A área do conhecimento destinada ao estudo de políticas públicas assume uma grande relevância para a academia contemporânea, entre elas, as políticas públicas de educação apresentam forte apelo científico, em especial, no que se refere a processos que envolvam a busca pelo aprimoramento educacional das escolas do campo. Tais estudos são cada vez mais numerosos e significativos, e essa crescente se justifica em função da recente redescoberta da importância do ensino especializado para as ruralidades em um país de histórica vocação para o campo, de base econômica de origem agropastoril superlativa, onde tais circunstâncias passaram a exigir a formulação de políticas públicas mais adequadas. No entanto, a maioria das pesquisas aponta que as fracas condições socioeconômicas determinam resultados insatisfatórios. Desse modo, o propósito do estudo consiste em identificar as principais características presentes nas comunidades escolares do campo com bom desempenho em ensino, considerando o Índice de Desenvolvimento da Educação Básica (IDEB). Para tanto, o estudo envolveu treze escolas do campo de elevado desempenho, identificadas pela técnica qualitativa TPCF (Target Population Change Framework), desenvolvida pelo pesquisador a partir da Teoria da Construção Social de Schneider e Ingram (1993). Os resultados apontam, particularmente, para a influência das ações dos gestores de políticas públicas na geração de efeitos positivos, mais do que as iniciativas restritas apenas aos protagonistas locais. Entretanto, constatou-se que em todas as escolas com \"bom desempenho\", segundo os critérios adotados, foi sempre imprescindível o engajamento da comunidade escolar, por meio de práticas aderentes à realidade, com a adoção de projetos culturais e educacionais expandidos à comunidade, ainda que esses estímulos apresentassem caráter predominantemente produtivista. Tais circunstâncias impõem uma reflexão sobre o futuro das escolas do campo quanto às orientações pedagógicas de fundo, isto é, de reprodução e servidão ao modelo histórico concentrador de ativos fundiários, ou libertário para uma sociedade que busca reduzir suas bases históricas de grandes distâncias socioeconômicas, também tão, ou ainda mais, presentes no contexto rural brasileiro. / The objective of this research is to identify the main reasons that lead the rural school communities to achieve good performance in education, considered the Basic Education Development Index (IDEB). This study is justified because it takes up the theme of public policies aiming to revitalize the set of rural schools, it is vital for a country still so economically designed for rural production. The method used was prepared by the author, and is called TPCF (Target Population Change Framework), developed from the theory of social construction of Schneider and Ingram (1993). Through qualitative approach pursues to analyze how changes occur in target populations, in this case, thirteen of the best rural schools in Brazil. The results reveal in particular that the influence of policymakers in the generation of positive effects is greater than the initiatives of local actors, however it was found that in all schools with \"good performance\" according to the criteria adopted, was always indispensable mobilization principal, teachers, families, students, and better, from all those, proving the fundamental condition of the school community engagement through adhering practices to reality with the adoption of cultural and educational projects expanded the community, even if those stimuli presented predominantly productivity character. Such circumstances impose a reflection on the future of rural schools as the pedagogical guidelines, that is, the historical model hub replication of land assets, as opposed to libertarian thought, for a society that intends to reduce large socioeconomic distances, as visible in the Brazilian rural areas.

The thesis deals with setting of a system of social housing in the municipalities of the Czech Republic. It is based in particular on the Concept of Social Housing of the Czech Republic 2015-2025, as the legislation on social housing in the Czech Republic has not yet been approved by the Chamber of Deputies of the Parliament of the Czech Republic. The system is very fragmented for the above reason, there is no consensus in the definition, not even in determining to whom and under what conditions social housing should be allocated. The thesis builds on Schneider and Ingram public policy theory, the theory of social construction of target populations ("TSKCP"). The two main concepts of TSCTP - target population and policy design are the optics and subject of analysis. The most important research activity could be described as an analysis of the availability of social housing in 2nd level municipalities, which was implemented in the form of survey of 388 municipal webpages in order to find out the mention and methodology of providing social housing. Additional interviews with social and housing commissioners took place within one region of the Czech Republic, where we can presume similar socio-economic conditions, but due to anonymity, it cannot be specified more precisely. This diploma thesis discusses the image of menstruation in the mass media and in user generated content. Menstruation is a biological process that is essential for reproduction. It not only plays a specific role from the biological point of view, but also from the cultural aspect. Menstruation has remained a taboo and been stigmatised for many years. Today this topic is no longer completely taboo, but some stigma and stereotypes remain. This diploma thesis is based on the theory of social construction of reality, where the mass media is considered one element involved in the construction of this reality. The aim of this work is to analyse the image of menstruation in the mass media created by professionals and compare it with the image of this topic in user generated content created by the public on social networks. Two research methods are used to obtain a comprehensive view of the specific issue - a quantitative content analysis and qualitative framework analysis. The quantitative content analysis is used to establish the frequency and occurrence of the topic of menstruation within mass media. The framework analysis is used to establish how this topic is represented and framed in the mass media and in user generated content.

The master thesis deals with public policies in the area of Roma minority inclusion in the modern history of the Czech Republic after 1989. The main objective of the thesis is to identify, by applying the theory of social construction of target populations, the form of state intervention in solviing the exclusion of the Roma minority from society. And then to find out what influence the social construction of the Roma and their political possibilities play here. The research consists in analysing and identifying the different elements of the theory in the following order: 1. Analysis of public policies for Roma integration; 2. Analysis of the social construction of the Roma; 3. Analysis of the political power of Roma. The first step towards achieving the aim of the thesis is to reveal the nature of the policy design of Roma integration. In this step, I will analyse a convolute of public policy documents, which includes international legal conventions, domestic minority laws and strategic documents. In the next step, I will focus on the social image of the Roma, the form of which, according to the social construction theory of target populations, plays an undeniable role in the formulation of public policies and the behaviour of elected officials. 大學生是一群熱切使用媒體和科技的世界公民,他們特別會透過新媒體接觸來自整個地球村的大量資訊。大學生可以透過學校課程與活動、與國際學生社群互動以及到國外旅行都是其中的管道。本研究援引社會建構理論與涵化理論,以質性研究探討台灣大學生的人口變項、與非洲接觸行為、西方媒體使用、世界主義意識以及媒體呈現偏誤之察覺與台灣大學生對非洲刻板印象建構之間的關係。 線上問卷收集共215位台灣大學生有效樣本。研究顯示非洲接觸行為與媒體呈現偏誤之察覺,皆與刻板印象認同呈現正相關。 / University students are some of the more cosmopolitan groups in society, as voracious consumers of media and technology, especially new media, and exposed to a plethora of information about the global community. University courses, interaction with the international student communities, events on-campus and opportunities to travel abroad are some of the avenues available to them. Using quantitative analysis, this study examined the relationships between demographic and contact variables, Western media exposure, cosmopolitanism and perceived bias of media portrayals and its effect on Taiwanese university students’ endorsement of stereotypes of Africa. The research framework is informed by the theory of social construction of reality and the cultivation theory. Using an online survey, data was collected and analyzed from a sample of 215 Taiwanese university students. The analysis reveals that contact with Africa and perceived bias of media portrayals have the most significant influence on stereotype endorsement.
