Employing Geographical Information Systems in Fisheries Management in the Mekong River: a case study of Lao PDRKaviphone, Phouthavongs January 2006 (has links)
Master of Science / The objective of this research is to employ Geographical Information Systems to fisheries management in the Mekong River Basin. The study uses artisanal fisheries practices in Khong district, Champasack province Lao PDR as a case study. The research focuses on integrating indigenous and scientific knowledge in fisheries management; how local communities use indigenous knowledge to access and manage their fish conservation zones; and the contribution of scientific knowledge to fishery co-management practices at village level. Specific attention is paid to how GIS can aid the integration of these two knowledge systems into a sustainable management system for fisheries resources. Fieldwork was conducted in three villages in the Khong district, Champasack province and Catch per Unit of Effort / hydro-acoustic data collected by the Living Aquatic Resources Research Centre was used to analyse and look at the differences and/or similarities between indigenous and scientific knowledge which can supplement each other and be used for small scale fisheries management. The results show that GIS has the potential not only for data storage and visualisation, but also as a tool to combine scientific and indigenous knowledge in digital maps. Integrating indigenous knowledge into a GIS framework can strengthen indigenous nowledge, from un processed data to information that scientists and decision-makers can easily access and use as a supplement to scientific knowledge in aquatic resource decision-making and planning across different levels. The results show that when scientific and indigenous knowledge are both stored digitally in GIS databases, a variety of analysis can be done. Multiple layers or visualising functions in ArcGIS are an example of ways in which indigenous and scientific knowledge can be combined in GIS. Maps of deep pools and important fishing grounds gathered using GPS and indigenous knowledge provide base maps of aquatic resources in the study area. The attribute table associated with the map links characteristics of each point, including fishing gear and species found in each pool as well as spawning grounds and migration periods. This information is useful for management and planning purposes. This research illustrates that mental maps and GIS digital maps can be used for fisheries management at different levels. Where mental maps are suitable for communicating with the local community and have the potential for use in fisheries co-management in small-scale fisheries; GIS may be appropriated for data storage and analysis at provincial and national levels, it can be used as a communication tool amongst stakeholders to monitor and understand the aquatic environment.

This thesis investigates the participation of Maori (New Zealand�s indigenous people) in the impact assessment process. Traditionally, Maori have had limited involvement in the management of New Zealand�s environment. One possible solution to this could be through the adoption of a collaborative management framework. Unfortunately, there is limited information and research on tools that could facilitate collaborative management between iwi and applicants for resource consent (including, developers, planning consultants and local authorities). Therefore, this research attempts to fill in a gap in current literature and to investigate the potential of the cultural impact assessment as a tool for collaborative management.
Despite some criticisms of collaborative management, there are examples where this form of communicative planning has resulted in a very positive outcome for indigenous groups. Therefore, the specific aim of this research is to analyse the extent to which cultural impact assessments can be used as a tool to promote collaborative management between iwi and applicants.
In achieving the research objectives of the thesis, the theoretical background of collaborative management and impact assessment theories are explored. In addition, democracy and participation theories are also investigated. In particular, in the discussion of these theories emphasis is placed on the potential involvement of indigenous peoples. The thesis argues that the application of collaborative management via the use of cultural impact assessments may potentially increase Maori involvement in planning.
Analysis of collaborative management and impact assessment theories is supported by empirical research. This includes; 1) an exploration of the New Zealand setting for the two theories, 2) a content analysis of cultural impact assessments from eight different iwi authority in New Zealand, and 3) a case study analysis of two iwi organizations that have an established system for undertaking cultural impact assessments (Kai Tahu ki Otago and the Wellington Tenths Trust).
The research finds that cultural impact assessments are very similar to other impact assessment reports. However, they should be viewed as evolving documents, as there are some areas of the assessment process that need to be improved upon.
The research concludes by suggesting that cultural impact assessments do have the potential to be a tool for collaborative management between iwi and applicants. Further research and education in relation to the content, value and process of cultural impact assessments is required. It is also argued that increased resourcing, training and legislative requirements are needed to further increase Maori participation in planning.

A Post-classical economics approach to ecosystem managementHearnshaw, Edward J. S. January 2009 (has links)
A principal purpose of this thesis is to present an economic evaluation of ecosystems. The concept of ecosystem health is adopted to ascertain the status of ecosystems. Ecosystem health is considered in part an economic concept and defined as a function of utility through the ecosystem services that satisfy various needs, subject to preserving the integrity of the adaptive cycle. In order to quantify the utility supplied by ecosystem services the novel utility index Ecosystem Outcome Protection Year (ECOPY) is developed. By forming this index, an evaluation can be performed using cost utility analysis, which avoids monetizing these benefits. An attempt is made to ascertain an appropriate approach for ecosystem management. It is reasoned that expert intuition can determine some kind of macro-regularities in ecosystems despite their complex dynamics. Hence, these inferences could be used for ecosystem management. Adaptive co-management is introduced as a means to bring about the collaboration of experts as resource co-managers. The concept of informed intuition is developed to bring about a systematic approach to learning and evaluation where the mental models of experts are transcribed using fuzzy cognitive mapping. However, it is argued that ecosystems as complex adaptive systems are non-ergodic and full of surprises. Accordingly, abduction, the logic of creative conjecture is systematically developed, for the purposes of maintaining mental model flexibility. This systematic application of abduction with an informed intuition forms the proposed abductive process of research, which is grounded in Shacklean potential surprise, a non-probabilistic function. To demonstrate this novel research process, a post-classical economic evaluation of Te Waihora lake ecosystem is undertaken, which employs the ECOPY index and potential surprise method. This empirical case study reveals various cost-effective management actions for improving lake health, which went beyond the intuitions of resource co-managers. This indicated the potential of the approach, which is considered a significant contribution for the methodological development of ecosystem management.

Commons protected for or from the people? : Co-management in the Swedish mountain region?Zachrisson, Anna January 2009 (has links)
Protected areas have so far been the primary means to conserve biodiversity, an increasingly important environmental issue, but proposals to establish protected areas are often met by local resistance due to fears that user rights will be severely restrained. Nature conservation traditionally aims to preserve an ideal state of nature, in which interference by people is minimized through a number of regulations, and where central authorities are in charge. Increasingly, however, conservation policy emphasizes participation. Protected area designations are about institutional change where customary and legal rights to use and manage certain resources are renegotiated. Protected areas can be considered as multi-use and multi-level commons that may benefit from co-management where the state cooperates with user groups, municipalities, research institutions and others. This thesis analyzes the establishment phase of the co-management of multi-level, multi-use commons in order to characterize design principles common to the emergence of co-management processes which improve institutional robustness. The thesis is based on a quantitative survey study and a small-n comparative case study. Paper I compares national, regional and local public opinions about protected areas through a multi-level survey. Papers II to IV each presents a case study of a designation process within the Swedish mountain region. The qualitative case studies are based on the structured, focused comparison method and employ within-case analysis and process-tracing. The material examined consisted of written documentation and 41 semi-structured interviews. The two studies contribute to commons theory; the focus on the establishment phase provides opportunities to acquire abundant information about how contextual and process factors influence the functioning of a co-management arrangement. Paper I suggests that national public opinion is an important contextual variable for natural resources of national interest, and shows that 65% of the Swedish population support local or co-management of protected areas. Papers II to IV reveal that the rigidity of the existing institutional framework is another important contextual variable that influences the degree of learning taking place. Further, the comparative analysis proposes that certain characteristics of a process (the co-management process principles) are essential for the realization of co-management arrangements of multi-level and multi-use commons. The principles are representation, reason(ableness), powers, accountability and learning.

A comparative analysis of co-management agreements for national parks: Gwaii Haanas and Uluru Kata TjutaSadler, Karen L. 13 October 2005 (has links)
Co-management agreements for land and resource management can be viewed as emerging forms of a participatory planning model. They strive for equal aboriginal involvement and result not only in more equitable management strategies, but also incorporate aboriginal worldviews and traditional knowledge. This type of planning model is an iterative learning process for all parties involved and is most effective when mechanisms and processes to develop a co-management agreement are situational and contextually appropriate to each location and aboriginal group involved. Co-management agreements should be valued as interim forms that bridge restrictions on and exclusion of aboriginal peoples’ use and influence in relation to land and natural resources, on one side, and complete control through self-government, on the other.
This practicum assesses levels of co-management for two case studies by: reviewing relevant literature, analyzing the co-management agreements and plans of management and surveying key personnel at Uluru – Kata Tjuta National Park in Australia and the Gwaii Haanas National Park Reserve and Haida Heritage Site in Canada. The study does conclude that the degree of involvement of aboriginal participation is still wanting, but is higher than it would be if no such framework had been applied. To achieve the full benefits of equality in power distribution, the author suggests that co-management at the highest level should be negotiated either within or as part of land claims agreement or as part of a land title transfer to traditional owners. / October 2005

Towards a Sustainable Fisheries Management : How to address uncertainty in order to achieve a sustainable development of regional fisheries managementFolkesson, Malin January 2010 (has links)
Fisheries management is not only about managing the resource fish, but also includes managing the social system. Aquatic ecosystems and the social system are both complex and change continuously. It is important to address what types of uncertainty the combination of both systems, complex socio-ecological systems leads to, their consequences and how these should be dealt with. Successful or unsuccessful management outcomes are difficult to address whether or not they are due to management efforts or natural changes. In addition, uncertainties often lead to a short-term management, since lack of knowledge makes it difficult to act in a long-term perspective. This thesis conceptualizes how to address different types of uncertainty prevalent in fisheries management, with focus on natural process uncertainty, measurement and estimation uncertainty, decision and implementation uncertainty, and institutional and regime uncertainty. This was done by analyzing how three theoretical approaches, namely co-management, adaptive management and adaptive co-management address these uncertainties. In order to highlight how different types of uncertainty have been dealt with in practice, a case study on the fishery management in Lake Vättern has been made. A comparison between the literature study and this thesis’ case study shows that hypothesis-testing, cooperation, communication and transparency are corresponding factors on how to deal with uncertainties in fisheries management and that institutional and regime uncertainty is inadequately addressed in Sweden.

Waves of Change? Politics of Knowledge and Participation in Marine Protected AreasGray, Noella Jayne January 2009 (has links)
<p>Marine protected areas (MPAs) are an increasingly prevalent and popular conservation tool, yet there is still much debate over whether they should emphasize the role of expert knowledge or local participation. This debate occurs among an international network of scientists and conservation professionals as well as in relation to particular places and MPAs. This dissertation contributes to an understanding of MPAs by addressing three questions: (1) How do differently situated actors within the MPA social network define and mobilize ideas of knowledge and participation? (2) How are knowledge and participation enacted and perceived in particular MPAs? (3) How do perceptions of knowledge and participation relate to actors' views of the success of MPAs? In order to address these questions, this dissertation presents the results of two separate projects: (1) a survey of international experts at the First International Marine Protected Areas Congress; and (2) an ethnographic study of two marine protected areas and their associated communities and social networks in southern Belize. The results of the survey indicate that the international MPA community is divided in their opinions on what constitutes science and what role scientists should play in the MPA policy process. Scientists who had a positivist view of science were reluctant to engage in MPA policy making, whereas government representatives who held positivist beliefs were more likely to support scientists advocating for particular MPA policies. The results of the ethnographic study in Belize illustrate that multiple groups work to produce, interpret, and contest knowledge for MPA policy, while also engaging in scalar strategies to define what MPAs are, how they should function, and who should be involved in their management. MPA success in Belize is not dependent on either conclusive expert knowledge or positive perceptions of participation, but rather on the accommodation of multiple groups' agendas.</p> / Dissertation

Re-scaling Governance: First Nations and the Challenge of Shale Gas Development in British ColumbiaMurray, Mathew 03 September 2015 (has links)
The government of British Columbia faces a host of challenges as it attempts to establish a liquefied natural gas export industry and reignite unconventional shale gas production in northeast BC. Not only must it contend with a competitive and saturated global marketplace, but it must also address conflict with Treaty 8 First Nations whose treaty rights and traditional territories were impacted by early development. Shale gas impacts are intensely local, but First Nations have struggled to gain meaningful influence in colonial decision-making processes to ensure development decisions respect community values and authority. This research, conducted in partnership with Fort Nelson First Nation, explores the challenges and opportunities faced by the Nation in their efforts to reshape governance of the shale gas industry in their territory to address its environmental impacts. The research is situated within a review of multiple literatures including political economy, Indigenous governance, and critical studies of natural resource governance, social conflict and co-management in Indigenous-settler contexts. Through interviews and participant observation with the Fort Nelson First Nation, the thesis documents how those involved in shale gas governance at the local level perceive existing processes, and investigates under what conditions a more localized governance might resolve shale gas conflict in northeast BC. It develops an argument that shale gas governance must be rescaled to address landscape scale impacts and enhance the authority of local First Nations interests and knowledge. While collaborative governance reforms like co-management may not wholly eliminate deeply seated colonial authority, they can be effective and empower local First Nations communities under certain conditions. However, this case poses a unique set of context-specific challenges to governance reform, which the Fort Nelson First Nation are confronting as they work towards their governance and land use goals for their traditional territory. As the Nation continues to move forward, it is uncertain how they will negotiate the non-renewable industry’s political economy, and the current pro-development shale gas politics in BC. As such, this case offers a rare lens into local community experience with this relatively new and contentious global energy industry. / Graduate

The changing face of co-governance in New Zealand – how are Ngāi Tahu and Ngāi Tūhoe promoting the interests of their people through power-sharing arrangements in resource management?Harris, Rachael Caroline January 2015 (has links)
Power sharing regimes in resource management, including co-governance and co-management schemes, are now common across New Zealand. These schemes bring together iwi and the Crown to facilitate various environmental objectives. These arrangements often utilise the tenants of tikanga Māori, in particular the concept of kaitiakitanga, and are generally provided for outside of the Resource Management Act 1991. This thesis shows how two iwi, Ngāi Tahu of the South Island, and Ngāi Tūhoe of Te Urewera in the central North Island, are utilising such schemes to promote the interests of their people. It explains that Ngāi Tahu have built up co-governance in a patchwork manner, utilising the provisions of their settlement to build three distinct co-management arrangements in Canterbury. The thesis shows that Ngāi Tahu have yet to gain full co-governance capacity, but may well have a future role at the table in regional Canterbury governance from 2016 onwards. In comparison, Ngāi Tūhoe have been granted a different kind of governance arrangement that arguably goes beyond co-governance. This governance arrangement is based off the fact that legal personality has been granted to Te Urewera, and will allow Ngāi Tūhoe to promote the interests of their people in a unique way. The thesis will show that the face of co-governance is changing, and the future face of such arrangements may well give iwi more control. However, that there are pitfalls associated with such resource management power sharing schemes that must be taken into account when planning for future arrangements.

Native Voices and Native Values in Sacred Landscapes Management: Bridging the Indigenous Values Gap on Public Lands Through Co-Management PolicyMilholland, Sharon January 2008 (has links)
This dissertation is a qualitative investigation into Navajo citizen opinion on the need and form of a federal-tribal co-management model for sacred lands held in federal stewardship. The central question in this inquiry is, are co-management agreements appropriate for sacred landscapes management, and if so, how would they work? In other words, what are the issues, fundamental elements and core values of a "best-practices" sacred lands co-management model? This question is important because Native sacred lands protection and access are essential to reinforcing cultural identity and well-being, and revitalizing tribal communities. Across the United States, these places are being desecrated or destroyed at an alarming rate by commercial enterprise, public recreation, and political indifference. Native Peoples are also denied access to sacred sites for traditional subsistence or ceremonial purposes. This neglect of traditional Native cultural values in sacred lands management is referred to in this analysis as the "Indigenous values gap." Navajo response is focused on three Diné sacred landscapes, the Dinétah in northwest New Mexico, and the San Francisco Peaks and Canyon de Chelly, both located in northeast Arizona. These are large, multi-jurisdictional resources that are critical to Navajo culture and religion, and are currently under physical or legal threat. Navajo citizens in this inquiry generally agree that sacred lands co-management agreements between the Navajo Nation and federal agencies are desirable as instruments that can formalize the "practice" of genuine power-sharing relative to the management of cultural property. They also agree that co-management is not yet practical as a governance structure and philosophy until the Federal Government changes its perspective toward sharing management decisions with a Native nation. Navajo citizens also argue that comanagement is not practical until the Navajo Nation builds the capable institutions and sacred lands management vision on which to base co-management agreement development and implementation. The community development concepts of the Harvard Nation-Building model are central to building effective sacred lands management plans and co-management regimes. A "best-practices" model of sacred lands co-management blends the sacred principles of the Navajo doctrine of hozho with the secular principles of property rights, protected areas, and nation-building.
