Over the past decades outsourcing decades outsourcing has become an increasing trend.Firms decide to outsource in order to increase their profits or flexibility and many differentfunctions of the firm may be outsourced, one of them being the Human Resource (HR)function. When it comes to HR outsourcing, recruitment and selection are among the morecommon functions to be outsourced (Ordanini & Silvestri, 2008:373). The motivation foroutsourcing of HR is to reduce cost and increase efficiency (Elmuti, Grunewald and Abebe,2010:177). Outsourcing of HR functions like recruitment can also have negative aspect, forexample lack of loyalty and high turnover (Fisher et al, 2008:202). Previous research hasinvestigated how commitment and loyalty is affected by HR outsourcing (Connelly &Gallagher, 2004:963) and one aspect that has been touched upon but not dealt withexclusively is motivation and therefore this paper will explore it further. Using the following research question: How does motivation vary between individuals working at a company butare hired through a staffing firm versus hired directly by the company? This paper tries to both evaluate the existing literature and provide practicalimplications for managers. In order to explore this question and abductive research approachhas been used where the data and theory are intertwined and played of each other to achievethe purpose (Alvesson & Sköldberg, 2009:4). The data collection consists of eight semistructuredinterviews, four with people hired directly by the company and four that are orhave previously been hired through a staffing company. The study found that the theoretical framework does for the most part explain themotivational behavior of both groups studied, and that the two groups are not alwaysmotivated in the same way. Those hired directly by the company are more interested inreceiving praise, relationships at work, and receiving small tokens of appreciation. The grouphired by staffing companies was more often motivated by an internal drive to satisfythemselves and did not value work relationships to the same extent. The research also showedthat the individual rather than the form of employment plays a big role when it comes to howpeople are motivated. It was also made apparent that education and work situation wereimportant factors influencing the respondent’s motivation.

In 1989, the Executive Yuan started to downsize the organization of government. But the international economical depression cause jobless in Taiwan, and the government decided to expand the multiple employment promotion project, provide more job vacancy, match the jobless labors and the public service. It is the public service employment expansion program. Public service contract out and atypical employment in business are on the same purpose, the efficiency purpose and the economical purpose, and it's the purpose on the management position. But the public service employment expansion program, observably on labor position, is on the purpose to provide enough job vacancy. And that's the tie. This research observed how the public-service workers works in Center of Disease Control in Kaohsiung City (KCDC). On public service purepose, the program did make it more efficiency in KCDC. But in labor's view, however, the program just provided immediate job vacancy, and nothing more than that.

The Study of Atypical Employment's Job Satisfaction-The Case of Contracted Workers

The Study of Atypical Employment¡¦s Job Satisfaction ¡XThe Case of Contracted Workers Abstract ¡§Atypical employment¡¨ has grown in popularity in Taiwan over the last few years as employers strive to meet short-term workforce demands while maintaining flexibility, and minimizing costs. However, contracted workers still earn lower wages than formal employees, and because they are considered to be the ¡§disposable workforce,¡¨ employers tend to pay little attention to contracted workers¡¦ job satisfaction. The results of this study were as follows: in spite of low wages, contracted workers¡¦ job satisfaction was still above minimum levels. Older, lower educated, and voluntary contracted workers showed higher satisfaction levels than other contracted workers. Also, role behaviors were significantly predicted by job satisfaction. When satisfaction was higher, contracted workers demonstrated better in-role extra-role behavior. Last, financial compensation did not significantly influence job satisfaction. Recommendations of this study include increasing contracted workers¡¦ job satisfaction and motivation by treating them more like formal employees, providing a comfortable and safe working environment, and offering opportunities to become permanent organization members. In the recent years, ¡§Atypical Employment¡¨ has been accepted by most of the enterprises. The enterprises of the software service industry use atypical employment originally from the design theory of Shamrock Organization to seek the professional technical manpower. This research is to find out the determinants of hiring contracted workers or dispatched workers based on the atypical employee. The results are as follows: I. The organizational background: 1. The larger the scale of organization is, the better the possibility of hiring the dispatched workers of the atypical employment is. 2. The software industry is more likely to hire the contracted workers of the atypical employment than other service industries are. II. The determinants of the enterprises hiring the atypical employment: 1. The higher the enterprises pay the salary packages, the better the possibility of the use of dispatched workers is. 2. The higher the employee training costs, the better the possibility of the use of the contracted workers is. 3. The higher the job needs the degree of professional skill, the better the possibility of the use contracted workers is. 4. The higher the job needs the special techniques, the better the possibility of the use of the dispatched workers is. 5. The more the enterprises have products in diversity, the better the possibility of the use of the dispatched workers is. 6. The more the flexibility of the job arrangement is, the better the possibility of the use contracted worker is. III. The changeable factors of manpower demand: 1. The higher the degree of the demand of manpower change is, the better the possibility of hiring dispatched workers.

從聲學語音學角度分析在台灣的國語中聲調之連併 / An Acoustic Phonetic Analysis of Tone Contraction in Taiwan Mandarin

在語言學文獻上,對於音段在連併音節上的研究已非常眾多且詳細。而目前也有不少學者開始處理音節連併的超音段(聲調)部分,但是大多數研究是從音韻學的觀點。本文試圖從聲學語音學的角度,檢驗連併音節的產生與說話者的速度、說話者對內容熟悉度之間的關係;及分析連併音節的基頻與其音節長度。實驗統計結果證實說話者的速度與內容熟悉度的確與連併音節成正相關。三名以台灣地區的國語為母語的受試者,被要求分別錄製五段短文,各短文裡分別有數十個可能產生雙音節連併的詞組。在連併音節的基頻分析結果顯示,呈現出些微降調及升調兩種調型。我們並且發現,連併前的聲調起始值(onset)為產生連併聲調的最佳基本單位,我們也歸納出兩條規則來加以解釋。另外,在連併音節的長度分析結果顯示,連併音節所需的時間單位比起一般音節更短。綜合以上結果,我們暸解除了可經由規則推論出連併音節的調型之外,在語音的面向上,這些連併聲調皆呈現出較窄的調域、居中的調值和較短時間等的特徵。因此從本研究的結果顯示,我們較傾向支持連併音節是類似於輕重音表現的說法,而不再局限於本身的調值的衍算與否。另外,對於在我們分析過程所發現伴隨著連併音節的鼻音現象,證明了一般認為在快速語流中,共同發音所產生的自然現象,也給予了認為鼻音是另屬一個自主音段的說法更進一步的實證支持。 / Segment deletion or merger in contracted syllables has been well understood in the literature. Several researchers have also been investigating the tones in contracted syllables. However, most of their researches are based on phonology. The present study analyzes the tones in disyllabic contraction by examining its relationship with speech rate and familiarity. It also analyzes the fundamental frequency (F0) and duration of the contracted tones. An experiment was conducted to explore the idea that familiarity with the test materials and the rate of speech correlate positively with the occurrences of tone contraction. Three native speakers of Mandarin Chinese (in Taiwan region) recorded five paragraphs, each of which contains dozens of possible disyllabic contractions. Analysis of F0 reveals that there are basically two types of tonal shapes of contracted syllables—slightly falling and rising; and the onsets of the original syllable tonal units are the most adequate portions of forming a contracted tone. Two governing rules were generalized from various the findings of the experiments. Results of duration indicate less time is taken by a contracted syllable than an uncontracted one. The findings of this study provide support for the view that the contours of the contracted tones are predicted by rules. They also show that much of the variability of F0 contours in contracted syllables exhibits a fixed tonal pattern (narrower pith range, more middle tonal height, and shorter length) and that contracted tones has an accentual character in essence. In addition, the nasality accompanying contracted syllables in this study provides testimony to the natural co-occurrence of nasal and oral features in fast speech and at the same time also give support to the hypothesis that nasality acts on a separate autosegmental tier.

<p>Sweden's government says in the bill 2008/09: 140 that military service should be suspended and replaced with a system based on voluntary recruitment. In the essay, I will make an argument analysis of the parliamentary debate on the bill from the 12th of June 2009 with the following questions: On what is the different side’s argument based on? Are the arguments essentially and factually substantiated? Is there a clear political party tendency among the for-/counter arguments? The method is a "Pro et contra" analysis, a logical systematization of the arguments. The analysis will take start in the headline; Conscription should be suspended in favour of a voluntary system based on contract employed soldiers. The presentation of arguments in the analysis will be guided by the chronological order. The main argument against the bill is a belief that this system will generate greater costs. Furthermore, results from studies performed on other countries that have recently changed from compulsory military service to contract employed soldiers shows difficulties in recruiting and retaining staff in a voluntary system. Moreover it is noted that the increase in battle readiness that this new system means, would be completely unjustified in view of prevailing threats against Sweden. Finally, it is argued that the common support is at risk when Sweden's defence affairs no longer become an obligation for every individual to contribute. The arguments for the bill believe that we need forces that are fit to use and available, to meet the new threats that is emerging and in which Sweden's participation in international missions is the focal point. The conflict in the debate is based mostly in the ideological distinctions and as a result of these also economic contradictions. As a direct consequence of this, most of the arguments are not substantiated with facts. However, there is traceability to arguments that historically have been used to justify the introduction of either of the systems. There is a clear party political tendency in the debate. Government parties stay united and the opposition parties are slightly more dispersed in their argumentation but still against the bill.</p>

Experimental Investigation On Sharp Crested Rectangular Weirs

This study is an experimental research to formulate the discharge over sharp-crested rectangular weirs. Firstly, a series of measurements on different weir heights were conducted to find the minimum weir height for which channel bed friction has no effect on discharge capacity. After determining the appropriate weir height, weir width was reduced to collect data on discharge-water head over weir relationship for a variety of different weir openings. Then, the data was analyzed through regression analysis along with utilization of global optimization technique to reach the desired formulation for the discharge. By taking advantage of a newly-introduced &ldquo / weir velocity&rdquo / concept, a simple function was eventually detected for the discharge where no discharge coefficient was involved. The behavior of the weir velocity function obtained in the present study illustrates the transition between the fully contracted and partially contracted weirs. In addition, the proposed weir velocity formulation is simple and robust to calculate the discharge for full range of weir widths.
