The European Commission has been negotiating Economic Partnership Agreements (EPAs) with Regional Economic Communities of African, Caribbean and Pacific Group of States since 2002. The outcomes have been mixed. The negotiations with the Caribbean Forum (CARIFORUM) concluded rather more quickly than was initially envisaged, whereas negotiations with West African Economic Community (ECOWAS) and the remaining ACP regions have been dragging on for several years. This research consequently addresses the key question of what accounts for the variations in the EPA negotiation outcomes, making use of a comparative research approach. It evaluates the explanatory power of three research variables in accounting for the variation in the EPA negotiations outcomes – namely, Best Alternative to the Negotiated Agreement (BATNA); negotiation strategies; and the issues linkage approach – which are deduced from negotiation theory. Principally, the study finds that, the outcomes of the EPA negotiations predominantly depended on the presence or otherwise of a “Best Alternative” to the proposed EPA; that is then complemented by the negotiation strategies pursued by the parties, and the joint application of issues linkage mechanism which facilitated a sense of mutual benefit from the agreements.

Explaining the Paradox: Canada???s Position in the Agricultural Trade Negotiations of the Uruguay and Doha RoundsBelanger-Gulick, Jasmine 06 November 2014 (has links)
The Canadian government has been holding an inconsistent position in the agricultural trade negotiations of both the Uruguay and Doha rounds. It has been advocating for freer agricultural trade while defending its supply management system, a protectionist policy that governs dairy, poultry and eggs in the country. The thesis attempts to answer the question: What domestic factors explain the inconsistent position, advocating for both liberalization and protectionism, that Canada has been advocating in the Uruguay and Doha rounds of negotiations on agriculture since 1985? The thesis starts with the assumption that the Canadian government has had a preference for free trade and market-based economic policies since the 1980s. The question is therefore less about explaining Canada???s dual position, but rather about explaining why Canada continues to defend supply management, a system that appears to be in contradiction with its policy preferences. The thesis explores two arguments. First, it analyses the lobbying power of the farmers??? organizations from the supply-managed sectors and from the export-dependent sectors. Second, the thesis evaluates the impact of the concentration of supply-managed farms in Quebec and Ontario. It looks at the effect of support by these two provincial governments, at electoral motivations behind the maintenance of supply management as well as at Quebec separatism and nationalism. Finally, the thesis presents the importance of corporatism in the continued governmental support to supply management.

O MERCOSUL e a União Européia (UE) firmaram no ano de 1995, o Acordo Marco de Cooperação Inter-Regional, que tinha como objetivo fortalecer as relações bi-regionais e a preparar as condições para a criação de uma Associação Inter-Regional, que abrangesse a área comercial, cooperação econômica, tecnológica, financeira, e também cultural e social. A concretização da Associação representaria um grande ganho para o MERCOSUL devido à importância comercial que a UE representa para o bloco, sendo a sua principal parceira tanto nas exportações quantos nas importações. Desde a assinatura do acordo, os dois blocos realizaram diversas rodadas de negociações, mas não conseguiram avançar na direção de maiores realizações. Um dos principais entraves tem sido a intransigência da UE, principalmente no que diz respeito ao conceder melhores ofertas no setor agrícola. O presente trabalho objetiva, portanto, analisar a evolução das negociações comerciais entre os dois blocos, a fim de identificar os entraves no setor agrícola, que contribuíram para o impedimento da implantação da Associação Inter-Regional. A evolução das rodadas de negociações entre os dois blocos mostrou que o protecionismo agrícola é um dos pontos cruciais para a obtenção de um acordo de livre comércio. O fracasso das negociações provou para o MERCOSUL, que independemente das negociações acontecerem no plano multilateral ou bilateral, a UE não está disposta em maiores concessões. The main goal of my Master´s thesis is to evaluate dynamic environment of international trade with fresh fruit and vegetables. In the first part of my thesis I analyzed importance of the production of fresh fruit and vegetables for economies of selected countries. Next I had described the trade flows and patterns. In the second part I made a characterization of payment terms and trade negotiations in the context of international trade with fresh fruit and vegetables. Furthermore I made an analysis of import and export rules and regulations of the EU. Based on this analysis I came to general conclusions on the trade policies of countries and communities. In the last part of my thesis I applied findings from the previous parts on the analysis of two cases. The first analyzed case is the situation of imports of Chinese pomelo to the EU, with regards to maximal residue levels of pesticides. Second analyzed case is the situation of South African citruses imported to the EU, with regards to the problematic of citrus black spots.

The weak vs. the strong : African, Caribbean and Pacific countries negotiating free trade agreements with the European UnionJones, Emily January 2013 (has links)
This thesis seeks to explain the outcomes of trade negotiations between the European Union (EU) and seventy-six of the world’s smallest developing countries in Africa, the Caribbean and Pacific (ACP). Puzzlingly, in spite of its vastly greater economic size, the EU was, for the main, unable to realise its objective of concluding six broad and deep free trade agreements with these countries. Deploying first historical institutional analysis then statistical modelling and finally by scrutinising a wealth of primary documents and transcripts of interviews with negotiators, the thesis reveals three factors that influenced outcomes. First, coercive pressure applied by the EU on countries dependent on EU for trade preferences and aid. Second, tactics within the negotiating process, with some ACP countries and regions manoeuvring more effectively than others. Third, differences in the underlying preferences of ACP governments, with most opposing major aspects of the EU’s proposals, but a minority embracing the EPA approach. Probing the underlying reasons, the thesis finds that, contrary to the prevailing literature, lobbying by domestic economic interest groups only provides part of the answer – the analytical and ideational processes within ACP government institutions also exerted an influence. The analysis shows that structural factors, particularly the depth of economic and political dependence on the larger state, establish the range of likely outcomes from a given negotiation. However the preferences of small states and the way in which they interact strategically with the larger state can definitively shape the final outcome. In particular, small states can exercise a degree of resistance and blocking power that is often underestimated. It also sheds light on the formation of trade preferences in small developing countries and shows that in addition to lobbying by external groups, information and ideas within government bureaucracies appear to play an important role.

Este projeto tem por objetivo analisar o potencial comercial brasileiro no contexto da Cooperação Sul-Sul, através do estudo dos Acordos Comerciais do Brasil com a África do Sul e a Índia (Mercosul – SACU e Mercosul – Índia). O presente trabalho possui dois propósitos principais – analisar o status quo e o perfil dos acordos comerciais em pauta entre o Brasil, África do Sul e a Índia e sequencialmente verificar o potencial de aprofundamento do atual Acordo Mercosul – Índia rumo a uma futura Área de Livre Comércio como forma efetiva de fortalecimento econômico no contexto da estratégia brasileira frente aos países do IBAS e da Cooperação Sul-Sul. Para estudar os Acordos de Preferência Comercial selecionados, se utilizará a metodologia multicritério de análise das ofensividades e sensibilidades dos principais produtos brasileiros exportados e importados com estes mercados, o grau de abrangência, profundidade e a cobertura de tais acordos. Por fim, pretende-se inferir considerações gerais sobre o fortalecimento comercial, econômico e político no âmbito da Cooperação Sul-Sul que se poderia obter a partir da ampliação de tais acordos. / This project aims to analyze the Brazilian commercial potential in the context of South-South Cooperation, through the study of Brazil's Trade Agreements with South Africa and India (Mercosur - SACU and Mercosur - India). This work has two main purposes - to analyze the ‘status quo’ and the profile of trade agreements at issue between Brazil, South Africa and India, and sequentially verify the potential of deepening the current Mercosur Agreement - India towards a future Free Trade Area as an effective form of economic empowerment in the context of the Brazilian strategy at IBSA countries and in the South-South Cooperation. To study the selected trade preference agreements, the methodology approach to be used will be the multiple-criteria analysis of offensiveness and sensitivities of the main Brazilian products exported and imported with these markets, the degree of breadth, depth and coverage of such agreements. Finally, the intention is to infer general considerations on the commercial, economic and political empowerment within the framework of South-South cooperation that could be obtained from the expansion of such agreements.
