Intergovernmental relations : delivery of potable water to poor communities in Diepsloot of Gauteng Province

In 1994, South Africa adopted intergovernmental relations (IGR) to facilitate service delivery. Sections 40-41 of the Constitution of the Republic of South Africa, 1996, link service delivery with normative aspects of IGR, which include cooperation, transparency, accountability, mutual support, and coherence. A coherent implementation of IGR was subsequently emphasised by the Intergovernmental Relations Framework Act 13 of 2005. However, South Africa continues to experience service delivery challenges, especially in marginalised and poor communities in the current and former informal settlements. The selected Diepsloot was established as an informal settlement in 1995 and has been under an in situ upgrade programme. The study’s focus was on the provision of potable water in the City of Johannesburg with specific reference to Diepsloot. A case study approach was used to assess lived experiences among the actors within the intergovernmental context of cooperative government. A qualitative methodology was utilised to source data about intergovernmental interactions among actors from the public institutions by means of semi-structured interviews and documentary analysis. Lastly, a focus group was utilised for members of the ward committees in Diepsloot. The study concluded that IGR system is not used adequately to support Diepsloot to access potable water in accordance with an established standard. In essence, the IGR system lacks an integrated approach to reverse a legacy of informality. To facilitate an IGR improvement, the study’s recommendations were three-fold: (i) provision of integrated support to the City of Johannesburg for Diepsloot despite erroneous assumption that metropolitan municipalities are self-sufficient, (ii) standardisation of potable water provision in Diepsloot by means of integrating IGR institutional responses, and (iii) institutionalisation of IGR engagements with other cities. To this end, the study proposed a model of integrated intergovernmental support to improve potable water provision and, by extension, other related services in Diepsloot. / Public Administration / D.P.L. A study into the interaction of gold nanoparticles released into drinking water and wastewater system

MESHWR / Department of Hydrology and Water Resources / This research involves the investigation of the interaction of different sized Nano Gold particles released into municipal drinking water and municipal waste water. Waste water was collected from Malamulele waste water treatment plant and the municipal water was collected at Mintek in Johannesburg, Randburg, South Africa. The waste water was analysed using ICP-MS to detect the metals and anions in it. The results showed the abundance of Sulphur (464 ppm), Calcium (28 ppm), Chloride (27.8 ppm), Iron (20 ppm), Magnesium (8.2 ppm), silicon (6.192 ppm) in descending order and other trace elements, including gold, that were immeasurable (<0.1). The simulated situation was created by adding 20nm gold and 40nm gold nanoparticles into municipal drinking water and waste water and kept at different environmental conditions (light, light and agitation, dark, dark and agitation) under aerobic and anaerobic conditions over a period of two months. Physico-chemical properties (pH and chemical oxygen demand) of the solutions were checked once in a month. The pH fluctuated between the acceptable ranges (5.5 – 9.5) for the two month period. Both municipal water and waste water, with and without gold nanoparticles, under aerobic condition showed an increase in chemical oxygen demand. The gold content in waste water under anaerobic condition showed an increase while under aerobic condition the decline in gold content was evident. The zeta potential of gold nanoparticles in waste water in light and agitation showed (-30 mV) while waste water on other environmental condition (light, dark and dark with agitation) presenting unstable (-18 mV) charge, but the charge shifted positively on the second month rendering them also unstable. Dynamic light scattering and TEM were used to check any possible aggregation or agglomeration of nanoparticles in the waste water. There were some few discrepancies where TEM and DLS contradict, but overall there was no significant probability of any aggregation of gold nanoparticles. The EDX was used to confirm the presence of Au0 in the waste water (with added gold nanoparticles). The research did show that the gold nanoparticles would exist as Au0 in the waste water and thus the discharge of Au-NPs to the sewer system is not recommended, but rather recycle them.

Realisation of the right of water of rural communities through affirmative action on water service delivery in South Africa

LLM / Department of Public Law / Historically, there were enormous differences and inequalities with regard to service delivery in South Africa. Traceable to the apartheid period, these inequalities included, inter alia, supply of inadequate and safe drinking water for black communities in particular those at rural areas. Yet, water is an essential necessity for human beings, regardless of race, disability and social status. As a legislative measure to redress the injustices of the apartheid regime, the right to have access to sufficient water is entrenched in Section 27(1) (b) of the South African Constitution of 1996. Also, several legal instruments such as the National Water Act of 1998 and the Water Service Act of 1997 were enacted to uphold the human right to water. The Constitution bestowed the responsibility of water supply and management to the national, provincial and the local government. Despite its inadequacy, the South African government is addressing the water needs of the most impoverished communities by guaranteeing each household a free minimum quantity of potable water of 25 litres per person per day or 6 kiloliters per household per month. Any person who needs more will come under privatisation model which key provisions on the existing law favors. About 38.4% of the population of South Africa who reside in rural communities are poor and mostly affected by inadequate water service delivery in that they cannot afford payment for water in excess of the minimum for which no fees is charged. As a concept, affirmative action is generally used in the context of work places to ensure that qualified marginalized groups have equal opportunities to get a job, but it is not yet investigated in the context of water service delivery. This study assessed laws governing water service delivery and explored how affirmative action can be used as an instrument to ensure the delivery of potable water to rural population in South Africa.

The effect of water stress and storage conditions on seed quality of chickpea genotypes characterized by differences in seed size and coat colour

MSCAGR (Plant Production) / Department of Plant Production / Chickpea (Cicer arietinum L.) is an excellent utilizer of residual soil moisture in agricultural ecosystems. However, its seed quality and hence reproduction is constrained by water stress, seed size and storage conditions. This study was carried out at the University of KwaZulu- Natal (UKZN), Pietermaritzburg Campus. It was conducted to evaluate the performance of chickpea genotypes (Desi-K, Saina-K and ICCV-K) with different seed sizes on seedling emergence (i), seed ageing effect on seed quality and imbibition of genotypes produced under water stressed and non-stressed conditions (ii), and (iii) the effect of water stress during seed development on sugars and protein accumulation, germination and seed vigour. Pot experiments were conducted under glasshouse / tunnel conditions at the Controlled Environment Facilities (CEF). The experiment for objective 1 was laid out as a single factor in completely randomized design (CRD). Data on emergence rate, final hypocotyl and complete emergence was collected. The small seeded Desi-K showed higher and faster emergence compared to medium sized Saina-K and large seeded ICCV-K. In the experiment of the second objective, seeds of the three genotypes were first obtained by production under water stressed and non-stressed growing conditions. They were then aged for 0, 1, 3, 5, or 7 days at 41 ºC and 100% relative humidity to form a 2 x 3 x 5 (water levels x genotypes x ageing) factorial design. Data was collected on germination percentage (GP), mean germination time (MGT), electrical conductivity (EC), tetrazolium chloride test (TZ) and imbibition weight. Seed ageing caused progressive loss of seed viability and vigour in all genotypes, which resulted in lower GP, delayed MGT, reduced TZ staining, cell death and high solute leakage from the seeds produced under the two water regimes. However, the effect was more severe under water stressed conditions. In the experiment for objective 3, seeds of all three genotypes were larger when grown under non-stressed condition compared to those under water stressed condition. These larger seeds had higher seed viability and germination percentage but lower electrical conductivity and mean germination time. Stressed seeds had higher soluble sugars than non-stressed seeds. It was deduced that irrigation during seed development reduces the final sugars and protein content but increases the seed size and physiological quality parameters allied to production of chickpea. Therefore, water provision to chickpea crop is critical during seed development. / NRF

MSc (Zoology) / Department of Zoology / Many chemicals released into the environment are believed to disrupt normal endocrine functions in humans and animals. These endocrine disrupting chemicals (EDCs) affect reproductive health and development. A major group of EDCs that could be responsible for reproductive effects are those that mimic natural oestrogens, known as xeno-oestrogens. A number of in vivo and in vitro screening strategies are being developed to identify and classify xeno-oestrogens, in order to determine whether they pose a health risk to humans and animals. It is also important to be able to apply the assays to environmental samples for monitoring purposes. Oestrogens and androgens mediate their activity via intracellular receptors – directly in muscular tissue as well as indirectly via stimulation of growth hormones from the pituitary glands and other growth factors from liver plus several other organs. Mancozeb is a metal ethylenebisdithiocarbamate (EBDC) fungicide used to protect many fruits and vegetables and field crops against pathogenic fungal. It causes a variety of defects on the female reproductive system in experimental animals and is therefore considered a suspected EDC. This fungicide can also induce toxic effects in cells of the immune system and other non-immune cells leading to genotoxicity and apoptosis. The mechanisms of EDCs involve divergent pathways including (but not limited to) oestrogenic, antiandrogenic, thyroid receptors; that are highly conserved in wildlife and humans, and which can be modelled in laboratory in vitro and in vivo models. The endocrine disrupting properties of Mancozeb are not known as of yet and therefore the T47D-KBluc reporter gene assay, GH3.TRE-Luc and MDA-kb2 reporter gene assay were used determine the possible endocrine disrupting activity/potential there-of. No activity was detected in any of the assays and no mancozeb was detected in any of the dams either. Oestrogenic activity was detected in Albasini Dam, Nandoni Dam and Xikundu weir but all values were below 0.7 ng/ℓ trigger value for oestrogenic activity in drinking water. / NRF
