Tasker H. Bliss and the Creation of the Modern American Army, 1853-1930

A commonplace observation among historians describes one or another historical period as a time of "transition" or a particular person as a "transitional figure." In the history of the United States Army, scholars apply those terms especially to the late- nineteenth century "Old Army." This categorization has helped create a shelf of biographies of some of the transitional figures of the era: Leonard Wood, John J. Pershing, Robert Lee Bullard, William Harding Carter, Henry Tureman Allen, Nelson Appleton Miles and John McCallister Schofield have all been the subject of excellent scholarly works. Tasker Howard Bliss has remained among the missing in that group, in spite of the important activities that marked his career and the wealth of source materials he left behind. Bliss belongs on that list because, like the others, his career demonstrates the changing nature of the U.S. Army between 1871 and 1917. Bliss served for the most part in administrative positions in the United States and in the American overseas empire. Seeing hardly any combat and spending only a few years commanding troops, Bliss contributed instead to the creation and development of the army's post-graduate educational system, and he was deeply involved in the Elihu Root reforms of the army and the War Department. Thus what makes his career especially noteworthy, more than many of the soldiers on that list of biographies, is that Bliss helped to create the changes that laid the foundations for the modern army. During the First World War, Bliss worked more closely with the Allied leadership than any other American with the possible exception of Edward M. House. President Woodrow Wilson named Bliss as one of the five commissioners leading the U.S. delegation to the Versailles Peace Conference in 1919. In this position he influenced many members of the American delegation who would remain leaders in the foreign policy elite into the 1940s, and he helped to create the Council on Foreign Relations, an important organization for the foreign policy elite. For Frederick Palmer, the author of the family-authorized biography, the Great War and the Peace Conference were the climax of Bliss's career. A substantial modern scholarly literature exists on Bliss's service in the Great War and the Peace Conference, but none of those works present his earlier career in any detail. As a result, when planning this dissertation with the late Professor Russell F. Weigley, we decided to concentrate on Bliss's activities before 1917. Bliss helped shape the institutions the United States needed as it became a world power, and he trained some of the leaders who would exercise that power. He left a legacy of thoughtful consideration of the organizational, political and moral issues that the exercise of power posed for the United States. It was a life that still teaches us how to face the issues involved in the exercise of world power. / History

Deep learning during the South African National Defence Force’s Joint Senior Command and Staff Programme

Since 2002 the Joint Senior Command and Staff Programme was annually presented at the South African National War College (SANWC) in Pretoria. This qualification was from 2008 to 2018 accredited with the Safety and Security Seta (SASSETA) as an NQF level 7 diploma in Defence Studies. In 2019 the qualification migrated to the Council on Higher Education as an NQF level 8, postgraduate diploma in Defence Studies. The aim of the qualification is to enable graduates to function as commanders and staff officers on the operational level of war (the planning and conduct of major operations and campaigns) to be utilised within the African battle space. It is also an entry requirement for the highest National Defence Force qualification, the Security and Defence Study Programme, presented at the South African National Defence College in Thaba Tshwane. This programme is accredited on NQF level 9, a master’s degree in Defence Studies. The credibility of the academic subject disciplines presented on the programme is an important facet of education and the development of problem-solving skills. Deep learning also develops a critical mindset in students with the approach that the educator’s knowledge is but an expression of current scientific research results, something that can change. The main research question is, to what extent did deep learning take place in the academic subjects on the programme of 2018? Secondly, why did the learning process during 2018 take place the way that it did? The third question is, what can be done to improve the level of deep learning as it stands to reason that it will contribute to the credibility of the qualification in a postgraduate dispensation? The research focused on the phases of the learning process, curriculum design, facilitation and assessment of selected subjects and educational quality assurance. The research findings were that the curriculum design only partially complied with the tenets of deep learning and the adherence to deep learning during the facilitation, and assessment processes were incidental. "Sic 'Em, Ned": Edward M. Almond and His Army, 1916-1953

Edward Mallory "Ned" Almond belonged to the generation of US Army officers who came of age during World War I and went on to hold important command positions in World War II and the Korean War. His contemporaries included some of America's greatest captains such as Omar N. Bradley. While Almond is no longer a household name, he played a key role in Army history. Almond was ambitious and gave his all to everything he did. He was a careful student of his profession, a successful commander at battalion and corps level, a dedicated staff officer, something of a scholar, a paternalistic commander turned vehement racist, and a right-wing zealot. He earned his greatest accolades commanding the American troops who landed at Inchon, South Korea, on September 15, 1950, an amphibious flanking movement that temporarily transformed the nature of the Korean War. A soldier of such accomplishments and contradictions has gone too long without a scholarly biography; this dissertation will fill that void. This biography of Lt. Gen. Edward M. Almond makes a significant and original contribution to the existing historiography by examining his life in the context of the times in which he served. Almond earned tremendous respect throughout his career for his work as a commander and military administrator from his superiors, including Gen. George C. Marshall and Gen. Douglas MacArthur, but his current reputation as the US Army's most virulent racist overshadows all of these accomplishments. Almond's attitude was not unique; racism pervaded both the Army and the United States of his day. His views reflected the dominant view of the rural white South where he grew up, and did not differ much from those of his more famous peers. Almond, however, would never accept the changes his contemporaries and the Army eventually acknowledged. Almond's reactionary posture stands in sharp contrast to the rest of his career, in which he distinguished himself as an innovator open to new ideas. This dissertation will attempt to reconcile that other Almond and show that there was more to him than his bigoted command policies. Almond's career paralleled these developments in American society and changes in the US Army. His highly professional attitude yet stubborn resistance to social change typified the senior military leadership of the era. When those racial attitudes began to change, Almond represented an increasingly outdated ideology that held black men were innately incapable of becoming good soldiers. At the end of a long life and successful career, Almond was better known for his repugnant racial attitudes than for his genuine successes. First, Almond performed better as the commander of the 92nd Division than is commonly reported, despite that unit's significant difficulties in combat. This dissertation will also explore how his experiences with the 92nd Division, and the Army's later desegregation decisions, embittered him toward black soldiers. Second, both success and failure marked his command of X Corps in Korea, and his personal relationships with other officers obscured some of his accomplishments. Third, while serving as commandant of the US Army War College, Almond would tap his rich store of military experience to push the Army toward a greater commitment to joint operations. / History

Esta tese discute a consonância (ou mesmo a antecipação) de estudos geográficos e geopolíticos desenvolvidos na Escola Superior de Guerra (ESG) com algumas propostas da política externa brasileira nos dois períodos de maior autonomia: a Política Externa Independente (1961-1964) e a Política Externa do Pragmatismo Responsável e Ecumênico (1974-1979). O levantamento das áreas geográficas e geopolíticas cobertas nesses dois momentos mostra uma perspectiva voltada para os países do Sul, denominados países do Terceiro Mundo no período da Guerra Fria. No currículo da ESG, foram examinados programas de curso e fichas didáticas. Nestes materiais, as propostas de temas (disciplinas) eram divididas por continentes ou região, respondendo à divisão geopolítica do mundo bipolar (Leste x Oeste). Nos dois períodos da política externa brasileira focalizados nesta tese, a abordagem geográfica e geopolítica dos trabalhos da Escola manifestou-se também na atuação da diplomacia. O Brasil se projetava para o Sul, nos estudos da ESG e em sua efetiva política externa. / The aim of this research is to discuss the correspondence (or even the anticipation) of some geographical and geopolitical studies developed at Superior War College (Escola Superior de Guerra ESG) with the proposals of Brazilian Foreign Policy in the course of two periods of relative autonomy: the Independent Foreign Policy (Política Externa Independente, 1961-1964) and the Ecumenic and Responsible Pragmatism Foreign Policy (Política Externa do Pragmatismo Responsável e Ecumênico, 1974-1979). The identification of some geographical and geopolitical areas covered in these two moments shows an orientation toward Southern countries, also known as Third World Countries at the time of the Cold War. Study Programs and Didatic Files were examined within ESG curriculum; in these items, the suggestions of themes (disciplines) were divided by continents or regions, according to the bipolar world geopolitical division (East x West). In the course of the two periods of Brazilian Foreign Policy focused on this thesis, the geographical and geopolitical approach present on ESG themes was also noticed on diplomatic actions. Brazil projected itself toward the South, in ESG studies and in its actual Foreign Policy.

Les intendants militaires constituent une catégorie particulière d’officiers qui s’occupent des besoins de la vie courante du soldat. Ils sont crées en 1815 et remplacent les commissaires des guerres et les inspecteurs aux revues. Leur étude comprend deux parties. La première est destinée à présenter leurs caractéristiques sociales et militaires générales et leur place dans les débats sur l’administration militaire et la communauté militaire. Elle comprend les domaines suivants : - l’origine géographique, - l’âge et le grade au mariage, - la profession des pères et des beaux-pères, - la composition et le montant des dots, - les dossiers de demande d’autorisation de mariage, - les demandes de bourses pour les écoles militaires, - la place de la vie privée dans les appréciations données par leurs supérieurs. - l’origine du recrutement (saint-cyriens, polytechniciens, soldats), - les causes des fins de carrières - les grands évènements de la carrière (entrée dans le corps de contrôle de l’administration, interruptions de service, mutations), - la remise en question de l’intendance militaire au cours des débats sur l’administration militaire après la défaite de1870, et notamment sa place vis-à-vis du commandement, - la place des officiers d’administration et des médecins militaires, - l’image des intendants parmi les autres officiers. La seconde partie expose les déroulements des carrières, elle comporte les points suivants : - les résultats de la scolarité dans les écoles militaires et leur influence sur les appréciations données par leurs supérieurs et l’avancement ; - les carrières dans l’arme d’origine (l’influence des appréciations, des félicitations et des punitions), - les conditions du passage dans l’intendance (le concours, la formation administrative), - les carrières dans l’intendance (l’influence de la carrière dans l’arme d’origine, les rôles de l’origine et des appréciations dans l’accès aux différents grades, les projections de carrières à partir du premier grade). / The intendants establish an officers’s particular body who deal with the support of the common life of the soldier. They are create in 1815 and replace captains of the wars and inspectors in reviews. Their study includes two parts. The first one intended to present their general social and military characteristics. It includes the following domains : - the geographical origine, - the age and the rank in the marriage, - the profession of the fathers and the fathers in law, - the composition and the amount of dowries, - files of wedding authorization request, - applications for a scholarship for military academies, - place of the private life in the appreciations given by their supériors, - the origin of the recruitment (graduests of St. Cyr, graduests of Polytechnique prestige engineering school, soldiers), - the causes of ends of carreer, - big events of the career (entered the body of control of the administration, interruptions of service, tranfers). - the questioning of the military estate management after the defeat of 1870, in particular its place face to face of the command ; - the place of the officers of administration et of the military medical officers, - the image of the bursars among the others officers. The second parts explains the progesses of careers, il contains the following domains : - the results of the schooling in military academies and their influence in the appreciations given by their superiors, and of the promotion ; - the careers in the element of the army of origin (influence of the appreciations, the congratulations and the punishments) ; - the conditions of the passage in the estate management (the competition, the administrative training), - the careers in the estate management (the influence of the career in the weapon origin, the roles of the origin and of the appreciations in the access of the various ranks, the progressions of the careers according to the passage in the second rank).
