United States Diplomatic and Military Relations with the Republic of China in the Era of the Vietnam War, 1961-1969

In the 1950s, the Republic of China (ROC) on the island of Taiwan was a Cold War ally of the United States. Led by President Chiang Kai-shek and his ruling Kuomintang Party, the ROC received military, financial, and humanitarian assistance from the U.S., and enjoyed support in the White House, from the Departments of State and Defense, the Central Intelligence Agency (CIA), and the Democratic and Republican Parties. President Chiang even employed public relations firms and political pressure groups to help generate public support and to sway American policymakers to favor his cause. By the end of the 1970s, however, the ROC had lost its seat in the United Nations and no longer maintained formal diplomatic relations with the United States. Why would the United States abandon a long-standing World War II ally, recipient of American aid, and fellow anti-communist? The 1960s proved to be a pivotal decade in the diplomatic and military relationship between the United States and the ROC. Presidents John F. Kennedy and Lyndon B. Johnson, both Democrats, publicly promised support for Chiang and the Chinese Nationalists on Taiwan. Chiang hoped to secure continued military aid and diplomatic support by relying upon allies in the State Department, the Central Intelligence Agency, and in the U.S. Congress, and even occasionally making threats to take actions detrimental to American policy. Throughout the 1960s, the U.S.-ROC relationship was tested by events in the United Nations, the Taiwan Strait, and Southeast Asia. By the end of the decade, the ROC had lost millions in American aid and the United States had publicly started to consider normalizing relations with the People?s Republic of China. This dissertation will show that U.S.-ROC relations in the 1960s deteriorated due to a combination of factors. The Vietnam War was one of several factors that helped bring an end to formal American relations with the Republic of China. The Vietnam War caused a conflict of interest, whereby American containment of communism in Southeast Asia clashed with ROC plans to maintain its international legitimacy and to restore its rule over all China. Additionally, bureaucratic changes within the State Department, the demise and ineffectiveness of the China Lobby, and the changing make-up of the United Nations resulting from decolonization also contributed to the decline of U.S.-ROC relations.

Lärande i organisationer

Lärande är nödvändigt för att organisationer ska kunna utvecklas och förbättras. Tidigare forskning har studerat organisatoriskt lärande ur flera olika aspekter, bland annat som ett utvecklingsinriktat respektive anpassningsinriktat lärande. Syftet med denna studie är att beskriva de mekanismer som påverkar lärandet i en organisation. Den organisationen som studerats är en hemtjänstgrupp som börjat arbeta enligt Vanguardmetoden. Datainsamlingen skedde med intervjuer, totalt intervjuades elva personer i hemtjänstgruppen. Studien hade sin ansats i kritisk realism och strävade därmed efter att avtäcka de mekanismer som påverkar lärandet i en organisation. I resultatet redovisas de mekanismer som antas ha haft effekt på detta lärande. Dessa diskuteras sedan i förhållande till vilken effekt de kan ha haft på lärandet i organisationen. Det visade sig att lärandet i en organisation påverkas av flera olika faktorer som tillsammans utgör det sammanhang som antingen gynnar eller hämmar lärande. / <p>Godkännandedatum 2013-06-07</p>

The purpose of this study was to investigate the experiences of the factors demand, control, social support and stress among the staff in home care service and establish how these factors have changed after the introduction of the new working method Vanguardin 2014. The method of the study had a qualitative approach and the data collection was done using semistructured interviews. Four interviews were conducted with staff in a home care service group. The study selection was targeted and the participants were recruited by contacting a manager of a municipal home care service group in a town in central of Sweden.The interviews were recorded, transcribed and analyzed with a manifest thematic content analysis, with a phenomenological element. The results showed that the factors demand, controll, social support and stress have improved since the introduction of the new working method. The results showed that the work-related demands have changed from being a negative factor that caused stress, to instead being something positive that develops staff as individuals. Participation and influence increased in the workplace as staff themselfes began to plan their work. This contributed to an increased sense of control. Social support improved in the workplace since they became smaller groups and thus became better acquainted with each other. Stress is no longer due to high workload but occurs rather if problems arise in the work group. The conclusion is that demands, control, support and stress are important factors in working life that either affect health negatively or positively. Vanguard as aworking method has contributed positively in the investigated group and improved the perceived health of the workers. / Syftet med studien var att undersöka hemtjänstpersonalens upplevelser av krav, kontroll, stöd och stress och utröna hur dessa faktorer förändrats efter införandet av den nya arbetsmetoden Vanguard år 2014. Metoden i studien utgjordes av en kvalitativ ansats och datainsamlingen utfördes genom semi-strukturerade intervjuer. Fyra intervjuer genomfördes med personer som arbetar i hemtjänsten. Studiens deltagare rekryterades till följd av att en chef för en kommunal hemtjänstgrupp i Mellansverige kontaktades. Intervjuerna spelades in, transkriberades och analyserades genom en manifesttematisk innehållsanalys med ett fenomenologiskt inslag. Resultatet visade att faktorerna krav, kontroll, stöd och stress har förbättrats sedan införandet av den nya arbetsmetoden Vanguard. Resultatet visade att de arbetsrelaterade kraven har förändrats från att vara en negativ faktor som orsakade stress, till att istället vara något positivt som personalen utvecklas av som individer. Delaktighet och inflytande ökade på arbetsplatsen i och med att personalen själva började planera sitt arbetet, vilket bidrog till en ökad känsla av kontroll. Socialt stöd förbättrades när de under förändringsarbetet blev mindre grupper och på så vis lärde känna varandra bättre. Stress är inte längre som tidigarerelaterat till hög arbetsbelastning, utan uppkommer snarare om problem uppstår inom arbetsgruppen. Slutsatsen är att krav, kontroll, stöd och stress är viktiga faktorer i arbetslivet som antingen påverkar hälsan negativt eller positivt. Vanguard som arbetsmetod har bidragit med en positiv inverkan på den undersökta arbetsgruppen och förbättrat den upplevda hälsan hos arbetstagarna.

För att handha patienter drabbade av akut stroke finns inom Region Gävleborg en rutin kallad Rädda hjärnan. Siffror från kvalitetsregistret Riksstroke visade att det på Gävle sjukhus tog längre tid till livsavgörande behandling än genomsnittligt i Sverige. Orsaken var okänd.   Ett förbättringsarbete inleddes enligt Vanguard metoden, som stipulerar att systemet måste granskas innan förändringar kan testas. Det uppdagades att patienterna ofta handhas av läkare under upplärning och att trombolysbehandlingen kunde tidigareläggas i flödet. En studie genomfördes samtidigt med critical incident technique (CIT). Sex intervjuer och fyra observationer utfördes kring personalens agerande och upplevelser.   Syftet med förbättringsarbetet var att förändra rutinen för att göra tiden till trombolys så kort som möjligt samt att höja kompetensen i två steg. Syftet med studien var att finna kritiska händelser som påverkar patienternas väg mot behandling.   Resultatet av förbättringsarbetet visar att det skett en förändring kring kompetensen i läkargruppen som handhade rädda hjärnan flöden. En ny rutin hann delvis införas, men arbetet pausades på grund av den världsomspännande Covid-19 pandemin. Delaktighet och samverkan över klinikgränser var avgörande för att åstadkomma förändring. Studien fann 123 kritiska händelser som påverkade patientens väg mot behandling, vilka bekräftade nyttan av förbättringsarbetets intentioner, samt fann ytterligare förslag till förändringar. / To treat patients suffering from acute stroke, there is a routine in the Gävleborg Region called Save the Brain. However, data showed that the time to life-decisive treatment was longer than average in Sweden. The cause was unknown.   An improvement project was initiated according to the Vanguard method. It was discovered that patients were often handled by physicians during training and that thrombolysis could be moved to the X-ray department. A study was conducted simultaneously using the critical incident technique (CIT), consisting of six interviews and four observations.   The purpose of the improvement work was to implement a new routine and to increase competence in two steps. The purpose of the study was to find critical events that affect patients' path to treatment.   The result showed that there had been a change in the competence of the medical team that handles the patient. A new routine was partially introduced, the work was paused due to a worldwide pandemic. Participation and collaboration across clinic boundaries were crucial in bringing about change. The study found 123 critical events that affected the patient's path to treatment. They confirmed the intentions of the project, and at the same time found new suggestions for change.

Este trabalho é o fruto da nossa pesquisa acadêmica para o doutoramento em História Social. Trata-se do estudo que abrange um período da década de 1980, e repercussão desse período na contemporaneidade de um dos bairros mais badalados da zona oeste da cidade de São Paulo, a Vila Madalena. Para tanto, focalizou-se o estudo nos efeitos da presença do grupo de jovens nos bares da Vila Madalena conhecidos por ser da vanguarda. Como desdobramento tratou-se de averiguar os efeitos das influências desse grupo no bairro da década de 1980 e as repercussões na contemporaneidade. O fio condutor escolhido como paradigma para pensar e analisar as problemáticas do bairro se baseou nas categorias de análise espetáculo e espetacularização da teoria crítica da sociedade do espetáculo, de autoria do cineasta Guy Debord. Por meio desses conceitos foi possível explicar as consequências da construção de significados da Vila Madalena, inserida na cultura de consumo da atual fase do capitalismo. Isso porque, à luz da crítica da sociedade do espetáculo, foi possível fazer leituras interpretativas com um olhar no presente e no passado. Nesse contexto, fez-se uma síntese do movimento de vanguarda da Internacional Situacionista da França, procurando-se captar os possíveis reflexos das práticas culturais por meio do uso das artes pelo grupo de esquerda de Maio de 1968, no grupo de jovens do bairro em 1980, conhecidos por serem também de vanguarda. Por meio do estudo das possíveis semelhanças entre um grupo e outro, foi possível uma aproximação com as problemáticas da Vila Madalena no presente, por meio de abordagens descritivas e teóricas, as quais permitiram leituras das interfaces da História com outros campos da Comunicação. Descreveu-se e interpretou-se a cultura de consumo moderno do entretenimento e as especificidades dos modos de socialização e de apropriação do espaço público urbano. Coletaram-se experiências de antigos moradores, de sujeitos sociais, e as interpenetrações simbólicas que do bairro se fazem. Partiu-se da hipótese de que a presença de um grupo nos bares da Vila Madalena em 1980 produziu significativas influências nas designações do bairro na contemporaneidade. A saber, como um bairro de artistas de vanguarda, de intelectuais da boemia ou de esquerda. Para reconstituição das origens das designações levantaram-se fontes de se eles eram a síntese da história de um período que ate hoje se ressignifica para dar sentido à mercantilização da história e do bairro pelos suportes midiáticos. Ou se os termos significam apenas uma das faces da história as quais correspondem às representações de um período cultural da Vila Madalena. E ainda, se as manifestações culturais de arte e de artesanato de um grupo dessa época modo refletiam as práticas culturais do movimento de estudantes vanguarda da Internacional Situacionista de 1968 na França. Como consequência a presença do grupo do passado se transformou no presente em uma espécie de marca de grife do bairro como uma mercadoria. Como eco da primeira surgiu outra hipótese. A saber, se a construção de sentidos do bairro pela publicidade tem repercussão na dinâmica acelerada da cultura da sociedade do espetáculo, provocando alterações comportamentais. Interpretou-se e analisou-se historicamente a apreensão de um período do bairro como um local-signo de consumo do espetáculo como uma mercadoria / This work is the fruit of our academic research for its doctorate in Social History. This is the study covers a period from the late 1980 of the Cultural History of one of the most \"famous\" west area in the city of São Paulo, Vila Madalena. To this, the study focused on the effects of the presence of the youth group in Vila Madalena bars known to be vanguard. As offshoot was investigating the effects of that group influences in the late 1980 in the contemporanity. The thread chosen as paradigm for thinking and analyzing the problems of Vila Madalena was based on categories of analysis \"spectacle\" and spectacularization of the critical theory of the \"society of the spectacle\", authored by filmmaker Guy Debord. Through these concepts could explain the consequences of the construction of meanings of Vila Madalena, inserted into the \"consumer culture\" of the current phase of capitalism. This is because, in the light of criticism of the \"society of the spectacle\", it was possible to do interpretive readings with a look at the present and in the past. In this context, a synthesis of avant-garde movement of the French International Situationist, seeking to capture the possible reflections of the avant-garde group of France of 1968 in the youth group from the neighborhood in 1980, known for being cutting-edge. Through the study of the similarities between one group and another, it was possible an approach with the problems of Vila Madalena in the present, by means of descriptive and theoretical approaches, which allowed readings of history interfaces with other fields of knowledge of communication. Described himself and played the \"modern consumer culture\" of entertainment and the specificities of the modes of socialization and appropriation of the urban public space. Collected experiences of former residents, social subjects, and the symbolic interrelationships that are neighborhood. A estética do labirinto: barroco e modernidade em Ana Hatherly tem como objetivo estudar a criação poética da autora portuguesa, apontando suas afinidades estéticas com as tradições barroca e maneirista, e em especial com os labirintos (ou textos visuais) do século XVII. Ana Hatherly, que integrou o movimento da Poesia Experimental Portuguesa (PO-EX), na década de 1960, fez uma releitura criativa dessa herança cultural, ao mesmo tempo em que dialogou com formas e procedimentos da vanguarda internacional (e em particular com a Poesia Concreta), visando a reinvenção da escrita, mesclando recursos da literatura, da música, da pintura e outras formas de expressão. A escrita renovada de Ana Hatherly demanda um outro tipo de recepção por parte do leitor, que participa da descoberta ou da construção de significados, numa reinvenção da leitura. A estratégia criativa de Ana Hatherly aproxima-se, portanto, do conceito de obra aberta, formulado por Umberto Eco e Haroldo de Campos, que pode ser definida como um tipo de estrutura estética que permite múltiplas leituras, a partir de certo conjunto de regras estabelecidas pelo autor (que revela assim o aspecto de jogo da obra de arte). Este é um dos conceitos centrais discutidos na dissertação, aplicado à análise de obras da autora como as Tisanas, com apoio adicional nas formulações teóricas de autores como Affonso Ávila, Gustav R. Hocke e Johann Huizinga. Por fim, discutiremos os conceitos de vanguarda com base em autores como Marjorie Perloff, Renato Poggioli e Richard Kostelanetz, com o objetivo de apontar a atualidade de muitas das propostas do movimento da PO-EX, que não se limitam a um determinado contexto histórico, relacionando-se, inclusive, com experiências realizadas nos dias de hoje, no campo da poesia eletrônica ou digital. / The aesthetics of the labyrinth: baroque and modernity in Ana Hartherly aims to study the poetic creation of this Portuguese author pointing out its aesthetics choices in relation to the baroque and the mannerism, particularly the labyrinths (or visual texts) produced in the 17th century. Ana Hatherly, who took part in the Portuguese Experimental Poetry movement (PO-EX), in the 1960\'s, performed a creative rereading of this cultural heritage, and at the same time established a link with forms and procedures of the international vanguard (especially with the Concrete Poetry), pursuing the reinvention of the writing, merging resources of literature, music, painting and other forms of expression. Ana Hatherly\'s renewed writing demands another way of approaching, one that leads the reader into discoveries or constructions of meanings, in a reinvention of the act of reading. Ana Hatherly\'s creative strategy therefor is closely related with the concept of an open piece of work, formulated by Umberto Eco and Haroldo de Campos, and means a type of aesthetic structure that allows multiple interpretations, once a certain set of rules is established by the author (rendering, this way, a gamelike work). That is one of the key concepts to be discussed in this dissertation, where her works, such as Tisanas will be analyzed with additional theoretical support of works by Affonso Ávila, Gustav R. Hocke, and Johann Huizinga. Finally, we shall discuss the concepts of vanguard with theoretical support of Marjorie Perloff, Renato Poggioli and Richard Kostelanetz, aiming to point out how contemporary many of the PO-EX propositions are. Those are not bonded to a determined historical context, and even nowadays can be observed in experiences in the field of the electronic or digital poetry.

A presente tese analisa historicamente cinco diferentes momentos em que músicos populares e intelectuais eruditos brasileiros estabeleceram intercâmbios e trabalharam em parceria na construção de discursos sobre o ser nacional, sob influência marcante de um ideário de vanguarda. Para cada um desses momentos, elegeram-se parcerias representativas a serem estudadas. Os momentos abordados, compreendidos entre 1924 e 1969, foram o modernismo, o regionalismo baiano, a bossa-nova, a música de protesto da década de 1960 e o tropicalismo, tendo como representantes escolhidos, respectivamente: Marcelo Tupinambá e Mário de Andrade; Dorival Caymmi e Jorge Amado; Antônio Carlos Jobim, João Gilberto e Vinícius de Moraes; Carlos Lyra e Gianfrancesco Guarnieri; Caetano Veloso e Rogério Duprat. / This thesis examines five different historical moments when Brazilian popular musicians and high culture intellectual established exchanges and worked together in the construction of discourses about the national being, under strong influence of a cutting-edge set of ideas, ranging between 1924 and 1969. For each of these moments, were elected one representative partnership to be studied. The moments discussed were modernism, Bahias regionalism, bossa-nova, protest song movement of the 1960s decade and tropicalism, whose main representatives artists chosen were, respectively: Marcelo Tupinambá and Mário de Andrade; Dorival Caymmi and Jorge Amado; Antonio Carlos Jobim, João Gilberto and Vinícius de Moraes; Carlos Lyra and Gianfrancesco Guarnieri; Caetano Veloso and Rogério Duprat.
