Usability of E-government Taipei City Web Accessibility for the Visually Impaired Persons (Blind) By Yi Yee Goh This is an empirical research on e-government web accessibility exclusively for visual impaired persons, in particular for blind people in Taipei, Taiwan. Universal access is an important telecommunication concept in the information age, aiming to eliminate the digital divide. Persons with disabilities are one of the most disadvantaged groups that suffer from the digital divide. Web accessibility for this group therefore is important in the discussion of universal access. Although there has been a growing concern in related studies in the fields of web technologies, policies and end users, still, the difficulties for disabled persons, especially for visually impaired persons, remains. Narrowing down the focus to the usability of web content, with the evaluation tools of the International Web Accessibility guidelines on Web design, this paper suggests what the web designers of e-government city websites, should attend to when designing Web pages which in turn could be presented as a model for the other websites. The purpose of the present study is to determine the implementation of the guidelines to web content and what criteria might be missing from the international guidelines when websites are designed for Taiwanese Internet users. Industry attitudes and behaviour towards web accessibility in general and age-related change in particular and the validation of a virtual third-age simulator for web accessibility training for students and professionals

While the need for web accessibility for people with disabilities is widely accepted, the same visibility does not apply to the accessibility needs of older adults. This research initially explored developer behaviour in terms of how they presented accessibility on their websites as well as their own accessibility practices in terms of presentation of accessibility statements, the mention of accessibility as a selling point to potential clients and homepage accessibility of company websites. Following from this starting point the research focused in on web accessibility for ageing in particular. A questionnaire was developed to explore the differences between developer views of general accessibility and accessibility for older people. The questionnaire findings indicated that ageing is not seen as an accessibility issue by a majority of developers. Awareness of ageing accessibility documentation was also very low, highlighting the need for raising awareness of accessibility practices for ageing. Current age-related documentation developed by the Web Accessibility Initiative was then examined and critiqued. The findings show a tension between the machine-centric Web Content Accessibility Guidelines 2.0 (WCAG 2.0) and the needs of older people. Examination of guidelines when compared to research-derived findings reveal that the Assistive Technology (AT) centric structure of the documentation does not appropriately highlight accessibility practices in a context that matches the observed behaviour of older people. The documentation also fails to appropriately address the psycho-social ramifications of how older people choose to interact with technology as well as how they identify themselves in relation to any conditions they have which may be considered disabling. The need for a novel, engaging and awareness-raising tool resulted in the development of what is essentially a "Virtual third-age simulator". This ageing simulator is the first to combine multiple impairments in an active simulation and uses eye-tracking technology to increase the fidelity of conditions resulting in partial sightedness. It also allows for developers to view their own web content in addition to the lessons provided using the simulations presented in the software. The simulator was then validated in terms of its ability to raise awareness as well as its ability to affect web industry professionals' intentions towards accessible practices that benefit older people.

The interplay between Web aesthetics and accessibility

The use of visual aesthetics has been found to contribute to feelings of a positive Web experience. Accordingly, studies report strong correlations between aesthetics and facets of user experience like usability and credibility, but does this hold for accessibility also? Some believe that Web aesthetics impedes accessibility, while most Web designers perceive that the accessibility initiative is restrictive design-wise. These misconceptions have slowed down the advancement of an inclusive Web. Firstly, it is clear that the relationship between Web aesthetics and accessibility is still poorly understood. Secondly, tools capable of analysing the aesthetic quality of Web pages and relaying associated accessibility status information are lacking. This thesis addresses these two problems. In order to investigate this relationship, the aesthetic judgements of 180 users were elicited to help classify Web pages based on their visual quality using Lavie and Tractinsky's framework. The classified Web pages were then technically and manually audited for accessibility compliance using 4 automated tools, and 11 experts who used a heuristic evaluation technique known as the Barrier Walkthrough (BW) method to check for barriers which could affect people with visual impairments. Our results consistently showed that Web pages judged on Lavie and Tractinsky's classical aesthetic dimension as being `clean' had significant correlations with accessibility, suggesting `cleanness' to be a suitable proxy measure for accessibility. Expressive dimensions showed no such correlations. This insight was used to develop the EIVAA tool aimed at predicting the aesthetic quality of Web pages and using the information to provide accessibility ratings for the pages. Quantitative evaluations show that the tool is able to predict aesthetic quality in a way that mimics gold standards, especially along the design dimension `clean' where we observed tool-human correlations as strong as 0.703, thus making the associated accessibility predictions also acceptable. We envision that our findings will give the Web community a more holistic understanding of the interactions between the use of aesthetics and accessibility, and that our tool would inform Web developers of the implications of their designs.

Investigating retrospective interoperability between the accessible and mobile webs with regard to user input

The World Wide Web (Web) has become a key technology to provide access to on-line information. The Mobile Web users, who access the Web using small devices such as mobile phones and Personal Digital Assistants (PDAs), make errors on entering text and controlling cursors. These errors are caused by both the characteristics of a device and the environment in which it is used, and are called situational impairments. Disabled Web users, on the other hand, have difficulties in accessing the Web due to their impairments in visual, hearing or motor abilities. We assert that errors experienced by the Mobile Web users share similarity in scope with those hindering motor-impaired Web users with dexterity issues, and existing solutions from the motor-impaired users domain can be migrated to the Mobile Web domain to address the common errors.Results of a systematic literature survey have revealed 12 error types that affect both the Mobile Web users and disabled Web users. These errors range from unable to locate a key to unable to pin-point a cursor. User experiments have confirmed that the Mobile Web users and motor-impaired Web users share errors in scope: they both miss key presses, press additional keys, unintentionally press a key more than once or press a key too long. In addition, both small device users and motor-impaired desktop users have difficulties in performing clicking, multiple clicking and drag selecting. Furthermore, when small device users are moving, both the scope and the magnitude of the errors are shared. In order to address these errors, we have migrated existing solutions from the disabled Web users domain into the Mobile Web users domain. We have developed a typing error correction system for the Mobile Web users. Results of the user evaluation have indicated that the proposed system can significantly reduce the error rates of the Mobile Web users.This work has an important contribution to both the Web accessibility field and the Mobile Web field. By leveraging research from the Web accessibility field into the Mobile Web field, we have linked two disjoint domains together. We have migrated solutions from one domain to another, and thus have improved the usability and accessibility of the Mobile Web.

Evaluating web accessibility and usability for totally blind users at Thailand Cyber University

Thesis (Ed.D.)--Boston University / Research suggests that web-based education increases opportunities for underserved populations to be integrated into educational activities (Schmetzke, 2001; Burgstahler, 2002; Opitz, Savenye, & Rowland, 2003). This may be true for students with disabilities because they have more flexibility to participate in formal education. However, Moisey (2004) found that people with disabilities had lower rates of enrollment and educational achievement than people without disabilities. These findings raise the question of whether or not web-based = education helps increase students with disabilities' access to learning opportunities and improve their learning outcome. This study investigated the degree of difficulty blind persons had in accessing and using web-based educational resources provided by Thailand Cyber University (TCU). Based on a mixed methods design, the data were collected in two phases. Quantitative data were collected first, in order to identify accessibility problems and conformance levels reported by automated web accessibility evaluation tools. Qualitative data was collected from interviews with blind participants in the second phase to expand the understanding of the accessibility problems and usability issues that were not discovered in the quantitative phase by the automated web accessibility evaluation tools. The findings indicate that all of the 13 selected web pages failed to meet a minimum requirement of WCAG 2.0. This means those selected web pages would be inaccessible for the blind. However, the findings indicate blind participants rated only one of the 13 pages as inaccessible. Moreover, their ratings of difficulty on "usability" were higher than their ratings of difficulty on "accessibility" on the same web page. On six out of 22 tasks, blind and sighted user groups agreed on the ratings. Nevertheless, the time that it took to complete each task varied greatly between the two user groups. / 2999-01-01

Accessibility and web practitioners : A study of factors influencing web development for the public sector

For the past few years, Sweden has worked towards digitalisation of the public sector, however without any legislated requirements for accessibility. In order to make public sector body websites and applications accessible to all users a new Swedish law, based on the Web Accessibility Directive, has been implemented. This new law dictates that public sector websites and applications need to comply with the Web Content Accessibility Guidelines (WCAG) in September of 2020. This study explores factors influencing web practitioners when developing accessible websites, applications and services for the public sector. This is done through a survey and semi-structured interviews, using both quantitative and qualitative methods. The new law does not provide guidance on methods or evaluations to develop products and services accessible for all users. Instead it has a main focus on compliance with WCAG 2.1. The result show that the close connection between the law and the guidelines removes the focus from the users in evaluations. Instead the focus is on measurable compliance with the law through the use of static checklists or automatic testing tools. As long as the method of using a checklist or automatic tool is presented as equally sufficient as user testing in terms of reaching compliance with the law, clients requesting accessible solutions will not change their priorities or allocate resources towards user testing. The findings are presented in a model representing the factors influencing web development and accessibility evaluation and how these factors are connected and dependent on each other.

Visualising Web Accessibility Performance to Raise Awareness and Understanding Amongst Product Stakeholders / Visualisering av Webbapplikationers Tillgänglighet för att Öka Medvetenhet och Förståelse Hos Intressenter Inom Produktutveckling

With the rapid development and increased use of technology, making technology accessible for every user is becoming even more important. A vital part in the process of achieving this is evaluating products as part of the development process. This design-oriented study explores how a visualisation of a product’s accessibility performance can aid in creating a more inclusive and accessible product by increasing awareness and understanding amongst product stakeholders. To explore the requirements of such a visualisation a prototype was developed for a music streaming service’s desktop application and evaluated through a study with six stakeholders. All participants had a positive attitude towards the prototype and expressed that it helped them find accessibility issues. Five out of six participants felt they understood what an issue entailed and whom it could affect. Several different areas of usage were proposed by the participants, who also believed a broad group of different stakeholders could benefit from using a tool like this. The results showed that the proposed design could increase awareness and create a deeper understanding for accessibility issues amongst stakeholders. No specific part of the design could be identified as more valuable than the other, which indicated that the value lied within the prototype as a whole. Together all parts created a versatile tool that could be used to fulfil different users’ need in different situations. / Den snabba utvecklingen och det ökande användandet av teknik ökar vikten av att göra teknik tillgänglig för alla användare. En vital del I denna process är att integrera utvärdering av produkter i utvecklingsprocessen. Denna designorienterade studie utforskar hur en visualisering av en produkts prestation med avseende på tillgänglighet kan underlätta skapandet av mer inkluderande och tillgängliga produkter, genom att öka medvetenhet och förståelse hos intressenter i produktutvecklingen. För att utforska kraven på en sådan visualisering utvecklades en prototyp för ett musikstreamingföretags skrivbordsapplikation och utvärderades genom en studie med sex deltagare. Alla deltagare visade en positiv attityd mot prototypen och uttryckte att den hjälpte dem hitta problem med tillgänglighet. Fem av sex deltagare kände att de förstod vad ett problem innebar och vem det kunde påverka. Flera olika användningsområden föreslogs av deltagarna, som också menade att en bred grupp användare kunde gynnas av att använda ett verktyg som detta. Studiens resultat visade att den föreslagna designen kunde öka medvetenhet och skapa en djupare förståelse för tillgänglighetsproblem hos intressenter i produktutvecklingen. Ingen specifik del av designen kunde identifieras som mer värdefull än någon annan, vilket indikerade att prototypens värde ligger i dess helhet. Tillsammans skapade alla delar ett mångsidigt verktyg som kan fylla olika användares behov i olika typer av situationer.

Acessibilidade no desenvolvimento de sistemas web: um estudo sobre o cenário brasileiro / A survey on the accessibility awareness of people involved in Web system development in Brazil

A universalização do acesso ao conteúdo disponibilizado em sistemas Web tem se tornado crucial para que todas as pessoas, independente de deficiências ou de outras restrições possam ter acesso a ele. Diversos estudos indicam que, apesar da instituição de leis federais sobre acessibilidade para conteúdo Web em diversos países, muitos sítios ainda apresentam problemas. A falta de conscientização das pessoas envolvidas em projetos de desenvolvimento Web sobre a acessibilidade e a não utilização de técnicas adequadas para desenvolvimento de aplicações têm um impacto considerável sobre a acessibilidade. Levantamentos foram realizados com o objetivo de identificar características dos desenvolvedores sobre o conhecimento e uso de técnicas para acessibilidade. Entretanto, os estudos realizados investigaram somente o uso de um conjunto restrito de técnicas e, além disso, também não investigaram a correlação entre as respostas obtidas pelos participantes e o nível de acessibilidade das páginas desenvolvidas por eles. Neste trabalho, propõe-se efetuar um levantamento sobre a percepção de acessibilidade e uso de técnicas para desenvolvimento de sistemas Web considerando acessibilidade com pessoas envolvidas em projetos de desenvolvimento Web no Brasil de diferentes áreas de atuação. Este levantamento foi acompanhado de avaliações de acessibilidade automatizadas com uso de métricas sobre sítios desenvolvidos pelos participantes, para verificar a influência dos fatores investigados na acessibilidade dos sítios e na percepção de acessibilidade dos participantes. O levantamento realizado contou com a participação de 613 participantes de todo o Brasil. Os resultados indicaram que no Brasil a percepção da acessibilidade por pessoas que participam de projetos de desenvolvimento Web ainda é bastante limitada. Mais do que promover o treinamento das pessoas envolvidas em projetos sobre questões técnicas, é necessário promover maior conscientização sobre a acessibilidade e sobre os problemas que pessoas com diferentes restrições e habilidades enfrentam ao utilizar a Web. / Universal access to content in Web based systems is an essential aspect to enable everyone to have access to it, regardless of disabilities or any other restrictions. Several studies indicate that, although federal legislation regarding to Web accessibility have been promulgated in many countries, accessibility is still an issue for many Web sites. The limited awareness of accessibility by people involved in Web development and the lack of appropriate use of development techniques in the development of applications have a deep impact on accessibility. A few surveys have been carried out to identify the main characteristics of Web developers regarding accessibility concepts and techniques for accessibility. However, the studies reported up to this date have only investigated the use of a restricted set of techniques by developers. Besides, they have not addressed the analysis of the correlation between the answers provided by the subjects and the accessibility level of their Web pages. The proposal of the work presented in this master\'s thesis is the development of a survey on the accessibility awareness and on the use of techniques for accessibility by people involved in the development of Web based systems. Automatic metric based accessibility evaluations on the Web sites developed by the subjects were carried out to support the investigation of the impacts that the issues investigated have on the Web pages accessibility and on the accessibility awareness. The survey was answered by 613 subjects from all Brazilian states. The results show that in Brazil the accessibility awareness is still very limited. Training people involved in Web projects on technical issues alone is not enough. It is necessary to promote a wider awareness of accessibility and of the problems people with different restrictions and abilities deal with when using the Web
