Text in Afrikaans / In this study the relationship between political decision making, spatial change and
provision of selected municipal services was investigated. Legislation and policy,
spatial demarcation and local government structures are determined by political
decision making on various government levels. The international system as well as
the local history and factors leading to spatial change impact on municipal
demarcation and service delivery. Demographic change due to re-delimitation of
boundaries, densification within the area of jurisdiction and immigration imply that
service requirements change.
In 1994/5, the rural and residential areas were incorporated to the former
Verwoerdburg and formed the Southern Pretoria Metropolitan Substructure
(Centurion). In December 2000 Centurion lost its autonomous status and was
incorporated as administrative unit into the larger Tshwane Metropolitan Municipality.
Restructuring have implications for the political representation of communities, the
spatial extension of service networks, priority areas, and the location of service
provision points. / In hierdie studie is die verband tussen politieke besluitneming, ruimtelike verandering
en die lewering van geselekteerde munisipale dienste ondersoek. Wetgewing en
beleid, ruimtelike afbakening en plaaslikeowerheidstrukture word deur politieke
besluitneming op verskillende regeringsvlakke bepaal. Die internasionale sisteem,
asook plaaslike historiese gebeure en aanleidende faktore tot ruimtelike verandering
het 'n impak op beide munisipale afbakening en dienslewering. Demografiese
verandering as gevolg van die herbepaling van grense, verdigting binne die
regsgebied en immigrasie impliseer dat diensbehoeftes verander.
Landelike en residensiele gebiede is in 1994/5 by die voormalige Verwoerdburg
geinkorporeer om die Suidelike Pretoria Metropolitaanse Substruktuur (Centurion)
te vorm. In Desember 2000 het die Stadsraad van Centurion sy outonome status

The importance of developing the rural and urban areas in an integrated manner is a fact that can no longer be ignored by not only the proponents of the development planning approach, but by all the governments in the developing world. The long history of separate development has left scars on the planning system in South Africa, and this poses serious challenges to the new democratic state, particularly the local government sphere that has to ensure redress of the previous imbalances and inequalities. Through democratic local governance and active community participation in the development of rural and urban areas, some of the fruit of integrated development planning can be realised.
The Tshwane Metropolitan Municipality case study shows that there is an interface between the rural and urban areas. The methodology employed enabled a more comprehensive analysis of the key areas where the rural and urban areas interface as well as the interventions that could foster the interaction between rural and urban areas. Although the development of rural and urban areas should be prioritised, developing the rural areas is perceived to be more urgent due to their history of underdevelopment during the apartheid era. Basic service delivery challenges with regards to water and sanitation in Gauteng Province : a case of City of Johannesburg and City of Tshwane Metropolitan MunicipalitiesChauke, Stephen 03 1900 (has links)
The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants.
Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent.
To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities.
The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject. / Public Administration / M. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments. Exploring learners' understanding of trigonometric functions using GeoGebra software : a case of grade 11 Mathematics learners at a school in Tshwane South DistrictMakandidze, Lancelot Sibanengi 05 1900 (has links)
Abstracts in English, Afrikaans and Zulu / The purpose of this study was to explore the learners’ understanding of trigonometric functions using GeoGebra software. A qualitative case study approach was used with six Grade 11 learners at a school in Tshwane South District. The data were collected during a seven-day period using multiple methods: a diagnostic test, worksheets, a smart recorder, a trigonometric functions test, one-on-one interviews and focus-group discussions. The findings showed clearly that the use of GeoGebra enhanced Grade 11 learners’ understanding of trigonometric functions. The findings also showed that the use of GeoGebra helped the learners to understand the basic trigonometric functions graphs. This enabled them to sketch freely without using the point-by-point method. Based on this study, it is recommended that GeoGebra should be made available to all Grade 11 learners. This will encourage them use the software out of regular school hours. / Die doel van hierdie studiegids was om die leerder se kennis van die gebruik van GeoGebra sagteware, ten opsigte van trigonometriese funksies te ondersoek. ‘n Kwalitatiewe benadering is gevolg met ses Graad 11 leerders by ‘n skool in die Tshwane Suid Distrik. Die data is ingewin oor ‘n periode van sewe dae, deur gebruik te maak van verskeie metodes: ‘n diagnostiese toets, werkkaarte, ‘n “smart” opname, ‘n trigonometriese funksies toets, een-tot-een onderhoude en fokusgroepe waar besprekings plaasgevind het. Die data-analise wys duidelik dat die gebruik van GeoGebra, die Graad 11 leerders gehelp het om trigonometriese funksies beter te verstaan. Die uitkomste wys ook duidelik dat GeoGebra die leerders gehelp het met ‘n beter begrip van die basiese trigonometriese funksies. Dit het hulle gehelp om vryhand sketse te doen en nie noodwendig die punt-tot-punt metode nie. Gebaseer op hierdie studie beveel ons aan dat GeoGebra beskikbaar gemaak moet word aan aale Graad 11 leerders. Greening the school for sustainable development: a case of Tshwane North DistrictBopape, Johannah 01 1900 (has links)
This study is environmental in nature, occurring within a series of nested frameworks, namely school role players, sustainable development and greening schools. From a South African context, the day-to-day operations of the school activities and programmes are not solely the principal’s responsibility. It is a shared responsibility among every person involved in an educational school context. The principal has the overall responsibility of leading and professionally managing the school through the school management team (SMT) and is accountable to the employer, which is the provincial Head of the Department of Education. The principal is also accountable to the community through the school governing body (SGB), which consists of elected representatives from the school community. This study was guided by these research questions: (1) What is the nature of the knowledge of the role players in the Tshwane North District schools about greening the school? (2) How do the contextual factors in the Tshwane North District schools shape the greening of the school? The SMT and SGB are key role players and gatekeepers at the school level. They were purposefully and conveniently sampled at three Tshwane North District (TND) primary schools in Gauteng Province of South Africa according to their locations (rural, township, urban). They participated in focus group interviews, observations and document analysis. The study, qualitative in nature, explored strengths, weaknesses, opportunities and threats in greening the school for sustainable development. The two role players might not be knowledgeable about green and sustainable development, however given the opportunity to explore their knowledge, provided insight about greening schools and how to possibly change to more sustainable practices. Data collected was subjected to thematic content analysis. The results revealed that schools’ funds are swiftly depleted on resources such as water, energy, transportation, paper, stationary, maintenance and equipment, to name but a few. The results also revealed limited green culture across institutions, due to little knowledge of greening and sustainability practices by school role players. This was attributed to a lack of policy framework by schools which was exacerbated by a lack of capacity building from expertise in greening schools for sustainable development. / Hierdie studie is omgewings van aard wat plaasvind binne 'n reeks nes raamwerke, naamlik skoolrolspelers, volhoubare ontwikkeling en vergroening van skole.
