The new technological mediums of each era, such as the radio in the 1920s and 30s, television in the 1950s and 60s, and today’s Internet and social media platforms, allow presidential candidates the opportunity to control their messaging and the potential to reach a greater audience than ever before. Candidates today are increasingly using social media and the Internet as a vital campaign source for spreading information, raising money, and rallying voters. Whether social media will measure into offline votes and political influence is yet to be seen, but presidential candidates who quickly recognize the potential of the latest technologies and use the new mediums at their disposal will nonetheless reap the most benefits of political communication.

Urban voting behavior and campaign strategy: the 2013 Boston mayoral election

Although the topics of voting behavior and campaign strategy have vast amounts of political science literature, there is not much evidence that campaigns embrace theories of why people vote and how to get them to vote - especially at the local government level. This paper analyzes the urban voting behavior theory Kaufmann develops in The Urban Voter, Group Interest Theory, and combines with generally accepted methods of campaign strategy that produce the best outcomes. Applying this synthesis to the 2013 Boston mayoral election, the Group Interest framework does not seem to fully explain an open seat election in a rapidly changing Boston population. However, this framework does prove successful for the campaign strategies utilized in the preliminary election. Using archival research, personal interviews, and polling results, there is limited support for using the Group Interest framework and best campaign practices in being successful in an urban election.

Initially, I trace elements that characterize these practices, discussing the causes and implications of corrupt behavior to democracy, by reference to the international analysis and the main Brazilian studies on this topic. Next, we analyze the role of parliamentary committees of inquiry (PCI), highlighting its major challenges and critical discourse on corruption in the parliamentary arena and the relationship with the journalistic field. Based on material produced by the press and especially the Final Report prepared by the JPCI of the Post Office, which in 2005 and 2006 investigated famous scandal of the "monthly allowance", an elaborate analysis of the relationship between the Brazilian political system and corrupt practices highlighting the main points of discussion during the period of this scandal: the issue of campaign finance and the complex relationship between political parties, private and state companies, treated from the "valerioduct" and the debate on the formation and maintenance of parliamentary coalitions, approached through the "monthly allowance". In conclusion, it just draws attentions to some proposals for political reform, brought to the fore at the time of research and the need for parliamentary participation by civil society, conceived as mechanisms to combat corruption. / A pesquisa tem como objetivo compreender o fenômeno da corrupção política no Brasil. Inicialmente, traço os elementos que caracterizam essas práticas, discutindo as causas e consequências do comportamento corrupto para a democracia, tomando como referência as análises internacionais e os principais estudos brasileiros sobre o tema. Em seguida, analiso o papel das comissões parlamentares de inquérito (CPIs), ressaltando seus maiores desafios e críticas, os discursos sobre corrupção na arena parlamentar e a relação com o campo jornalístico. Partindo de matérias produzidas pela imprensa e, principalmente, do Relatório Final elaborado pela CPMI dos Correios, que investigou nos anos de 2005 e 2006 o famoso escândalo do “mensalão”, elaboro uma análise sobre a relação entre o sistema político brasileiro e as práticas de corrupção, destacando os principais pontos de discussão no período do referido escândalo: a questão do financiamento de campanha e a complexa relação entre partidos, empresas privadas e estatais, tratados a partir do “valerioduto” e o debate sobre a formação e manutenção das coalizões parlamentares, abordado através do “mensalão”. Na conclusão, chamo atenção para algumas propostas de reforma política, trazidas à tona no momento dos trabalhos de investigação parlamentar e a necessidade de participação por parte da sociedade civil, pensados como mecanismos para combater a corrupção.

Para avaliar o tema proposto, adotou-se uma trajetória na qual se avalia a nova ordem internacional, suas contradições e a forma como o Brasil acabou aderindo a seus princípios. Tal avaliação auxilia o posicionamento da mídia na atualidade e, junto à análise do discurso da campanha em estudo e à pesquisa de campo realizada em Bauru, onde foram aferidos seus acertos e equívocos, faz entender como tal campanha caminha na contramão da proposta do Programa Fome Zero. / Abstract: This dissertation aims at analyzing the Fome Zero Program media campaign broadcasted on television during the first semester of 2003 and the Program implementation in the city of Bauru, São Paulo. In order to assess the above mentioned theme, the strategy of analyzing the new international order, its contradictions and the way Brazil adhered to its principles was adopted. Essays on Applied Economics

Chapter 1. In the 1970s, competition policy in the United States banking sector changed from exempting competition to liberalization and deregulation. Competition not only plays an important role in allocational efficiency but it is also essential for long-term economic growth. This chapter develops a model of banking contributions to evaluate to what extent banks affect the level of competition in the banking sector, and tests the model's predictions using a novel detailed dataset which includes all contributions made by banks from 1993 to 2010 in the United States. Controlling for banks' characteristics, the results are consistent with the model's predictions and show show that a higher level of contributions increases the Lerner index (as a measure of competition) or in the other words, decreases the level of competition. Chapter 2. This chapter provides the first empirical evidence that market structure affects the electoral power of firms as special interest groups. Firms not only affect the election outcomes by making contributions to their preferred candidates, they also enforce social norms among their members by encouraging them to vote for the candidate with the most closely-aligned interests. This chapter uses a linear probability model to analyze 574 open-seat races for the House of Representatives in the United States between 1990 and 2014. The results show that, even when controlling for the total value of contributions made to a candidate, political donations made by firms with high market power have a positive effect on the candidates' probability of winning. The findings are consistent with the idea from collective action theory that concentrated industries are more likely to behave as an organized interest group to advance their interests. Chapter 3. Ethnic heterogeneity is an important factor in the formation of human sexual network and the prevalence of STDs. Racial and ethnic ties create closed social networks with rigid in-group boundaries and hampers the intra-group dissemination of information. Slow information flow among groups facilitates the spread of STDs by encouraging individuals to ethnically diversify their sexual partners in order to lower the chance of getting caught cheating. Analyzing a cross-province sample of 39,830 sexually active adults driven from the 2013-2014 Canadian Community Health Survey, we find that individuals who live in a highly ethnically diversified neighbourhood are more susceptible to STDs compared to ones who live in a ethnically homogenous neighbourhood. Evidence from several robustness checks suggests that the relationship is causal.

Contribuições de campanha afetam decisões públicas ou a atuação pós-eleitoral de atores políticos? Cientistas Políticos debruçam-se sobre esta questão há bastante tempo. No entanto, as respostas obtidas foram sempre ambíguas. Argumenta-se aqui que esta ambigüidade é em parte resultado de dificuldades metodológicas, muitas vezes malendereçadas, enfrentadas pelos analistas, como os problemas relativos a simultaneidade, a variáveis omitidas, geralmente não-observáveis, e ao estabelecimento do contrafatual adequado. Neste trabalho procuraremos contornar estes problemas através da utilização do método quase-experimental de regressão descontínua. Especificamente, iremos examinar a relação entre contribuições de campanha e a alocação de contratos públicos no Brasil. A pergunta a ser respondida é: existiu efeito de se exercer o mandato de deputado federal sobre os contratos públicos futuros recebidos por doadores dos candidatos na eleição de 2006? A conclusão a que se chegou foi de que a análise realizada nos permite afirmar que ter exercido ao menos um ano do mandato de deputado federal parece ter influenciado a quantidade de contratos públicos recebidos pelos doadores de candidatos eleitos por pequena margem na eleição de 2006, no Brasil, se consideramos apenas empresas que doaram para eleitos e apenas empresas que doaram para não-eleitos. / Do campaign contributions affect public decisions or the post-election actions of political actors? Political Scientists have battled this issue for a long time. However, the responses achieved have always been somewhat ambiguous. In this work it is argued that this ambiguity is partly the result of methodological difficulties, poorly addressed at many occasions, faced by the analysts, such as the problems of simultaneity, omitted variables, generally unobservable, and the establishment of the appropriate counterfactual. In this work we will try to circumvent these problems by using the quasi-experimental method of regression discontinuity. Specifically, we will examine the relationship between campaign contributions and the allocation of public contracts in Brazil. The question to be answered is whether there was an effect of exercising the mandate of federal deputy on future contracts received by donors to federal deputy candidates in the 2006 election? The conclusion reached was that the analysis allows us to affirm that having exercised at least one year of office for a federal deputy seems to have influenced the amount of contracts received by the donors of candidates elected by small margins in the 2006 election, in Brazil, if we consider companies who donated only to elected candidates and only to non-elected candidates.
