A comparison of variables affecting three kinds of environmental intention held by members of environmental groups in Taiwan

In Taiwan, the environmental protection actions that people usually take are "physical actions", such as picking up litter, sorting trash, installing household resource-conserving devices. Other kinds of actions¡Xe.g., persuasive actions, civic action (such as signing for environmental causes, petitioning and lobbying) ¡Xare far less common. However, the latter actions, especially civic actions, are more effective than physical actions in pushing the government to adopt proenvironment policies and thus have more far-reaching impacts. This study thus focused on three civic and persuasive actions¡Xsigning for environmental causes, lobbying, and being an ecotourism interpreter. And since these actions are usually taken as a group action (people do so either because they are members of environmental groups or other NGOs, or because they join the actions of these organizations) , this study took environmental group members as its target population. A survey of intentions regarding the above three kinds of actions was made, with 210 environmental group members as respondents. Two models were used to predict these behaviors. One was the theory of planned behavior (TPB) proposed by Ajzen (1988, 1991) , the other one was an integrated model based on theories from three disciplines¡Xsocial psychology, environmental education, public health¡Xand literatures of society mobilization. The integrated model contained 8 predictors, 4 of which were from the TPB (the subjective norm variable in the TPB was further split into 2 variables: subjective norm with respect to family members, subjective norm with respect to community members) . The other 4 variables were environmental moral obligation, environmental attitude, response efficacy and collective efficacy. Results showed that both the TPB and integrated models could predict all three kinds of environmental intention (R2 > .49 for each model and intention) . The integrated model, however, was not better than the TPB model in predicting the intention to lobby. And it was only a little better in predicting the intentions to sign and to be an interpreter. Implications of these results and suggestions for environmental groups and environmental education organizations were discussed.

Good Intentions Are Not Enough: An Examination of Service-Learning On A Public Charter High School Campus

This qualitative case study examines the service-learning program at a charter high school (Austin Charter Academy [ACA]). The two-fold purpose of the study was to: (a) describe and explore the service-learning experience at ACA with attention to the structures of power shaping the program and (b) to examine the role of a White, female administrator in the service-learning program. The research questions for the study were: How does one high school charter community describe their experiences in service-learning programs? Who is being centered and what logics are being reinforced in service-learning projects? The study employed a decolonizing, critical community-based service-learning framework (Santiago-Ortiz, 2018) as its theoretical framework, adding an examination of decision-making processes, structural designs, and power dynamics, and highlighting where ACA’s program perpetuates colonizing notions often found in traditional, mainstream approaches to service-learning. By exploring the experiences of multiple stakeholders, this case study presented a holistic understanding of ACA’s service-learning program. Data for the study were collected through in-depth interviews with ACA staff and community partners, alumni focus groups, document analysis, and autoethnographic data. Using an inductive approach to data analysis, emergent themes were identified across data sources. Findings indicated although ACA’s approach to service-learning has good intentions, when examined with a decolonizing framework one can see misalignment between vision and outcomes for students, staff, and community partners. Without a clear vision and approach, staff have diverse interpretations of service-learning, resulting in confusion for students and families. Additional findings highlighted access to programs have not been equitable, leading to disproportionate outcomes and the need for supports to be put in place. Examining the program from a decolonizing lens presented the ways the current program has upheld colonial notions and centered the academic setting and student need over the community. The findings supported the need for ACA to build in reflective practices to shift their service-learning program from performative to providing authentic, meaningful learning experiences for all parties, in line with a decolonizing framework. Recommendations for policymakers and administrations include revisiting policies and program documentation with a decolonizing framework.

United States Air Force Military Civic Action in Thailand, 1964-1976: Modernization, U.S. Foreign Policy, and Military Doctrine

This thesis examines the relationship between foreign policy and military doctrine, specifically the problems that arise when military doctrine is politicized and the military is used as an instrument of diplomatic or economic power rather than military power. It contains original research on the conduct of military civic action (MCA) by the United States Air Force in Thailand from 1964 until 1976, based largely on archival material from the Air Force Historical Research Agency. MCA has been an element of counterinsurgency doctrine since President Kennedy directed it in 1961, a role often labeled "nation-building." Like Kennedy's foreign policy, MCA had its intellectual origins in the social scientific concept of modernization theory. MCA represents the politicization of military doctrine, a method of employing forces based on social scientific theory rather than military experience. As a result of this and the realities on the ground in Thailand, the objectives of MCA did not fit the context of the Thai situation, training did not provide necessary cultural awareness, and execution was haphazard. Ultimately, the USAF failed to achieve the policy goals of MCA in Thailand. Today the U.S. continues to employ military manpower in the diplomatic, economic, and information realms while only training service members in their core specialty. Policymakers and military leaders need to determine whether to sacrifice proficiency in core specialties to enhance cultural and diplomatic skills or to rely more on those agencies traditionally responsible for those instruments of national power. / History

Civic participation and apathy in South African Local Government : a case of Mankweng Township in Polokwane Local Municipality

Thesis (MPA.) -- University of Limpopo, 2022 / The purpose of local government is to promote the realisation of human rights, socio-economic development, and cultural, civil, and political rights to improve communities (Ojochenemi, 2016). Residents are known to be dissatisfied with the poor quality services provided by the local government, which has resulted in unending protests and apathetic citizens. The research focused on the nature of civic participation and the causes of civic apathy in Mankweng Township, as well as the mechanisms that can be implemented to increase civic participation in Mankweng Township and how citizens‟ awareness can be raised. The study discovered that there is high levels of civic apathy in Mankweng Township, which hinders the operation of the municipality, whether it is the service delivery process or the municipality's responsiveness to the citizen's needs, based on the literature, distributed questionnaires, and conducted interviews. Civic apathy also leads to poor governance, which leads to distrust between the government and the citizens. Recommendations were made to help Mankweng Township overcome the challenges of civic apathy; one of these recommendations included encouraging township participation.
