Cassava flour (manioc flour) was the staple food and the main economic activity in the coastal region of Santa Catarina, according to historical records. Cassava flourmills ensured food security for the local populations and the possibility of exchanges in the domestic market until the middle of the 20th century. The pressure for land for industrial and tourism development projects, however, as well as unplanned urbanization of the territories, changed flour production and consumption relationships. The reduction of cultivated lands and de-characterization of traditional flourmills to comply with sanitary standards have since removed the artisanal flour from its regional economic spotlight, closing or transforming the productive character of many mills. In the 21st century, flour continues to be artisanally produced, along with ?beijus?, couscous, and various other symbolic meanings for coastal populations. Contemporaneously, the flourmills (re)appear in discourses that interconnect agroecology, tourism, regional gastronomy, land demands, and cultural valorization. Social relations, traditions and practices performed in and through the flourmills are, thus, articulated among diverse actors in the Santa Catarina Flourmill Network, giving the product its recognition as a Cultural Heritage of Brazil / Esta disserta??o investiga os processos que trouxeram os engenhos artesanais at? a contemporaneidade e a constru??o da articula??o em rede e da patrimonializa??o como estrat?gias pol?ticas para a continuidade dos engenhos de farinha. A farinha de mandioca foi o alimento b?sico e a principal atividade econ?mica do litoral de Santa Catarina, especialmente a partir do s?culo XVIII. Os engenhos de farinha garantiram a seguran?a alimentar das popula??es locais e a possibilidade de trocas no mercado interno at? meados do s?culo XX. A partir dessa ?poca, a press?o por terras para projetos de desenvolvimento industriais e tur?sticos, bem como urbaniza??o n?o planejada dos territ?rios, modificou as rela??es de produ??o e consumo da farinha. A redu??o das terras cultivadas e a descaracteriza??o dos engenhos tradicionais para o atendimento de normas sanit?rias destituiu a farinha artesanal de seu destaque econ?mico regional, fechando ou transformando o car?ter produtivo de muitos engenhos. The legal framework for the program, endorsed in 2009, aims to establish a link between the supply of healthy food in the school, the educational process of learning and family-based agriculture, recognizing school meals as a human right. In accordance with some principles of FNS, innovations in the operating mode of the program are being introduced, principally with respect to the dynamics of public acquisition of food, by making the allocation of at least 30% of the funds for the direct purchase of products of family-based agriculture a compulsory measure, with exemption from public bids. This thesis proposes to analyze PNAE's historical trajectory and recent reformulation from an angle yet not much explored in public policies analysis: its instruments. It aimed to understand, based on an approach that focuses on the Instrumentation of Public Action (IAP), the following questions: i) how the choosing process of instruments to operationalize food acquisition from family-based agriculture took place; ii) which principles from FNS Security were incorporated to the instruments; iii) which actors participated on the process and which interaction were established between them; iv) which public controversies were present. The study has pointed out that that the context of strengthening of the dynamics of social-estate interfaces and the greater permeability of the Estate to public policies reorientation proposals in the light of FNS's principles has created opportunities for actors coalitions (governmental mand non-governmental) that were linked to the defense of FNS causes and family-based agriculture to articulate themselves around that new legal framework. There was an effort both to reorient the guidelines of PNAE and to participate on the choosing of instruments by these actors. The introduction of new acquisition mechanisms in the PNAE involved the conformation of new field of controversies, because the changes affect the interface between public and market action. The mapping process done within the PNAE Managing Committee and Advisory Group (formal spaces aiming at the program's regulaion) has pointed out that the main controversies revolved around the following questions: i) the choosing of the operationalization modality to purchase from family-base agriculture; ii) the adoption of selection criteria bounded to the guidelines of PNAE substituting the purchasing processes that were linked to low-prices; iii) the definition of the price methodology; iv) the definition of a selling limit in a year; v) the connection between the Food Acquisition Program (PAA) and the PNAE. O marco legal do Programa, aprovado em 2009, estabelece um elo entre a oferta de alimentos saud?veis na escola, o processo de ensino-aprendizagem e a agricultura familiar, reconhecendo a alimenta??o escolar como um direito humano. Em conson?ncia com alguns princ?pios de SAN, foram introduzidas inova??es no modus operandi do programa, principalmente no que se refere ?s din?micas de aquisi??o p?blicas de alimentos, ao tornar obrigat?ria a destina??o de no m?nimo trinta por cento dos recursos para a compra direta da agricultura familiar, com dispensa de licita??o. Essa tese se prop?s a analisar a trajet?ria hist?rica e o processo recente de reformula??o do PNAE a partir de um ?ngulo ainda pouco explorado nas an?lises de pol?ticas p?blicas, os seus instrumentos. O estudo apontou que o contexto de fortalecimento das interfaces socioestatais e de maior permeabilidade do Estado ? reorienta??o das pol?ticas p?blicas, ? luz dos princ?pios de SAN, criou oportunidades para que coaliz?es de atores (governamentais e n?o governamentais), vinculados ? defesa das causas da SAN e da agricultura familiar, se articulassem em torno desse novo marco legal. Houve, por parte destes atores, tanto um esfor?o por reorientar as diretrizes do PNAE, quanto por incidir sobre a escolha dos instrumentos. A introdu??o de novos mecanismos de compra no ?mbito do PNAE envolveu a conforma??o de um campo de controv?rsias, j? que as mudan?as incidem na interface entre a a??o p?blica e um mercado bem estabilizado. O mapeamento efetuado no ?mbito do Comit? Gestor e do Grupo Consultivo do PNAE (espa?os formais voltados para a regulamenta??o do programa) apontou que as principais controv?rsias giraram em torno das seguintes quest?es: i) a escolha da modalidade de operacionaliza??o de compra da agricultura familiar; ii) a ado??o de crit?rios de sele??o vinculados ?s diretrizes do PNAE em substitui??o ? compra pelo menor pre?o; iii) a defini??o da metodologia de pre?os; iv) o estabelecimento do limite de venda por ano; v) a conex?o entre o Programa de Aquisi??o de Alimentos (PAA) e o PNAE. Concerning omnivores, characterized by the necessity of a varied diet to satisfy their metabolic needs, it is extremely advantageous the assumption of new foods. However, the assumption of new unknown foods is, potentially dangerous, because of possible intoxications. In this sense, one of the most important behaviors related to reducing risks is the so called food neophobia, characterized by the rejection of new foods and/or an ingestion of very little amounts. The aim of the present study was to investigate if age, sex and socio-economical status were able to influence food neophobia. The neophobia has been described in a range of 3-6 years old children taken both from public and private schools within the city of Natal-RN. Four different type of ice-creams, each one characterized by a different flavor, have been utilized. Two flavors were known to the young and the remaining two flavor were new. We didn't find significant differences between the investigated variables. However, the exploitation of data from the survey conducted showed that the ease or not to accept new foods obtained, was correlated with the variables under the same guidelines observed in literature. Aspects related to the stimulus used probably eased the neophobic answer. Then, it is suggested that the food neophobia can be influenced by sex, age and socioeconomic factors of individuaIs. Neophobia tends to be more common in girls, with ages between three to four years old and with a low leveI socioeconomic. In this sense, given the importance of kid neophobic reaction to the development of dietary patterns of other life's stages, it is necessary to make further studies to better explain this phenomenon. Given the pivotal role of food neophobia to the development of alimentary habits within all ages of life, other studies will be necessary for a better comprehension of such phenomena. Para os on?voros, que necessitam de uma dieta variada para conseguir suprir suas necessidades nutricionais, ? extremamente vantajoso incluir novos itens ? dieta. Contudo, ingerir alimentos desconhecidos pode ser perigoso, em raz?o da possibilidade de intoxica??o. Neste sentido, um dos comportamentos que auxiliam na redu??o dos riscos decorrentes da ingest?o de itens alimentares desconhecidos ? a neofobia alimentar, caracterizada pelo ato de recusar ou ingerir pequenas quantidades de um alimento novo. Este trabalho teve por objetivo investigar a influ?ncia da idade, do sexo e das caracter?sticas socioecon?micas dos indiv?duos na neofobia alimentar. Para isto, buscamos caracterizar o fen?meno neof?bico em crian?as de tr?s a seis anos de idade, oriundas de escolas p?blicas e particulares de Natal-RN. O alimento escolhido para o experimento foi sorvete, em quatro sabores distintos, sendo dois sabores conhecidos pelas crian?as e dois novos. Os resultados demonstraram n?o haver diferen?as em fun??o das vari?veis de sexo, idade e fatores socioecon?micos, quando avaliamos a escolha dos sabores do sorvete. Entretanto, a explora??o dos dados do question?rio realizado com os pais demonstrou que a facilidade ou n?o em aceitar novos alimentos obtida, se correlacionava com as vari?veis nas mesmas orienta??es observadas na literatura. Aspectos ligados ao alimento-est?mulo utilizado provavelmente atenuaram a resposta neof?bica. Com base neste ?ltimo dado, sugere-se que a neofobia alimentar pode ser prevista em fun??o de caracter?sticas de sexo, idade e fatores socioecon?micos dos indiv?duos, tendendo o fen?meno neof?bico a ser mais freq?ente em meninas, de tr?s a quatro anos e com um n?vel socioecon?mico mais baixo. Neste sentido, dada a import?ncia da rea??o neof?bica infantil para o desenvolvimento do padr?o alimentar das demais fases da vida, faz-se necess?ria a realiza??o de novos estudos para que possam a esclarecer melhor este fen?meno. The input of organic in supermarkets tends to be seen as part of the ?conventionalization? of organic agriculture and as a force that would leads to reduction or even disappearance of alternative commercialization channels. However, is noticed that collective shopping experiences of organic products remain, persist and even grow in the country. This work object is the Ecological Network, an association of organic products consumers, created in 2001 in Rio de Janeiro (RJ), in order to facilitate homes' supplies with organic food and help small farmers to drain their production. The main issue of this research is to understand the permanence of such association of consumers in the context of changes in the role played by both State and market facing the organic agriculture. As conclusion, it was pointed that the Ecological Network has been updating and expanding the meanings and senses of their practices of organic products purchase, perceived by its members as an alternative, "more politicized" and thus differentiated when related to shopping through other channels. The difference, according to associates, seems to lie in the fact that in the Network, the purchase of organic is done in an organized and collective way, and therefore committed not only to the personal health, the small farmer and the environment, but also with the management of the Network and with the fight in the public sphere by issues related to food and organic farming family. So, despite the purchase be the structuring activity of the Ecological Network, there is a perception among its members, that the shopping, by itself, is not a sufficient form of participation and is not seen as an efficient way to fight for more meaningful changes in society. Thus, at the same time that the Ecological Network is inserted in a context of spillover of the political sphere for individual actions, such as the consumption, it remains the notion of politics as synonymous of collective participation. This leads us to think that the Network represents, for its members, a space that promotes materialization of values and political participation in society. In this sense, can be understood in the process of greenerism and politicization of consumption and, yet in the context of New Social Economic Movements / Atualmente, observa-se um contexto de expans?o da comercializa??o de produtos org?nicos, estimulado pelo aumento da demanda, por pol?ticas p?blicas para o setor da agricultura familiar e pela amplia??o da oferta de produtos org?nicos em supermercados e em outros canais, como feiras, lojas especializadas e Internet. A entrada de org?nicos nos supermercados tende a ser vista como parte do processo de ?convencionaliza??o? da agricultura org?nica e como uma for?a que levaria ? redu??o ou mesmo ao desaparecimento dos canais alternativos de comercializa??o. No entanto, observa-se que experi?ncias de compras coletivas de produtos org?nicos se mant?m, persistem e at? mesmo crescem pelo pa?s. Este trabalho tem por objeto a Rede Ecol?gica, uma associa??o de consumidores de produtos org?nicos, criada em 2001, no Rio de Janeiro/RJ, com o objetivo de facilitar o abastecimento dos lares com alimentos org?nicos e de ajudar o pequeno produtor a escoar sua produ??o. A diferen?a, de acordo com os associados, parece estar no fato de que, na Rede, a compra de org?nicos ? feita de forma organizada e coletiva e, portanto, comprometida n?o s? com a sa?de pessoal, o pequeno produtor e o meio ambiente, mas tamb?m com a gest?o da Rede e com a luta na esfera p?blica por temas referentes ? alimenta??o e ? agricultura familiar org?nica. Assim, apesar da compra ser a atividade estruturante da Rede Ecol?gica, h? uma percep??o, entre seus associados, de que a compra, por si s?, n?o constitui uma forma suficiente de participa??o, bem como n?o ? vista como uma maneira eficiente de lutar por mudan?as mais significativas na sociedade. The environmental prior quality of our planet can only be reached through changes in the attitudes taken in relation due to the waste generated by society, this also lead involving the education sector, in example of the Superior Education Institutions where the concept of ambiental management needs to gain a growing space.In the Federal University of Rio Grande do Norte, can be found the Universitary Restaurant as an example of a Food and Nutrition Unit, it is a restaurant destined to provide services to the academic comunity with the production and distribution of meals. In this operational context the work itself aims subsidies and funds to the search of as minimal generation of residues as possible, applying environmentally correct processes and practices. The work was developed in the period of September to October of 2009 in the Universitary Campus of Federal University of Rio Grande do Norte, in the Universitary Restaurant of the referred institution. The project involved all the employees of the restaurant and used like method the action survey. The produced waste was characterized, arranged according with it s nature (organic or inorganic) classificated following the NBR ISO 14004, adapted by Kinasz (2004) that adjusts the Standards to the specific reality of Food and Nutrition Services being diagnosed an expressive amount of produced waste in the Universitary Restaurant, it can be assured that a culture of wasting is very present and exists, contributing to the rise of solid residues, damaging the environment and consequently reflecting in the costs and expenses of the Unity, a known fact that characterizes and justifies the need of a promoting and active action that leads to positive reflexes in the economic and environmental area, drafting a Plan for Integrate Management of Solid Residues on the Universitary Restaurant of Federal University of Rio Grande do Norte / A preocupa??o com a conserva??o do meio ambiente atinge diferentes camadas e setores da sociedade mundial. A qualidade do meio ambiente de nosso planeta s? poder? ser alcan?ada atrav?s de mudan?as nas atitudes tomadas em rela??o aos res?duos gerados pela sociedade, isto tamb?m acaba por envolver o setor da educa??o, a exemplo das institui??es de Ensino Superior onde o conceito de gest?o ambiental necessita ganhar um espa?o crescente. Na Universidade Federal do Rio Grande do Norte, encontra-se o Restaurante Universit?rio, que a exemplo de uma Unidade de alimenta??o e Nutri??o, ? um restaurante destinado a prestar servi?os ? comunidade acad?mica com a produ??o e distribui??o de refei??es.
