O presente trabalho investiga os processos que levaram o município de Lajeado, RS a se tornar uma cidade “média”. Adota-se a interpretação de que as ações do Estado - como política pública e legislação, urbana e em escalas mais amplas - geram reflexos e determinações com efeitos regionais e na malha intra-urbana, na sua associação com diferentes fatores locais. Para o entendimento de tal processo, a metodologia descreve o histórico de ocupação do território e a evolução da malha urbana de Lajeado (1898 – 2014); contemplando elementos considerados fundamentais na transformação identificada e provenientes de distintos âmbitos (políticos, econômicos e sociais) apontando o papel desempenhado pelas políticas públicas e a legislação, em suas variadas diretrizes e escalas. A estrutura de análise engloba as variáveis encontradas nesse contexto e conjunto de ações, em um estudo dividido em duas partes: (i) estudo intra-urbano que, via configuração espacial – mapas axiais – mostra a evolução da malha urbana da cidade, e (ii) estudo urbano - regional, com base em fatores: populacionais, econômicos, sociais, estruturais/locacionais e institucionais. As análises desenvolvidas trazem uma interpretação sobre os fatores, as políticas públicas e a legislação que levaram às conclusões que apontam que Lajeado se apresenta como núcleo principal da região desde o primeiro período, seja em função dos serviços de navegação ou apoio à produção, e que tais serviços foram se modificando e se especializando com o passar do tempo e atendendo à toda população regional, atribuindo ao município características próprias de uma cidade média e polarizadora regional. / This study investigates the processes that led the city of Lajeado, RS to become a city turned into a medium sized polarizing city." Este trabalho tem como tema a evolução urbana do Bairro Belém Novo, desde a formação do seu núcleo urbano, na segunda metade do século XIX, até os dias atuais e suas tendências futuras. O objeto de estudo está localizado na Região Extremo-Sul de Porto Alegre - RS, nas margens do Lago Guaíba, distante dos principais eixos de expansão urbana e industrial da Região Metropolitana de Porto Alegre. Segue para a compreensão de como ocorreu a evolução urbana do bairro dentro do processo de metropolização de sua cidade e quais serão as tendências do seu crescimento e que funções poderá assumir no futuro. O bairro é utilizado como objeto de reflexão acerca do fenômeno da urbanização, visando à percepção de como fatos sucedidos em uma cidade, na região e em outras regiões podem incidir na evolução urbana de um pequeno núcleo urbano. O objeto de estudo ainda permite entender a atuação do crescimento urbano em uma escala diferenciada, compreendendo os fatores que atuam na evolução urbana de uma cidade também na escala de um bairro. O método teórico de análise utilizado neste trabalho é o mesmo utilizado por Souza e Müller (2007) no livro “Porto Alegre e sua Evolução Urbana”. Por meio da aplicação do método se objetiva buscar nos aspectos históricos os fatores socioculturais, político-institucionais, econômicos, populacionais e locacionais que induziram o crescimento do núcleo urbano do Bairro Belém Novo. A periodização do estudo da evolução urbana, possibilitada pelo método, e o inter-relacionamento dos fatores que atuaram em cada uma das fases, conduzem as possíveis tendências futuras de crescimento do núcleo urbano em questão, contribuindo com o seu planejamento urbano. / This work has as its theme the urban evolution of Belém Novo Neighborhood, from the formation of its urban nucleus in the second half of the nineteenth century, to the present day and its future trends. The object of study is located in the Extreme-South Region of Porto Alegre - RS, on the shores of Lake Guaíba, being distant from the main axes of industrial and urban increase in the Metropolitan Region of Porto Alegre. It is questioned how the urban evolution of the neighborhood occurred within the process of metropolization of its city and what the trends of its increase will be and what functions it may assume in the future. The neighborhood is used as an object of reflection about the phenomenon of urbanization, aiming at the perception of how events happened in a city, in the region and in other regions can affect the urban evolution of a small urban nucleus. The object of study still allows us to understand the performance of urban increase in a differentiated scale, including the factors that act in the urban evolution of a city also in the scale of a neighborhood. The theoretical method of analysis used in this work is the same one used by Souza and Müller (2007) in the book "Porto Alegre e sua evolução urbana". Through the application of the method, the objective is to seek in the historical aspects the sociocultural, political-institutional, economic, population and locational factors that led to the increase of the urban nucleus of Belém Novo Neighborhood. The periodization of the study of the urban evolution, made possible by the method, and the interrelationship of the factors that acted in each of the phases, lead the possible future trends of increase of the urban nucleus in question, contributing to its urban planning.

Isso porque, desde sua fundação, ostenta uma natureza exuberante, que, com o passar do tempo, se destacou como agente direcionador na ocupação do espaço carioca pelas diversas classes sociais. Essa ocupação foi acentuada a partir do momento em que se transformou em capital e recebeu investimentos de vulto, o que fazia dela uma espécie de laboratório das ações do Estado no espaço urbano. Na transferência da capital para Brasília em 1960, foi forçada a fusão com o Estado do Rio de Janeiro, estado pobre, e, associada a essa questão, a indiferença do governo federal instalado na nova capital. Esta obra questiona também o modelo de desenvolvimento adotado, as disparidades socioeconômicas, a ideia de concepção da pobreza como classe perigosa e a influência dos meios de comunicação corroborando esse pensamento, além do exercício do papel do Estado, instituição que arbitra nas diferenças entre as classes sociais. Finalmente, explicita a evolução urbana carioca, desde seu passado condicionado principalmente pelo conjunto natural, além de observar o nascimento da favela como um marco da denúncia da indecente concentração de renda. Denuncia a correlação entre as elites e a mídia que indiscriminadamente incluem este espaço urbano como lugar de marginais. Encerra analisando a modelagem na paisagem urbana carioca em função da violência urbana. / The concepts of landscape in geography (its semantics, development and evolution, with special emphasis to its repercussion in the new cultural geography) and urban violence (its meanings and major notions in the urban scenery) support the analysis of possible alterations in the landscape of the unique city of Rio de Janeiro. From its foundation, it has featured outstanding nature, which has determined the occupation of space by different social classes. Such distribution was massively significant ever since the city became the capital of the country, when it started receiving substantial investments, being transformed into a laboratory for the States actions in the urban space. When the capital was moved to Brasília, in 1960, the city was forcefully integrated to the impoverished State of Rio de Janeiro, becoming its capital and enduring the indifference of the federal government. This analysis also comprises understanding the citys development model, its socio-economical inequality, the concept of poverty as a dangerous social class, and the influence of mass media, especially the cultural industry, in building the image of the city as well as the role of the State in arbitrating on social differences. Finally it examines the citys urban evolution, conditioned by its natural setting, and observes the birth of favelas as a milestone denouncing the citys outrageous income distribution. It additionally denounces the association between the elite and the mass media, who indiscriminately perceive the favelas as home for bandits. It ends up by analyzing the modeling and distribution of Rios urban landscape in consequence of urban violence.

This main avenue will reveal us a series of problems that can afect life quality of those who live, work, and transit by the avenue. Trying to understand the urban historical process of João Pessoa City some aspects as the alterations suffered by the landscape of the avenue during eight decades are investigated. The deficiences of a process driven by the real state speculation, without engagement with the identity of this city place and its population will be revealed. The slowness as the urban legislation of the capital occurs is also another factor that instead of adressing to a increasing process, it passes by the resolutins of our daily growth. / Esta pesquisa irá estudar a Avenida Epitácio Pessoa que serve de principal ligação entre o Centro e a Orla Marítima de João Pessoa. Este eixo viário nos revelará uma série de problemas que podem afetar a Qualidade de Vida daqueles que moram, trabalham e transitam diariamente pelo local. À luz do entendimento do processo histórico urbano de João Pessoa são investigadas as alterações sofridas pela paisagem da avenida ao longo de oito décadas. Revelar-se-ão as deficiências de um processo conduzido pela especulação imobiliária, descompromissado com a identidade do lugar e com a população a que se destina. A lentidão como se renova a legislação urbana da capital paraibana também é outro fator que em vez de direcionar o processo de crescimento, vem seguindo a reboque das resoluções clandestinas do nosso cotidiano.

L’urbanisation russe et soviétique a été tardive et accélérée, en comparaison d’autres ensembles territoriaux ; un grand nombre de villes nouvelles ont été créées par le régime soviétique qui a promu la fonction socialiste de la ville, l’organisation rationnelle de l’espace et la gestion planifiée de l’économie. Ces particularités urbaines et les multiples événements démographiques et politiques du XXe siècle font des villes de l’espace post-soviétique un ensemble qui pose question quant à sa comparabilité et à ses ruptures. Cette thèse vise à montrer que l’on peut appliquer le concept de système de villes et les méthodes générales de la géographie urbaine pour rendre compte de l’évolution urbaine dans l’espace post-soviétique à long terme, c’est-à-dire mieux comprendre et éventuellement prédire leur évolution. Nous avons confronté plusieurs modèles statistiques avec la dynamique urbaine observée et montré que la structure macro-géographique des villes était comparable à celle d’autres systèmes de villes. On a aussi observé des trajectoires particulières liées à la dimension du territoire, ses ressources naturelles, sa dynamique démographique récente, etc. La connaissance des évolutions observées a été intégrée dans une démarche incrémentale de simulation multi-agents qui vise, à partir d’hypothèses théoriques sur les mécanismes générateurs de l’urbanisation, à reproduire des faits stylisés généraux et particuliers, le plus parcimonieusement possible. L’évaluation progressive de modèles de plus en plus complexes a abouti à la reproduction de certaines évolutions observées et mis en valeur les trajectoire plus particulières de villes qui « résistent » à la modélisation. / The Russian and Soviet urbanisation process happened late and fast, compared to other territories. Many new towns and cities were created by the Soviet regime that officially promoted discourses about the socialist function of the city, rational organisation of space and a planned management of the economy. These urban particularities and the multiple demographic and political events of the 20th century have made cities in the post-Soviet space an interesting case and raised question regarding its ruptures and comparability. This dissertation thesis aims to show that the concept of system of cities and generic methods in urban geography are useful in the study of urban evolution over the long term in this space, to eventually better understand past trends and predict future ones. We confronted several statistical models with the observed urban dynamics and concluded that the macro-geographical structure of cities in the post-Soviet space was comparable to that of other systems of cities (hierarchy of sizes, spacing, functional differentiation). We also observed specific trajectories related to the size of the territory, natural resources, the recent demographic shrinkage and the effect of particular political decisions. This knowledge about observed evolutions has been included in an incremental approach of agent-based modelling. Starting from theoretical hypotheses about generative mechanisms, we tried to generate generic and specific stylised facts, with a model as parsimonious as possible. The progressive evaluation of increasingly complex models led to the satisfactory simulation of observed urban evolution and highlighted specific trajectories that “resist” modelling.
