LE IMPRESE SOCIALI DI INSERIMENTO LAVORATIVO E LA CREAZIONE DI VALORE: MODELLI DI VALUTAZIONE / Work Integration Social Enterprises and Value Creation: Assessment Models

La ricerca considera il tema della valutazione del risultato delle imprese - in termini di impatto economico-sociale dell’attività svolta - e il settore delle imprese sociali di inserimento lavorativo (WISE), analizzandolo dal punto di vista degli strumenti di valutazione e rendicontazione. Obiettivo del lavoro è presentare la realtà delle WISE, per proporre un modello di valutazione che consenta di misurare il valore creato e distribuito alla Pubblica Amministrazione e quindi, indirettamente, alla collettività. Questo valore deriva dall’inserimento di soggetti che sono normalmente esclusi dal mercato del lavoro e che sarebbero supportati da interventi pubblici di tipo oneroso. Il lavoro offerto diventa quindi un mezzo di integrazione sociale e di riduzione delle diversità, ma anche una garanzia di risparmio per la Pubblica Amministrazione, che riduce gli interventi di tipo socio-assistenziale e sanitario. Una volta definiti gli obiettivi di valutazione e i metodi utilizzabili, è stato sviluppato uno strumento che consente una migliore accountability esterna. Per giungere a questo risultato, sono state coinvolte alcune cooperative sociali e soggetti impegnati nell’inserimento lavorativo. È stato creato uno strumento che permette alle imprese di mostrare in maniera completa il valore economico creato e distribuito sul territorio, e lo si è fatto in maniera condivisa e partecipata. / Work Integration Social Enterprises (WISEs) are very well known in Europe and they are recognized as important actors to promote the active inclusion of disadvantaged people, disabled, homeless, migrants, unemployed, people with disadvantages and minorities, to avoid their discrimination both in work labour and in the society. Work Integration issue is nowadays a relevant theme that considers social matters together with human rights’ respect, equality, freedom and self-determination. There is the lack of a complete evaluation scheme that could give a whole perspective of WISEs' results. For them there are features and management ties that require methods wider than the economic ones disclosed in the financial report, in order to measure the created value for the Public Administration and community. The PhD work focuses on the creation of a possible evaluation model to apply to WISE. A WISEs’ sample has been selected to understand which elements were difficult to measure and, after the definition of the model it has been directly tested. Local WISEs and institutions have been actively involved in the executions. The main result is the participative creation process of an instrument that evaluates WISEs’ value for the community, through the analysis of their external effect on public budget.

Guidelines for the integration of the school and the world of work

This study, largely based on literature review supplemented with information from lectures and interviews, attempts to give guidelines and make recommendations on how the gap between the school and the working world can be narrowed in South Africa to improve the employability of school-leavers. Chapter One involves the identification of the problem to be investigated. Chapter Two defines the economic role and function of the school in society in the light of different theories and practices. The present state of education in South Africa, with specific focus on how it relates to the working world, is examined in Chapter Three. Chapter Four examines the relationship between schooling and the working world in selected countries. Chapter Five proposes some guidelines and recommendations for the closer integration of the school with the world of work in South Africa. Une analyse conventionnaliste des collaborations entre entreprises sociales et entreprises commerciales : l’exemple de l’insertion par l’activité économique / Collaborations between social and commercial enterprises through the lens of the “economics of conventions” school : the example of work integration

Les structures d'insertion par l'activité économique (SIAE) proposent à des personnes rencontrant des difficultés sociales ou professionnelles particulières une mise en situation de travail et une prise en charge visant à la résolution de leurs diverses problématiques. Depuis une dizaine d'années, les SIAE ont engagé un processus de rapprochement avec les entreprises classiques alors qu'antérieurement prévalaient des relations de méfiance réciproque. L'objet de la thèse est précisément d'analyser le fonctionnement des collaborations nouées entre les SIAE et les entreprises classiques. A cette fin, nous mobilisons tout d'abord la littérature sur l'entreprise sociale qui permet de caractériser la spécificité des SIAE. Nous construisons ensuite un modèle d'analyse inspiré de l'économie des conventions. Les collaborations entre SIAE et entreprises classiques supposent en effet qu'elles s'accordent concernant le contenu de la notion d'insertion. Sur la base d'une enquête qualitative réalisée au sein de trois SIAE, nous distinguons alors trois « conventions d'insertion » (civique-marchande, civique-industrielle et civique-connexionniste) qui sont autant de compromis permettant une coordination. Ces « conventions d'insertion » sont présentes au sein de chacune de nos études de cas mais dans des proportions variables, en fonction des milieux institutionnels dans lesquels évoluent SIAE et entreprises classiques. / Work integration social enterprises (WISE) aim to allow disadvantaged workers to benefit from contracts of employment, in order to facilitate their social and professional inclusion. Since the end of the last decade, collaborations between private businesses and WISE have been increasing in France, whereas at first the attitude was one of mutual mistrust. This study focuses on how WISE and private businesses collaborate. First we use the literature about social enterprise to characterize the special features of WISE. Then we build a framework inspired from the “economics of conventions” school. Collaborations between WISE and private businesses rest on an agreement about what integration means. We produce three kinds of “integration conventions” (civic-market, civic-industrial and civic-connective) that are compromises allowing coordination. We use this typology to investigate three case-studies. In each one all of our “integration conventions” are present but in variable proportions, depending on the institutional constraints faced by WISE and private businesses.

Sociální podnik z pohledu zaměstnanců se zdravotním postižením / Social enterprise from the perspective of employees with disabilities

Social economy is a widely discussed topic in the Czech Republic and other states at the moment. This is mainly thanks to its positive impact on the employment of disadvantaged persons and their integration into the society, which is in many cases very difficult and the state fails to provide for it. The support for disadvantaged persons and their entering open job market is still struggling and the tools that the engaged parties try to use do not always work. Social enterprise is one of the possible solutions to this problem. The thesis's theoretical part outlines the topic of social enterprise taking into account both external (legislation, funding, legal forms) and internal (disadvantaged persons employment specifics, organizational culture, employees mentoring and development) factors that affect the way social enterprises work. The practical part uses qualitative research to focus on the opinions of persons with disabilities and executives on the development of social enterprises employees and their possible transfer to the open job market. It summarizes the recommendations for development of their employees' competences so that the system would be as permeable as possible and the employment of the disadvantaged persons as high as possible. The aim of the present thesis is to study the factors that affect social entrepreneurship from the perspective of the entrepreneur. The initial review provides definition of key terminology and a summary of the development of the concept of social economics, the relation between social entrepreneurship and social politics as well as that of social entrepreneurship and social work, and the specifics of company management in social enterprises. Ultimately, a review of the present state of social entrepreneurship in the Czech Republic is presented. The data for qualitative research was collected during interviews with 12 executives of various social enterprises based in 9 regions of the Czech Republic using the semi-structured interview method. Collected data was analyzed using inductive-deductive analysis. The research focuses on the requirements of providing employment for disadvantaged persons and the prerequisites and drawbacks of running a social enterprise. The research has shown that the main drawbacks of social entrepreneurship include insufficient knowledge of the specifics pertaining to the target group of employees; profit-oriented motivation; insufficient business training; excessive demands on the performance of disadvantaged employees; insufficient skills and working habits on the part...

Integrační sociální podnik jako nástroj aktivní politiky zaměstnanosti / Work Integration Social Enterprise as a Tool of an Active Employment Policy.

Social economy is a quickly developing segment of the national economy worldwide. An increasing number of both profit and non-profit organisations in the Czech Republic adhere to the principles of social economy. The legislation for social enterprises has not been drafted yet, which, first, is a drag on the development of social enterprising in the private sector, and, second, hampers its acknowledgement on the part of government institutions which, lacking the legal framework, are not capable of working with this phenomenon. Hence, a legal framework should be the first step towards support to social enterprising, in particular a framework on social integration enterprises employing people with a remarkably restricted access to the labour market. The goal of this thesis is to assess the validity of formerly proposed indicators to identify the characteristic features of social enterprises for the Czech Republic and to present proposals for potential adjustments to them. The thesis also identifies areas in which support to social enterprises is necessary so that they would be able to comply with the individual indicators. L’intégration socioéconomique des réfugié-e-s à Sherbrooke : une exploration de leurs trajectoires professionnelles

Ce mémoire met en lumière les différentes trajectoires en emploi de réfugiés établis à Sherbrooke. Peu discuté dans la littérature scientifique québécoise, le sujet est exploré à l’aide du cadre conceptuel pour l’étude de facteurs de migration et d’intégration de Victor Piché (2013). Les entrevues avec les participants ont mis en lumière que l’intégration en emploi ne repose pas sur un seul facteur, tel que la maitrise de la langue du pays d’accueil, ou encore l’obtention d’un diplôme du pays d’accueil. Au contraire, les participants ont fait sens de leur trajectoire en emploi en mobilisant une multitude de facteurs qui n’étaient pas toujours directement associés à l’intégration économique. L’ouverture de la communauté d’accueil, l’implication citoyenne, l’attachement à la ville d’accueil ou encore la présence d’un réseau social fort sont tous des facteurs ayant été identifiés comme ayant eu un impact positif sur l’intégration économique et l’intégration à la nouvelle communauté. Ainsi, nous constatons l’importance de chercher à comprendre l’intégration en emploi de manière multidimensionnelle, c’est-à-dire mettant de l’avant l’implication de facteurs micro, méso et macrosociaux. / This master thesis explores how refugees established in Sherbrooke perceive their work trajectories. This subject, which has not been research on a great extent by the scientific literature in Quebec, is analyzed through the factors of migration and integration within the conceptual framework of Victor Piché (2013). The interviews conducted with participants have demonstrated that the economic integration cannot be achieved with only one component, as for example, the mastering the language of the country of arrival, or the obtention of a degree in the country of arrival. In fact, the participants have mentioned that some other components can have an important impact on their work trajectories, as for instance: a positive climate toward refugees in their new community, their involvement in the community, the creation of a strong social network as well as their attachment to their city. Therefore, it is possible to conclude that economic integration should be studied through multiple lens, with the help of macrostructural, microstructural, mesostructural and even the temporal components.

Inter-professional Clinical Practice Guideline for Vocational Evaluation following Traumatic Brain Injury

Due to physical, cognitive and emotional impairments, many individuals are unemployed or under-employed following a traumatic brain injury. The research evidence links the rigour of a vocational evaluation to future employment outcomes. Despite this link, no specific guidelines exist for vocational evaluations. Using the research evidence and a diverse panel of clinical and academic experts, the primary objective of this doctoral research was to develop an inter-professional clinical practice guideline for vocational evaluation following traumatic brain injury. The objective of the guideline is to make explicit the processes and factors relevant to vocational evaluation, to assist evaluators (i.e. clients, health and vocational professionals, and employers) in collaboratively determining clients’ work abilities and developing recommendations for work entry, re-entry or vocational planning. The steps outlined in the Canadian Medical Association's Handbook on Clinical Practice Guidelines were utilized to develop the guideline and include the following: 1) identifying the guideline’s objective/questions; 2) performing a systematic literature review; 3) gathering a panel; 4) developing recommendations; 4) guideline writing; 5) pilot testing. The resulting guideline includes 17 key recommendations within the following seven domains: 1) evaluation purpose and rationale; 2) initial intake process; 3) assessment of the personal domain; 4) assessment of the environment; 5) assessment of occupational/job requirements; 6) analysis and synthesis of assessment results; and 7) development of evaluation recommendations. Results from an exploratory study of the guideline’s implementation by occupational therapists in their daily practices revealed that clinicians used the guideline to identify practice gaps, systematize their evaluation processes, enhance inter-professional and inter-stakeholder communication, and re-conceptualize their vocational evaluations across disability groups. Statistically significant improvements were also noted in clients’ participation scores on the Mayo-Portland Adaptability Inventory–4 following guideline use. This guideline may be applicable to individuals with TBI, clinicians, health and vocational professionals, employers, professional organizations, administrators, policy makers and insurers.
