Making collaboration work: an evaluation of marine protected area planning processes on Canada’s Pacific Coast

It is widely agreed that marine protected areas (MPAs), which can provide long-term protection to marine ecosystems of high ecological, economic, social and cultural value, will only be successful if they are designed and implemented with the involvement and support of stakeholders and other key actors. Putting a collaborative approach into practice is not easy, though. Appropriate governance structures, which formalize and facilitate information sharing, consensus building, and decision making are necessary, but insufficient. Also needed is a shared interest on the part of all groups – beginning with MPA agencies themselves – to work together, notwithstanding the often considerable investments of time, effort and material resources that are required. Perhaps most fundamentally, effective collaboration depends on trust, and strong interpersonal relationships. Consistent with a global trend in favour of more inclusive and participatory approaches to protected area planning and management, Canada’s federal government has set out to develop a national system of MPAs in cooperation with a broad array of interest groups, including marine resource users and other stakeholders; government actors with responsibilities and authorities for oceans activities that relate to the objectives of MPAs; and Aboriginal communities and organizations within whose territories MPAs are situated. The overarching goal of the study was to understand the extent to which federal MPAs in British Columbia (BC), Canada, are established collaboratively, and what is required to overcome obstacles to successful collaboration. This goal was pursued through an in-depth investigation of two MPA planning processes in BC: the proposed Race Rocks MPA, at the southern tip of Vancouver Island; and the Gwaii Haanas National Marine Conservation Area Reserve and Haida Heritage Site, in the Haida Gwaii archipelago. Data for the study was collected through semi-structured interviews; documentary research; and a participant questionnaire. The study found that, while MPA agencies engaged with outside parties in a variety of ways to plan Race Rocks and Gwaii Haanas, these processes fell short of expectations for genuine collaboration in a number of respects. In the case of Race Rocks, this has resulted in the failure (for a second time) to designate the MPA. A ideia de conservar áreas de renomada beleza natural contribuiu para a criação de várias áreas protegidas no Mundo. No Brasil, essas áreas são denominadas as Unidades de Conservação (UC). Muitas delas estão ameaçadas quanto a seu papel básico de proteção/conservação da biodiversidade. Isso acontece graças a diversos fatores: falta de recursos financeiros e humanos, regularização fundiária incompleta, presença de atividades humanas conflitantes dentro e no entorno dos territórios das UC, problemas de gestão, entre outros. No estado de São Paulo, grande parte das UC integrais possuem moradores e comunidades tradicionais em seus territórios. No entanto, ainda é pequena a participação dessas populações nos processos decisórios de gestão de UC. O caso do Parque Estadual da Ilha do Cardoso (PEIC) se destaca pela diferença quanto às opções de gestão. Além do fato de que seu plano de manejo foi elaborado conjuntamente com as comunidades residentes no Parque, essas participaram ativamente das reuniões do Conselho Consultivo (CC), arena social de discussão e negociação sobre as regras de gestão do Parque. Nesse processo a comunidade do Marujá se destaca, dentre todas as comunidades do PEIC, por apresentar uma Associação de Moradores que é participante do CC. Durante dez anos (1998-2008) o PEIC e a comunidade do Marujá construíram um modelo de resolução de conflitos, principalmente ligado a problemas com o turismo no Parque. No entanto, ainda não estão claras quais foram as opções de gestão escolhidas para a obtenção destes resultados. Portanto, esta dissertação analisou como se pode traduzir o resultado exitoso de uma UC com comunidades, como o PEIC, em um modelo de gestão? Constatou-se que o PEIC seguiu como modelo a cogestão adaptativa, caracterizado pela possibilidade de complementaridade entre Estado e sociedade civil. No caso do PEIC, a cogestão adaptativa gerou um padrão de governança, corroborado pelo reconhecimento da importância histórica das comunidades tradicionais do Parque, na proteção e gestão, dos recursos naturais de uso comum da UC. Além disso, esse modelo auxiliou a gestão da UC a lidar com a polissemia de seu sistema socioecológico. Além de demonstrar a importância de se promover o estreitamento do capital social, para a resolução de conflitos relativos ao sistema socioecológico da UC. / Many protect areas (PA) around the World were created based on the idea of protecting areas with outstanding scenic beauty. In Brazil, many of them were threatened in basic conservation issues. It occurs due to many factors, e.g.: lack of financial and human resources, problems with PA limits, conflicts among human activities within and near the PA area, problems with PA management, among others. In São Paulo State, many of the PA (73%) has traditional communities living inside their limits. Besides this, the management process with the participation of these communities remains low. The Cardoso Island State Park (CISP) management case is outstanding among the others PA with six communities (São Paulo State). CISP had a management plan that was made with the communities participation. Those communities attended the Park Advisory Council (PAC). This PAC was a social arena, where the management rules were discussed and negotiated, among different social actors and the Park director. Among all communities, Marujá is one which stands out. This community has Residents Association that is active in the PAC. During ten years (1998-2008) the CISP and Marujá community had built up a conflicts resolution model, mainly related to tourism problems. However, it remains unclear which management alternatives were chosen for achieve these goals. Though this dissertation seeks to analyze how a successful management results can be translated in a management model? The CISP has developed an adaptive co-management model. This model is characterized as a synergy between State and civil society. In CISP, this management model had built up a governance system, which had recognized the historical importance of those traditional communities for the protection and management of common pool natural resources. In addition, it had helped this PA to lead with it socio-ecological system. The CISP management model had showed how the social capital strengthen is important to conflict resolution of PAs socio-ecological systems.

Transforming theory and practice of environmental governance – A case study of Ayubia National Park, Pakistan

Parks and protected areas are long-regarded as effective measures for conservation of biodiversity. More recently, they are also recognized as a means to provide social and economic benefits and indefinite ecological and environmental services, particularly to local communities. Historically, parks and protected areas have been managed through an exclusive model, whereby local communities are regarded as a threat to biodiversity preservation. More recently, this model is being replaced by an inclusive model which regards local communities as important stakeholders and partners in sustainable resource management. Like other developing countries of the world, Pakistan is switching to the inclusive model, mostly under the influence and pressure of the world community and external donors. This thesis focuses on the Ayubia National Park (ANP) in Pakistan. This park is managed by the provincial government of the Khyber Pakhtunkhwa Province through the Wildlife Department. At the same time, the park falls within the jurisdiction of the Forest Department by virtue of its being located within reserve forest. Until 1996, the traditional exclusive conservation model was predominant. Under the influence of the European Union (EU) and IUCN – The World Conservation Union – the inclusive approach has been tested in the park since 1996. Accordingly, the first park management plan was prepared with the active collaboration of all local communities, the WWF-Pakistan, and the Forest and Wildlife Departments. The planning document was designed to promote co-management and incorporate the viewpoints of all the local communities in park management. Following termination of EU funding, the plan was implemented, but without active involvement of the local communities. Evidence presented in this thesis shows that, due to strict management in line with the traditional exclusive conservation model, park resources have improved to a certain extent. However, failure in implementing the mutually agreed planning document has resulted in local communities developing serious mistrust against the Wildlife Department. This thesis suggests that short-term improvements in park resources mask the persistent problems of poor governance in the study area. The thesis shows that marked differences between the Forest and Wildlife Departments, and between local communities and the concerned government agencies provide a poor foundation for long-term sustainable resource management. Thus ineffective governance lies at the heart of resource management problems within the park. The thesis recommends that in order to effectively address the current park-people conflicts a state-centric co-management model should be pursued. Such a hybrid model will have the strengths of both the exclusive and inclusive models. The thesis further presents a framework focusing on effective environmental governance, effective management and effective planning. Importantly, the thesis argues that for effective environmental governance to be realized, the management approach must be place-based and site-specific. Thus, the thesis recommends both micro and macro level environmental governance measures. Such measures can be undertaken through proper institutional reforms that are undertaken at three distinct levels: legislative reforms, educational reforms and organizational reforms.

Attitudes, trust, and wildlife co-management in Igluligaarjuk, Qamani’tuaq, and Tikirarjuaq, Nunavut, Canada

Research has shown that trust is essential to the functioning of co-management. This is especially true in the Territory of Nunavut where wildlife is an integral part of the lifestyle and culture of Nunavummiut (the people inhabiting Nunavut). In Nunavut, wildlife is managed by a co-management board situated in between federal, territorial, regional, and community governments and organizations. This research explores Inuit attitudes and trust in managing wildlife as part of a co-management system in the Kivalliq Region of Nunavut, Canada. Interviews were conducted in the communities of Igluligaarjuk (Chesterfield Inlet), Tikirarjauq (Whale Cove), and Qamani’tuaq (Baker Lake). Even now with the 1993 settlement of the Nunavut Land Claims Agreement (NLCA) and the implementation of a public government in 1999, there is documented evidence that beneficiaries of the NLCA are dissatisfied with wildlife management decisions and do not trust the governing process of co-management. In this study, participants specifically indicated dissatisfaction with regulations and outcomes of current polar bear co-management. It has been predicted that conflicts specific to polar bear management could lead to regulations being ignored or even defied and endanger the entire system of wildlife co-management. Results from this research indicate that dissatisfaction over decisions involving polar bears is dominantly compartmentalized towards the outcomes of polar bear management and does not necessarily apply to the broader system of wildlife co-management. Therefore, in the Kivalliq Region, predicted impacts of dissatisfaction over polar bear co-management may apply directly to the polar bear co-management system but likely not the wildlife co-management system generally. This study provides a forum where Inuit trust in the wildlife co-management system is documented and I hope it will contribute to an increased understanding of Inuit goals in wildlife management and to the discourses on co-management in Nunavut.

The Porcupine caribou herd is the focus of multiple stakeholder groups, all of which have different ways of understanding and valuing caribou. This thesis focuses on the knowledge and perspectives that the Teetł’it Gwich’in of Teetł’it Zheh (Fort McPherson, NWT) bring to Porcupine caribou co-management. This paper-based thesis has two major aims: first, to explore how the Teetł’it Gwich’in construct knowledge about caribou; and second, to explore Teetł’it Gwich’in rules-in-use with respect to caribou hunting. A comparison is made between Gwich’in methods of knowledge construction and rules-in-use with those of the Government of the Northwest Territories (GNWT), and the Porcupine Caribou Management Board (PCMB), with the intent of understanding difficulties in co-management. The thesis offers the concept of the Gwich’in Knowledge Complex, a knowledge complex created from multiple sources of information about caribou, including scientific information (mainly from the PCMB and the GNWT) as well as Traditional Knowledge. / Rural Sociology

The poverty effects in the suburbs of Fortaleza took the Public Power to have wider actions in order to minimize the negatives results of that problematic situation, adopting a partnership with the civil society. Ceará state government, through the Secretary of Work and Social Development (STDS), in association with civil society organizations, representatives of the communities and Fortaleza suburbs, in a co-management system, went after the participation and the shared responsibility, for the solution of the problems lived by the community, implementing the ABC Project in 18 crucial points of the Fortaleza suburbs, looking for serving children and youth, ranging from 6 to 17 years old, that were on a risk situation and social vulnerability. For the present research was chosen the project located on the Pirambu suburb. The objective of the ABC Project is to contribute with social actions through sports, art, leisure and culture. It looks forward to take off the children out of the streets, providing education and abilities development, so they can prepare themselves to get into the labor market and coexist harmoniously in the society. The choose of this research was due to the involvement of the researcher, as a state social servant in the work of counseling of the popular movement on the Pirambu suburb, for twelve (12) years, while in the management of the Communitarian Center Luiza Távora-Pirambu, linked to the Secretary of Work and Social Development (STDS), of Ceará state. The survey results show that 88% of the Project ABC participants recognize that it was driver of their stocks, however it was detected fault in advising compromising effective communication between representatives of the CCCR and technicians STDS. It was found a high rate of poverty, yet there is a consistent work with families for lack of professionals. There is a very low participation in groups or forms of association, and the knowledge management system, only 2% of students, eight monitors and 7.3% of the representatives of the families know that the management system is the co-management. It‟s presented, hence, a reflexion about the scope and boundaries of the co-management politic, starting from the research result that analyzed the management as a whole, making it by the voice of the involved actors, and by of the meaning of the participants perceptions. / Este trabalho é um relato dos resultados da avaliação da política de cogestão do governo do Estado do Ceará, tendo como objeto de estudo as ações desenvolvidas pelo Projeto ABC - Pirambu, no ano de 2009. Os efeitos da pobreza nos bairros periféricos de Fortaleza levaram o Poder Público a ampliar as suas ações no sentido de minimizar os resultados negativos dessa problemática, adotando uma política de parceria com a sociedade civil. O Governo do Estado do Ceará, por meio da Secretaria do Trabalho e Desenvolvimento Social (STDS), associando-se a organizações da sociedade civil, representativas das comunidades e bairros periféricos de Fortaleza, em sistema de cogestão, buscou a participação e divisão da responsabilidade, na solução dos problemas vivenciados pela população, implementando o Projeto ABC em 18 pontos cruciais da periferia da capital fortalezense, em busca de atender a crianças e adolescentes, na faixa etária de 6 a 17 anos, que se encontram em situação de risco e vulnerabilidade social. Para a presente pesquisa foi escolhido o projeto localizado no bairro Pirambu. O objetivo do Projeto ABC é contribuir com ações sociais por meio do esporte, arte, lazer e cultura. Busca retirar crianças e adolescentes da rua, proporcionando-lhes, educação e desenvolvimento de habilidades, para que possam se preparar para a inserção no mercado de trabalho e conviver, harmoniosamente em sociedade. A opção por este estudo se deveu ao envolvimento da pesquisadora, como servidora pública estadual, no trabalho de assessoramento do movimento popular no bairro do Pirambu, por doze (12) anos, quando no exercício da gerencia do Centro Comunitário Luiza Távora-Pirambu, vinculado à Secretaria do Trabalho e Desenvolvimento Social (STDS), do Estado do Ceará. Os resultados da pesquisa apresentam que 88% dos participantes do Projeto ABC reconhecem que o mesmo foi propulsor de suas existências, entretanto detectou-se falha no assessoramento comprometendo uma comunicação eficaz entre representantes do CCCR e técnicos da STDS. Foi constatado um alto índice de pobreza, contudo não existe um trabalho consistente junto às famílias por falta de profissionais. Existe uma baixíssima participação em grupos ou formas associativas, e sobre o conhecimento do sistema de gestão somente 2% dos alunos, oito monitores e 7,3% dos representantes das famílias conhecem que o sistema de gestão é a cogestão. Apresenta-se aqui, portanto, uma reflexão sobre os alcances e limites da política da cogestão, a partir dos resultados dos estudos que analisam a gestão como um todo, fazendo-o pela voz dos atores implicados, e pelo significado das percepções dos participantes. Pesca artesanal na Baía de Ilha Grande, RJ: conflitos e novas possibilidades de gestão compartilhada / Artisanal fishermen in the Ilha Grande Bay, RJ: conflicts and new possibilities of co-management strategies

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta pesquisa tem por objetivo analisar os conflitos socioambientais envolvendo os pescadores artesanais na Baía de Ilha Grande e as iniciativas institucionais que buscam dar tratamento a esses conflitos de forma compartilhada. Neste sentido, foram consideradas duas iniciativas institucionais: i) o Projeto Desenvolvimento e Gerenciamento dos Sistemas de Gestão da Pesca e Aquicultura na baía de Ilha Grande GPESCA-BIG; e ii) o Termo de Compromisso entre a Estação Ecológica de Tamoios e as comunidades pesqueiras de Angra dos Reis e Paraty. A metodologia envolveu a observação direta da autora em reuniões de conselhos consultivos e grupos de trabalho em unidades de conservação, em especial, os espaços envolvendo a Estação Ecológica de Tamoios, além de apresentações e audiências públicas sobre a proposta de Acordos de Pesca. Utilizou-se também a observação participante em reuniões e oficinas no âmbito do projeto GPESCA-BIG. De forma complementar, a pesquisa se baseou em entrevistas (formais e informais) e análise de documentos diversos elaborados por entidades representativas dos pescadores e demais atores direta e indiretamente envolvidos no conflito. Foram identificadas três grandes grupos de conflitos relacionados aos pescadores artesanais: (1) sobreposição de territórios de pesca/pesqueiros e as áreas protegidas, principalmente aqueles relacionados à ESEC Tamoios; (2) conflitos associados à pesca industrial, identificados pelos pescadores como barcos de fora, e em menor escala, as embarcações de petróleo/gás e do turismo e; (3) conflitos resultantes da falta de regularização/permissionamento da atividade. Em síntese, estes conflitos envolvem políticas de desenvolvimento e de conservação, que se confrontam com o modo de vida tradicional dos pescadores artesanais e caiçaras. Além dos conflitos oriundos das diferentes formas de apropriação do espaço marinho, estes conflitos também estiveram relacionados ao papel paradoxal do Estado no estabelecimento das regras e normas de ordenamento (incluindo-se a fiscalização/monitoramento ambiental), à burocracia e às diversas instituições existentes para tratar de problemas comuns, tornado confuso o gerenciamento da atividade. No que se refere às iniciativas em análise, os resultados demonstram a existência de instituições relativamente bem constituídas na região, com a atuação de órgãos de gestão pública e ambiental nos mais variados níveis: municipal estadual e federal. Além destes, registra-se também a participação da sociedade civil, em especial, dos pescadores artesanais de Paraty e de suas representações, na busca pelo tratamento dos conflitos nos quais estão inseridos. Por outro lado, evidencia-se a falta de articulação e integração entre as políticas e atores, bem como entre as experiências institucionais em curso. Portanto, um dos maiores desafios existentes na implantação de um modo compartilhado de gestão dos recursos pesqueiros na BIG consiste justamente em superar tais limitações institucionais, de maneira que possam promover ações articuladas visando não apenas a conservação integrada do ecossistema, como também a reprodução das práticas tradicionais de pesca e a sua co-existência com os demais tipos de usos / This thesis analyses environmental conflicts involving artisanal fishermen in the Ilha Grande Bay and institutional initiatives aiming at managing such conflicts in shared manners. Two initiatives were considered: i) the project Development of Management Systems of Fisheries and Aquaculture in Ilha Grande Bay GPESCA-BIG; and ii) The Commiment Term between the Tamoios Ecological Station and fishermen communities of Angra dos Reis and Paraty. The methodology comprised the authors direct observation in meetings of the consultation councils and working groups in conservation units, in special, those involving the Tamoios Ecological Station, and also participation in presentations about the proposition of Fishing Agreements and other public hearings. The research also used participative observation in meetings and workshops within the GPESCA-BIG project. Additionally, formal and informal interviews were carried on with relevant actors, and varied documents by entities such as Fishermen Associations, City Governments and City Councils, Ministry of Fisheries and Aquaculture and the Ministry of Environment were consulted. Three major groups of fisheries-related conflicts were identified: (1) overlapping between fishing and protected areas; (2) conflicts associated with large-scale fishing and, to a smaller degree, with oil and gas ships and touristic boats; and (3) conflicts due to the lack of regularization/allowance of the activity. In sum, these conflicts involve both development and conservation policies, which at all times contradict the traditional lifestyle of artisanal fishermen and caiçaras. Besides resulting from different forms of use of the sea, these conflicts are also related to the paradoxical role of the State in setting rules (including supervision and environmental monitoring) to the bureaucracy and to several institutions dedicated to common problems. Regarding the initiatives under analysis, results show that there are relatively well established institutions in the region, comprising public environmental agencies at local, state and national levels. One can also mention the participation of civil society, in special, artisanal fishermen from Paraty and their associations. On the other hand, it is worth highlighting the lack of integration among such policies and agencies/actors, as well as among institutional experiences under way. Therefore, one of the major challenges in the implementation of a strategy of co-management of fishing resources in the Ilha Grande Bay consists in overcoming such institutional shortcomings and adopting articulated initiatives aimed not only at the conservation of the environment, but also the sustainability of traditional fisheries and their co-existence with other kinds of use of the marine resources

Uma análise custo benefício do modelo de cogestão prisional de Santa Catarina / A cost benefit analysis of the comanagement model adopted by the prison units of Santa Catarina

However, as there are no reliable data on the rate of recidivism in Brazil, we adopted a different approach, which was to find out what magnitude of the reduction of crime that paid off, or justified, in a cost-benefit perspective, the implementation of prison management through co-management with focus on rehabilitation. We first estimated the cost of violence and crime to the public and private sectors, as well as the cost of co-management model implemented in the cities of Tubarão, Joinville, Lages and Itajaí. Thus, we concluded that a percentile reduction of 9.58% in crime rates outweighs the implementation of this model in other prisons in the state, making it viable from the cost-benefit point of view. / Esta pesquisa buscou avaliar qual o impacto do modelo de cogestão prisional adotado por Santa Catarina sobre as taxas de reincidência criminal nas unidades penitenciárias do Estado. No entanto, como não existem dados fidedignos sobre a taxa de reincidência criminal no Brasil, nesta pesquisa buscou-se responder qual a magnitude da redução de criminalidade que compensa, ou justifica, através da ótica do custo benefício, a implementação da administração prisional através da cogestão com foco na ressocialização. Para isso estimou-se o custo da violência e da criminalidade para os setores públicos e privados, bem como o custo do modelo de cogestão implementado nas cidades de Tubarão, Joinville, Itajaí e Lages. Com isso, pôde-se concluir que uma redução percentual de 9,58% na criminalidade compensaria a implementação deste modelo nas demais unidades prisionais do Estado.
