to describe and evaluate the current situation between the Maquassi Hills Fire Services and the surrounding communities to 5 whom they provide the service of fire fighting. The two main areas of theory addressed were that of Participatory Development Communication and that of a culture of safety as it presents in the Disaster Risk Reduction field. These were also the two main areas investigated in the empirical phase of the study. From the research it was found that in terms of Participatory Development Communication very little is being done by the fire services to establish dialogical communication. Thus creating opportunities for communities to communicate with the fire services by developing relevant communication channels is not being facilitated. However communities are eager to establish such an interactive relationship with the fire services. The data indicated that when the principles and guidelines for building a culture of safety are considered there exist various positive aspects. If these aspects are utilised and facilitated in the correct manner it may facilitate the process of building a culture of safety. It is therefore recommended that the fire services should start interacting with the communities in the Maquassi Hills area. Most of the issues experienced in the relationship between the fire services and the communities can to some extent be ascribed to the fact that the fire services do not reach out to the communities they serve. Interactions with the community should be based on the principles of participatory development communication which will ensure that dialogue is established and information is exchanged. Also very important in the Maquassi Hills area is supplying the communities with relevant, regular, correct and coherent fire safety information and skills. People in these communities need the necessary fire safety information to ensure their safety in terms of fire. By allowing people in these communities to participate in planning and implementing initiatives aimed at informing people, awareness campaigns and information sessions will be suited to the specific areas. This will mean that communities receive information relevant to their situation and circumstances and ultimately initiatives will be more effective, allowing the opportunity for a good culture of safety with regard to fire to be built. / Thesis (M. It is acknowledged that the primary objective of any company should be the creation of shareholder-value. However, it is also recognised that there are other stakeholders, with their own financial and/or non-financial objectives, which could impact on a company's overall financial performance. Management should therefore identify stakeholder-groups which could impact on the company and formulate a model in addressing their objectives. This study integrates elements from the theory of shareholder-value, the agency-theory, the theory of property rights and different stakeholder orientation-models to develop the approach of responsible stakeholder-management in the creation of shareholder-value. Stakeholders can be grouped into economic, social and environmental components. The concept of sustainable development has exploded in recent years. Three main elements of sustainable development were identified, namely economic, social and environmental development, referred to as "Triple Bottom Line (TBL)". Several organisations have started focussing on the concept of sustainability by guiding the development of sustainability policies. However, the Global Reporting Initiative (GRI) has become the de facto global standard for reporting on sustainable development. The concept of TBL, and how the three elements of sustainability could contribute to the maximisation of shareholder-value, is discussed. The results of the empirical study, where the financial performance and shareholder-growth of companies listed on the JSE and which adopted and reported on the GRI-guidelines, were compared to a group of companies in the same index grouping of the JSE that had not formally adopted and reported on the guidelines, identified a clear trend that those reporting on their sustainability policies had had a much better growth in five of the six financial measures used than the comparative group. / Thesis (M.Com. Equity crowdfunding, which has primarily been developed by private operators, is considered as an alternative financing form where capital is raised from a group of individuals through digital platforms. In the absence of formal regulations and existing high information asymmetries between businesses and crowd-investors, businesses need to build up legitimacy and trust through social actions. In this way, knowing the main participants and developing good relationships with them, become key factors for crowdfunding success. The purpose of this thesis is to examine equity crowdfunding and its context by identifying and describing stakeholders that interact there. In particular, this thesis aims to describe relationships that are being developed between businesses and their crowd-investors. The data has been collected through interviews with both businesses and investors that have experience in using equity crowdfunding in a Swedish context. The interview data have been analysed by using the stakeholder theory. This has helped us to identify and characterise several stakeholders that exist in the context of equity crowdfunding. Especially, two stakeholder management approaches – arm length- and fairness approach - have been chosen as the analytical tools for this thesis. These categories have primarily been used to analyse relationships that are being developed between businesses and crowd-investors. Our discussion highlights equity crowdfunding as a new and alternative type of capital market, where participants act more cooperatively and have versatile roles. As a financial tool, equity crowdfunding opens up possibilities for closer interaction between businesses and investors. As a consequence of high information asymmetries, developing relationships and creating a transparent environment through active communication, become particularly important for businesses. However, our data has shown us that in reality the collaborative relationship depends on how much businesses allow to be influenced by investors as well as how much the investors request participation.

O termo sustentabilidade corporativa refere-se à capacidade de uma organização de sobreviver no longo prazo, mantendo-se (minimamente) lucrativa para que possa exercer suas atividades com cada vez menos impactos negativos ambientais e mais benefícios sociais. Considerando a lógica de que a empresa é aquilo que ela é capaz de mensurar, organizações sustentáveis demandam sistemas gerenciais de mensuração de desempenho que estejam alinhadas ao desenvolvimento sustentável. Assim, o presente estudo se propõe a discutir a seguinte pergunta de pesquisa: Como é inserida a sustentabilidade nos sistemas de mensuração de desempenho corporativos? Para isso, são propostos dois objetivos de pesquisa: (i) levantar os sistemas de mensuração de desempenho de sustentabilidade e explorar seus principais desafios; e (ii) explorar a importância relativa dada pelas empresas em relação aos indicadores de sustentabilidade. Para isso, a pesquisa conta com uma revisão sistemática da literatura e estudos de casos multissetoriais (um piloto e quatro exploratórios). A pesquisa traz evidências de que a temática de indicadores de sustentabilidade é ainda incipiente e pouco estruturada, com potencial de melhorar o aproveitamento da literatura já consolidada de sistemas de mensuração de desempenho. O estudo bibliométrico conta com (i) estatística descritiva, (ii) análise de redes de relacionamento (co-citação e palavras-chave) e (iii) análise de conteúdo a partir de uma amostra de artigos extraídos da base de dados ISI Web of Knowledge (Web of Science). Verifica-se que a literatura de indicadores de sustentabilidade aborda temáticas diversas, tais como vantagem competitiva, gestão de stakeholders e avaliação do ciclo de vida. Já os estudos de casos baseados em entrevistas semi-estruturadas permitiram o levantamento dos seguintes sistemas de mensuração de desempenho com incorporação de indicadores de sustentabilidade: sistema de avaliação de desempenho das áreas, sistema de avaliação de desempenho individual, indicadores para elaboração de relatórios internos e externos e sistema de avaliação inicial de projetos. Além disso, foram identificados fatores que interferem na prioridade dos indicadores de sustentabilidade: estratégia corporativa, pré-requisito; maturidade da questão e urgência. Dentre os desafios apontados pelas empresas, encontram-se a definição de indicadores para avaliar os benefícios sociais decorrentes das atividades da organização, a quantificação monetária de retorno de iniciativas ambientais e sociais e o engajamento dos colaboradores na sustentabilidade corporativa, independente da natureza das suas atividades. A pesquisa mostra que há benefícios na incorporação da sustentabilidade no sistema de mensuração de desempenho corporativo e que isso ainda tem potencial para ser abordado de forma mais sistemática, sem depender exclusivamente da iniciativa de determinados líderes. O papel desses atores para implantação de práticas sustentáveis na organização é fundamental e necessário, mas não suficiente, já que a sustentabilidade corporativa depende do engajamento de diversos stakeholders (internos e externos à organização), que podem ser influenciados pela cultura e pelos processos de negócios alinhados à lógica do desenvolvimento sustentável. / The term corporate sustainability refers to the ability of an organization to survive in the long term, keeping itself (minimally) profitable in order to conduct their activities with less negative environmental impacts and more social benefits. Whereas the logic that the company is what it is capable of measuring, sustainable organizations require performance management systems that are aligned to sustainable development. Thus, this study aims to discuss the following research question: \"How sustainability is embedded in corporate performance measurement systems?\" For this, it proposes two research objectives: (i) identify the sustainability performance measurement systems and explore their major challenges, and (ii) explore the relative importance given by companies in relation to sustainability indicators. So, the research has a systematic literature review and multisectoral exploratory case studies (one pilot and four exploratory). The research provides evidence that the theme of sustainability indicators is still incipient and unstructured, with the potential to improve the use of literature already consolidated on performance measurement systems. The bibliometric study is based on (i) descriptive statistics, (ii) analysis of extracted networks of relationships (co-citation and keywords) and (iii) content analysis of a given sample of articles extracted from ISI Web of Knowledge (Web of Science). It is found that the literature of sustainability indicators covers different topics such as competitive advantage, stakeholder management and life cycle assessment (LCA). The cases studies based on semi-structured interviews allowed the identification of the following performance measurement systems that incorporate sustainability indicators: performance evaluation of the areas; individual performance evaluation system; indicators for internal and external reports; and initial project evaluation system. In addition, factors influencing the priority of sustainability indicators have been identified: maturity of the issue, requirement, corporate strategy and urgency. Among the challenges faced by companies, there are the definition of indicators to assess the social benefits of the organization activities, the quantification of the monetary return of environmental and social initiatives and employee engagement in corporate sustainability, independently of the nature of their activities. Research shows that there are benefits in incorporating sustainability in corporate performance measurement system and it still has the potential to be addressed more systematically, without relying solely on the initiative of certain leaders. The role of these actors for implementing sustainable practices in the organization is essential and necessary, but not sufficient, since the corporate sustainability depends on the engagement of various stakeholders (internal and external to the organization), which may be influenced by the culture and the business processes aligned to the logic of sustainable development.

A temática relacionamento comunitário, enquanto ciência, é muito recente, assim a coleta de dados demandou uma triangulação de métodos que garantissem a validação de seus resultados. Foi realizada uma extensa revisão literária, a partir dos conceitos chave da pesquisa, um estudo de caso aprofundado, com uma empresa extrativista brasileira a partir de análise documental e observação de campo e entrevista com profissionais e especialistas. Destaca-se que as orientações e diretrizes analisadas na empresa estudada se mostram coerentes com a revisão literária realizada, rendendo um rico material técnico e teórico para a escassa literatura existente sobre o tema. Como conclusão do trabalho, ainda, revela-se a importância da prática, da rotina das atividades de relacionamento para o sucesso do processo. Diante da destacada importância do tema o presente estudo apresenta orientações eficientes, a luz da bibliografia científica e técnica existente, para as empresas do segmento e uma nova perspectiva científica para pesquisadores ao confrontar um modelo real e a revisão literária visitada. / This research, exploratory, qualitative and descriptive, arises from the need to understand the growing concern of extractive companies, about the pressure exerted on their activities and operations by the communities in the places where they are installed. The impacts and risks generated, inherent in their processes, when not treated in a right way can start movements capable of generating operational, financial, property, safety and reputational losses. In this sense, companies seek to establish adequate corporate guidelines and an efficient management model to relate to communities. “Community relations”, as a science, is very recent, so the data collection required a triangulation of methods that could guarantee its results. An extensive literary review was carried out, based on the key concepts of the research, and a case study, with a brazilian extractive company based on documentary analysis and field observation and, finally, interviews with professionals and specialists were realized. It should be noted that the guidelines analyzed in the studied company are consistent with the literary review, yielding a rich technical and theoretical material for the scarce existing literature on the subject. As conclusion, it also reveals the importance of practice, from the routine of relationship activities to the success of the process. In view of the importance of the topic, the present study presents efficient guidelines, if compared with the existing scientific and technical bibliography, for the companies of the segment and a new scientific perspective for researchers when confronting a real model and the literary review visited.

O estudo procurou trazer uma contribuição adicional aos estudos que vem sendo realizados sobre o tema, buscando mapear e analisar os fatores críticos de insucesso (FCI), que podem ser identificados antes da fase inicial de implantação de projetos, na perspectiva do ambiente interno tanto das equipes executoras, quanto dos patrocinadores e clientes/usuários de projetos neste segmento organizacional. A pesquisa foi realizada por meio de uma revisão da literatura mais recente, buscando artigos científicos mais relevantes, com foco no estado da arte relacionado à temática escolhida. Foram identificados oito grupos temáticos mais frequentes entre os autores estudados. A revisão da literatura apontou a existência de condições desfavoráveis que estando presentes no ambiente do projeto, podem trazer impactos na realização de diversos requisitos relacionados ao escopo, como prazo, custo, qualidade, aspectos de meio ambiente, segurança, saúde ocupacional e responsabilidade social, entre outros. Foram identificados oito grupos temáticos de FCI mais frequentes entre os autores pesquisados. A partir deste agrupamento, foi construído um questionário estruturado, que foi validado com especialistas com grande experiência no gerenciamento de projetos. O questionário validado foi utilizado em um survey entre profissionais de gerenciamento de projetos de duas Comunidades de Práticas da empresa estudada, oriundos de diferentes circunstâncias históricas, bem como distintas realidades profissionais, culturais, socioeconômicas, políticas e ambientais. Foram obtidos 397 questionários válidos, sendo que os resultados do survey foram submetidos à estatística descritiva, que identificou um conjunto de 10 FCI encontrados com maior frequência pelos especialistas que participaram do survey. Os resultados encontrados mostraram-se importantes para a construção de conhecimento não somente para a comunidade acadêmica, como também para os profissionais de gerenciamento de projeto. Percebeu-se que quanto mais precocemente os FCI forem identificados, maiores poderão ser as chances de serem tratados, seja por meio da eliminação ou mitigação dos seus impactos, com vistas a se obter uma taxa de sucesso que possa atender aos requisitos mais prioritários definidos pelos atores envolvidos. / This dissertation is the result of a study on critical factors of failure in the management and implementation of projects in an integrated energy company in Brazil. The study sought to bring an additional contribution to the studies that have been conducted on the subject, seeking to map and analyze the critical factors of failure (CFF), which can be identified before the initial phase of project implementation from the perspective of both the internal context executing teams, the sponsors and clients / projects of users in this organizational segment. The survey was conducted through a review of the latest literature, searching for the most relevant scientific articles, focusing on the state of the art related to the chosen theme. Eight most frequent thematic groups among the study authors were identified. The literature review showed the existence of unfavorable conditions that are present in the project environment, that can pose impacts in making various requirements related to the scope, such as time, cost, quality, environmental aspects, safety, occupational health and social responsibility, among others. Eight thematic groups CFF frequently among the surveyed authors were identified. From this group, a structured questionnaire was built, which was validated by experts with extensive experience in project management. The validated questionnaire was used in a survey among project management professionals from two communities of practice within the studied company, from different historical circumstances and different professional, cultural, socialeconomic, political and environmental realities. 397 valid questionnaires were obtained, and the survey results were submitted to descriptive statistics, which identified a set of 10 CFF found more often by the experts who participated in the survey. The results proved to be important for the construction of knowledge not only for the academic community, but also for project management professionals. It was noticed that the earlier the CFF are identified, the greater will be the chances of being treated, either by eliminating or mitigating their impacts, in order to obtain a success rate able to meet the highest priority needs defined by the actors involved

Enhancing value creation of construction projects through early stakeholder involvement and integration

Abstract Nowadays, construction projects are implemented in highly demanding and complex built environments that require multisectoral and multidisciplinary efforts and collaboration between the project stakeholders with divergent interests, objectives, and backgrounds. Successful collaboration is one of the most efficient ways to enhance project value creation and gain better results, especially when it integrates stakeholders with different kinds of expertise and contributions. However, stakeholder management, involvement, and integration have been seen as a difficult issue, particularly in the early project phases, and have frequently resulted in conflicts and partial failures due to the lack of practical tools for managing the stakeholders and understanding their roles. The purpose of this dissertation is to enhance the understanding of how value creation can be enhanced through early stakeholder involvement and integration in the context of construction. The research applies a qualitative research approach and utilizes the case study methodology. The data for this research was collected through a survey and semi-structured interviews. The results indicate that project value creation can be increased by early stakeholder involvement and integration. However, it demands systematic stakeholder management practices in order to identify the different project-specific stakeholders and their requirements for the project. The results also show that the salience of the stakeholders varies within a project and from project to project, and some of the stakeholders are always more important than others. Nevertheless, all the stakeholders usually have the change to impact on and contribute to the project, positively or negatively. To exploit the expertise of a project stakeholder or to avoid the problems caused by the stakeholders, the framework for stakeholder identification and classification was created in this dissertation. / Tiivistelmä Rakennusteollisuuden projektien sekä rakennetun ympäristön muuttuminen yhä dynaamisemmaksi ja monimutkaisemmaksi edellyttää projektin sidosryhmien yhä aktiivisempaa ja syvällisempää osallistamista, yhteistyötä sekä vaatimusten huomioimista projektien määrittelyvaiheesta alkaen. Muilla teollisuuden aloilla sidosryhmien aikaisella osallistamisella projektin alusta alkaen on huomattu olevan positiivinen vaikutus projektien parempaan arvontuottoon ja tavoitteiden saavuttamiseen. Osoitetuista hyödyistä ja joistain hyvistä kokemuksista huolimatta, sidosryhmien osallistaminen ja integroiminen on osoittautunut yleisesti ottaen erittäin vaikeaksi ja haasteelliseksi, erityisesti vaativien ja kompleksisien projektien osalta. Pääsääntöisesti ongelmat johtuvat puutteellisesta toimintavavoista sekä tottumattomuudesta sidosryhmien kokonaisvaltaiseen osallistamiseen ja johtamiseen, mikä on usein johtanut sidosryhmien välisiin ristiriitoihin ja hankkeiden, ainakin osittaiseen, epäonnistumiseen. Tämän väitöstutkimuksen tavoite on tutkia, että miten rakennusprojektien arvontuottoa voidaan parantaa sidosryhmien aikaisella osallistamisella ja integroinnilla. Tutkimus on laadullinen tapaustutkimus, jonka empiirinen aineisto on hankittu kyselyllä sekä haastatteluilla eri rakennusteollisuuden projekteista. Tulokset vahvistavat käsityksen, että sidosryhmien aikainen osallistaminen ja integroinnilla projektin arvontuottoa kaikille sidosryhmille voidaan tehostaa. Tämä kuitenkin vaati systemaattisia toimintatapoja ja prosesseja, jotta projektin kannalta keskeisimmät sidosryhmät ja heidän vaateensa kyetään tunnistamaan sekä osaaminen voidaan hyödyntää. Tulokset myös osoittavat, että projektin sidosryhmät eivät ole tasavertaisia keskenään ja heidän keskeisyytensä vaihtelee sekä projektin aikana että projektikohtaisesti. Tästä huolimatta, yleensä kaikki sidosryhmät voivat vaikuttaa, tavalla tai toisella, projektiin joko positiivisesti tai negatiivisesti. Jotta sidosryhmät voitaisiin osallistaa mahdollisimman tehokkaasti, ja näin ollen hyödyntää heidän osaaminen ja välttää ongelmat, luotiin tässä tutkimuksessa viitekehys sidosryhmien tunnistamiseksi, arvioimiseksi ja luokittelemiseksi.

Analýza zainteresovaných stran v projektech ICT / Stakeholder management in ICT projects

This work deals with the questions of the analysis and management of the parts engaged in information and communication technology projects. The stakeholder (the term "stakeholder" is used in Czech as well) is a subject, i.e. an individual or a corporate body, that is concerned about the result of the project and has the possibility to influence the project. The main goal of the thesis is to map the contemporary approaches toward the stakeholders analysis and management in the ICT projects, to analyze the problems of the influence of individual parts from both technocracy and human (psychological) point of view and to subsequently suggest the methodology for an effective analysis and management of the engaged parts, which could be used at the management of the projects in the ICT field. It is convenient to introduce the used terms and notions , their history and the way of use in the first part. There are dissect the known methodologies and tools used for the analysis and the management of the engaged parts. Subsequently, the stakeholders are systematically divide, it is accomplished their analysis from different perspectives and discussed mainly the aspects which can be crucial in the project management. The most common interests and motivations of the particular engaged parts are presented, including the influence and interest groups and the ways how to procure these parts for the aims of the projects. In the second part a research is described, which is carried out among managers of ICT companies and participants of ICT projects. There are elaborated some hypotheses on grounds of practical experiences from ICT projects and these are verified by this examination. The third part is focused on the presentation of the methodology for the analysis and the management of stakeholders in the ICT projects, which should serve the project managers for the stakeholders analysis and management in the ICT projects. Practical use of this methodology in the project of the SAP system implementation is described in the last, fourth part. This thesis completes relevant sources with the practical experiences at work on the projects in the ICT field. The effected research attested the original notion that this issue is relatively little known in the Czech Republic. The outcomes of this work could be of use for the project management in the ICT field.
