Esta pesquisa tem como objeto de estudo a percepção de ameaça terrorista em São Paulo, no contexto dos Jogos Olímpicos Rio 2016. Os objetivos da pesquisa foram caracterizar a percepção da população de São Paulo em relação à ameaça terrorista e dimensionar a efetividade do programa governamental de sensibilização contra ameaça terrorista concebido em proveito da segurança durante os jogos olímpicos. Ao longo de seis meses, de fevereiro a julho de 2016, o autor integrou a equipe do programa e participou da capacitação de 4.287 (quatro mil duzentos e oitenta e sete) profissionais dos setores de turismo, segurança pública e defesa. A pesquisa adota o método do estudo de caso e a base de dados é composta por 1.109 (um mil cento e nove) formulários de pesquisa. Com base em 13 (treze) características do terrorismo extraídas das obras de Alex Schmid, David Rapoport e Martha Crenshaw, o pesquisador investiga a percepção de ameaça terrorista no grupo amostral, obtendo como resultado os seguintes elementos: fanatismo e/ou extremismo religioso (85,57%); violência física e/ou psicológica (62,23%); intimidação, medo e incerteza (60,90%); objetivos políticos (55,37%); uso das redes sociais (53,22%); planejamento (51,79%); estratégia (50,77%); indivíduos isolados (45,04%); grupos não estatais (37,56%); propaganda (36,34%); vítimas aleatoriamente escolhidas (35,41%); clandestinidade (33,98%); ação tática (17,60%). Quanto ao programa governamental de sensibilização contra ameaça terrorista, os resultados apontam um aumento de 34,31% (trinta e quatro vírgula trinta e um por cento) no índice de percepção dos concludentes do curso, indicando a efetividade do instrumento. / The object of this research is the perception of terrorist threat in São Paulo, in the context of the Olympic Games Rio 2016. The objectives of the research were to characterize the population\'s perception of the terrorist threat and to assess the effectiveness of the government\'s program of sensitization against terrorist threats designed to improve resilience during the Olympic Games. Over the course of six months, from February to July 2016, the author joined the program team and participated in the training of 4,287 ( four thousand two hundred and eighty-seven) professionals in the tourism, public security and defense sectors. As for the government\'s program to raise awareness against terrorist threats, the results indicate a 34.31% (thirty-four point thirty-one percent) increase in the perception of the conclusive students of the course, indicating the effectiveness of the instrument.

Globální terorismus z pohledu konstruktivismu / Global terrorism from the constructivist perspective: Human mind as a security factor

The aim of this dissertation is to examine the process of securitization of terrorism, to develop the role of the audience (public) at the individual level and subsequently to provide recommendations on an alternative way of fighting terrorism. In order to achieve this goal, the author uses socially constructivist securitization theory, critical terrorism studies and political psychology, namely cognitive and social psychology. Throughout the chapters, the securitization process of terrorism is explored; terrorism as a (to a certain extent) objective problem, further, from the point of view of critical terrorism studies, the security measures are assessed and public opinion is examined through public opinion polls. The author comes to the conclusion that public opinion is one of the key factors in implementing extensive security measures. Therefore, she further examines the factors that affect public opinion; the narrative, the role of the media, and ultimately the psychological processes influencing the perception of reality. It turns out that the narrative about terrorism and the media have their share in the public reaction to terrorism, but the role of the audience in the securitization process of terrorism is not fully explained and there are the psychological processes that illuminate it. Therefore, by running an experiment, the author examines the effect of three narratives about terrorism, based on psychological theories. It concludes that there is a potential for reducing the public's fears and thus the alternative fight against terrorism.

Boj proti terorismu na národní a mezinárodní úrovni / The fight against terrorism at a national and international level

Terrorism is a modern and constantly developing problem which has been threatening and noticeably affecting the protected interests and built-up values of states. Terrorist groups strive to spread fear, violence, opinions, and ideas to reach their goals through attacks on the population. Today, even countries that have not faced this threat yet, are confronted with this problem. Modern trends and new technologies along with the migration crisis cause that we face this threat in our homes more than ever before. The upraise of The Islamic State can be considered as a phenomenon of today, which has infected practically whole world and gives a space to various individuals to commit terrorist attacks under the auspices of this organization, or just provides instructions on committing such acts for any reason and with different aims. It is necessary to respond adequately to this threat, and it is necessary not to remain only with regret after every terrorist attack. It is essential to monitor the latest trends in terrorist attacks same as fighting against them, which in consequence will help us to set up operational procedures how to deal with these kind of incidences. There is also a need for a strong political spectrum which understands that these measures will never be profitable or popular, however its necessary it keeps supporting them.

Samverkan vid terrorhotbedömning : Om samverkan mellan myndigheter inom Nationellt centrum för terrorhotbedömning

The current terrorist threat that Sweden and other countries are facing is far more complex than before. In 2005, the National Centre for Terrorist Threat Assessment (NCT) was established to conduct strategic terrorism threat assessments. Three years later, NCT became a permanent working group staffed with designated employees from three different government authorities; the Swedish Security Service (Säpo), National Defence Radio Establishment (FRA) and the Swedish Armed Forces’ Military Intelligence and Security Directorate (Must).  This study aims at understanding how co-operation is conducted between the designated government authorities within the NCT, when developing strategic threat assessments. The study also examines if today’s cooperation and information exchange is working satisfactorily or if it should be developed, and in that case what obstacles and which success it could have.    The used methodology is based on a qualitative approach, consisting of information collection from both official documents and semi-structured interviews with past and present employees directly and indirectly affiliated with NCT. The information is then analyzed based on the perspectives of co-operation and governance.  The study concludes that the participating authorities, apart from the designated employees, lack full knowledge and understanding of NCTs task, as national coordinating function for strategic terrorism threat assessments. The lack of knowledge and understanding of different government´s tasks lead to work being conducted in silos, which could lead to information is not disseminated to the appropriate recipient.  Due to the complex nature of the current threat, there is a need for involvement of more authorities and organization in NCTs work, in order to enhance the knowledge of the threat and minimize the risk of valuable information loss. The study also displays that NCTs capability to produce long-term assessment and hamper the risk of an “information bubble” can be reduced by decentralized command structure. Finally, this study shows that information exchange between authorities and NCT can be facilitated by common IT-systems, continuous staffing, and co-localization. / Sverige och världen står inför en alltmer komplex hotbild när det kommer till terrorism. För att göra strategiska terrorhotbedömningar, som tillsammans med övriga bedömningar, ligger till grund för den hotnivå som beslutas av Säkerhetspolischefen, så bildas 2005 - Nationellt Centrum för Terrorhotbedömning (NCT). NCT blev en permanent grupp 2009 och består av representanter från tre olika myndigheter – Säkerhetspolisen (Säpo), Försvarsmakten (FM) med Militära underrättelse- och säkerhetstjänsten (Must) och Försvarets Radioanstalt (FRA). Syftet med denna studie har varit att få förståelse för hur samverkan mellan myndigheterna inom NCT fungerar vid framtagning av strategiska terrorhotbedömningar. Denna studie har också sökt svar på om samverkan och informationsdelning fungerar fullt ut idag vid NCT eller om samverkan skulle kunna utvecklas framöver, vilka framgångsfaktorer och hinder det finns för en sådan utveckling. Studien har utgått från en kvalitativ metod där officiella dokument och skrivelser har granskats för att ta reda på hur myndighetssamverkan och myndighetsstyrning regleras i dessa, och hur ansvarsfördelningen ser ut mellan respektive myndighet. Vidare har det genomförts semistrukturerade intervjuer med personer som har en direkt eller indirekt koppling till NCT. Det empiriska underlag som fåtts fram har sedan analyserats tillsammans med utvalda referenser som har koppling till myndighetsstyrning och samverkan. Studiens slutsatser visar att hemmamyndigheterna saknar full kunskap och förståelse för uppgiften som NCT har, att vara den strategiska samordningsfunktionen för terrorhotbedömningar. Avsaknad av kunskap och förståelse för olika myndigheters uppgifter leder till att arbete sker i stuprör, vilket kan leda till att information inte sprids till de som behöver den. För att kunna hantera den komplexa hotbild som Sverige står inför behöver fler myndigheter och organisationer stödja NCT:s arbete, detta för att bredda kunskapen och minska riskerna att information går förlorad. Vidare visar studien att förmågan vid NCT att göra strategiskt långsiktiga bedömningar och motverka att hamna i en ”informationsbubbla”, där man riskerar att göra för kortsiktiga och snäva bedömningar, sker med stöd av en decentraliserad ledningsstruktur. Slutligen visar studien att det som underlättar för informationsdelning mellan myndigheterna och NCT är gemensam sambands och IT-utrustning, kontinuitet på personal med rätt kunskap och att vara samlokaliserade.

Cette thèse porte sur la gestion du risque terroriste en France.En tant que droit fondamental, la sécurité publique est prise en charge par l’État qui a le devoir d’assurer la défense et la protection des personnes et des biens publiques. Afin de protéger le pays contre tout risque et toute menace terroriste, la France, un des pays du monde les plus ciblés par les terroristes, a dû s’adapter aux nouvelles formes de terrorisme qui sévissent. Pour ce faire, elle a mis en place un important dispositif d’outils et de moyens de prévention et de répression pour lutter contre le terrorisme, tels que les fichiers de police informatisés. Des outils dérogatoires de prévention du terrorisme ont ainsi été créés, d’autres ont été perfectionnés. Dans ce contexte de lutte contre le terrorisme, de nombreux acteurs interviennent, au niveau local, national, mais aussi européen et international, au sein des institutions.De leur côté, les législateurs, devant les diverses formes de terrorisme, mais également face à la fréquence de tels actes et à leur violence toujours plus grande, ont dû créer de nouvelles lois relatives à la répression et à la prévention des actions terroristes.Ils se sont aussi attachés à la répression du financement du terrorisme en incriminant les personnes qui seraient, directement ou indirectement liées à des réseaux criminels. Enfin, grâce à une collaboration efficace des acteurs sur les plans international, européen et national, ainsi qu’à des outils opérationnels et des moyens de plus en plus performants, la sécurité des personnes et des biens publics est assurée. / This thesis focuses on terrorist risk management in France.As a fundamental right, public safety is supported by the State, it has the duty to defend and protect people and public property. To protect the country against all risks and terrorist threat, France, one of the most targeted countries of the world by the terrorists, had to adapt to new forms of terrorism. To do this, it has established an important tool device and means of prevention and enforcement to fight against terrorism, such as computerized police files. Derogatory tools to prevent terrorism have also been created, others have been improved. In this context of fight against terrorism, many actors involved, at local, national as well as European and international, within the institutions.For their part, legislators, facing the frequency of such acts and their ever-increasing violence, had to create new laws for the repression and prevention of terrorism.They also committed to the suppression of terrorist financing by criminalizing those who would be directly or indirectly linked to criminal networks. Finally, through effective collaboration of actors on the international, European and national, as well as operational tools and means of increasingly effective, the safety of persons and public goods is assured.
