Magistro baigiamajame darbe analizuojamos tarptautinio krovinių vežimo apimtis pagal transporto rūšys, eksporto, importo ir tranzito procedūros. Apžvelgti krovinių tarptautinio vežimo principai ir pagrindiniai teisės aktai. Darbe išnagrinėtas Bendrijos ir Bendrojo tranzito funkcionavimas, jo reguliavimo teisinė bazė. Apžvelgti dvišaliai ir regioniniai susitarimai krovinių tranzitui, taip pat apžvelgti vykdomi strateginiai transporto projektai padedantys stiprinti transporto koridorių konkurencingumą tarptautiniu mastu. Išnagrinėtas Bendrijos ir Bendrojo tranzito muitinės procedūros įforminimas taikant TIR, ATA knygeles ir Naujoji kompiuterinė tranzito sistemą. Išanalizuotas tranzito muitinės procedūros įforminimas Vilniaus teritorinės muitinės Medininkų kelio poste. Atskleistos tranzito plėtros Lietuvoje galimybes ir pateikti pasiūlymai dėl tranzitinių krovinių pralaidumo didinimo Lietuvos muitinės kelių postuose. / In this final thesis for a Master‘s degree the scope of international cargo transportation according to the means of transport, export import and transit procedures is analyzed. The principles of cargo international transportation and the chief acts of law are reviewed. The workings of the Community, the Common transit and its law repository are explored. Bilateral and regional agreements regarding the cargo transit, the ongoing strategic transport projects contributing to the strengthening of the transport corridor‘s competitive ability on international scale are examined. The customs procedures‘ formalization applying TIR, ATA books and the New Computerised Transit System of the Community and Common transit are researched. The formalization of transit customs procedures in Vilnius territorial customs in Medininkai road office is investigated. The opportunities for transit development in Lithuania are disclosed and the suggestions have been made regarding the transit cargo capacity enhancement in Lithuanian customs‘ road offices.

Baigiamajame darbe atlikta importo, eksporto ir tranzito informacinių srautų Lietuvoje analizė per 2006 m. sausio 1 d. - 2007 m. birželio 30 d laikotarpį. Išanalizuoti kreipimaisi į Informacinių technologijų paslaugų centrą dėl minėtus srautus aptarnaujančių sistemų problemų. Pateiktos išvados ir pasiūlymai. Efektyvus informacinių technologijų panaudojimas atlieka svarbų vaidmenį Lietuvos muitinės sistemos veikloje. Pastaruoju metu tiek mūsų šalyje, tiek ir tarptautiniu mastu aktyviai diskutuojama apie kuo spartesnį elektroninės muitinės aplinkos sukūrimą Europos Sąjungoje, dar veiksmingesnį informacinių technologijų pritaikymą atliekant prekių importo, eksporto bei tranzito srautų statistinę analizę, vykdant muitinio įforminimo dokumentų apdorojimą. Šio magistro baigiamojo darbo tikslas – atlikti muitinio įforminimo proceso informacinių srautų Lietuvoje analizę ir identifikuoti pagrindines problemas bei pateikti pasiūlymų dėl šių problemų sprendimo. Magistro baigiamąjį darbą sudaro trys dalys. Pirmoje darbo dalyje trumpai pristatoma Lietuvos muitinės istorija, aptariamos pagrindinės šiuolaikinės muitinės veiklos kryptys ir funkcijos, ypač akcentuotas Muitinės informacinių sistemų centro vaidmuo Lietuvos muitinės sistemoje. [toliau žr. visą tekstą] / In the Master’s paper the analysis of the import, export and transit flows of goods in Lithuania during the period from 1 January 2006 till 30 June 2007 is performed. The calls to Information Technology Service Centre regarding the problems of the systems servicing these flows is analysed. Some conclusions and proposals are submitted. The effective use of information technology (IT) plays an important role in the activities of the Lithuania’s customs system. Currently the issues of a faster creation of an EU-wide e-Customs, more efficient use of IT in performing the statistical analysis of the import, export and transit flows of goods or in processing customs documents have been seriously considered both nationally and internationally. The goal of this Master’s paper is to perform the analysis of information flows of the customs documents processing, to identify the problems as well as to present some proposals for the solution to these problems. The Master’s paper consists of three parts. In the first part a brief overview of the customs’ history in Lithuania is presented, the main current functions and activities of the Lithuanian customs are described and much attention is paid to the role of the Customs Information System Centre in the Lithuanian customs system. Baigiamajame magistro darbe buvo pabandyta atskleisti elektroninio verslo plėtros įtaką geležinkelių transporto struktūriniams pokyčiams. Darbe buvo atlikta mokslinės literatūros skirtos elektroninio verslo kuriamai vertei analizė, atskleisti šiuolaikinio elektroninio verslo logistikos ypatumai, išnagrinėta elektroninio verslo įtakos geležinkelių transporto plėtrai tyrimo metodologija, taip pat aptartos AB „Lietuvos geležinkeliai“ funkcijos ir vieta šiuolaikinėje ūkio sistemoje. Kaip tiriamasis objektas buvo pasirikta Vaidotų geležinkelio stotis. Atliktas e-verslo elementų diegimo Vaidotų geležinkelio stotyje projektas, pagal anketinio tyrimo atliktos apklausos rezultatų analizę, kuri parodė, jog viena iš problemų, spręstinų Vaidotų geležinkelio stotyje yra vagonų prastovos, dėl kurių patiriami gan dideli nuostoliai. Siekiant sumažinti šiuos nuostolius, šiame darbe siūloma atnaujinti kompiuterinę techniką ir įdiegti krovinio dokumentų apdorojimo automatizavimo programą. / In this master degree thesis it was tried to reveal the impact of electronic business development on the structural changes of railway transport. It was carried out the analysis of scientific literature aimed at the value generated by electronic business, the peculiarities of logistics of contemporary electronic business were revealed, the methodology of research of electronic business influence on railway transport development was examined, the functions and the position of AB „Lietuvos geležinkeliai“ in today’s economics system were discussed. The railway station of Vaidotai was chosen as the study of this paper. The project of implementation of e-business elements in railway station of Vaidotai was carried out, the analysis of the results of the survey showed that one of the problems to be solved in the railway station of Vaidotai is the outage of cars, which causes quite big losses. In order to reduce these losses it is suggested to renew computer technology and to implement computerization program of cargo document processing.

After Lithuania joined EU one of the field of its legal system which were changed is customs activities. As far as internel borders were eliminated principal problems cocerning qualifying of crimes occurred. One of such crimes is non-exportation of goods. In this topic there are discussed the main questions, concerning non-exportation of goods:subjekt of crime, value of goods, punishable act, customs officers responsibility and aspects of guilty of legal persons.
