Evaluating human resource policy in managing absenteeism : a case of the City of Tshwane

Absenteeism in the workplace is a longstanding challenge practised by employees for various reasons. It persists despite the numerous efforts undertaken to curb it. The City of Tshwane Metropolitan Municipality is concerned with excessive employee absenteeism. Present research evaluates the City of Tshwane’s human resources policy for managing absenteeism. Causes of absenteeism are critically examined, particular attention being paid to the different leave-types that impinge on service delivery within the City of Tshwane. Within a qualitative research framework, personal semi-structured interviews were used to gather data from staff members of the Leave Capturing Office of the City of Tshwane. The targeted office is responsible for leave management, which includes capturing, recording and encashment of leave. In addition to the questionnaire, the leave management policy as well as sick-leave statistics were brought to bear on this study of absenteeism at the City of Tshwane. Study findings highlighted factors such as job dissatisfaction, unpleasant working relations, favouritism, low wages, lack of resources, stress at the workplace alongside boredom with routine unchallenging tasks as significant causes of absenteeism. The study also found sick-leave to be the form of reported absence most misused by employees. In general, employees take two days sick leave, which is the maximum an employee can take without requiring a medical certificate. Recommendations include that management should invest in a total process that can control and mitigate absenteeism related risks that may adversely affect operations at the City of Tshwane. / Public Administration / M. Public Management / In this case study of the Section 79 governance model, adopted by the City of Tshwane in 2011, the researcher explores the feasibility of the implementation of the Section 79 Governance Model in the local government. The key lessons learnt from the experience of the implementation of Section 79 Governance Model by the City of Tshwane are used to make three sets of recommendations. The first set of recommendations advises policy makers in RSA on development / establishment of a legislative framework that would formalize the section 79 oversight committees. The second set of recommendations relates to identifying the challenges faced by the City of Tshwane in implementing the Section 79 governance model. The third set of recommendation identifies the resources required for successful implementation of section 79 governance model.

The management of the performance appraisal process in the Department of Home Affairs: the case of Tshwane area

The purpose of this study is to explore the manager-subordinate conflicts or disagreements in relation to performance appraisal in the Department of Home Affairs in Tshwane area. An understanding of the reasons for manager-subordinate conflicts pertaining to performance appraisal is essential in order to identify viable solutions for improving workplace relations and morale. In order to achieve the purpose of this study, a qualitative research design was adopted, whereby semi structured interviews were used to collect data. A sample of twenty five research participants was selected from five offices of the Department of Home Affairs in Tshwane area using a purposive sampling strategy. Qualitative content analysis was conducted to analyse data obtained through interviews and observations. The major findings of the study revealed that performance bonuses and biased ratings are the sources of conflicts or disagreements between managers and subordinates in relation to performance appraisals. Therefore, is recommended that the National Department of Home Affairs should expose both managers, supervisors and operational staff members to training and development to ensure an effective performance appraisal process. In addition, managers and supervisors should be equipped with necessary conflict management skills to resolve manager-subordinate conflict in the workplace. / Public Administration / M. Admin. Challenges in teaching learners experiencing barriers in mathematics at the intermediate phase : Tshwane South District

This study investigates the challenges in teaching learners experiencing barriers in mathematics at the intermediate phase in Tshwane South District. Relevant literature review reveals that teachers’ inadequate training and lack of supportive structure hinders their pedagogy, resulting in demoralisation, frustration, and a sense of inadequacy. Nonetheless it is teachers’ responsibility to make learning happen; the inclusive educational policy maintains that teachers are the prime engine of realizing educational goals. They are to support and accommodate diverse learners and meet their needs (Department of Education [DoE], 2001). In situations where contradicting factors wrestle and contend with pedagogy practice actualizing the desire goal of including and supporting all will be difficult. The study was conducted within the qualitative paradigm; specifically case study design was employed. Ten teachers were interviewed from five different settings. An inductive analysis method was used to analyze data. Findings of the study indicate various challenges in teaching learners experiencing barriers in mathematics. The findings revealed issues related to education such as: language barriers, overcrowded classes, the Gauteng Primary Language and Mathematic Strategies (GPLMS), lack of resource materials. Learners and teachers factors influencing mathematics teaching and availability of support strategies to enable teachers to assist learners experiencing barriers. The study recommends that GPLMS should be revised to make proper allowance for learners experiencing barriers, inculcation of English language at the foundational phase, proper training of teachers for Screening, Identification, Assessment and Support (SIAS) implementation and hiring of relevant personnel to teach mathematics at foundational phase. / Inclusive Education / M. Teachers' perceptions and enactment of inquiry- based teaching to stimulate learner interest in science

Abstracts in English, Afrikaans and Zulu / This qualitative, single high school case-study conveniently sampled eight natural sciences teachers and, after conducting lesson observations and document analysis, interviewed all participants to obtain their perceptions about the effectiveness of inquirybased teaching in motivating learners to specialise in sciences. The major finding was that most participants were sceptical about inquiry-based teaching. Participants from a behaviourist epistemology did not believe that learner motivation resulted from inquirybased teaching while those from an eclectic epistemology preferred a complementary use of both approaches. The few participants oriented towards inquiry acknowledged the link between learner motivation and inquiry-based teaching but faced the challenge of limited time to prepare all the apparatus and procedures required for inquiry-based teaching. This researcher recommends employing laboratory assistants to assist teachers with setting up apparatus for inquiry-based lessons, trimming some content to reduce overload in the Annual Teaching Plans (ATP), and in-service training on inquirybased teaching to develop learner interest in sciences. / Hierdie kwalitatiewe gevallestudie het agt natuurwetenskap onderwysers betrek en na leswaarnemings en dokumentanalise, is onderhoude met die deelnemers gevoer om hul sienings te bekom oor die bydrae van die ondersoek-gebaseerde konstruktivistiese benadering as ’n strategie om leerders te motiveer om in wetenskap-verwante vakke te spesialiseer. Die belangrikste bevindings was dat die deelnemers logiese positivistiese en eklektiese benaderings verkies; dat hulle skepties is oor ondersoek-gebaseerde onderrig en dat hulle nie leerder motivering aan onderwysbenaderings koppel nie. Daar was egter enkele deelnemers wat wel ondersoekend onderrig het en wat leerder belangstelling in wetenskap aan ondersoek-gebaseerde onderrig gekoppel het. A critical analysis of the process of transformation of the city planning function in the City of Tshwane Metropolitan Municipality

The study is a participant observer study of the transformation of the city planning function of the City of Tshwane Metropolitan Municipality (CTMM) from 5 December 2000 to 30 June 2002. The study is rendered in the form of a narrative told in the first person. The focus of the story is on how power and the aspiration to power influenced the actions of the people in the employ of the municipality and the relations between them during the study period. In this regard the story draws heavily on the work of Bent Flyvbjerg (1998, 2001). A number of recurring themes or golden threads are identified and highlighted through the narrative. These threads are analysed in more detail in the final chapter of the study. They are: -- The influence of power and the prevalence of different types of power; -- The role played by communication during the transformation; -- The lack of regard for people that characterised the process; and -- The inherent resistance to change displayed by the organization. The study unlocks opportunities for further study. It could form the basis of a comparative study with other cases of organizational change, particularly those related to restructuring in the other South African metropolitan municipalities. Discontent among registered nurses in the public health sector in Tshwane Metropolitan area

The researcher used the integration of both qualitative and quantitative approaches. The respondents were drawn from three district, one regional, one academic and two private hospitals. Data was collected by means of questionnaires. The open-ended questions in the questionnaire allowed the respondents to respond in their own words (“etic” description). This enhanced the organisation and reduction of the relevant data for analysis as well as the validity and trustworthiness of the study. The study revealed that even though most of the South African government health policies were very advanced and among the best in the world, some crucial policies appeared to have encountered problems with implementation, from conflicting ideologies and opinions from hospital management, different unions, professional associations, the provincial government, the South African Nursing Council (SANC) and patients. Too many groups appeared to have discussed nurses‟ issues with government and made decisions for nurses, leaving nurses disillusioned. The majority of the respondents attributed this to poor representation at government level. Furthermore, some decisions, resolutions and strategies agreed upon between the unions and bargaining councils appeared to have worked against nurses, further dividing RNs and failing to accomplish the intended purpose. Although most of the respondents had hoped that the Occupational Specific Dispensation (OSD) for nurses would address chronic low salaries for all nurses in the PHS, it favoured certain specialty qualifications (which were based on the description of post-basic courses in R212 and R48, which were not clearly delineated). In addition, RNs were not informed about the meaning and implications of the OSD prior to implementation. The study thus found an information gap between government and RNs at the production level, which appeared not to be with the government and the nurses, but in between. Most importantly, nurses seemed to be represented more by unions to government and bargaining councils, as opposed to nurses, while most of the respondents did not favour the division of nurses between professional associations and unions. Decisions in the PHS appeared to have been dominated by leaders who had no experience with pragmatic issues of health care services (HCS), particularly at the operational level, and the dynamics of the nursing profession. The study therefore concluded that, if the right people (nurses, doctors and systems) were put in place, and nurses were represented by nurses at government level, bargaining councils and parliament, discontent among RNs in the PHS could be reduced significantly. Factors associated with the HIV transmission rate in 18 to 24 month-old children enrolled in the prevention of mother-to-child transmission programme at the City of Tshwane clinics

The purpose of the study was to identify factors associated with the HIV transmission rate in 18 to 24 month-old children enrolled in the PMTCT programme at two selected City of Tshwane clinics. Mother-to-child transmission of HIV during labour and breastfeeding accounts for 40% of all HIV infection in children. The prevention of mother-to-child transmission of HIV programme is one effective strategy to reduce the rate of HIV infection in children. The HIV transmission rate was low at six weeks of age but increases at 18 to 24 months of age due to several factors. The researcher selected a descriptive retrospective correlational research design. A structured questionnaire was used to collect data from 60 mothers of children aged 18 to 24 months on the PMTCT programme and a data-collection form to collect data from 152 clinic records of children of the same age on the programme. The study found that the PMTCT guidelines were not properly adhered to by the nurses and the respondents. Prophylactic treatment was not provided as required and mixed feeding was prominent. The uptake of HIV test at 18 to 24 months was low compared to at 6 weeks. The transmission rate was high at 18 to 24 months compared to at 6 weeks. Self-efficacy and beliefs about medications: implications for antiretroviral therapy adherence

The earlier optimism generated by the efficacy of antiretroviral drugs in human immuno-deficiency virus (HIV) patients has been dissipated in the face of the enormous chal-lenge of maintaining a nearly perfect adherence indefinitely. This study set to determine the influence of HIV adherence self-efficacy and beliefs about medicines on antiretrovi-ral therapy adherence, with the aim of developing a framework for enhancing antiretrovi-ral therapy (ART) adherence through focused intervention on modifiable factors from study variables that are strongly associated with ART adherence. A descriptive correlational design was used to assess the predictive relationships of HIV adherence Self-Efficacy, Beliefs about Medicines and ART adherence among 232 HIV-infected patients in a large public health facility in Pretoria. Participants' medication be-liefs were assessed using the Beliefs about Medicines Questionnaire, HIV adherence self-efficacy was assessed with HIV adherence self-efficacy scale (HIV-ASES) and ART adherence was assessed using the AIDS Clinical Trial Group questionnaire. Pearson correlation analysis was used to assess bivariate associations among the variables, and multiple regression analysis was used to examine the relationships among the inde-pendent variables and ART adherence. Mean adherence for the 232 participants was 95% (SD=13.2). Correlation analysis re-vealed positive bivariate associations between perceived general harm and overuse of medications, and ART adherence (p<0.05); between specific necessity and concerns about ARVs, and perceived general harm and overuse of medications (p<0.05); be-tween HIV adherence self efficacy and ART non-adherence (p<0.05). Multiple regres-sion analysis showed significance for perceived general harm and overuse of medica-tions on ART adherence (F(1;231)=11,583;p<0,001) with perceived general harmful ef-fects and overuse of medications explaining 4.8% of the variance. There was signifi-cance for HIV adherence self-efficacy on ART non-adherence (F(1;41)=4.440; p<0.041), with HIV-ASES explaining 9,8% of the variance. Based on the results, a framework for enhancing ART adherence was developed. Activities in the framework consist of baseline screening for adherence facilitators and barriers using the beliefs about medicine questionnaire and HIV ASES, this is followed by focused interventions on identified barriers of ART adherence / Health Studies / D.Litt. et Phil.
