Hur miljöinriktad är avfallshanteringen? : En studie om hur sex kommuner avser att uppnå miljömålen med sina avfallsplaner

Denna rapport presenterar resultatet av en jämförande studie av sex kommunala avfallsplaner. Studierna har gällt hur kommunerna tagit hänsyn till miljömålen i sina avfallsplaner och hur den beskrivna avfallshanteringen fungerar ur ett miljöperspektiv. Avfallsplaner från kommunerna Borås, Göteborgsregionen, Helsingborg, Kristinehamn, Varberg/Falkenberg och Ängelholm har studerats. De studerade faktorerna är: Avfallsplanens mål Nulägesbeskrivning - avfallshantering och insamlingssystem (för villor och flerbostadshus) Hur avfallsplanen överensstämmer med EU:s avfallshierarki Ovanstående faktorer har studerats med avseende på EU:s avfallshierarki, aktuella miljömål, lagkrav samt förordningar och föreskrifter gällande avfallshantering. Detta ligger till grund för bedömningen av hur miljöinriktad avfallshanteringen är. Kommunerna har alltså även studerats med avseende på hur de uppnår miljömål och föreskrifter gällande avfallshanteringen i sina avfallsplaner. Resultatet har sammanställts i en tabell, där likheter och skillnader beskrivs. Resultatet visar att det finns skillnader i hur miljöinriktad kommunernas avfallshantering är, vad det gäller insamlingssystem, behandlingsmetoder och hur de uppnår miljömålen. Studier tyder på att flerfackskärl är det bästa insamlingssystemet, vad gäller avfallsmängder och sorteringsgrad. Hur man behandlar avfallet är en bidragande faktor för att uppnå miljömålet "God bebyggd miljö", att ta hand om uppkommet matavfall genom biologisk behandling är nödvändigt för att uppnå delmålet till miljökvalitetsmålet "God bebyggd miljö". Hur stor betydelse miljökvalitetsmålen har i den kommunala avfallsplanen varierar. Hälften av kommunerna tycks inte ha tagit tillräckligt hänsyn till miljömålen när de skrivit sin avfallsplan, då endast hälften av de studerade avfallsplanerna uppnår delmålet till "God bebyggd miljö", som värnar om ökad utsortering av matavfall och behandling genom biologisk behandling. Det övergripande målet med Sveriges miljömål är att miljöproblemen till stor del ska vara lösta till nästa generation. Miljökvalitetsmålen bör därför prioriteras i samtliga kommunala avfallsplaner. / This report presents a comparative study of municipal waste management plans. Six waste management plans from different municipalities in Sweden have been studied and compared. The comparison of waste management plans have been made according to how the municipal waste treatment works from an environmental perspective. The comparison of the waste management plans has been compiled in a table to make it easier to discern differences and similarities. The points that have been studied in the municipal waste management plans are; Waste plan's objectives Description of current situation - waste management and collection system (for houses and apartment buildings How the waste management plan complies with the European Union’s approach to waste management. The factors listed above have been studied regarding to EU's waste hierarchy, rules and regulations regarding waste management and the current environmental goals. This is the basis for assessing how waste management works in a environmental perspective. How the municipalities achieve environmental goals and regulations regarding waste management have also been studied. The results shows that there are differences regarding collection systems and treatment methods within the different municipalities. Treatment methods of wastes is a contributing factor to achieve the environmental goal "A good urban environment". Biological treatment of food wastes is necessary to achieve the environmental goal "A good urban environment". Of the six municipalities who are studied, it shows that only three municipalities have collections of food wastes for their households. This means that only three of the municipalities achieve the environmental objectives regarding increased recycling of food wastes.

Gränser i tid och rum : En analys av de händelser och gränser som kan ses i osteologiskt material från Buttle Änge

The purpose of this paper is to see what new information can be added to the growing knowledge of the site Buttle Änge by analysing the osteological materials that have been found in proximity to picture stones (trench 4) and the inlying cairn (trench 12) in 2013. This area has been used in varying ways for a very long time, on the site graves from the late Vendel Period and early Viking Age have been dated in addition to this large amounts of ceramic shards and slag indicate that at some point melting and pottery had been performed on the site. The focus of this analysis has mainly been on identifying the activities that can be seen in the osteological materials and to arrange them in a chronological order. The methods implemented have been used to see MNI, what species are represented, age at time of death, degree of fragmentation, how hard the cremated bones are burned and in the case of non-cremated bones from cow, sheep, goat and pig what part of the body is represented. The results of this analysis showed that on the north-eastern side of trench 4 was a concentration of bone that indicate animal slaughter. On the south-western end of the trench a cremated human could be identified, this individual was lying next to a previously identified grave with an identical level of cremation. The graves and the slaughter site were clearly separated. In trench 12 the analysis of the cremated bones indicated the presence of two more individuals than what was previously recorded, this was based on the difference in age and level of cremation on the fragments used in the ageing of the dead. In the cairn non-cremated bones were found, in one of the bigger deposits the remains of a human foetus were found. This foetus had likely died soon before or after birth, why it was placed in the cairn is unknown but it is not the only case. The results show that this place has been used in varying ways and that the previous use of the site as a burial ground was likely taken into consideration as long as the memory of it lasted in the local community.

Livsmedels påverkan på kadmium i biogödsel - kan konflikten mellan miljömålen Giftfri miljö och God bebyggd miljö lösas?

In 2013 the Swedish Environmental Protection Agency established new suggested limits for cadmium in biofertilizer. Some biogas producers have already stated that they will have difficulty to cope with the new suggested limits. This has started a conflict between the environmental goals “Giftfri miljö” and “God bebyggd miljö”. In this study six biogas plants has been studied to see how their biofertilizer relate to the suggested limits. They were selected according to their location and the size of their foodstuff substrate. The results demonstrate that the problem is associated with high cadmium concentrations in imported foodstuffs. By influencing the Public Procurement Act, Swedish foodstuff could be favored and the cadmium content decreases in the biofertilizer. The result demonstrates that Linköping is the facility that is least able to cope with the suggested limits and Helsingborg is the facility that has the best potential. The main conclusion of this study is that EU must work together to achieve the goals that the Swedish Environmental Protection Agency wants to achieve. If EU is working together to improve the Public Procurement Act, stricter limits for cadmium concentration in foodstuffs may be established and thus the cadmium concentration in foodstuff would be reduced.

Undersökning av möjligheter att minskadeponiavfall från byggarbetsplatser ur miljöperspektiv / Investigation of possibilities to minimize landfill waste fromconstruction sites from an environmental point of view

Syfte: Trots förbättring står byggbranschen i dag fortfarande för en stor del av det avfallsom uppstår i städer över hela världen. Företagen börjar bli medvetna om avfallet deskapar men stora satsningar inom området är fortfarande sällsynta. Syftet med detta arbete är att reda ut problemet deponiavfall från snickararbeten och att komma fram till varför och från vilka arbetsmetoder och moment detta uppstår. Att undersöka vad som kan motivera företag att välja mer miljövänliga metoder, samt vilka olika lösningar och metoder för avfallsminskning som skulle kunna utnyttjas. Metod: Efter en litteraturstudie, för att överblicka problemet och förslag till lösningar, har ett strategiskt urval av byggföretag undersökts med hjälp av intervjuer och dokumentstudier. Undersökningen kan ses som en pilotstudie för att klargöra kunskapsläget i ett svenskt sammanhang, som utgångspunkt för ytterligare forskning och innovation. Resultat: Undersökningen visar att ekonomiska ställningstaganden fortfarande styrföretagens val av material och metoder om inte speciella krav har satts upp. Problemet tar sig olika uttryck i olika företagsnivåer. Det finns på ledningsnivå en stark ambitionför miljöarbete, men man behöver antingen förbud eller starka incitament för att förbättra och effektivisera materialanvändning och avfallshantering. På lokal- och projektnivå finns en stor variation i hanteringen. Potentialen ligger till stor del hos den mänskliga faktorn, då disciplin och noggrannhet vid sortering och kapning av material kan minska avfallet avsevärt. Varje projekt har olika förutsättningar och det är därför viktigt att planera varje del av arbetet noga. Mer forskning behövs också vad gäller de ekonomiska aspekterna för återanvändning av avfall i produktionen av nytt material,vilket skulle ändra villkoren för avfallshanteringen. Konsekvenser: Byggbranschen har överlag bra översikt över problemet, men för att företagen ska bli intresserade av att satsa på detta behövs vidare forskning om hur återanvändning av material och miljövänliga metoder skulle kunna bli mer ekonomiskt hållbara. Ytterligare studier rekommenderas också om hur planering och noggrannhet på arbetsplatsen kan förbättras. Begränsningar: Studien gäller inte för industribyggnader med speciella konstruktionskrav och tar heller inte upp avfall från mark- och installationsarbeten. / Purpose: Although improvements have been made, the construction business is still responsible for a big part of the world’s waste and landfill materials. The companies are getting more aware of the waste they create, but extreme measures and bigger investments within the subject are still rare. The purpose of this thesis is to identify the amount of landfill generated from construction work and connect it to the tasks and methods used. This is to then investigate in what would motivate the companies to choose more environmental methods as well as what different solutions could be used to minimize waste and landfill materials. Method: The main investigation method in this project are interviews, but analyses of different documents are also made. Literature studies have also been made in order to get a better understanding of the subject as well as finding new, innovative techniques. Findings: The study shows that the economic aspects still controls the companies’ choice of materials and working methods if no special requirements are set. A lot of problems lie with the human factor, where discipline and precision when sorting and cutting materials are crucial to minimizing the waste generated at a project. Every project has its own conditions and good planning for all things is therefore essential, since no project is like the other. Another research area worth looking in to is the possibility to reuse some of the waste material in the production of new construction elements. Implications: The construction business have a good view of the problems and are well aware of the waste material they generate, but more research in how environmental methods and how to reuse and recycle materials into production can be used without economical drawbacks need to be made in order to motivate the companies to choose them. Additional studies in how planning and precision at the construction site can be improved are also recommended. Limitations: These findings don’t apply to construction projects for industrialbuildings, nor do they cover the waste and landfill materials generated by foundation and installation work.

<p>Women and environment; two subjects that are connected.The environment is destroyed constantly and women often take initiatives to environmental work. To be able to take initiatives women must known about the phenomenon, especially about the household waste. This study was carried out in Kocasinan municipality in Kayseri in Turkey in order to examine the women's attitudes to householde-source separation and in order to find out the women's knowledge about the impact the waste had on the environment. The result showed that a majority of women had a positive attitude towards recycling of the household waste. The women did not think that they had got any information from the municipality or from the authorities about how and why they should sort the household waste and what happened with the waste after that they thrown out it. The result shows that an introduction of a source separation system would not function unless women first are aware of the problem. Environment improvements can only be achieved if women become enlightened about how the household waste influences environment, their own health and their children's health.</p> / <p> </p><p>Kvinnor och miljö; två subjekt som går hand i hand. Maskkompostering för behandling av organiskt avfall / Vermicomposting as treatment for organic waste

Bristen på högvärdigt gödsel är i många låg- och medelinkomstländer betydande då mineralgödsel är kostsamt och svårt att transportera. Material att tillverka biogödsel av finns det dock gott om i form av mat- och trädgårdsavfall samt animaliskt och mänskligt avfall. Dessa material är rika på essentiella växtnäringsämnen som kväve och fosfor. Utmaningen vid användning av dessa material är att de ofta innehåller höga halter av smittförande mikroorganismer vilka är skadliga för både människor och djur. Ska dessa material användas som biogödsel är det viktigt att de patogena mikroorganismerna inaktiverats så att smittor inte sprids i miljön och till livsmedel.Denna studie jämförde tre maskkomposter med tre mesofila komposter med avseende på inaktivering av mikroorganismer samt produktion av ett högvärdigt biogödsel som slutprodukt. Projektet pågick i 77 dagar och indikatororganismerna, bakterierna Salmonella Typhimurium och Enterococcus faecalis samt bakteriofagerna ΦX och 28B, studerades med jämna mellanrum under projektet. Kemisk analys av näringsämnen gjordes vid uppstart och vid avslutande av experimentet. De näringsämnen som studerades var ammoniak, nitrat, total-kväve, fosfat och total-fosfor.De resultat som framkom under experimentet var att varken mask- eller kontrollkomposten hade uppnått ett moget och hygieniserat material under de 77 dagar som experimentet pågick. Detta beror delvis på att flertalet av maskarna vid två tillfällen dog av höga ammoniakhalter och torka, vilket vittnar om maskarnas känslighet och svårigheterna med småskalig maskkompostering. För båda behandlingarna skulle mer tid ha behövts då inget material ansågs stabiliserat och moget. Sal. Typhimurium och bakteriofag ΦX sjönk betydligt i båda komposterna. För Ent. faecalis var kontrollkomposten den effektivare behandlingen. Bakteriofag 28B var den starkaste överlevaren i båda komposterna. I båda behandlingarna gick över 90 % av den ursprungliga ammoniaken förlorad. För totalkväve och totalfosfor fanns det en skillnad mellan behandlingarna och kontrollkomposten visade sig innehålla högre halter av dessa ämnen. För resterande ämnen fanns ingen skillnad mellan de olika behandlingarna. / The lack of high standard fertilizers is considerable in many low and medium income countries. The mineral fertilizers are expensive to buy and difficult to transport. Bio-fertilizer material exists in large quantities: e.g. food left-overs, garden waste, manure and feces. These materials are rich in phosphor and nitrogen and other vital plant nutrients. These materials, however, often contain large amounts of pathogenic microorganisms harmful to both humans and animals. If the material is to be used as bio-fertilizers it is crucial that all pathogenic microorganisms are inactivated in order to prevent the spreading of infectious diseases.In this study the efficacy of vermicomposting was compared to mesophilic composting in regards to pathogen inactivation. The main study objectives where to investigate the ability of the composts to inactivate four different indicator organisms, and to determine the composts fertilizer value. The indicator organisms studied where the bacteria Salmonella Typhimurium and Enterococcus faecalis and the bacteriophages ΦX174 and 28B. A chemical analysis of the compost material was done in the beginning and in the end of the experiment. The substances analyzed were ammonium, nitrate, total nitrogen, phosphate and total phosphorus. The experiment lasted for 77 days in total.The result from the study suggests that neither the vermicompost nor the control compost achieved a material that was mature and free of pathogen microorganisms by the 77th day of the experiment. The results can partly be explained by worms dying due to high ammonium levels and dried out material. This shows that worms are extremely sensitive and that small scale vermicomposting is hard to manage. An extended time line for the study is needed to achieve a completely mature material. S. Typhimurium and bacteriophage ΦX174 decreased substantially with both treatments in the study material. There was a significant difference between the two composts regarding the inactivation of E. faecalis, the control compost showed to be more effective in this aspect. Bacteriophage 28B was the strongest survivor in both of the different composts. Both the vermicompost and the control compost lost over 90 % of the original ammonium. For total nitrogen and total phosphorous the control compost had the highest values.For the rest of the controlled substances no difference between the treatments could be observed. / Urban and peri-urban animal farming

En effektivare källsortering för bättre materialutnyttjande - en behovsanalys

The waste fractions offered to households in Sweden differ depending on where you live. The responsibility for the waste are grounded by the Swedish law where the municipality are responsible for the collection of household waste and FTI are responsible for collecting all packages and papers that the households sorts out. A new waste regulation is under consideration where the responsibility for the household waste may change. The bulky waste from households is collected at recycling centers where the households leave it in different containers for different fractions. These recycling centers are formed different and the fractions offered in them also differ depending on in what municipality they are located. The reason for the difference seems to depend on the opportunity to recycle the fraction and cross-border cooperation does not seem to exist in any larger scale. The waste fraction offered as FNI also differ depending on municipality where some are offering different fractions while other only offers compostable and combustible waste fractions. The municipality has reached different levels on their work towards better waste management according to the waste stair where reuse and recycling are preferred before another disposal. This often lead to energy recycling of the waste where over half of the Swedish treated waste end up. Materials that are often transported to energy recycling are textiles and thermosetting plastic where the plastic can be and are recycled in about 20 municipalities. The authorities and some companies are investigating the possibility to recycle textiles and they have found a way to recycle cotton fibres but in order to build a factory for that there need to collect larger volumes than are collected today. I will investigate if there is a need for more fractions than those offered to the households today.
