Child poverty and media advocacy in aotearoa

New Zealand has one of the worst rates of child poverty in the Organisation for Economic Co-operation and Development (OECD). Research has shown that modern mass media provide a mediated cultural forum through which policy responses to child poverty are socially negotiated and from which public support for children in need is either cultivated or undermined. This thesis focuses on the role of media advocacy by the Child Poverty Action Group (CPAG) who attempt to widen public debate and legitimate options for addressing child poverty. I investigate the case of the Government's Working for Families package and the controversy surrounding the media release of CPAG's negative evaluation of the package in the form of a research report Cut Price Kids. Attention is given to competing ideological frames underlying the Government's package, in the form of neo-liberal emphases on distinctions between God's and the Devil's poor. Attention is also given to CPAG's response, in the form of communitarian notions of collective responsibility for all families in need. Specifically, I analyse the role of the mass media in framing child poverty as a social issue across three levels of mass communication - production, representation, and reception. At the production level interviews were held with six journalists involved with reporting on Cut Price Kids and two members of CPAG. Fifteen Government and 5 CPAG press releases were also explored to document media production processes and restraints on public deliberations. In addition, the ideological stances influencing the framing of coverage were investigated. At the media representation level 21 press, seven radio, and five television items were analysed to establish the scope of public debate, whose perspectives were included, and the ways in which differing perspectives are combined. At the reception level four focus group discussions with lower socio-economic status (SES) parent groups, as well as follow-up photo-based interviews with eight participants were explored in order to document the role of media coverage in the lives of families with children living in poverty. Across levels, findings suggest that journalists are restrained by professional practices which maintain the importance of balance and detached objectivity, rather than interpretations of appropriate responses to child poverty. Tensions between the Government's emphasis on restricting support to families with parents in paid employment and CPAG's emphasis on the need to not discriminate against the children of out of work families framed coverage. The lower SES parents participating at the reception level challenged the restrained nature of coverage, which excluded people such as themselves, and openly questioned media characterisations of them as bludgers who are irresponsible parents. Overall, findings support the view that media are a key component of ongoing social dialogues through which public understandings of, and policy responses to, child poverty are constructed. Specifically, psychologists need to engage more with processes of symbolic power which shape the public construction of child poverty in a conservative manner that can lead to victim blaming, and restrains opportunities for addressing this pressing social concern.

The study relies on content analysis techniques by Bardin (2009), Fonseca (2005) and Minayo (2004) to discuss 28 pieces of news, questioning the conventional approaches to the economy and drawing near the Entrepreneurship concepts (DORNELAS, 2007), Development (MORIN, 2005; SEN, 2000; FRANCO, 2000) and Civic Journalism (TRAQUINA; MESQUITA, 2003; ROTHBERG, 2011) with the support of an extensive bibliographical research. The study included a brief analysis of interviews with the awarded authors, which supported the specific objectives to understand the process of production and selection of reporting for the awards, as well as the influence on professional culture. Also, using recent studies about awards in Brazil and journalistic meritocracy (DIAS, 2013), we obtained results which identified and indicated the new attributes for news values and practices of a civic entrepreneur journalism, whose contributions are fundamental to a plural and socially responsible media agenda. / A presente dissertação tem por objetivo analisar o conteúdo das reportagens e séries de reportagens vencedoras do Prêmio Sebrae de Jornalismo (2011-2015), etapa Paraíba, na categoria telejornalismo. O estudo recorre às técnicas de análise de conteúdo de Bardin (2009), Fonseca (2005) e Minayo (2004) e discorre sobre 28 reportagens, problematizando as abordagens convencionais sobre economia e aproximando os conceitos de Empreendedorismo (DORNELAS, 2007), Desenvolvimento (MORIN, 2005; SEN, 2000; FRANCO, 2000) e Jornalismo Cívico (TRAQUINA; MESQUITA, 2003; ROTHBERG, 2011), com suporte de pesquisa bibliográfica. A pesquisa incorporou análise de entrevistas com os autores das reportagens, que contribuíram para os objetivos específicos de compreender o processo de produção e escolha dessas reportagens para o prêmio e a influência na cultura profissional. Recorrendo ainda a recentes estudos sobre prêmios no Brasil e meritocracia jornalística (DIAS, 2013), alcançamos resultados que identificam e apontam para novos atributos de valores-notícia e práticas de um jornalismo cívico empreendedor, cujas contribuições são fundamentais para um agendamento midiático plural e socialmente responsável.

爭議多年的樂生療養院拆遷事件,2007年在網路上引發強大的保留聲浪,部落客主動採訪、報導、串連、評論,讓樂生議題受到主流媒體及政治人物的矚目,進而影響政府決策。在公民新聞並不盛行的台灣,這些具有報導性質的書寫,展現了極大的公民媒體能量。   本論文從傳統的公民新聞意理出發,蒐集近年國內外重要的網路公民新聞經驗,探看網路時代公民新聞的變與不變;進而以樂生保留運動為主要案例,紀錄此一公民新聞浪潮爆發、凝聚力量、展現人氣的過程,這些積極的網路使用者運用Web2.0平台工具、在線上及線下活躍串流,讓他們適時填補主流媒體忽視的公共議題,形成一種公民傳播體系。他們的實踐經驗,也隱然投射出台灣公民社會的「運動型媒體」趨勢。 / The incident of Lo-Sheng Sanatorium has caused a dispute amongst our people for many years now. And when the incident aroused the support of majority to preserve the sanatorium through the world-wide web in 2007, bloggers began to voluntarily interview, report, link, and comment on the subject matter, which attracted the attention of mainstream media and political figures. And these attentions even affected the government’s final decision. In the land of Taiwan where civic journalism was not popular, these newsworthy articles show how great the power is of civic journalism.   This thesis starts with the traditional concept of civic journalism, introducing important cases on the web from all over the world and to probe into the constancy and inconstancy of civic journalism in the internet era. With the incident of Lo-Sheng Sanatorium as the main subject matter of this thesis, we’ll recount the process in which this citizen news broke-out, united citizen strengths and gained news value. These enthusiastic internet users made use the Web 2.0 tools to actively link everyone together, whether online or offline. They can also work as the supplement to the mainstream media and provide the news that was overlooked, which has now developed into some kind of citizen media system. This realization has also projected the trend of Taiwan society’s event-related media.

O civic journalism como estratégia comunicacional nos veículos impressos do interior de São Paulo: o caso do Jornal de Jales

Will be study this new type of journalism - which is characterized by the existence and maintenance of a social link between the communication vehicle and the readers, thematicing the problems of a community to its residents being able to resolve them - to investigate if (and in wich ways) this new formula contribute to the increase of the capacity of society to deal with collective problems and in which measure this editorial line of the periodical can be considered a communicacional strategy with the publical readers and advertisers. The justification for this work is in the need to seek other alternatives to hegemonic journalism. At the same time, find another ways for marketing outlets for small periodical businesses that is suffering competition, including the internet. This is a case study of the Journal of Jales weekly printed that circulated on sundays in Jales city, in northwestern of São Paulo State - from three actions mediated by it: the creation of the House of Culture, a collection of 96 issues of the MEMORY Project and a series of 12 editorials entitled Wake-up, Jales! which tried to awake the readers for a need to create a spirit of colletive citizenship able to help in solving local problems. Those materials were published between October 1971, date of foundation of the newspaper, and December 2006, beginning of this research. Using conceptual keys built in works of Algirdas Julien Greimas, Cicília Maria Krohling Peruzzo, Ciro Marcondes Filho, Clóvis Rossi, José Marques de Melo and Sylvia Moretzsohn, among other researchers, it was possible to examine the actions of the Journal of Jales. The journal stablished a fiducia contract with the readers, which resulted in a pact of social responsibility, concept studied from authors such as Alzira Alves de Abreu, Antonio Hohlfeldt, Carlos Álvarez Teijeiro, Carlos Castilho, Jan Schaffer, Luiz Martins da Silva, Márcio Ronaldo Santos Fernandes, Marialva Barbosa, Murilo César Soares and Nelson Traquina, among others. The objective of this work is to analyze that set theory of actions mediated by the Journal of Jales, which feature a local society for a duty to do- to solve their problems. Will be examine how the enunciator shows such actions in specific communication contracts and will be realize a critical thematic frameworks. The fundamental thesis advocated in this research, from the case study, the Journal of Jales, is that with the citizen journalism is possible to improve the editorial line of these communication vehicles and establish new communication strategies along with the public / Esta dissertação tem por objetivo analisar a adoção do civic journalism, denominado jornalismo cidadão neste estudo, como forma de se praticar o jornalismo regional em periódicos semanais de pequenas cidades do interior de São Paulo. Estudaremos este novo modelo de jornalismo - que se caracteriza pela existência e manutenção de um vínculo social entre o veículo de comunicação e os leitores, tematizando os problemas de uma comunidade para que seus moradores sejam capazes de resolvê-los - para investigar se (e de que modos) esta nova fórmula contribui para o aumento da capacidade da sociedade de lidar com os problemas coletivos, e em que medida esta linha editorial do periódico pode ser considerada uma estratégia comunicacional junto aos públicos leitor e anunciante. A justificativa para este trabalho encontra-se na necessidade de se buscar outras alternativas ao jornalismo hegemônico. Ao mesmo tempo, busca encontrar saídas mercadológicas para pequenas empresas de comunicação que sofrem com a concorrência inclusive da internet. Este é um estudo de caso do Jornal de Jales - impresso semanal que circula aos domingos na cidade de Jales, no noroeste paulista - a partir de três ações mediadas por ele: a criação da Casa de Cultura, a coleção de 96 fascículos do Projeto MEMÓRIA e uma série de 12 editoriais intitulados Acorda, Jales!, que procurou despertar os leitores para a necessidade de criação de um espírito da cidadania coletivo capaz de ajudar na resolução dos problemas locais. Todas estas matérias foram publicadas entre outubro de 1971, data de fundação do jornal, a dezembro de 2006, início desta pesquisa. Utilizando chaves conceituais construídas em obras de Algirdas Julien Greimas, Cicília Maria Krohling Peruzzo, Ciro Marcondes Filho, Clóvis Rossi, José Marques de Melo e Sylvia Moretzsohn, entre outros pesquisadores, foi possível examinar as ações do Jornal de Jales . Dois formatos em particular, os Weblogs e os veículos de pauta aberta, se destacam, suscitando controvérsias e levando ao limite o ideal de um jornalismo cidadão, exercido pela participação ativa da comunidade na construção e na divulgação da notícia, num processo amplo de exercício da cidadania. Esse trabalho busca estabelecer o lugar e os usos da fotografia jornalística nesses dois formatos inovadores,procurando caracterizar novas formas de estruturação da mensagem fotográfica e novos modelos de produção e circulação da informação fotojornalística. Para isso retomamos a trajetória do fotojornalismo e sua relação com o jornalismo desde suas primeiras utilizações até o atual momento da Web, procurando evidenciar como importantes mudanças tecnológicas e determinados ?momentos de crise? que têm marcado a história da humanidade, afetam de maneira determinante os processos de produção e circulação da fotografia jornalística. Depois, através da análise de Weblogs, e de duas variantes do modelo, os Fotologs e os Moblogs, avaliamos como a fotografia jornalística tem se inserido e de que forma estes formatos têm aberto novos espaços para a prática e difusão da informação imagética. Da mesma forma selecionamos e analisamos um novo modelo de jornalismo de pauta aberta que está se difundindo na Internet, os Centros de Mídia Independente, buscando através de uma amostragem de sites demonstrar como a fotografia jornalística vem sendo utilizada neste contexto e sua importância na democratização da informação jornalística. / Salvador
