Paulo para verificar se há interseccionalidade de gênero, raça e classe nas notícias que citam os autos de resistência. Este estudo parte da hipótese de que o enquadramento da Folha de S. Paulo não relaciona as notícias sobre os autos de resistência com a alta letalidade de jovens negros que aparecem nos dados do Mapa da Violência (2016), inclusão essa que permitiria entender de forma contextualizada o fenômeno do genocídio da juventude negra na cobertura jornalística. Foi realizada uma análise de conteúdo de notícias no período de janeiro de 2003 a julho de 2017. No total foram coletadas 133 notícias, dentre as quais 132 citaram os autos de resistência, 17 apenas citaram a raça, e apenas 5,3% das notícias citou a questão de classe. Nenhuma das notícias da Folha de S. Paulo sobre os autos de resistência relacionou esta questão com o fenômeno do genocídio da juventude negra. As CPIs da Câmara dos Deputados (2015) e do Senado (2016), que investigaram a alta letalidade dos jovens negros no Brasil, também não foram citadas. Também não houve nenhuma notícia que relacionou os autos de resistência com a redução da maioridade penal. A conclusão é que a Folha de S. Paulo faz um enquadramento episódico da cobertura: dentre 99 notícias, apenas 35 apresentam um enquadramento temático, ou seja, a cobertura não relaciona os autos de resistência com o genocídio dos jovens negros e os temas correlatos. A pesquisa também analisa dois episódios relacionados ao genocídio da juventude negra: a morte de Michael Brown em Ferguson, Missouri, Estados Unidos, e a Chacina de Cabula, Salvador, Bahia, Brasil, que são analisados por meio de análise de enquadramento dos jornais The New York Times e Folha de S. Paulo. Na cobertura da Folha, os dois fatos foram tratados em um enquadramento episódico e não dentro de um processo amplo, complexo e consequente do racismo. Já o The New York Times faz um enquadramento temático sobre a morte de Michael Brown. Também entrevistamos atores sociais que possuem vínculo com o tema, e explicamos como as práticas de advocacy, responsiveness e accountability estão relacionados aos temas correlatos sobre o fenômeno do genocídio dos jovens negros. / This study analyzes the framework of Autos de Resistência in the Folha de S. Paulo newspaper, in order to verify if there is an intersectionality of gender, race and class in news reports that cite autos de resistência. The research starts from the hypothesis that the framework of the Folha de S. Paulo does not relate news about autos de resistência to the high death rate of young black men, which is reported in the data of the Map of Violence (2016). This inclusion would permit a contextualized understanding of the phenomenon of the genocide of the black youth population in journalistic coverage. An analysis of the content of news reports was carried out in the period of January 2003 to July 2017. In total, 133 news reports were collected, among which 132 cited resistance to authority, only 17 cited race, and only 5, 3% cited the question of class. None of the news reports of the Folha de S. Paulo about autos de resistênica related this question to the phenomenon of the genocide of the black youth population. The parliamentary committees of inquiry of the Chamber of Deputies (2015) and of the Senate (2016), which investigated the high death rate of young black men in Brazil, were not cited also. In addition, there were not any news reports that related the resistance to authority to the reduction of criminal liability. The conclusion is that the Folha de S. Paulo presents an episodic framework of the coverage: among 99 news reports, only 35 present a thematic framework. In other words, the coverage does not relate resistance to authority with the genocide of young black men and related themes. The research also analyzes two episodes related to the genocide of the black youth population: the death of Michael Brown in Ferguson, Missouri, the United States, and the slaughter in Cabula, Salvador, Bahia, Brazil, which are analyzed based on the framework analysis of the The New York Times and the Folha de S. Paulo newspapers. In the coverage of the Folha, both facts were treated in an episodic framework and not as being part of a complex extensive process, which is a consequence of racism. In contrast, The New York Times constructs a thematic framework regarding the death of Michael Brown. We also interviewed social agents who are associated with the theme, and we explain how the practices of advocacy, responsiveness and accountability are related to other themes connected to the phenomenon of the genocide of young black men. / La recherche présent fait un analyse de l’approche des les Autos de Resistência (Actes de Résistance) dans le journal Folha de S. Paulo pour vérifier s’il existe quelque intersectionnalité de sexe, race et classe dans les nouvelles qui mentionnent ces registres. Cette étude part de l'hypothèse que l’approche de Folha de S. Paulo ne fait aucune corrélation entre les nouvelles sur les registres de les Autos de Resistência avec la létalité élevée des jeunes noirs qui apparaissent dans les données cartographiques de la violence (2016); cette inclusion permettrait quelqu’un de comprendre le phénomène du génocide de la jeunesse noire dans la couverture journalistique, d’une maniéré contextualisé. Une analyse du contenu des nouvelles a été effectuée de janvier 2003 à juillet 2017. Au total, 133 articles de presse ont été recueillis, parmi lesquels 132 ont cité les registres de la résistance à l'autorité, desquels 17 ont cité la race, et seulement 5,3% ont cité la question de classe. Aucun des reportages de Folha de S. Paulo sur les registres de la résistance à l'autorité n'a lié cette question au phénomène du génocide de la jeunesse noire. Les Commissions d'Enquête Parlementaire de la Chambre des Députés (2015) et du Sénat (2016), qui ont enquêté sur la létalité élevée de la jeunesse noire au Brésil, n'ont pas été mentionnés non plus. Paulo a fait une approche épisodique de la couverture: de 99 nouvelles, seulement 35 ont un approche thématique, ce qui signifie la couverture ne fait pas corrélation des registres de la résistance à l'autorité avec le génocide des jeunes noirs et des sujets connexes. Exploring Tourism Advocates' Relationship with Tourism Industry Members through a Political Model of Leadership

Political environments shape the tourism industry. Political support for the industry can result in the creation of competitive and sustainable destinations through which tourism may contribute positive social, environmental, and economic impacts to residents and business owners alike. However, policymakers do not always recognize the potential for these positive impacts. Some tourism representatives argue that policymakers only see their businesses as an engine for tax generation and that the industry as a whole does not receive the respect it deserves from policymakers. The fragmented nature of tourism poses a challenge for advocates desiring to develop a collective voice and legislative agenda for the industry. Such initiatives would appear to demand strong leaders from within the tourism industry itself who can organize a unified approach to gaining political influence. However, few scholars have explored these individuals, who serve as a conduit between the tourism industry and policymakers. Even less attention has been given to their relationship with members of the tourism industry. Therefore, this study utilized a partnership with the Virginia Hospitality and Travel Association to examine how political leaders within the tourism industry, or tourism advocates, establish relationships with members of the tourism industry in order to facilitate political influence. A political model of leadership was employed to conceptualize the contextual elements, antecedents, and behaviors that result in outcomes that influence the relationship between the advocates and tourism industry members. Data was collected through interviews with 26 tourism advocates which were conducted to gain an understanding of the contextual elements and antecedents that influence tourism advocates' political behavior, in regards to building a relationship with members of the tourism industry. Their followers, members of VHTA who represent the lodging, restaurant, and attractions segments of the Virginia tourism industry, were surveyed to evaluate their perceived outcomes of tourism advocates' leadership efforts. This study determined that contextual elements such as organizational culture and advocates' prior episodes play an important role in determining advocates' participation in political leadership. In turn, advocates' antecedents, particularly their sector-specific knowledge, social capital, and interpersonal style influence the behaviors they use to create relationships with tourism industry members. It was determined that overall, advocates' are far more critical of the outcomes of their behaviors than tourism industry members. The findings of this study can help prepare future tourism advocates to pursue political influence for the tourism industry by suggesting strategies that result in a productive relationship between political leaders and members of the tourism industry. / Ph. Por meio de uma pesquisa exploratória de caráter bibliográfico-documental, esta dissertação busca analisar o Advocacy Bibliotecário e como este movimento tem se manifestado em diversos países. Para isso, realizou-se uma revisão de literatura sobre a temática, considerando conceitos como democracia e política, o campo das políticas públicas, além do significado do termo advocacy e o conceito a ele atribuído. Como ponto fundamental para melhor compreensão do Advocacy Bibliotecário, buscou-se identificar a origem, função, papel e importância das Bibliotecas Públicas na sociedade atual, para que se pudesse então estudar como e porque tal movimento surgiu, se estruturou e vem se espalhando pelo mundo. Com base na revisão da literatura pertinente ao tema, identificou-se que a International Federation of Library Associations and Institutions (IFLA) e a Bill & Melinda Gates Foundation (BMGF) vêm desenvolvendo programas a nível global, destinados ao fortalecimento das bibliotecas que, além de oferecer treinamentos para os bibliotecários, também financiam iniciativas ligadas ao Advocacy Bibliotecário. Foram identificados cinco programas globais, sendo quatro da IFLA e um da BMGF. São eles: O Library Development Programme (LDP), o Building Strong Library Associations Programm (BSLA), e o International Advocacy Programme (IAP) da IFLA e o Global Libraries (GL) da BMGF. Como resultado da revisão, chegou-se a consolidação de uma matriz classificatória de tipologias de iniciativas de advocacy possíveis de serem desenvolvidas por bibliotecas: (a) Iniciativas de estruturação: Relacionadas ao fortalecimento do setor bibliotecário no país ou da associação bibliotecária nacional; (b) Iniciativas de formação: Focadas na formação profissional para o advocacy/desenvolvimento de liderança/atuação política; (c) Iniciativas de sensibilização: Iniciativas que visam sensibilizar a população para o valor das bibliotecas e (d) Iniciativas políticas: Ações e estratégias que evidenciam a busca de diálogo com o governo sobre o posicionamento das bibliotecas nas agendas públicas. A partir deste ponto, seguiu-se um mapeamento e categorização das iniciativas de advocacy que têm sido conduzidas por associações nacionais ou regionais de bibliotecas ao redor do mundo, com a finalidade de compreender como este movimento tem se espalhado e se estruturado nas comunidades bibliotecárias. Por meio de consultas aos sites de associações nacionais de bibliotecas e aos relatórios dos programas citados, foram identificadas 80 iniciativas que receberam financiamento dos programas globais, além de outras 97 iniciativas realizadas/iniciadas entre 2010 e 2018 e propostas/conduzidas dentro do escopo aqui proposto. Assim, foram identificadas 177 iniciativas ocorridas em pelo menos 125 países, das quais apenas 159 puderam ser classificadas, da seguinte forma: 19 iniciativas de estruturação, 96 iniciativas de formação, 21 iniciativas de sensibilização e 23 iniciativas políticas. De acordo com esta amostragem, 82,4% das iniciativas ocorreu em países menos desenvolvidos. Pode-se perceber, portanto, que nestes países, já há algum tempo estão surgindo projetos de advocacy, certamente devido à motivação e fomento das instituições e programas mencionados. E, que modo geral, a demanda corrente ainda se concentra em iniciativas de formação, demonstrando grande necessidade de capacitação dos bibliotecários para a condução de esforços de promoção, defesa e militância das bibliotecas e da própria profissão. / Through an exploratory bibliographic-documentary research, this dissertation seeks to analyze the Library Advocacy and how this movement has manifested itself in several countries. For this purpose, a literature review was carried out on the subject, considering concepts such as democracy and politics, the field of public policies, besides the meaning of the term advocacy and the concept attributed to it. As a fundamental point for a better understanding of the Library Advocacy, it was sought to identify the origin, function, role and importance of Public Libraries in today\'s society, so that it was possible to study how and why this movement emerged, was structured and is spreading throughout the world. Based on a review of relevant literature, it has been identified that the International Federation of Library Associations and Institutions (IFLA) and the Bill & Melinda Gates Foundation (BMGF) have been developing programs at the global level to strengthen libraries which, in addition to providing training for librarians, also finance initiatives related to the Library Advocacy. Five global programs were identified, four from IFLA and one from the BMGF. They are: The Library Development Program (LDP), the Building Strong Library Associations Program (BSLA), and the International Advocacy Program (IAP) of IFLA and the Global Libraries (GL) of the BMGF. As a result of the review, it was possible to consolidate a classification matrix of types of advocacy initiatives that could be developed by libraries: (a) structuring initiatives: Related to the strengthening of the librarian sector in the country or the national librarian association; (b) Training initiatives: Focused on vocational training for advocacy / leadership development / policy action; (c) Awareness-raising initiatives: Initiatives aimed at sensitizing the population to the value of libraries; and (d) Political initiatives: Actions and strategies that highlight the search for dialogue with the government on the positioning of libraries in public agendas. From this point, a mapping and categorization of the advocacy initiatives that have been conducted by national or regional associations of libraries around the world have followed, in order to understand how this movement has spread and structured in the librarian communities. Through the consult of the national library association websites and the reports of the global programs, 80 initiatives were identified that received funding from the global programs, as well as 97 other initiatives undertaken / initiated between 2010 and 2018 and proposed / conducted within the scope proposed here. Thus, 177 initiatives were identified in at least 125 countries, of which only 159 could be classified as follows: 19 structuring initiatives, 96 training initiatives, 21 awareness-raising initiatives and 23 political initiatives. According to this sampling, 82.4% of the initiatives occurred in less developed countries. It can be seen, therefore, that in these countries, advocacy projects have been in progress for some time, certainly due to the motivation and the promotion of the institutions and programs mentioned. Overall, current demand still focuses on training initiatives, demonstrating a great need for the capacity of librarians to carry out efforts to promote, defend and militate in libraries and in the profession itself.

Social justice advocacy has been a force throughout the history of Counseling Psychology and has been described as more critical to the field than any other time in its long history (Toporek & McNally, 2006). Accordingly, in 2002, the American Counseling Association endorsed the Advocacy Competencies in an effort to advance the status of social advocacy by defining competency for counselors engaged in social advocacy (Lewis, Arnold, House, & Toporek, 2002). However, at the writing of this article, these competencies had not yet been operationalized. Therefore, a comprehensive review of the multidisciplinary literature was conducted and seventy- three skills consistent with these competencies were identified and used to further describe what it means to be a competent social justice advocate. These skills were then used to create a measure of social justice advocacy. Content validity of the items was addressed through the use of expert ratings. One hundred participants were recruited to take this measure. Exploratory factor analysis yielded a four-factor model of social justice advocacy skills: Collaborative Action, Social/Political Advocacy, Client Empowerment, and Client/Community Advocacy. Evidence for construct validity was found in the expected positive correlations between the social advocacy survey and the Multicultural Knowledge and Awareness Scale (Ponterotto et al., 2002) and the Miville-Guzman Universal-Diverse Orientation Scale- Short Form (Fuertes et al., 2000). The resulting 43- item survey serves as a starting point for operationalizing and assessing counselors’ competence in social justice advocacy.
