Förutsättningar för det nya nationella försvaret : En fallstudie av plutonchefskapet vid den 161.strilbataljonenFredin, Fredrik, Johnsson, Peter January 2018 (has links)
Omvärldsförändringar har inneburit att regeringen gett Försvarsmakten en ny inriktning med ett ökat fokus på förmågan att försvara Sverige. Syftet med denna studie är att skapa förståelse för förutsättningarna för chefskapet på plutonsnivån i det nationella försvaret och utveckla kunskap om vilka förutsättningar plutoncheferna har att möta de krav som det nya nationella försvaret ställer. Studien är genomförd med en induktiv kvalitativ fallstudiedesign med en hermeneutisk ansats. Det empiriska materialet baseras på data från 12 intervjuer med plutonchefer och data från undersökning av centrala Försvarsmaktsdokument. Resultatet visar att plutonchefensrollen karaktäriseras av en balansgång mellan rollen som chef och rollen som administratör, där administrationen väger över på bekostnad av krigföringsförmåga och ledarskap. Chefernas uppfattning om det nationella försvarets krav överensstämmer väl med de övergripande styrdokumenten men en tydlig sammanställning av kraven saknas vilket leder till osäkerhet. Plutonchefernas förutsättningar för att uppfylla det nya försvarets krav påverkas av deras möjlighet att balansera mellan uppgifter och tillgängliga resurser, vilket beror på avsaknad av administrativt stöd och brist på ledning. Studien har identifierat ett motsatsförhållande mellan två samtidigt pågående organisationsförändringar. Fenomenet som vi har valt att kalla paradoxförändring, innehåller en rollinriktad förändring mot chefen som administratör och en attitydinriktad förändring mot krigsförbandschef i det nya nationella försvaret. / The changes in the strategical environment have resulted in the government giving the Swedish defense forces a new national alignment, towards the capability of national defense. The purpose of this study is to build understanding of the conditions for platoon level leadership in the new national defense and to develop knowledge of the conditions the platoon commanders have been given to meet the demands by the new national defense. The research has been carried out by an inductive quantitative case study design with a hermeneutic approach. The empirical data is based on twelve interviews with platoon leaders and a study of official defense force documents. The research shows that the role of the platoon leader is characterized by balancing the role as commander and the role of administrator, were the administration weighs over on the expense of the capability of warfare and leadership. The platoon commander’s perception of the demands of the national defense complies with official defense force documents, but the absence of a clear compilation of the demands leads to some uncertainty. The platoon commander’s conditions to fulfill the demands of the new national defense is determined by their ability to balance tasks and available resources. This in turn is due to absence of administrative support and command. The research has identified a contradiction between two simultaneously ongoing organizational changes. The phenomenon that we have chosen to call the paradox change, contains one role-orientated change towards the commander as an administrator and one character-oriented change towards combat commander in the new national defense. / Uppdragsutbildning för Försvarsmakten

This master thesis focused on the design and elaboration of project documentation for the purpose of a storage area with an administrative building, consisting of the premises SO 01 - storage hall and SO 02 - administrative building. Objects are located on parcels no. 4006/16, 4006/17, 4006/18, 4006/19, 4006/23, 4006/24, 4006/26, 4006/27, 4006/28, 4006/29, 4006/30, 4006/31, 4006/32, in the cadastre unit Dolní Bojanovice. They are located on an investor's land. Traffic connection is provided by the exit from the car park on the local road. All engineering infrastructure engineering networks are located near the site. The design of the building respects the local zoning plan. Project documentation is prepared in accordance with the current wording of applicable laws, decrees and standards. The project solves the structure functionally divided into objects SO 01 and SO 02, which are both operationally and structurally connected. The construction of objects is statically independent. The object SO 01 is designed for the storage of building material intended for storage in dry rooms. In addition to the storage space there is the air-conditioning machine room. The SO 02 facility serves administrative and staffing facilities. In the basement of the building there are rooms of technical background and archives. The SO 01 is designed as a full-metal mounted object with a counter roof and foundation pads. The design system of the SO 01 object is columnar with steel columns. The SO 02 building is designed from a wall construction system made of aerated concrete blocks with reinforced concrete ceilings, base strips and a flat roof. The SO 01 has a 65.5x20.2 m ground plan. The perimeter shell of the building consists of assembled sandwich panels with a core of pure material. The largest ground plan dimensions of the so 02 are 26.75x10.35 m. The perimeter shell is made up of 375 mm piece concrete blocks with a 150 mm contact system.

Les litigants sollicitent les centres d’arbitrage pour diriger l’arbitrage dans toutes ses phases afin de donner une garantie supplémentaire qui assure la validité de la sentence arbitrale. Compte tenu du rôle important que les centres d’arbitrage jouent pendant l’instance arbitrale, les litigants mécontents de la sentence arbitrale ou du jugement annulant la sentence tentent d’engager la responsabilité du centre d’arbitrage dès lors qu’il a surveillé, dirigé et participé au rendu de la sentence.De plus en plus la responsabilité des centres d’arbitrage est mise en cause devant les juridictions étatiques différentes, les fonctions et les pouvoirs exercés par les centres d’arbitrage ainsi que le régime de responsabilité leur est applicable font l’objet d’une attention critique de la part de la doctrine dans plusieurs systèmes juridiques. On s’interroge sur l’origine des rapports qui lient les centres d’arbitrage aux autres acteurs de l’arbitrage, sur les obligations et les pouvoirs conférés aux centres d’arbitrage, et sur les fonctions exercées par les centres d’arbitrage pour établir enfin un régime de responsabilité homogène et pertinent à l’égard des fonctions exercées par les centres d’arbitrage qui a une vocation à s’appliquer dans la majorité des systèmes juridiques / Parties to arbitration seek arbitral institutions to administrate their arbitration in order to have an extra guarantee that ensures the validity of the arbitral award. Given the role that arbitral institutions play during the arbitral procedure, parties unsatisfied either by the arbitral award or the annulment of the award tend to claim the liability of arbitral institution for the awards it had supervised, administered and participated in.The more the allegations of liability raise against the arbitral institutions before courts, the more the issue of arbitral institutions’ functions, powers and liability becomes controversial in different jurisdictions. Therefore, the present study tends to clarify the origin of the relationship existing between arbitral institutions and other parties involved in the arbitration at issue, the duties and powers assigned to the arbitral institutions and the functions performed by the arbitral intuitions, which helps eventually in establishing a kind of liability that complies with the functions performed by the arbitral institutions and can be applied in many jurisdictions.
