Formulation of an integrated approach to sustainable water management in Ho Chi Minh City, Vietnam.

In 1986, Vietnam opened up the country’s economy by launching the Doi Moi (renovation) policy, which made the process of economic liberalisation possible. Accordingly, Ho Chi Minh City, the country’s biggest city, has undergone rapid growth of population, urbanisation and industrialisation. While achieving remarkable economic growth, the city faces considerable urban environmental challenges. The rapid growth of urbanisation and industry has placed increasing pressure on available freshwater resources, through excessive water use and increasing volumes of untreated wastewater. Firstly, the urban water sector has had to meet growing demand for water use for domestic purposes during the dry season. Secondly, groundwater levels have experienced a substantial drawdown in outlying urban districts as a result of over-abstraction. Thirdly, rapidly expanding industrial activities are causing severe demand on water resources. The city’s major supply sources have developed an alarming level of pollutants discharged by industry. The aim of this thesis is to formulate an integrated approach to the sustainable management of water resources in Ho Chi Minh City. In order to achieve this, the research was designed to examine institutional frameworks and arrangements and to explore the perception of water value by water users and stakeholders. The underlying reasons for ineffective management are anchored in fragmented management practices which result from inadequate institutional frameworks and arrangements, inadequate regulations and inappropriate water governance. Weak enforcement of law and insufficient cooperation between government agencies and departments in Ho Chi Minh City and their counterparts in neighbouring provinces also limit management efficacy. The research results show that stakeholders have different perceptions of water resources. Overall, water value has been considered as a social and economic good by both the urban respondents and government officials. However, most urban residents view water as a social good rather than an economic one. Public involvement in the water sector is limited. Most urban dwellers have little understanding and knowledge about the city’s water issues or the available channels to access information on water resources. Many government officials are inadequately trained, poorly qualified, inexperienced and have irrelevant or outdated background knowledge about their field of management. Government respondents did not provide consistent data and information on the water profile because there is no shared common information on water issues in place. Findings from the fieldwork show that decentralisation, privatisation and using rainwater as a potential alternative water source are preferred. Finally, the study proposes a schematic revision of existing management structures and mechanisms between local government agencies. This thesis proposes a model for a water conservation strategy for which the management and use of water resources is aligned with adequate institutional arrangements and effective regulations. Tai Chi for Driving Health: Cognitive and Physical Function Related to Safe Driving Performance among Older Tai Chi Practitioners

By the year 2030 it is estimated that one in five licensed drivers in the United States will be over the age of 65. Driving allows engagement in the community for shopping, banking, maintaining social connections, and accessing health care. However, age-related decline can impact many of the cognitive processes and physical abilities necessary for safe driving performance. Exercise has beneficial effects on specific cognitive processes and physical function, many of which are related to safe driving performance. Tai Chi exercise is known to benefit cognitive and physical function and may influence safe driving performance. The aims of this observational study were to: 1) examine relationships between Tai Chi exercise habits, cognitive processes and physical function related to safe driving performance, 2) compare cognitive processes and physical function related to safe driving performance to normative reference values, and 3) explore potential predictors of safe driving performance. Fifty-eight current Tai Chi practitioners (mean age = 72.9), with a median of greater than three years of Tai Chi practice were recruited from community Tai Chi classes and Tai Chi events. Participants completed a study packet describing self-reported Tai Chi and non-Tai Chi exercise habits, driving habits, self-report measures of dispositional mindfulness (Mindful Attention Awareness Scale, MAAS) and overall well-being (Vitality Plus Scale, VPS), personal history, and health history. Investigator-administered study measures included the DrivingHealth InventoryTM, digit span tests, the Driving Scenes Test, and the Right Foot Tapping test. Statistically significant correlations were found between several study measures. Compared to normative reference values participants performed better on several cognitive and physical measures, and on the MAAS and the VPS measures. Small to large effect sizes were calculated. The strongest predictor of safe driving performance was the digit span backward. Tai Chi exercise has the potential to positively impact cognitive processes and physical function related to safe driving performance through aerobic exercise mechanisms, development of mindfulness, and beneficial influence on overall vitality. The results of this study support the need for further investigation of Tai Chi exercise as a strategy to maintain safe driving performance in older adults.

Materiais e Métodos: Esta pesquisa caracterizou-se como tipo quase experimental. A amostra de conveniência foi composta por 30 mulheres idosas escolhidas do banco de dados do Programa de Prevenção e Diagnóstico da Osteoporose da Secretaria de Estado de Saúde do Distrito Federal da Região Administrativa de São Sebastião, das quais 17 mulheres fizeram parte do grupo TCC e 14 idosas fizeram parte do grupo controle. O treino de TCC realizado foi o estilo Yang de 24 movimentos, com a freqüência de duas vezes por semana, no período da manhã, aulas com duração de 50 minutos, durante 12 semanas. A coleta de dados foi realizada através de quatro instrumentos de análise de equilíbrio corporal: o questionário Escala de Equilíbrio de Berg (EEB), “Timed Up and Go”(TUG), teste de Alcance Funcional (TAF) e a plataforma de força (PLAT) AccuSway Plus da marca AMTI. A análise estatística foi feita através do teste Mann Whitney para diferenças entre grupos e Wilcoxon para diferenças intra-grupo, com nível de significância p ≤ 0,05. Resultados:O grupo TCC melhorou significativamente o equilíbrio em EEB, TUG e nas variáveis médio-lateral (COPx) e Area 95% da elipse na condição de olhos fechados na PLAT. Não foi observada diferença significativa no grupo TCC no TAF e em nenhuma variável da PLAT com olhos abertos. O grupo controle não mostrou melhoras em nenhum dos testes realizados. Conclusão: O Tai Chi Chuan foi efetivo para a melhora do equilíbrio corporal em mulheres idosas com baixa massa óssea. _______________________________________________________________________________ ABSTRACT / Body balance is one of the physical abilities most affected with aging. Objective: To assess the body balance in elderly women with low bone mass in community residents before and after 12 weeks of training in Tai Chi Chuan (TCC).Methods: This research was characterized as quasi experimental. The convenience sample consisted of 30 elderly women selected from the database of Programa de Prevenção e Diagnóstico da Osteoporose da Secretaria de Estado de Saúde do Distrito Federal da Região Administrativa de São Sebastião, of which 17 women took part in the TCC group and 14 older were part of the control group, no physical activity. The TCC training was performed 24 movements of Yang style as often as twice a week during the morning, classes lasting 50 minutes for 12 weeks. Data collection was performed by four instruments for analysis of body balance: the questionnaire Berg Balance Scale (BBS), "Timed Up and Go" (TUG), Functional Reach test (FST) and the force platform (PLAT ) AccuSway Plus brand AMTI. Statistical analysis was performed using the Mann Whitney test for differences between groups and Wilcoxon test for intra-group differences with significance level p ≤ 0.05. Results: The group TCC significantly improved balance in EEB, TUG and variable medial-lateral (COPx) and Area 95% of the ellipse on the condition of eyes closed in PLAT. No significant difference was observed in group TCC in FST and no variable of PLAT with open eyes. The control group showed no improvement in any of the tests. Conclusion: The Tai Chi Chuan was effective for improving body balance in elderly women with low bone mass.

Ao entrar em contato com novos contextos, essas práticas e produtos culturais passam por várias interpretações e adequações de sentido, produções de imaginários e de usos práticos. Podemos observar o surgimento de processos de hibridização cultural, que mesclam valores, técnicas, gostos, estilos de vida a partir dessas apropriações. Um movimento impulsionado, sobretudo pelas possibilidades de fluxos dos processos de globalização contemporâneos. Contudo, um risco que se corre é o de que as tradições do oriente sejam solapadas pela lógica capitalista, convertendo-se em simples produtos de consumo. Compreender as perspectivas dessas construções de imaginários e apropriações práticas do oriente pelo ocidente, e os contingentes que incidem para esses movimentos é o empreendimento com o qual nos deparamos neste trabalho. A pesquisa de campo da experiência do Programa Espaço Oriental, onde as técnicas corporais do Tai Chi Chuan são apropriadas em uma política pública de esporte e lazer na cidade de Fortaleza, apresenta um contexto prático para analisar esses processos de apropriação.
