Perspectiva e alteridade : visões sobre arte, loucura e antropologia

O presente trabalho visa estabelecer um exercício de perspectiva entre arte e loucura. Atentando para aquilo que é outro, heterogêneo, estrangeiro, constrói- se o terreno para perguntar o que pode a loucura dizer e revelar sobre a arte e a história da arte, e o que pode a arte dizer sobre a loucura. Paralelamente, pergunta-se pelo potencial da antropologia em relação a ambas: como a etnografia e a atitude antropológica podem se construir como paradigma para a teoria e a crítica de arte? A partir da imersão etnográfica em um contexto de reclusão onde arte e loucura se encontram - a oficina de criatividade de um hospital psiquiátrico -, pergunta-se o que podem a antropologia e a etnografia diante da loucura, suas obras e processos. Discute-se, então, uma “virada etnográfica” na arte contemporânea e uma “virada antropológica” ou “etnográfica”, ainda por realizar, na crítica de arte, situando-a enquanto experiência vivida, imersão e criação. Como transformar essas experiências em paradigma para pensar não só as artes dos outros, mas outras artes, outras possibilidades e modos de ser da arte? A partir de visões de diferentes formas pelas quais a busca e o contato com a alteridade se fizeram nas artes visuais, chega-se a indagar pela arte dos loucos. Nesse percurso são mobilizados diferentes referenciais como o Surrealismo, Jean Dubuffet, Arnulf Rainer, Bispo do Rosário, Michel Foucault, entre outros. Nesse exercício, não se perdeu de vista a dimensão política da exclusão dos atores sociais tidos como loucos. A escrita foi vista enquanto tarefa ética frente à memória do sofrimento dos excluídos. A todo o instante, é retomado o questionamento sobre como seguir a linha que liga arte e loucura, sem confirmar compromissos policiais e asilares com as instituições intoleráveis e repressivas de nossa cultura. / This thesis intends to undertake an exercise of perspective between the fields of art and madness. Focusing on what is heterogeneous, stranger, other respect to ourselves and our culture, it puts forward the question about what can madness reveal about art and the history of art, and what can art tell us about madness. This thesis also asks about the potential of anthropology on relating to both art and madness: how can ethnography and an anthropological attitude constitute themselves as a paradigm to art criticism and to the theory of art? Departing from the ethnographic immersion into a universe of reclusion where art and madness meet – the creativity workshop of a psychiatric hospital -, this dissertation investigates the potentialities of anthropology and ethnography in face of madness, its works and processes. An “ethnographic turn” in contemporary art is, then, discussed, as well as an “ethnographic turn”, yet to accomplish, in art criticism, figuring it as intensive experience, immersion and process of creation. How to transform these experiences into a paradigm not just to think the arts of the others (“outsider arts”), but also to think other kinds of art, different possibilities and alternative concepts of art? Departing from several different ways by which the quest and the contact with alterity and otherness were made in the visual arts, the thesis approaches the art of the insane. Along this path, different artistic and philosophical references are mobilized such as Surrealism, Jean Dubuffet, Arnulf Rainer, Bispo do Rosário, Michel Foucault, among others. In this exercise, the political aspects regarding the process of exclusion of social actors categorized as mad are never out of sight. The act of writing was assumed as an ethical task before the necessity of remembering the suffering inflicted to the mad by society. The text constantly reiterates the questioning about how to follow the path that connects art and madness without confirming compromises with intolerable and repressive institutions of our culture.

Educational and mental health intervention methods for refugee children integrating in the Nordic mainstream education : A Systematic Literature Review

BACKGROUND Good mental health makes integration and participation easier. Many refugees have a great deal of resilience and it is important to maintain it and where possible to strengthen it. How much psychological complaints and disorders occur is partly dependent on having (prospect of) work, education or other forms of participation in society, experiencing social support, and having a social network (with family and /or close friends). AIM The aim of this literature review is to explore evidence-based intervention methods that can support refugee children to integrate into the school environment of the resettlement country.  METHOD In this systematic literature review, information was collected on a database for empirical studies and analyzed so as to discover efficient interventions for refugee children who just arrived in a Nordic country to help them integrate in mainstream schools. RESULTS For children, cohesion and support within the family are of great concern. In addition, prevention, recognition and receiving good care are crucial. The review discusses educational progress and social inclusion and how these can be improved for refugee children at a mainstream school. CONCLUSION The school takes on a very important role in the life of the refugee child. It is a strong protective factor and therefore life changing for the child and his/her family. This systematic literature review shows what kind of information is already produced and collected by researchers around the world. It can give an insight into the life of a refugee child and how they experience inclusion.

Affective Waiting: Experiences of Family Reunification in Sweden

Family reunification is a unique research field currently impacted by shifting policies andattitudes on integration. In Sweden, family connections constitute the largest immigrationcategory, yet the wait for family reunification has not yet been examined within academia.Thus, the aim of this thesis is to explore former asylum seekers’ experiences of waiting forfamily reunification in Sweden. Taking place at all stages of the migratory process, elementswithin waiting include time perception, power relations, expectations, future, hope,uncertainty and activity. Forming the theoretical framework of this thesis, six semi-structuredinterviews with former asylum seekers from Syria are analyzed in relation to waiting andmigration. The findings suggest that waiting stretches across legal statuses and entailsdifferent perceptions of time, differing from the linear bureaucratic model provided by theSwedish Migration Agency. Family reunification is the future goal of the informants’ wait,asylum being a temporal marker on the way there. The wait encompasses a power relation inwhich several actors in Sweden and abroad affect expectations, outcome and duration of thewait. Uncertainty in terms of duration and outcome affect informants’ well-being negatively.With distrust in the procedures of the Swedish Migration Agency, the process is experiencedas unjust, especially when others receive decisions ahead of time. While passivity constitutesparts of the wait, activity in terms of physical action such as going to work and mentalmonitoring of one’s case are present. Finally, waiting for family reunification is a highlyaffective form of waiting entailing emotions and care, influencing the relation to the family inwaiting abroad.

Betydelsen av en plan : En analys av integrationsarbete med ensamkommande barn / The meaning of a plan : An analysis of integration work with unaccompanied children

In 2015 a number of 35 000 unaccompanied children came to Sweden with hopes of having a brighter future and finding some sort of safety. There are many reasons as to why unaccompanied children seek asylum, escaping a war-town country, human trafficking and forced marriage are just a few to be named. It is common that these children carry traumatic experiences from their flight which needs to be taken care of, otherwise these children risk their health and wellbeing. With this study we aim to analyze how the guidelines regarding integration work from Malmö Stad respond to the children’s needs. To do this we have compared the guidelines with a mapping made by Socialstyrelsen (the National Board of Health and Welfare) as well as with previous research by scientific articles and by applying theories. The results show that the needs of unaccompanied children are complex, and that it is challenging to provide what is needed. For one to establish themselves in a new country, it takes a lot of different elements of the integration work that are all depending on one another. If one element isn’t fulfilled the other elements are at risk of enabling the integration process. Malmö Stads guidelines have many important elements in mind and it clearly shows that they care for the wellbeing of unaccompanied children. By applying theories the analysis gained a critical perspective of the guidelines and the actual work practice. A well worded plan regarding integration brings awareness regarding the needs of unaccompanied children, that later will spread throughout the operation and society as a whole.

This paper analyzed how living undocumented can be understood in a Swedish, political context. The study was examined through three semi structured interviews with Afghan citizens who came to Sweden during 2015 as unaccompanied minors. The respondents have former lived undocumented in Sweden after having gone through an asylum process resulting in rejection in all instances. The material from the interviews was analyzed through a theoretical perspective on everyday resistance based on James C. Scott’s theoretical framework on the subject. The conclusion of the study showed that living undocumented can be seen as a form of resistance that can be understood as a social and relational phenomenon connected to the concepts of dignity in relation to places and understanding and the ideology of hope.

Assessment of policies affecting refugees' and asylum seekers' children to access primary schools in democratic South Africa

Masters in Public Administration - MPA / The study assesses the application of policies on the right of refugees and asylum seekers with regard to the education of their children, and the many challenges impeding this right. Fundamental changes in the legal framework protecting the right to education of the children of refugees and asylum seekers have been in place since 1994, when South Africa became a democratic state. The principles of international treaties recognising the rights of children were incorporated into the Constitution of South Africa of 1996, demonstrating South Africa’s commitment to the protection of children’s rights. However, studies have suggested that, refugees’ and asylum seekers’ children have been discriminated against in terms of access to education, despite the legislative framework which provides for equal and inclusive education in South Africa. Access to education for migrant children in South Africa is invariably met with challenges which constitute a violation of the Constitution and international law. This study assessed policies and practices affecting refugees’ and asylum seekers’ children to access primary schools in a democratic South Africa. The researcher argues that access to education for refugees and asylum seeker’s children must be guided by the social justice principle of “every child deserves an education”, regardless of the legality of their parents in South Africa. Failure to afford them the opportunity to study is a violation of the Constitution and international law. The study used semi-structured interviews based on a questionnaire. Participants included parents who were refugees or asylum seekers, schools’ principals, and officials from Scalabrini Centre and the Western Cape Education Department (WCED). The data collected from respondents was presented, discussed and analyzed through a thematic analysis approach. From data collected, it was possible to identify the barriers preventing refugees’ and asylum seeker’s children from accessing education. Some of the barriers were generated from gaps in migration policy, ineffective policy implementation, poor documentation and various institutional challenges. Based on the study findings, it is recommended that South African lawmakers formulate policies that speak to the needs of the refugee child and amend the current migration policy to make it more reasonable and accommodative with regard to meeting the needs of migrants’ children in general, and refugee’ and asylum seekers’ children in particular. This would enable South Africa to uphold the constitutional values and its international obligations in relation to the promotion and protection of the right to education for all children.

Temporära migrationslösningar och mänskliga rättigheter : En kritisk granskning av EU:s flyktingpolitik

This study analyzes whether the EU's migration agreement with Turkey and negotiations on a agreement with Libya correspond with the requirements that can be imposed on the EU in regards to respect the rights of refugees. The purpose of this thesis is to provide a critical approach of EU's agreements with these two countries, from a legal and moral perspective. The study contains the central protections for refugees and asylum seekers in international law and European Union law. The moral perspective consists of an independent notion defining the respect for human dignity with regarding perceptions of Elena Namli and Seyla Benhabib. This study shows that EU's agreement with Turkey and negotiations on a agreement with Libya means displacing of EU's responsibility to ensure the protection of refugees. From the agreements it may be concluded that EU’s refugee policy prioritizes security issues over respect for human dignity.

Drawing on the research object of migration, mostly focused on the inclusion of asylum seekers in the European Union (EU hereinafter), this Master thesis aims at measuring the attractiveness/unattractiveness of EU countries on welcoming asylum seekers in. The method used, is then, the comparison of Portugal and Spain, two similar countries, but with quite different outcomes. Furthermore, this work suggests that external factors are on the scope of forced migration, so issues as choice on the destination country, migrant networks, previous knowledge and the integration policies make a country attractive or not. The final results bring to light the interesting findings that asylum seekers coming legally to Portugal would rather live illegal anywhere else. Moreover, even though Spain appears as a relatively more "successful" country on attracting asylum applications, it also shares the same push factors as Portugal.

The contribution of social workers in promoting socio-economic equalities of asylum seekers and refugees in Pretoria central

Globalisation has contributed to people migrating across national borders for different reasons, including economic hardships, political and social oppression, geographic and social factors (Triegaardt, 2009:1). Africans who seek refuge, asylum or an opportunity to improve their economic prospects and life within the borders of South Africa, face xenophobic attacks by black South African citizens, subjecting them to different forms and degrees of prejudice and discrimination (Adjai & Lazaridis, 2013:192). Rising inequality stifle economic growth, create poverty traps, wastes human potential and generate fertile ground for political and civil unrest, instability and heightened human insecurity (United Nations Department of Economic and Social Affairs [UN DESA], 2013:22). The goal of the study was to explore the contribution of social workers in promoting socio-economic equalities for asylum seekers and refugees in Pretoria Central. The study utilised the qualitative research approach; it was exploratory and applied and made use of the instrumental case study design. The study adopted the non-probability sampling method, namely, purposive sampling to select eight social work participants from four Non-governmental Organisations (NGOs) located in Pretoria Central. Data was collected by means of semi-structured one-on-one interviews. Findings show that the exclusion of asylum seekers and refugees starts with their struggle to secure documentation that give them access to jobs, education and other opportunities. Furthermore, in rendering services to asylum seekers and refugees, social workers mainly focus on material assistance, safe accommodation, statutory intervention and psycho-social support and lack a developmental approach with a focusing on integrated social and economic development. Findings also reveal that social workers collaborate with critical government departments and organisations, but not in a partnership that unites stakeholders to facilitate the promotion of socio-economic equalities for asylum seekers and refugees’ socio-economic rights. The study concludes that the focus on traditional remedial practice, poor networking, inadequate coordination of interventions between government and NGOs and lack of representation at the level of policy advocacy and policy making, contribute negatively to social workers’ efforts to promote socio-economic equalities for asylum seekers and refugees.
