Para tanto, a autora realizou pesquisa histórica sobre a política institucional nacional acerca do ensino superior público desde a criação da primeira universidade no Brasil, da Universidade Federal de Pernambuco, a partir da criação da Universidade do Recife e da concepção do Campus Joaquim Amazonas. Levantou ainda a gestão institucional da Universidade em relação ao Campus Joaquim Amazonas e procurou compreender sua condição de integridade física-espacial para estabelecer relações existente entre esses fatores. A pesquisa está fundamentada na teoria da conservação urbana integrada, calcada nos princípios internacionais de conservação e nos conceitos atrelados ã gestão do patrimônio. A metodologia da pesquisa se estruturou de forma a investigar por vias de levantamento histórico de fontes documentais a organização institucional da UFPE e de seu patrimônio, incluindo a conformação de sua gestão e o diagnóstico da condição de integridade de seu substrato físico e espacial, enquanto fator determinante para a expressão valorativa do bem que necessita de salvaguarda. Com a investigação, foi possível determinar a relação de influência que a gestão institucional do Campus Joaquim Amazonas exerceu, ao longo dos anos, sobre seu estado de conservação atual, que culminou na degradação de sua condição de integridade. / This dissertation aims to analise the link between the institutional management of physical and spatial heritage of the Federal University of Pernambuco and its conservation, based on the institution's current state of integrity. To examine so, the author performed historical research into the evolution through the years of the national institutional policy concerning public higher education since the founding of the first Brazillian university, as well as the institutional development of the Federal University of Pernambuco, since the creation of the University of Recife and the conception of the Joaquim Amazonas campus. The author also highlighted the institutional management of the Federal University of Pernambuco's historical configuration in relation to the Joaquim Amazonas campus and sought to comprehend its condition of physical and spatial integrity to establish a connection between these items, under the strengh of all the raised information. The reasearch is based on the integrated urban conservation theory, supported by the international principles of conservation and on the concepts that regard the administration of heritage. The research methodology was structured in a way to investigate the institutional configuration of UFPE through historical survey of documentary sources and its patrimony, including the formation of the university's management, and the diagnosis of the university's physical infrastructure as a determining factor to the expression of valuation of the good that needs to be conserved. With the investigation, it was possible to determine the relation of influence that the administration of the Joaquim Amazonas campus has had throughout the years over its state of integrity, which culminated in the campus's infrastructure degradation.

O presente trabalho procura contribuir para a discussão sobre a preservação de espaços urbanos, investigando o Centro Histórico da cidade de São Paulo como Patrimônio Cultural. Desse modo, avalia os procedimentos adotados para a intervenção urbana no centro da capital paulista, analisando os principais planos, programas e projetos de intervenção que foram completamente ou em parte executados, a partir da década de 1970, elaborados pelas instâncias de preservação do patrimônio (IPHAN - Instituto do Patrimônio Histórico e Artístico Nacional -, CONDEPHAAT - Conselho de Defesa do Patrimônio Histórico, Artístico, Arqueológico e Turístico do Estado de São Paulo - e CONPRESP - Conselho de Defesa do Patrimônio Histórico e Cultural do Município de São Paulo) e também pelos órgãos de planejamento urbano, sobretudo SEMPLA - Secretaria Municipal de Planejamento Urbano - e EMURB - Empresa Municipal de Urbanização. Analisando as diversas políticas públicas relacionadas à preservação de áreas centrais, assim como as ações da iniciativa privada e a perspectiva da sociedade, no Brasil e no exterior, busca refletir sobre a natureza e a metodologia dos projetos implantados em São Paulo, suas áreas de concentração, agentes financiadores, bem como os significados das intervenções, identificando continuidades e descontinuidades na implementação dessas ações, sua abrangência e relevância em relação à preservação do conjunto urbano do Centro Histórico de São Paulo. No âmbito das políticas públicas, a pesquisa procura verificar tensões e diálogos existentes entre as instituições de planejamento e as instituições de preservação do patrimônio, confrontando suas iniciativas, a partir da perspectiva da preservação e valorização dos conjuntos urbanos de valor histórico. / The present work intends to contribute to the discussion about urban spaces preservation, analyzing São Paulos Historic Center like a Cultural Heritage. It tries to evaluate the proceedings adopted for the urban interventions in the center of the capital paulista, analyzing the most important plans, programs and projects, that was completely or in part executed, since the 1970 decade, developed by the heritage agencies (IPHAN - Instituto do Patrimônio Histórico e Artístico Nacional -, CONDEPHAAT - Conselho de Defesa do Patrimônio Histórico, Artístico, Arqueológico e Turístico do Estado de São Paulo and CONPRESP - Conselho de Defesa do Patrimônio Histórico e Cultural do Município de São Paulo) and also by the Urban Planning agencies, above all SEMPLA - Secretaria Municipal de Planejamento Urbano -, and EMURB - Empresa Municipal de Urbanização. Analyzing the several historic center preservation public policies, just as the actions of the private sector, carried out in Brazil and in abroad, intends to ponder about methodology and nature of the projects that was introduced in São Paulo, the areas of implementation, the financial agents, as well as the interventions purpose, identifying its continuities and discontinuities, in addition to the preservation prominence of the São Paulos Historic Center. In what concerns the public policies, this research intends to verify tensions and dialogs between urban planning agencies and cultural heritage preservation agencies, making a comparison between theirs initiatives, in a perspective of preservation and valorization of urban areas with historic values.

Relationships between conservators, community partners and urban conservation areas: a case study of nature reserves on the Cape flats

Magister Artium - MA / Cape Town is a unique city. It has a global biodiversity hotspot, in the midst of an urban area. Historically, nature conservation practice excluded and marginalized certain groups of people based on their race and class. This has led to peoples‘ disconnection from nature. Rapid biodiversity loss is a major concern for conservators. In the last three decades, there has been a paradigm shift in conservation practice in certain parts of the world. The Cape Flats Nature programme based in Cape Town followed suit and aimed to stimulate a bottom-up participatory approach to conservation and replace the traditional top-down management strategy. The programme was tasked to reconcile the challenges of complex and conflicting relationships between urban poverty, unequal access to resources and biodiversity conservation. This study was aimed at investigating the relationships between conservation management, community partners and urban conservation areas. These relationships are vital for the progression of new conservation practice in places where people live and work. In addition, the transformative aspects of conservation in relation to social inclusion and the shift in conservation approaches was investigated. The study was conducted at five of Cape Town‘s nature reserves, Edith Stephens Wetland Park, Macassar Dunes, Harmony Flats, Wolfgat and Witzands Aquifer Nature Reserves. Data collection included in depth interviews with key informants from various conservation organizations, the Cape Flats Nature Programme team, the managers of the selected reserves and community partners. Others included observational methods and analysis of secondary data. It was found that relationships between conservators and local communities are not easily created and maintained but relationships regardless of its depth are equally beneficial to communities and the conservators. Balancing social needs with conservation needs is a struggle for conservators but many successes came in cases where this balance was realized. In addition, the transformation of conservators‘ identity has changed community perceptions of conservation practice holistically. In this perspective, the conventional identification tools of the urban conservation - the separate designation of the buildings and areas- come to be questioned, and re-formulated according to the demands created by this new holistic-contextual understanding of the heritage conservation. In this thesis, it is aimed to formulate a historic-contextual method for the identification of the built heritage. Re-establishing the links between the historic urban context and its components, and turning the inherent character of the area into an effective tool for the conservation of the area, we claim that such an approach would provide the necessary interface between the conservation and development, responding the requirements of both and providing a common base both for the action and research. The thesis comprises a conceptual part focusing on the historic-contextual aspects of the built heritage and a case study for the experimentation of the defined methodology. The case study is realized in the Galata district in Istanbul, which represents one of the richest examples in Turkey from the aspect of the availability of historic sources.

The recent developments in urban conservation and urban archaeology have given considerable importance to the presentation of urban archaeological remains to the public in order to raise public awareness for conservation. Parallel to this, in the last decade, urban planners have begun to seek for alternatives for creating sustainable places with the emphasis on sustainable urban development. These two goals of different disciplines meet themselves in the integration of urban archaeological remains to modern town and to modern life in historic town centers. In this context, this thesis aims to discuss how these urban archaeological resources can be integrated to everyday life in historic town centers. This is achieved by investigating two successful European cases Tarragona and Verona, and then discussing their possible contributions to a Turkish case Tarsus.

Value is the reason to conserve places. It is necessary to assess all values and meanings of cultural properties to provide right conservation decisions. Today, all cultural products are recognized as a part of heritage. In this context, users became one of the main sources in identification and valuation of cultural places. However, there is no commonly accepted method to assess user-ascribed values and integrate them to planning process. Hence, the aim of the study is to define a process to assess user-ascribed values in relation with conservation decision-making process. The study evaluates two indicators to define the process. In the first one, the study evaluates multi-criteria decision analysis methods to define a thinking approach to integrate values to decision-making process and in the second one, evaluates the nature of users&amp / #8217 / valuations to identify data collection process. In this context, value assessment process is re-defined, by considering users valuations through problem solving thinking approach and a process is developed to assess user-ascribed values. The proposed process is examined with Tarsus case study. Conclusion of the study points out that, users are important sources in identification of cultural properties. In this context, problem solving thinking approach can provide a proper approach to integrate values to planning process and user-based data can be assessed through utilization of more than one method. The conclusion also clarifies the need for establishment of new definitions and tools to protect user-valued places.

Pollinators in the city : Exploring the potential of urban environments as sites for conservation

Insect pollinators provide indispensible ecosystem services for agricultural, natural and urban ecosystems, and have been declining drastically around the globe. These declines are largely due to fragmentation and loss of habitat resulting from urbanization and intensification of agriculture, and raise concerns over global food security. The purpose of this paper is to investigate the effects of urbanization on abundance, species richness and diversity of insect pollinators, and whether urban environments have potential as sites for conservation. Cities are highly heterogeneous environments with ample foraging and nesting opportunities and can house an abundance and diversity of pollinators. Urban environments can serve as refuges for many pollinator species. Effective city planning and mixed conservation strategies can help to promote healthy populations of insect pollinators in urban environments, which can help to stabilize populations in rural settings, thereby ensuring pollination services for agriculture and terrestrial ecosystems. / Pollinerande insekter (pollinatörer) bidrar med oumbärliga ekosystemtjänster till jordbruk och naturliga och urbana ekosystem, och de har minskat drastiskt i antal runt hela jorden. Dessa nedgångar orsakas till största del av habitatförstöring och -fragmentering, och väcker oro över den globala matsäkerheten. Syftet med den här uppsatsen är att undersöka hur urbanisering påverkar abundans, artrikedom och biodiversitet hos pollinatörer, samt om urbana miljöer har potential som platser för bevarande av pollinatörer. Städer är mycket heterogena områden med gott om matresurser och boplatser, och kan husera en mångfald av pollinatörer. Urbana miljöer lämpar sig bra som platser för bevarande av pollinatörer. Med effektiv stadsplanering och en blandning av olika bevarandestrategier kan städer uppehålla hälsosamma populationer av pollinatörer. Detta kan hjälpa till att stabilisera populationer på landsbygden och därmed säkerställa pollinationstjänster till såväl jordbruk som naturliga terrestra ekosystem.
