Descentralização e planejamento : o caso dos conselhos regionais de desenvolvimento no Rio Grande do Sul

Esta dissertação tem como objetivo investigar a qualidade do planejamento regional desenvolvida no Rio Grande do Sul após a descentralização desta atribuição em favor dos Conselhos Regionais de Desenvolvimento - Coredes. A partir da criação destes Conselhos, diversos Planos Estratégicos de Desenvolvimento Regional foram produzidos pelos Coredes, objetivando a criação de instrumento de organização e hierarquização das demandas regionais, e também como instrumento de promoção do desenvolvimento, através da busca de soluções locais para os problemas enfrentados. Para analisar a atividade de planejamento regional foram estudados, neste trabalho, os Planos Estratégicos de Desenvolvimento Regional, com ênfase nos estudos de caso dos Coredes Vale do Taquari, Noroeste Colonial e Sul. Para alcançar os objetivos traçados e comprovar as hipóteses de trabalho, a metodologia de análise utilizada baseou-se na construção, de acordo com a literatura, de um plano estratégico de desenvolvimento considerado ideal para que, a partir desta referência, os Planos elaborados pelos Coredes pudessem ser investigados. Foram analisadas as etapas de diagnóstico, prognóstico e propostas, foi analisada correlação entre as propostas dos Planos com as propostas do Plano Plurianual 2000-2003. A pesquisa revelou que os Coredes apresentaram baixa capacidade de planejamento, no que se refere à qualidade dos Planos analisados em relação ao Plano Estratégico de desenvolvimento considerado ideal. / This master thesis had as main objective to investigate the regional planning quality developed in Rio Grande do Sul after its decentralization and the creation of the Regional Development Councils - Coredes. From the creation of these Councils, many Regional Development Strategic Plans have been elaborated by the Coredes, having as their goals to install instruments of organization and hierarquization of the regional demands and also instruments of promotion of the development through the search of local solutions to the problems faced. To analyse the regional planning activity, the Regional Development Strategic Plans have been studied, with emphasis on the study cases of the following Coredes: Vale do Taquari, Noroeste Colonial and Sul. To reach the given goals and prove the work hypothesis, the analysis methodology was based on the construction, according to the literature, of the Regional Development Strategic Plan considered ideal so that the Plans elaborated by the Coredes could be investigated having this reference as a basis. The steps analysed where diagnosis, prognosis and propositions as well as the correlation between the proposition in the Plans and the propositions in the Multiannual Plan 2000-2003. The research has revealed that the Coredes has demonstrated low capacity in planning, as regards the quality of the plans elaborated by the Coredes related to the Regional Development Strategic Plan considered ideal.

The implementation of the 2030 Agenda in Sweden has involved a reorganization of municipalities such as Halmstad through the creation of documents and strategic plans that serve as a guide to counteract the processes of gentrification and segregation. The Municipality of Halmstad is working to break the segregation, but the need to create an image of Halmstad as an attractive and interesting city to live and invest in does not consider a direct risk of creating further segregation through gentrification. Thus, the municipality fights segregation by targeting vulnerable risk areas without working simultaneously with voluntary segregation in the prosperous westernpart of the city by involving the entire city of Halmstad in this inclusion process. On the other hand, we see a low democratic participation by the poorest part of the city and more the participation of experts and private actors in making important decisions involving housing in Halmstad. We see a lack of trust on the part of citizens to political institutions and to authorities in general and this is a result of a deficiency that Fainstein calls justice, representation and equity.

The impact of the EQUIP programme on school management teams in two rural schools

This study deals with the impact of the Education Quality Improvement Partnerships programme (EQUIP) on school management teams in two rural schools where it was implemented for three years. A qualitative evaluative research design was used involving initial baseline studies, document analysis, observation and eight naïve sketches. The literature study discusses factors that constitute effective management and leadership and characteristics of effective schools. The findings were based on an analysis of the impact of the EQUIP programme on the key performance areas of school management before and after the intervention. Important conclusions derived from this study showed that there was significant improvement in the way schools were managed after the intervention, particularly in achieving the goals of the schools' strategic plans. It was also found that curriculum monitoring was only partially successful and that remedial programmes for learners with reading and other learning challenges needs serious attention. / Educational Studies / M.Ed. An assessment of strategy implementation for improving learner performance in secondary schools of two districts in Zambia

The phenomenon of strategy implementation is crucial to the improvement of learner performance, and to the effectiveness of schools. Literature reveals that research on strategy implementation has received much attention in business studies. However, little attention has been given to it in schools. It is this gap which this study endeavours to fill. The key research questions for this study aimed at garnering evidence on factors that influence strategic plan implementation. In the empirical study, two secondary schools and three education offices were purposively selected. A mixed methods research design was adopted, and in this regard, data was collected using interviews, focus group discussions, document analysis, participant observation and questionnaires. Data was analysed by means of organising, coding and categorising. The main findings of the study are that the factors that affect School Strategic Plans (SSPs) implementation are largely related to education management at all levels. There is also anecdotal evidence that teacher, learner and external stakeholder factors affect the implementation of SSPs. In all these factors, monitoring was the major factor. One recommendation proposes that the education managers at provincial and district levels and implementers at school levels should all be empowered with skills and knowledge on effective strategy implementation. / Educational Management and Leadership / M. An analysis of Dubai's socio-economic development strategies and performance between 1998-2008

This study explores the socio-economic development path of the former Trucial State of Dubai, now an economic powerhouse within the Federal State of the United Arab Emirates. This thesis emanated out of the researcher’s need to understand the development trajectory of Dubai from the perspective of a development discourse, as literature and debates on the city’s developmental trajectory have generally focused on micro-and macro-economic variables and a sectoral emphasis without considering the total and complex development matrix. The author proposes a rentier, developmental and competition (RDC) Model as a basis for understanding the state-led social and economic development of the Emirate of Dubai. Empirically, the study examines a whole raft of home-grown social and economic development policies that fall exclusively within the domain of the Dubai Strategic Plans (DSPs). Conceptually, the thesis argues that although the Dubai Inc model has successfully changed the socio-economic landscape of the Emirate, nevertheless, a soft underbelly of the model displays the exploitative nature of unbridled free market capitalism. Methodologically, triangulation backed up the qualitative research methodology by utilising a mixed-methods approach to enhance the richness of the research. Specific data collection methods used included in-depth semi-structured interviews and non-participative observation, supported by documentation analyses of relevant documents. The research findings unambiguously demonstrated that the socio-economic transformation of Dubai, between 1998 and 2008, was a result of the aforementioned hybrid model, which this thesis uses as its theoretical framework. The conclusion drawn from the study is that there is no one path to development; the Government of Dubai is cognisant of that and has thus used the capacity of the state to transform the once impoverished and marginalised sheikhdom into a ‘commodified’ city-corporate entity. / Development Studies / D.
