Understanding the generation of research and innovation policy advice with foresight processes

The study of foresight methodology has traditionally focused on the anticipation and development of future scenarios. It is somewhat surprising that, despite the impact that the advice generated with foresight may have had on Research and Innovation(R&I) policy action, the analysis of the process whereby foresight actually creates policy recommendations has so far been ignored in the literature. This thesis explores this process, trying to identify those elements that have a greater influence in the final advice characteristics. The research draws on the study of two European cases, which are analysed with very different methods. The first case is addressed with critical discourse analysis, which constitutes a methodological innovation in the area of foresight evaluation. The second case is explored through action research, which facilitated an in-depth examination of the foresight process and an exhaustive tracking of the activities that gave rise to the final recommendations. In both cases special attention is paid to the role and utility of future anticipation. The combination of these methods helped in understanding: the effect that repositioning advisors’ mindsets in highly transformed futures has in the volume and originality of the insights generated, the importance of achieving a balanced representation of the R&I actors in the discussion groups, and the relevance that argumentation has in the formation of final advice. Understanding these factors would contribute to improve the quality and consistency of foresight advice discourses, thus augmenting their possibilities for acceptance and implementation by policy makers.

Damage caused by information or advice - Czech adaptation, DCFR and PETL Abstract This thesis deals with liability for damage caused by administration of incorrect information or harmful advice, which is governed by Section 2950 of Act No. 89/2012 Coll., The Civil Code. At the same time, it deals with its relation to the documents of the European legislative groups, namely the document of the Principles of European Tort Law (PETL), and the Draft Common Frame of Reference (DCFR). The aim of this thesis is to introduce annotated provision, its inclusion in the systematics of the Civil Code and to outline the possibilities and requirements of its application. This goal was also necessary to subject to an examination of the view of PETL and DCFR European documents, which inspired the legislative decision to include the annotated provision in its current form into the Code and even it was an inspiration for the creation of the Civic Code itself. In the context of introducing the annotated provision, it was necessary to develop the individual topics that formed the basis for accountability according to Civil Code in general, in the concrete in relation to the annnotated provision and, finally, in relation to the intentions of the PETL and DCFR European documents. Nesta valoração, nosso estudo de caso, na linha de pesquisa da Educação Ambiental Não-Formal, ateve-se ao processo de produção da relação ‘saúde, ambiente e educação’ durante a construção de um Conselho Local de Saúde (CLS), no âmbito da estratégia Saúde da Família (ESF). Os dados obtidos no trabalho de campo foram submetidos à análise hermenêutica dialética do processo de trabalho e das relações humanas em Marx e Engels, e ao Saber e Racionalidade Ambiental, teorizados por Leff. Foram utilizados, como instrumentos para coleta de dados, a observação participante, a entrevista semi-estruturada gravada e o levantamento documental, respeitando a Resolução CNS 196/96. A aproximação dos referenciais teóricos permitiu-nos considerar que, enquanto a ‘relação saúde, ambiente educação’ mostrou-se única e similar na concepção discursiva de distintos segmentos que compunham o CLS, a produção de sua relação nos limites da ação mostrou-se diferenciada entre os mesmos. Os agentes do controle social, a exemplo dos sujeitos de nossa pesquisa, estão mantendo seu trabalho nas modalidades permitidas pelo arranjo dos instrumentos disponíveis ao seu alcance. Com o arranjo posto, as divergências entre os interesses individuais e coletivos são reforçadas segundo algumas particularidades e facilidades, como as de tratar a saúde pelo reforço de ações educativas, preventivas e reivindicatórias de modo desentrosado, e, abdicando-se das medidas capazes de promover a saúde. Os modos de compensação desenvolvidos pelos sujeitos de pesquisa, então, ao mesmo tempo em que podem significar uma forma de enfrentamento à inércia diante das condições adversas ao trabalho, também podem descaracterizar a realidade situacional local e ficar aquém da produção da saúde socioambiental. / The strategies of community integration and strengthening of civil action, the example of Local Health Councils, can act to improve the management of social variables that affect the health and quality of life. In this valuation, our case study, the research line of Non- Formal Environmental Education, ateve to the production process of the 'health, environment and education "during the construction of a Local Health Council (CLS), under Family Health Strategy (FHS). The data obtained in the fieldwork were submitted to analysis of the hermeneutic dialectic process of labor and human relations in Marx and Engels, and the Environmental Knowledge and Rationality, theorized by Leff. Were used as instruments for data collection, participant observation, the semi-structured interview and written survey document, respecting the Resolution CNS 196/96. The comparison of theoretical references allowed us to consider that as a 'relative health, environmental education' was shown to be unique and similar in design discourse distinct segments constituting the CLS, the production of their relationship within the limits of action proved to be differentiated between them. The agents of social control, like the subjects of our research, are keeping their work in ways allowed by the array of tools available to them. With the arrangement made, the differences between the individual and collective interests are reinforced by some features and facilities, such as to treat the strengthening of health education, preventive and reivindicatórias so desentrosado, and nil are the measures to promote health. The modes of compensation developed by the subjects of research, then, while they may represent a way of confronting the inertia in the face of adverse conditions at work can also weakened the local situational reality and get behind the social production of health.

Advice giving in telephone interactions between mothers and their young adult daughters

This thesis focuses on the social organisation of advice, as it unfolds in interactions between mothers and their young adult daughters on the telephone. The analysis is based on a corpus of 51 telephone calls from 5 different families. Advice giving is studied here using the methods of conversation analysis and discursive psychology. The main interest has been to consider the dimensions that are relevant to the potentially tricky action of advice giving, building on the dimensions of normativity and knowledge asymmetry that have already been identified in the literature. The less strictly institutionalised context studied here provides a relatively new arena for considering the array of issues that are relevant to advice giving. Indeed, this has provided a broad scope for specifying how recipiency is brought off in advice giving sequences and how the position of advice recipient is managed. The analysis begins by considering the different forms of advice that were found in the data and their affordances in terms of the recipient s next turn. Contingency is identified as an important dimension in advice giving and a range of resources are identified which build contingency into the advice in various ways and which provide the recipient with different degrees of optionality when responding to advice. The thesis then goes on to consider how recipients respond to advice and the sorts of issues that make relevant one response type over another. The analysis identifies the importance of affiliation and alignment when considering different types of advice response. Furthermore, it is shown that morality, activity type, and alignment to the recipient s position, are important features of why a particular response type is chosen over another. The final analytic chapter then considers how the potentially tricky action of advice giving is made relevant in the first place. It is shown that the choice between different forms of advice is related to local issues of entitlement and contingency. In considering these different components to advice giving, the analysis explicates an array of important issues in advice giving sequences including: knowledge asymmetry, normativity, entitlement, contingency, affiliation, alignment and morality as well as considering evidence to suggest that advice is a dispreferred action. The findings are discussed in terms of their implications for studying advice and promoting advice acceptance, as well as considering how we can begin to see relationality being constituted.

A strategizing-as-practice perspective of the 'advice process' of small business owners

This study examines the processes of advice seeking by small business owners and employs a Strategy-as-Practice perspective. The analysis of the data from 33 small business owners identified eleven factors that influenced the processes. These included: cost; proximity; technical skills and knowledge; business ties; similarity of goals; business savvy; appropriateness of advice; knowledge of the other; knowledge of the business and its context; personal relationships and trust. The extent of influence of the factors was shaped by the category of the advice provider as indicated by the type of relationship and the type and extent of trust in that relationship. This study makes two major contributions to knowledge. First, it highlights the fact that advice seeking is a practice within the broader practice of strategizing and shows the different roles advice plays in small business owner strategizing. Second, it develops a descriptive framework of the advice seeking practice of small business owners which shows that the small business owner’s practice of advice seeking is a set of open-ended activities which are cognitively ordered and spatially-temporally dispersed. High levels of trust and personal relationships are shown to create an advisory space in which the business owner is willing to be open and vulnerable to the advisor and so enables the advisor to gain knowledge of the business owner and his business which help shape the advice given.

The cost and value-add of using a financial advisor

This study investigates the quantitative value of advice added by financial advisors in South Africa; where value is measured through return differentials between advised and non-advised investors. A sample of 3189 individual investors from a large South African investment manager was analysed over a period of approximately five years, from 4 August 2014 to 31 July 2019. The primary focus of this study is to determine whether financial advisors create value for investors relative to the cost of advice, by investigating if a significant difference exists between the net of advisor fee returns earned by advised and non-advised investors. It also examines investor trading behaviour and assesses if any significant correlations exist between the number of trades made and returns earned. Current South African literature has a limited consideration of the cost of advice when considering the overall value added by financial advisors and has been found to consider a limited range of investment funds and asset classes. This study examines a range of ten investment funds that cover a range of asset classes and examines investment performance both before and after advice fees. The data is also analysed to examine the trading behaviour differences with the correlation between trading and investment returns also examined. The results of this study show that overall, the returns generated by non-advised investors are not significantly different from the returns generated by advised investors before advisor fees are considered. When advisor fees are considered, the impact of advisor fees creates a significant difference in performance between advised and non-advised investors; leading to non-advised investors performing the same or better after fees are considered. The trading behaviour showed that advised investors made statistically significantly fewer trades than non-advised investors. The results did not show strong evidence of return differentials arising from the timing of trade decisions, for either advised or non-advised investors.

Effectuation or causation? : A study on expert start-up advice

The recent increase in effectuation research shows the popularity and potential of this body of knowledge. This new paradigm is trying to challenge the established traditional causal knowledge, taught in many MBA and higher education courses. As attractive as effectuation- might be, it is necessary to acknowledge the importance of the traditional knowledge, such as causation. In this study we focus on understanding how expert entrepreneurs -those individuals who deal and use these effectuation and causation dimensions in their daily routines- give advice to new upcoming entrepreneurs, in addition to investigating if and how they combine both dimensions in their decision-making advice to achieve more well-rounded and supported recommendations. This was done in this empirical study through the exploratory analysis of internet sourced interviews with expert entrepreneurs about how to become an entrepreneur or how to start a business. We find that expert entrepreneurs tend to give advice to new entrepreneurs in an effectual manner. Furthermore, our study contributes to extent knowledge by offering a new approach to effectual studies based on previously validated methods with the introduction of a new database and perspective. In addition, we explore the distribution within the entrepreneurial population when it comes to advice-giving.

Bakgrund: Fysisk aktivitet vid diabetes typ 1 är viktig. Den kan förbättra blodsockerkontrollen över tid. Det har uttryckts ett behov av vidare studier för att undersöka vilket stöd diabetiker får från sjukvården gällande fysisk aktivitet. Det behöver även undersökas om personer med diabetes upplever rädsla för att vara fysiskt aktiva på grund av risken för hypoglykemi.    Syfte: Syftet med denna kvalitativa studie är att via intervjuer undersöka vilket stöd individer med nydiagnostiserad diabetes typ 1 upplever att de får från sjukvården gällande fysisk aktivitet. Studien ska även belysa vilka erfarenheter patienter med diabetes typ 1 har gällande rädsla kopplad till fysisk aktivitet samt vad de anser skulle kunna minska den rädslan.    Metod: I studien användes en kvalitativ deskriptiv design och datainsamlingen genomfördes med fem semistrukturerade intervjuer. Databearbetningen gjordes med kvalitativ innehållsanalys.   Resultat: Upplevelserna av råden från sjukvården gällande fysisk aktivitet skiljde sig mellan de intervjuade. För dem som haft diabetes kortast tid framstod råden som bra men generella, medan de som levt med sin diabetes en längre tid tyckte att råden var mer individanpassade. Mer individanpassade råd önskades. Ingen av de intervjuade uttryckte specifik rädsla för att vara fysiskt aktiv.   Konklusion: Råden diabetiker får från sjukvården är bra men otillräckliga. I framtiden skulle det behövas mer stöd kring fysisk aktivitet i form av träningsspecifika råd och uppmuntran. / Background: For people diagnosed with type 1 diabetes physical activity is important. It can improve glucose control over time. A need for further research about the support diabetics receive from healthcare professionals regarding physical activity has been expressed. There is also a need for investigating if diabetics experience fear of being physically active due to the risk of hypoglycemia.    Purpose: The purpose of this qualitative study is to explore, through interviews, what support individuals with newly diagnosed type 1 diabetes receive from healthcare professionals regarding physical activity, and how they experience this support. The study will also illustrate what experiences people with type 1 diabetes have regarding fear of being physically active as well as what they believe can reduce that potential fear.   Method: The study used a qualitative descriptive design, and data collection was conducted through five semi-structured interviews. Qualitative content analysis was used to process the data.   Results: The interviewees’ experiences of the advice from healthcare professionals regarding physical activity was inconsistent. For those who have lived with diabetes for a shorter period of time, the advice was considered good but quite general. Those who have lived with their diabetes for a longer period of time thought that the advice was more individualized. More individualised advice was requested. None of the interviewees expressed specific fear of being physically active.   Conclusion: The advice diabetics receives from healthcare professionals is considered good but insufficient. In the future more support will be needed regarding physical activity in the form of exercise-specific advice and encouragement.

The Relationship Between Premarital Advice, Expectations and Marital Satisfaction

The purpose of this study was to determine the significance between advice, marital expectations, and marital satisfaction. This study also explored the sources couples use to gather information, or rather where they receive premarital advice, and if it was helpful. Included in this study were husbands (n = 56) and wives (n = 56) who had been married less than one year, to classify them as newlyweds. The relationship between sources of information and expectations was found to be highly significant for variables related to family of origin. It was also found that a high percentage of couples gather information from informal sources rather than from more formal methods such as premarital education classes and premarital therapy. Expectations were found to be moderately to highly significant determinants of marital satisfaction.
