Starting from the idea of the decade in question was designated by deep tran sformations and political effervescence, seeks to understand how the Legislative of the Rio de Janeiro was operated, politically, in these years. Beyond elucidating the relationship established between the main municipal powers in the period - the intendan t and mayors - we have identified the political - partisan context of the time; highlight the main positions assumed by the Council forward certain key junctures of national policy and emphasize the heterogeneity of the local legislative in the twenties. To fulfill this purpose, this research structure from the Annals of the Municipal Council, the Bulletin of the town hall, the internal regulation of the Council and of the Press of Rio de Janeiro, through the newspaper Correio da Manhã. / Este trabalho tem como objetivo central analisar a dinâmica política da capital federal, através da atuação do Conselho Municipal do Distrito Federal, nos anos de 1920. Partindo da ideia de que a década em questão foi assinalada por profundas transformaçõe s e efervescência política, busca - se perceber como o Legislativo carioca operou, politicamente, nos anos em tela. Além de elucidar a relação estabelecida entre os principais poderes municipais no período – os intendentes e os prefeitos – identificamos o co ntexto político - partidário da época; destacamos os principais posicionamentos assumidos pelo Conselho frente determinadas conjunturas - chave da política nacional e lançamos luz sobre a heterogeneidade do Legislativo local nos anos vinte. Para cumprir este propósito esta pesquisa se estrutura a partir dos Anais do Conselho Municipal, do Boletim da Prefeitura, do Regimento Interno do Conselho e da Imprensa carioca, através do jornal Correio da Manhã.

Procuramos compreender os motivos que motivaram a transferência da instituição da povoação de Viamão para Porto Alegre e se este fenômeno inaugura uma alteração nos quadros de sua elite local. Através de um estudo prosopográfico de seus oficiais buscamos conhecer as redes de poder que desenharam seu funcionamento, bem como os instrumentos de afirmação social utilizados por essa mesma elite. Paralelamente, exploramos o funcionamento da instituição a partir da ação do conselho. Por fim, abordamos as relações com diferentes esferas de poder (governo da capitania, ouvidoria da comarca), analisando a complexa articulação entre poderes local e central na constituição do império português. / This work studies the constitution and functionality of the Municipal Council of Porto Alegre in the XVIII century, detaching his action in the local administration and politic manifestation of elite of the Rio Grande de São Pedro. Our goal is the understanding of the reasons of the institution’s transference from Viamão village to Porto Alegre and if this phenomenon inaugurates a changing in the local elite staff. Based in a prosopographical study of his officials we intend to achieve the power nets that draw his operation, as well as the instruments of social affirmation used by this same elite. We seek to understand the operationality of the institution by it own action. Finally, we analyze the relation with other power instances (governor of captaincy, district magistracy), focusing the complex articulation between local and central powers in the constitution of Portuguese Empire.

Ungas avhopp från kommunfullmäktige : En studie om unga fullmäktigeledamöters beslut att lämna sina uppdrag / Young people are opting-out of local councils : A study about young members of municipal council’s decision to leave their assignment

Young councillors are currently under-represented in Sweden's municipalities. Young councillors are also stepping down in greater numbers than older members. This paper explores the reasons why young councillors choose to resign from their mission, so to identify possible remedies to the problematic trend of underrepresentation of younger people in local authorities in Sweden. This qualitative essay intends, through interviewing politically-active young people who has left their assignment, to study the reasons for resignations from elected posts. To see what could be the reason I have looked at previous studies and theories about opting out but also tried to remain open to identifying new and emerging trends previously undetected in existing surveys. The results showed that the political assignment proved to be too time-consuming, with young people choosing to spend their time on career and leisure. Those who resign from political life often express criticism towards the Municipal Council; they consider it tedious and many complain of having little influence. The increasing underrepresentation of younger people in political office and the fact that it is hard to recruit new active members shows that structural changes needs to be made to succeed in attracting new young members to political assignments.

The role of council committees in promoting financial accountability: a case study of Stellenbosch municipality

Masters in Public Administration - MPA / Municipal councils are vested with the legal authority to promote financial accountability in their respective municipalities. To accomplish this responsibility, municipal council establishes committees to enable a structured and coordinated mechanism through which it can promote financial accountability effectively. However and despite the available legal and institutional mechanisms established to enable council committees to promote financial accountability, the lack of effective financial accountability in municipalities has persisted. This study focused on the role of council committees in ensuring financial accountability. It was guided by the following research questions: What are the major factors that contribute to financial accountability at local level, what is the role of council committees in promoting financial accountability and how can council committees be strengthened to play an effective role in Stellenbosch municipality’s municipal financial accountability. Stellenbosch Local Municipality was used as a case study for this research. The data was collected from primary and secondary sources. Primary data was sourced from members of relevant council committees through structured and unstructured interviews. Secondary data was obtained from relevant municipal reports, internet sources, government department publications, journals and Auditor - General’s reports which contributed to the reliability, validity and objectivity of the findings. The findings showed that political instability, a lack of a culture of accountability, lack of clearly defined authority for accountability, lack of relevant capacity and willingness are some of the major factors that have impacted negatively on council committees from promoting effective financial accountability. The study opens up the possibility of future research to include a wider number of municipalities. / South Africa

Aim of the study: The main aim of the study is to examine and pursue research regarding the history and role of law in the disintegration of the institutions of traditional leadership in South Africa, Botswana and Lesotho in order to make recommendations regarding the challenges and opportunities facing traditional authorities in these countries. The traditional systems, roles and functions of these institutions are traced from the pre-colonial era up to the period of democratic regimes in these countries. This study is based on the premises that the jurisprudence of the institution of traditional leadership is as old as mankind and that this institution is rooted in the rural soil of African communities. Research Methodology: This study is based on legal comparative research with reference to South Africa, Botswana and Lesotho. A literature survey of the most important sources dealing with history, legislation and policy documents was undertaken. Conclusion and Recommendations: The institution of traditional leadership is one of the oldest traditional institutions of governance in South Africa, Botswana and Lesotho. During the pre-colonial era traditional authorities constituted an important component in the traditional system of the administration of the traditional community. Traditions placed a great amount of responsibility on traditional leaders to look after the best interests of their communities. When the colonial government took over the reigns of these three countries, they changed the pre-colonial form and nature of traditional authorities. These colonial governments exercised control over traditional leaders and allowed minimum independence in their traditional rule. The post-colonial governments of South Africa, Botswana and Lesotho retained the institution of traditional leadership. The Constitutions of these countries provide the legal framework for the recognition and functioning of the office of traditional leaders. However, it has been noted in this study that the relationship between the traditional leaders and the governments of these countries has been a mixture of conflict and cordiality. One of the reasons for this uneasy relationship between the traditional leaders and the central governments of these countries is that the status, authority, power and functions of traditional leaders have been reduced considerably when new institutions such as Local Governments, Land Boards, District Councils and Village District Councils were given powers and functions previously exercised by traditional leaders. The post-colonial transformation of traditional leadership in these three countries has led to a steep decline in the authority of traditional leaders. In order to encourage active participation of the traditional leaders in the new democratic structures and bodies, the institution of traditional leadership must be adapted to the changing political, social and economic environments. Rural local government bodies and the national governments of these countries should not view the institutions of traditional leadership as competitors for political power. The post-colonial governments of South Africa, Botswana and Lesotho should introduce traditional leaders as equal partners in the development and advancement of rural communities. The practice of social control goes beyond the places called Municipal Councils of Social Assistance; however the field of study was delimited to the councils operating in the cities of Cabo Frio, Campos dos Goytacazes and Itaperuna, located in the state of Rio de Janeiro. This study restates that the presence of the social worker in this place allows us to see a building place of ethic-political professional project that affirms mass democracy within the profession as well as the commitment to the democratization of social assistance policy. It was found that the social worker expresses a differentiated and qualified presence in a management council of public policy. Supported by Alice of Lewis Carroll as a metaphor, the study aims to see "Through the Looking Glass" and identifies initiatives that are being implemented by social workers to affirm the ethic-political professional project within the Municipal Councils of Social Assistance. The study also addresses the responsibility of forming units and representing bodies of the category in creating conditions that enable the professional action of social worker committed with the democratization of social assistance policy. It concludes that the existence of the Municipal Councils of Social Assistance is not enough, and nor even the occupation and / or the guarantee of the presence of social workers inside of it. If the professional is not prepared to understand and answer why he/she is there / O estudo desenvolvido se ocupa do trabalho do profissional assistente social no âmbito do controle social exercido junto a políticas sociais nos espaços institucionais de conselhos locais. Reafirma-se neste estudo que a presença do assistente social nesse espaço permite enxergar um espaço de construção do projeto ético-político profissional que afirma a democracia de massas no âmbito da profissão bem como o compromisso com a democratização da política de assistência social. Verificou-se que o assistente social expressa presença diferenciada e qualificada em um conselho de gestão de política pública. A presente pesquisa tem como objetivo analisar criticamente o processo de participação social na gestão das ações das políticas públicas de empregabilidade de pessoas com deficiência, as PcD, em um município da região serrana do estado do Rio de Janeiro. Dentre estas políticas, cabe destaque para a Lei no 8.213/91 (BRASIL, 1991), conhecida como Lei de Reserva de Cotas, que estabelece fração percentual mínima de contratação de pessoas com deficiência para empresas com mais de cem empregados, assim como a Lei 7.853 (BRASIL, 1989), que estabelece normas gerais dos direitos das pessoas com deficiência e, em especial, as normas relativas à acessibilidade. Estas leis se constituem em políticas públicas no processo de inclusão da diversidade no ambiente de trabalho e servirão como parâmetro avaliativo da análise proposta pela pesquisa. Para condução metodológica desta pesquisa, realizou-se análise de relatos verbais de conselheiros quanto à inserção do Conselho Municipal das PcD na gestão de políticas públicas voltadas a este segmento. A justificativa para o desenvolvimento deste projeto consiste no fato da participação social se constituir em um princípio organizativo da gestão pública somado ao reconhecimento da temática pessoas com deficiência e trabalho como tópico polêmico e relevante para discussão e verificação. Os resultados da análise das ações do citado Conselho na gestão das políticas públicas de empregabilidade para as PcD apontaram defasagem do processo de inserção destas pessoas nos ambientes de trabalho, a ineficácia/inexistência das ações de políticas públicas específicas a esta área e a participação social incipiente de PcD na gestão das políticas públicas que garantem seus direitos ao trabalho, no município investigado. Espera-se que estas constatações contribuam para a adoção de concepções e práticas de participação social mais críticas e potentes na promoção de empregabilidade da PcD. / This research aims to analyze the process of social participation in the management of the public policies actions for employability of people with disabilities, in an inland city of Rio de Janeiro State. Among these policies, particularly Law number 8.213/91 (BRAZIL, 1991), known as Quota Law, which establishes minimum fraction of hiring people with disabilities for companies with more than 100 employees, as well as the Law number 7.853 (BRAZIL, 1989) laying down general rules on rights of people with disabilities and, in particular, standards on accessibility. These laws are public policies in the process of diversity inclusion in dataplace and it will serve as a parameter to the analysis proposed by the search. It was used as methodology the analysis of verbal reports of advisers regarding the insertion of the Municipal Council of PcD in the management of public policies geared to this segment. The justification for the development of this project consists in fact of social participation constitutes an principle of public management added to recognition of thematic "people with disabilities and work" as controversial and relevant topic for discussion and verification. The results of the analysis of the actions of the above mentioned Council in the management of public policies for employability for PcD, pointed out to lag insertion process of these people in work environments, the ineffectiveness/lack of specific public policy actions in this area and the incipient social participation of PcD in the management of public policies that guarantee their rights at work. It is hoped that these findings contribute to adoption of conceptions and practices of social participation more critical and powerful in promoting employability.
