The spoken and the written word : stylistic creation in Black broadcasting.

In this investigation an attempt is made to show that in the world of radio communications in South Africa the oral mode of expression or radio oralism is manifestly more valued than the literate mode. The study deals with three basic issues: firstly, the new electronic culture which, to a large extent, depends on the spoken word, secondly, the significance of the spoken word that new mass media has developed; and, thirdly, what is likely to happen in broadcasting as a whole in South Africa, where the new oralism already had a decisive impact. The study explores the structure of the oral poetic language of radio grammar by examining black announcers' language usage. The thesis focuses on the individual announcer, her or his repertoure of repetitions and styles, and the quality of her or his practice of the traditional artistic expressions. It explores why one phrase is used and not another; it examines the many forms of repetition, their meanings, sounds, and the sound patterns formed by what precedes and follows them. starting with the individual announcer, the study worked outwards to the group to which she/he belongs, namely to other announcers who have influenced him or her and then to South African black society as a whole. The language of black South African radio announcers is in many respects stylised and ordered. In their creations, these announcers have incorporated praise names, geneologies and formulas which show their reliance both on the more specialized bardic repertoire and on the wider Izibongo tradition. At the end of this study, four things are noted: 1. The meaning of word in radio is controlled by what Goody and Watt (1968:28) call 'direct semantic ratification', that is by the real-life situations in which the word is used here and now. Words acquire their meanings only from their insistent actual habits - these include gestures, vocal inflections, and the entire human existential setting in which real, spoken words always occur. / Thesis (Ph.D.)-University of Natal, Durban, 1993.

Sustained Competitive Advantage of News Organisations: Research on the Human Resource Management on Taiwan’s Media Groups.

This research aims to investigate the extent to which media organisations in Taiwan apply human resource management strategies and policies to sustain their competitive advantage in a threatening environment. This study argues that human capital is the most valuable resource of media companies. As long as the human resource is optimally allocated and managed, it can facilitate media companies to outperform their competitors, and thus, enable media companies to achieve sustained competitive advantage. The first stage of this research analyses the Taiwanese media industry from a broad perspective. During the development of Taiwan’s media industry, the government and political parties played important roles. The key factors involved in the changes in the environment are examined from political, economic, social, and technological points of view. In addition, this research analyses the human resource management practices adopted by the two leading media groups in Taiwan. One of the groups is the United Daily News group, an old established media company with its interest in newspapers, and a newly established Eastern Broadcasting Corporation (EBC) group which is a multi-media company. Qualitative research approach was adopted as the framework for this research and also to explore and understand the links between specific human resource management indicators and media organisations’ sustained competitive advantage. Two Taiwanese media groups were selected as case studies. The case study approach involved in-depth interviews conducted with management staff and non-management staff, in order to understand the two companies’ human resource management policies and practices. Connecting the study as a whole, there are three important findings: (1) The deregulation which began from the late 1980s has transformed the Taiwanese media industry from a party-state domination to a fiercely competitive marketplace. (2) Consequently, Taiwanese news organisations have shown a greater propensity to pursue commercial performance. As such, in addition to journalists, advertising sales personnel were included in the talent pool by news organisations. (3) The view of human resources as a pool of capital implies a change in the perception of costs in media companies’ human resource management practices. HRM is practised by the two companies in different degree. Taiwanese media companies should pay attention to the different characteristics of their core workers, and maintain their core workers to convey their organisational culture, and achieve their companies’ SCA. In Taiwan, the HRM function had been ignored for a long time due to decades of regulation on new competitors. However, when the media proprietors spent a majority of their capital on the payroll and emphasized that ‘human capital’ is their most important asset, to some extent, Taiwanese media companies perceived HRM as a means to achieve their companies’ SCA. In this regard, Taiwanese media companies should make more effort to develop and nurture the HRM practices and policies which are suitable for the organisation’s unique culture, in improving the outcomes of their human resource investment and in turn providing sustained competitive advantage.

Whither state, private or public service broadcasting? : an analysis of the construction of news on ZBC TV during the 2002 presidential election campaign in Zimbabwe

The study sets out to examine the television coverage of the 2002 presidential campaign in Zimbabwe by examining the extent to which the Zimbabwe Broadcasting Corporation fulfilled the mandate of public service broadcasting. The primary objective of this study is to assess how ZBC television newscasts mediated pluralistic politics in the coverage of the country's presidential election campaign, in line with the normative public sphere principles. The thesis comprises seven chapters organized, first, with an introductory chapter, which provides the general background of the study. The chapter offers the rationale for the focus on TV rather than other media fomls . There are two theoretical and contextual chapters in which the use of both qualitative and quantitative methods is explained and findings are presented. Finally, the conclusion offers recommendations about the form broadcasting might take to fulfil a public service mandate and these include the strengthening of the public service broadcasting model along normative public sphere principles. Exploring new terrain - tackling a tri-media approach to the 1999 election: an analysis of online coverage of elections by media organisations in their respective countries and recommendations for multi-platform publishing within the South African Broadcasting Corporation to cover the national election

This study attempts to analyse the way foreign media organisations have used the Internet to inform, educate and mobilise citizens for participation in their national election. These foreign experiences provide a framework with which to analyse the implications for the SABC as a public broadcaster of the next elections in South Africa. The research was informed by theories of media and democracy. One of the most powerful features of the new technology is its technical ability to facilitate an interactive flow of information. This research examines the concept of cyberdemocracy and the implications for the SABC, especially as it is planning on launching an online election strategy. The democratic roles of journalism and the implications for the SABC are also discussed. As a public service broadcaster, the SABC is bound to educate, inform, and mobilise voters for participation, build community and national identity and scrutinise the poll in the interests of transparency, accountability and fair play. International journalists are advocating a new type of journalism, called public or civic journalism, which combines these roles. This research draws primarily on qualitative research methods, using a case study methodology. It draws upon direct observation and interview methodology in the fieldwork. However, it also uses some quantitative methods in the analysis of the websites and the SABC research.Finally, the research analyses the situation at the SABC and provides recommendations for the election website within this context.

This thesis examines the aesthetic of ballets adapted for BBC Television by producer Margaret Dale, beginning with her entrance to the BBC's training program in 1955 and culminating with her commissioned work Houseparty, which aired in 1964. A historical and organizational framework is discussed regarding the BBC's cultural mission and view of arts programming, as well as general developmental milestones in programming contextualizing Dale's working conditions. Particular focus is placed upon the appropriation of Romantic narrative ballets and their significance in reinforcing an aristocratic and culturally divisive structure in the arts. Textual analyses consider issues of restaging, camera placement, and lighting, as well as television's intimacy and relationship to characterization in ballet narratives.

Multilingualism, localism and the nation : identity politics in the Zimbabwe Braodcasting Corporation

This study examines the mediation of multilingualism, localism and the nation in the Zimbabwe Broadcasting Corporation, henceforth, ZBC as the local content and multilingual broadcasting policies subsumed in the Broadcasting Services Act (2001) and the Broadcasting Services Amendment Act (2007) respectively translated into radio and television programming. This purpose is pursued by analysing the language choices and practices on the ZBC radio and television stations and programming. This study is informed by an eclectic approach within the critical theory tradition and therefore it disapproves the domination, marginalisation and exclusion of the indigenous African languages in the ZBC as a public sphere. Against this backdrop, the study envisages the promotion of linguistic diversity and indigenous African languages in the ZBC broadcasting. Data for this study was gathered from the ZBC employees, academics and the ZBC audience using questionnaires, interviews, and focus group discussions. As the local content and multilingual broadcasting policies translated into ZBC programming, this study detected a hierarchical organisation of the languages spoken in Zimbabwe on the radio and television stations where English is the most dominant language, while Shona and Ndebele dominate the minority languages, Shona dominates Ndebele and the supremacy of the Zezuru dialect in the Shona language is easily felt. This is a confirmation of the fragility of Zimbabwean linguistic nationalism in the ZBC which is convoluted by the ideological and political nature of the media, electronic colonisation, the political economy of broadcasting, the transformation of the ZBC public sphere by the market and state interests, the influence of the global media firms, and the relentless hegemony of the western countries in the world system. This study established that broadcasting in indigenous African languages is obligatory if the informative, communicative and symbolic functions of the public service broadcasting are to be achieved. However, this study contends that it is remarkably insufficient for linguists to minimally identify, lament and deplore the marginalisation and exclusion of the indigenous African languages in the ZBC without taking into account the economic, political and technological factors which contribute to the marginalisation and exclusion of these languages in the ZBC broadcasting in the context of the local content and multilingual broadcasting policies. Therefore, this study implores scholars in the discipline of language studies to ameliorate their sophistication by espousing a multidisciplinary approach to the study of language if they are to make meaningful arguments which can influence meaningful language policy outcomes instead of parroting. / African Languages / D. Gender and equality : male broadcasters' perceptions of gender-based affirmative action at the SABC KwaZulu-Natal.

The end of apartheid in South Africa in 1994 brought with it the task of redressing past discriminatory practices. The Employment Equity Act (No. 55 Of 1998) passed in 1998 stipulated that designated employers implement affirmative action in order to provide equal employment opportunities to all including the previously disadvantaged or designated groups who are primarily blacks, the disabled and women (Charlton and Niekerk, 1994:. xxii). Affirmative action is not something to be done for political expediency and fear of legislation alone. Shifting markets and consumer needs require demographic representation at all levels in the organization. Addressing the incredible shortage of available skills, compounded by the tendency not to grant equal employment to designated groups who already have skills, suggests the need for demographic considerations in terms of long-term employment needs. Bringing human resources up to world-class standards will mean addressing the deficiencies that have emanated from the apartheid system. This study focuses on the relationship between gender, equality and the concept of affirmative action. The purpose of this study is to investigate the perceptions of South African male broadcasters towards affirmative action especially where the policy is targeted towards women. Male broadcasters at SABC KwaZulu-Natal are used as case studies. South African Broadcasting Corporation (SABC) not only embraces affirmative action but also reports on it. Previous studies on affirmative action in media institutions tend to focus on women and thus this study uses men as case studies to make this area of research more complete. South African men are not a homogenous category. There are class, racial, religious, language, urban/rural, cultural and age lines of division among them (Nzimande and Sikhosana, 1996: 82). This being the case, the study investigates the different perceptions held by South African male broadcasters of different races concerning gender-based affirmative action. Issues discussed in this study include: • Understanding of the concept affirmative action • Need for the implementation of affirmative action • Perceptions ofmen towards work Men and power in organizations • Perceptions towards management • Perceptions towards female broadcasters • Perceived factors that hinder women from upward mobility • Possibilities for informal discrimination Studies on affirmative action have more frequently than not been examined in the context of feminist theories, for example, Susan Manhando's study (1994), 'Towards affirmative action: Issues of race, gender and equality at the SABC: Case studies of Natal women broadcasters' and Farhana Goga's (2000) 'Towards affirmative action issues of race and gender in media organizations: A study on South African media organizations,' to cite but two examples. This study moves beyond this rubric to include both patriarchy and masculinity theories as part of the theoretical framework upon which data analysis is interpreted and discussed. This dissertation interrogates the representation of SiSwati programming (a minority language) on SABC 1 It critically analyses the statutory provisions in place for language parity and utilises hegemony as the theoretical framework for understanding the concept of language parity in the South African broadcasting landscape. To the researcher’s knowledge, there is limited information pertaining to this particular research topic however, most of the previous literature refers to all eleven official languages and not SiSwati specifically. Hegemony, a strand of critical theory as developed by Antonio Gramsci, will serve as the theoretical base of this study. This study falls within the framework of qualitative research. An extensive literature study of various sources and a content analysis of the relevant legislative documents form the basis of the research. SABC TV is positioned in a highly competitive, multi-channel market environment with powerful social, political and economic forces to contend with, this makes it difficult for SABC TV to fulfil its mandate of treating all eleven official languages equitably, hence languages such as SiSwati are underrepresented on national television. Digital dilemmas: the Australian Broadcasting Corporation and interactive multimedia publishing, 1992 – 2002

From the 1990s onwards the Australian Broadcasting Corporation (ABC) adopted a range of interactive multimedia activities: CD-ROM, web publishing, datacasting and interactive television. Drawing on extensive primary research, this thesis explores why the ABC pursued an interactive multimedia program under a neo-liberal rationality and how online publishing in particular has impacted on its role as a public service broadcaster. Drawing on neo-Foucauldian governmentality theory and Scott Lash’s critique of information, the thesis examines how the ABC operates as a technology of government in the transition to an informational society. While it considers the ABC as a localised, specific form of public service broadcasting, many of the findings have importance for analysis within the broader field of state intervention in media markets. It demonstrates that networked interactive multimedia are a communications strategy appropriate to the governance of a globally implicated market-state during a period of informationalisation – characterised by increased symbolic flows, spatial and temporal compression, decontextualised and disorderly relations of information. Public service media will transition this period, characterised by rapid social change and institutional upheaval, where they can incorporate and exploit the informational relations that threaten to diminish their utility as governmental assemblage. It finds that while ABC executives used technological change to adapt to the enterprise focus of neo-liberal government, the corporation was simultaneously transformed by disorganisational influences pursuing an ethics of internetworking. Contrary to Lash’s ideal schema of institutional decline, disorganisation – embodied in the ad hoc, program-maker led push for internet access and publishing – can become a force for organisational renewal. This is observable in the development of ABC Online, a public access web service. The conclusion drawn from ABC Online’s emergence is that the era of digitalisation exposes the ABC as a mutable object, a flexible strategy of national communications governance. It is not exclusively tied to a technical system, such as radio or television, or a practice such as broadcasting. Interactive multimedia such as ABC Online may help the ABC to readdress its contradictory political rationale – the call to represent a coherent national identity in the face of infinite lived diversity – and play a new role in connecting and engaging its users.This thesis re-examines that role in light of Lash’s observations about the nature of informational power. It explores at length the response to a new self-governing, performative subject, the user of interactive multimedia technology. The user, unlike the audience, is visible, often vocal and social. She negotiates both the space of a multimedia object and dialogic interactions within that space. Her exemplary expertise may rival that of the ABC’s program-makers. This analysis indicates that in response to informational phenomena, the ABC has reconceived its space of government, its pedagogy and its production of citizenship in order to remain an effective expression of governmentality. An online ABC may act as a mediatory, contextualising strategy that helps users negotiate the construction and function of difference. It may also be altered by user knowledge. These relations are possible, although preliminary in this research, while the ABC remains wedded to the more disciplinary relations of broadcasting. The implication is that a digitally networked ABC should not be a self-enclosed institution. It is part of an informational network: a multi-sector innovation system. It should not be divorced from its public or the market except in its ethics of exchange. It is a technology that through its technocultural relations socialises, is shaped by and melds with its sometimes unruly user/citizens. It influences, is influenced by and is part of a volatile mediascape. The ABC is organisation and disorganisation, the rigidity of the one generating the other and then being reincorporated, in a cycle of institutional and industrial change.
