advantage and strategy formulation in the international market, perform a situation analysis,
potential alliances and the implementation of the strategy.
The industry sector studied is the Airborne Surveillance market which is serviced by military and
commercial product suppliers.
A strong parallel is then drawn between this international strategy plan and champion companies
for the new millennium. / AFRIKAANSE OPSOMMING: Hierdie werkstuk herformuleer 'n internasionale strategie deur 'n sistematiese proses van

An evaluation of the BAE/SAAB South African Royal Manufacturing project in Virginia, Free State Province : a case study of the implementation of the South African Defence OffsetsWellmann, Gwendolyn January 2010 (has links)
This study is an evaluation of the BAE Systems/SAAB consortium National Industrial Programme project, South African Royal Manufacturers (SARM), which forms part of BAE Systems/SAAB’s National Industrial Participation Programme (NIPP) obligations resulting from their participation in South Africa’s 1998 Strategic Procurement Programme (popularly referred to as the ‘arms deal’). SARM was a gold chain manufacturing plant, located in the Free State mining town of Virginia and which was implemented by the BAE Systems/SAAB consortium in partnership with the Harmony Gold Mining Company. Funding for the business was provided by the BAE Systems/SAAB consortium as part of their industrial participation obligation. This funding was supplemented with a loan obtained from the South African Industrial Development Corporation (IDC) to the value of 40% of the cash funds; while land and buildings, as well as loans in the form of gold granules and bars, were provided by Harmony Gold Company, as part of what they describe as their corporate social responsibility towards the Virginia area where they are the only mining company operating; and also simultaneously as their obligation towards gold beneficiation as required by law. The business failed after less than 12 months of operation amidst allegations of theft of gold and the sudden lay-off of approximately 500 poor black rural women. The company’s liquidation appears to be on the backburner indefinitely. The study was conducted over a period of 18 months, and this thesis written over several more. As part of this evaluation several issues were investigated. These issues are: the push for beneficiation of South African mined metals; the National Industrial Participation Programme; local government development; the BAE Systems/SAAB consortium and other similar companies which are involved in jewellery production for export as part of both the country’s beneficiation drive, as well as the 3 NIPP. These other companies are used in this study as a ‘control’ group against which SARM’s performance can be measured realistically. Different research methods were used during the evaluation, including secondary document reviews, face-to-face and telephonic interviews with key-informants, the use of e-mail to contact key-informants, as well as conducting face-to-face questionnaires with random interviewees, and a focus group discussion with SARM ex-workers. There were several limitations to this study. The primary limitation was the inaccessibility of official and legal documents pertaining to both SARM, and the 1998 arms deal. SARM no longer exists, and thus the evaluation results should be used as lessons learned for similar projects in the future.

Nuclear non-proliferation: the South African experience in global contextVan Vuuren, Rianne 31 December 2003 (has links)
The objectives of the study were to demonstrate that South Africa's decisions to develop and destroy its nuclear weapon capability were influenced by reactions to domestic security and other issues unrelated to security. South Africa obtained a nuclear weapon capacity because of an incremental approach to the nuclear weapon decision. The threat perceptions in the mind of the decision maker were also dominant factors, especially when the final decision for a nuclear deterrent was taken. The decision to destroy the nuclear weapon capacity was not primarily influenced by the growing non-proliferation norm, but by the changing security environment regionally as well as globally and possibly a realisation that a nuclear weapon capability was a significant security and financial liability for South Africa in the end. / Political Science / M.A. (International Politics)

Thesis (MPhil)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The defence industry was established for the purpose of providing the then South African
Defence Force (SADF) with armaments before. The SADF was there to serve the
government of the day. Since then, the South African National Defence Force (SANDF)
has been established to fulfil the same as the SADF, but is much more credible and
representative. Thus there has been both continuity and renewal.
The idea of public policy presupposes that there is a sphere that is not private or purely
individual, but is held in common. The public comprises that dimension of human activity
that is regarded as requiring government or social regulation or intervention or at least
common action. This related to the defence-related industries too, which require
government intervention in ensuring that small and medium enterprises (SMEs) get
involved in the defence industry in general. Public policy is really about defining what
counts as public,who provides, who pays, and whom to pay.
The modem meaning of 'policy' is that of a course of action or plan, a set of political
purposes - as opposed to 'administration'. Policy is seen as rational, a manifestation of
considered judgement. A policy is an attempt to define and structure a rational basis for
action or inaction.
Policy involves deliberate behaviour to pursue certain objectives. The distinction between
action and inaction properly emphasises that policies can initiate change or resist change.
Policy is intended to affect all or selected points of the external and internal environment of
the political system. Policy consists of a series of actions and decisions.
The policy needed by the defence-related industry in one that will allow the inflow of
entrepreneurs with education to help them learn from the experienced engineers within the
industry. The individual drive and interest will be the driving force for success as defined
and understood by the free market economy without unnecessary government interference.
The development of SMEs in the defence-related industry is part of the renewal of the
defence industry. The manufacturing can be left to small firms requiring less capital and
