The assessment of the control function of social work managers

The purpose of this research study was to assess the control function of social work managers. The basic focus of the study is on how they perceive this management function of control as they exercise it, as well as how it is exercised to them. Out of two research methods that one can choose from, namely quantitative and qualitative, the quantitative was chosen as the relevant one to use because of the specific close-ended questions that were to be answered by respondents regarding the exercise of control as a management function. Out of twenty five (25) questionnaires, an analysis of data was done on twenty (N = 20), because that was the original target and the five were just distributed in case some could not answer for whatever reason. The findings and responses from the respondents were analysed and interpreted to meet the main objectives of the study. / Die doel van hierdie studie was om vas te stel wat die kontrole funksie van ’n maatskaplikewerk-bestuurder is. Hierdie studie is gefokus op hoe die bestuursfunksie beleef word soos dit beoefen word. Van die twee navorsingsmetodes waaruit gekies kan word, naamlik kwalitatief en kwantitatief, is daar besluit dat die kwantitatiewe metode meer relevant sal wees omdat dit spesifieke geslote vrae vra wat ingestel is op die bestuursfunksie van kontrole. Uit die 25 vraelyste is die data van 20 (N = 20) vraelyste ontleed, aangesien dit die aanvanklike teiken was. Daar is 5 ekstra uitgedeel net ingeval daar persone sou wees wat nie die vraelys kon voltooi nie. Die bevindinge en reaksie van die 20 ondervraagdes is ontleed en geïnterpreteer om die basiese doel van die studie te bereik. / Social Work / M. Diac. (Social Work)

Exploring working conditions of social workers at Makhado Municipality in Limpopo Province

Thesis (MPA.) -- University of Limpopo, 2019 / The aim of this study was to investigate the working conditions of social workers at Makhado Municipality in Limpopo Province by focusing on the provision of resources, supervision and caseload. The qualitative research approach was used face-to-face, semi-structured interviews were utilised as a data collecting method from participants. Purposive sampling was used as a sub-type of non-probability sampling. The study was conducted at Makhado Municipality in Vhembe District in Limpopo Province. Data was collected from social workers working under Makhado Municipality and analysed through thematic analysis. It was found that social workers are not provided with adequate resources to render quality social work services, and that lack of availability of transport and office space is a serious challenge. It was further found that social workers are working without enabling trade tools such as computers, printers, photocopying machines, fax machines and cell-phones. It was further found that social workers are not getting quality supervision, and supervisors are not taking supervision as seriously as it shall be. Moreover, it was found that social workers have high caseloads, which is negatively affecting service delivery. The study recommends that the Department of Social Development prioritise the provision of trade tools such as transport, computers, cell-phones, printers, photocopy machines and stationery. The study further recommends that the Department of Social Development employ more supervisors, social auxiliary workers and social workers to reduce high caseloads. Moreover, the study recommends that the Department of Social Development increase the infrastructure budget and ensure that it builds more offices for social workers.

Organization Sustainability Strategies among Small Nonprofit Organizations in Metropolitan Atlanta

The primary purpose of this study is to explore financial management strategies among administrators of small nonprofit social services organizations. This study addresses the gap in empirical literature with a specific focus on small nonprofit organizations. This study avers that the available literature on social service organizations is fundamentally flawed. It argues for a reevaluation of the available literature based on apparent errors in methodology and research design. The literature reveals that nonprofit organizational empirical research excludes small nonprofit organizations and disproportionately presents a representation of large- and medium-sized nonprofit organizations as the norm for social service organizational financial operations. Previous studies that explore nonprofit organizational sustainability select organizations with annual revenues or assets at a minimum of $100,000. Furthermore, the empirical research excludes small non-profit organizations by design and offers findings that include generalizations that are erroneously attributable to all nonprofit organizations. This dissertation outlines the aforementioned errors in the first two chapters. In order to appropriately investigate the aforementioned, this study draws upon the Afrocentric Perspective to supplement the dominate focus of the available literature on small nonprofit financial management. In chapter three, this study explains the study’s design rationale and presents this study’s significance to the field of social work administration. Additionally, chapter three elucidates this study’s contributions to nonprofit social service organizational research and knowledge. The research questions consider possible correlations between small nonprofit organizations’ sustainability strategies and social work mangers’ education and experience. The study’s research questions also consider how financial management strategies affect organizational sustainability. The research design notation O occurs through the developed questionnaire titled “Nonprofit Organization Sustainability Survey.” Statistical procedures examined grouped questions by themed content and computed the group variables scales: financial management, business experience, educational influence, organization sustainability strategies, entrepreneur activities, and budget planning. More than two-thirds of respondents reported that they had experiences with establishing a nonprofit organization; however, they are more comfortable working with clients than conducting financial management tasks. Additionally, while nearly all of the respondents believed that they can secure funding for the organization, 60% reported that their organization had challenges with securing funding.

Die Dissertation leistet einen Beitrag zu einem maßgeblichen Diskussionsstrang der Transformationsforschung, der politische, administrative und gesellschaftliche Auswirkungen kultureller Aspekte im Vereinigungs- und Integrationsprozeß Ostdeutschlands analysiert. Am Beispiel Ost-Berliner Bezirksverwaltungen wird der Verlauf ihrer Transformation von einer "real-sozialistischen zur klassisch-(west-)europäischen Verwaltung" (Klaus König) untersucht. Im Mittelpunkt der Arbeit steht die Frage, ob Handlungsorientierungen des Personals, welches in der DDR sozialisiert wurde, den radikalen institutionellen Umbruchsprozeß überdauerten und inwieweit solche "legacies" (Hellmut Wollmann) Unterschiede zu Orientierungen des Personals in der West-Berliner Bezirksverwaltung begründen. Zu diesem Zweck rekonstruiert der Verfasser realtypische Handlungsorientierungen im DDR-Verwaltungsbereich Referat Jugendhilfe (Akten- und Dokumentenanalyse, "oral history"-Interviews) und stellt sie mit Hilfe eines fünfdimensionalen Schemas denen in der Verwaltung westdeutscher Prägung gegenüber. Anschließend werden unter Verwendung von qualitativen und quantitativen Methoden der Einstellungsforschung Orientierungen des Personals in der Sozial- und Jugendverwaltung Ost- und West-Berliner Bezirksverwaltungen vergleichend analysiert. Im resümierenden Fazit entwickelt der Verfasser Hypothesen zu (verwaltungs-)kulturellen Aspekten des Integrationsprozesses Ost-Berliner Bezirksverwaltungen und stellt sie in den Kontext des Verlaufes ostdeutscher Verwaltungstransformation. / This dissertation contributes to the important theme of discussion, analysing the transformational development of the political, administrative and sociological effects and their impact on cultural aspects, with regards to the reunification and reintegration process in East Germany. East Berlin borough administrative bodies have been used as examples to research the course of their transformation from a "socialist, to a classical (west) European administration" (Klaus König). This work centres around the question of how the personnel coped with the orientation, which in the GDR was socialist, survived the process of radical institutional change, and how far such "legacies" (Hellmut Wollmann) provide reasons for differences in the orientation of the personnel in the boroughs of West Berlin. For this reason, the author has reconstructed the typical GDR-orientations in the field of Youth-Work-Administration (Analysis of files and documents, oral-history interviews), which stand in opposition, with the help of a five dimensional scheme, to the administrative character of West Germany. A comparative analysis follows making use of qualitative and quantitative methods regarding recruitment development orientation of the personnel through a comparison of the Social and Youth-Work administrative bodies of East and West Berlin boroughs. In conclusion, the author develops hypotheses regarding (administrative-) cultural aspects of the integration process of the East Berlin borough administrations, and places these in context with the course of the East German transformation.

In the first part of information collected 76 social workers were involved and in the second part, 7 professionals. Our intentions are to come close to the analyses about the particularity of the work as a social worker in the CRAS s of the state of Parana: to Know about the professional answers to face a demand to CRAS s, Investigate if the development actions of the social workers in CRAS s of Parana indicating the return of the work to an educational-politic-social basis, to stimulating the criticism and a popular participation, that contributes to the autonomy of constructing the subject. And still at the opposite direction, to ask how the developing actions of the social workers in CRAS s have represented the local poverty administration strategy, representing as an older practice, to repeat a vigilant, social and moral control. Re-affirming the population s dependence and submission to the local power. In that context the study, anchoring at the real movement, with the intention of identifying new determinations and analyses, to comprehend the particularity of the work of the social workers at CRAS s in Parana, to seek the concrete work of social direction that social workers have been improving everyday. We believe that our study will contribute to a debate about the professional exercise of the social workers, like an entirety of suffering Brazilian workers but also, like a subject that has a protagonist trajectory as a professional particularly and singularly, that multiple relations in the world of work in the construction of collective history / Essa pesquisa teve como foco conhecer as particularidades do trabalho do assistente social vinculado ao setor público estatal, operando a Política Pública de Assistência Social no Estado do Paraná a partir da organização do Sistema Único de Assistência Social que atuam nos Centros de Referência de Assistência Social. Foram envolvidos na primeira fase de coleta de dados 76 profissionais de Serviço Social e 7 profissionais na segunda fase. Tivemos como direção nos aproximarmos de reflexões a respeito das particularidades que assume o trabalho dos assistentes sociais que atuam nos CRAS(s) no estado do Paraná; conhecer as respostas profissionais vêm sendo dadas às demandas postas nos CRAS; tomar ciência se ações desenvolvidas pelos assistentes sociais nos CRAS do estado do Paraná indicam para uma retomada do trabalho de base sócio-político-educativo estimulando o protagonismo crítico e participativo da população e contribuindo para a construção de sujeitos mais autônomos E ainda, em direção oposta, em que medida essas ações desenvolvidas pelos assistentes sociais nos CRAS apresentam traços que representem mais uma estratégia de gestão local da pobreza, reapresentando velhas práticas reiterativas de vigilância e controle social e moral, reafirmando a dependência e subserviência da população ao poder local instituído. Neste sentido, essa pesquisa ancorou-se no movimento do real, pretendendo identificar as novas determinações e mediações essenciais para compreender a particularidade do trabalho dos assistentes sociais nos CRAS do Paraná, buscando captar a partir do trabalho concreto a direção social que o assistente social está imprimindo em seu exercício cotidiano. Entendendo que essa direção social deve estar em consonância com os princípios de um projeto profissional coletivo, distinto do projeto neoliberal pretensamente hegemônico. Objetivamos também com essa investigação explicitar as condições históricas de implantação e implementação do SUAS e dos CRAS, reconstruir o processo histórico de sua implantação no Paraná, conhecer o espaço sócio-ocupacional e as condições de trabalho dos assistentes sociais nos CRAS do estado do Paraná, refletir sobre o significado social do trabalho profissional no espaço público estatal, bem como identificar como os profissionais vêm construindo as respostas técnicas e políticas frente às demandas nos territórios onde se encontram localizados. Acreditamos que a elaboração desta pesquisa possa contribuir para o debate sobre o exercício profissional dos assistentes sociais, entendo-os como trabalhadores submetidos aos mesmos constrangimentos que sofrem o conjunto de trabalhadores brasileiros, mas também como sujeitos que protagonizam trajetórias profissionais singulares e particulares, que na multiplicidade das relações que compõem o mundo do trabalho, constroem a história coletiva
