Hospodaření příspěvkových organizací zřizovaných obcemi / Management of Contributory Organizations Established by Municipalities

This dissertation considers the economic management of organizations funded by Sezimovo Ústí Town Council in the period from 2009 to 2013, namely the nursery school in Lipová Street and the Centre for Culture and Sport. Basic terms required for completing the practical part are defined in the theoretical-methodological part. These terms are associated with non-profit organizations and the economic management and accountancy of budget-funded organisations. The dissertation will provide an analysis of the economic management of the chosen budget-funded organisations, investigating their dependence on council funding and suggesting ways to improve economic efficiency. Professional publications and legal directives concerning this issue have been used as a basis for the theoretical-methodological part. The practical part is supported by secondary data, mainly in the form of accounting reports gained from the chosen budget-funded organisations.

I denna vetenskapliga essä undersöker jag osäkerhet i det pedagogiska förhållningssättet. Osäkerheten som undersökts grundar sig i hur jag som professionell ska förhålla mig till huruvida aktiviteternas som erbjuds på fritidshemmet ska utformas med en obligatorisk delaktighet eller en frivillig delaktighet. Vad är det som påverkar och bidrar till att denna osäkerhet i det pedagogiska förhållningssättet uppstår? Jag undersöker dessa frågor genom att med hjälp av teorier och litteratur lyfta anledningar och bidragande faktorer till varför denna osäkerhet kan uppstå och hur detta påverkar mitt professionella omdöme. Genom att lyfta anledningar och bidragande faktorer till att osäkerheten uppstår reflekterar jag sedan vidare i hur detta kan användas i mitt pedagogiska förhållningssätt gällande deltagandet i aktiviteterna och för den egna professionsutvecklingen. / In this scholarly essay I examine insecurity in the pedagogical approach. The insecurity that’s examined is based in how I as a professional should approach wheter the activities that are offered in the leisure-time centre should be designed with a mandatory participation or a voluntary participation. What affects and contribute to the emerging of this insecurity in the pedagogical approach? I examine theese questions by with the help of teories and litterateur raise reasons and contributory factors to why this insecurity emerge and how this affect myprofessional judgment. By raising reasons and contributory factors to the emerging of the insecurity I then continue to reflect how this may be used in my pedagogical approach regarding the participation in the activities and for the personal professional development.

The object of this research is whether this two merged groups perceive their status as equal. This research is founded by a questionnaire survey, which holds a key part of the work. Based on the results, I suggested possible improvements in school management and human resources.

A la lumière de la revue de la littérature et des différentes opportunités empiriques qui se sont présentées, nous étions devant une problématique de recherche qui reflète l’actualité de l’usage de la web TV à des fins contributives, et plus précisément l’influence de certains éléments d’atmosphère du site de la web tv sur l’attitude des étudiants les conduisant à adopter un comportement d’approche spécifique à ce dispositif. Notre recherche nous a permis de proposer un modèle conceptuel qui s’est hissé en un cadre global d’appréhension du comportement des étudiants quant à la fréquentation des web tv universitaires étudiantes. A partir d’une approche qualitative et sur la base d’une expérimentation menée auprès d’un échantillon de 200 étudiants de l’USTV, nous avons pu détecter non seulement les éléments d’atmosphère les plus influents sur le comportement d’approche des étudiants mais également certaines caractéristiques individuelles dont l’impact est bien modérateur. Cette thèse contribue finalement à une meilleure compréhension du rôle et du fonctionnement de l’influence des stimuli environnementaux de la web tv sur le comportement de l’étudiant et présente en outre un ensemble de réflexion à adopter et d’action à entreprendre en vue de drainer les réponses comportementales souhaitées par les concepteurs. / In light of the literature review and the various empirical opportunities which appeared, we were facing a problem of research reflecting the current use of the web TV for contributory, and more precisely the influence of some atmospheric elements of the web TV site on student attitudes leading them to adopt a specific behavioral approach to this device. Our research allowed us to propose an abstract model of the search that has risen himself in a global frame of behavior apprehension of students on attendance web tv university. From a qualitative approach and based on an experiment led with a sample of 200 students from USTV, we were able not only to detect the most influential atmospheric elements on the behavioral approach of students, but also some individual characteristics whose impact is moderating. This thesis contributes finally to a better understanding of the role and functioning of the influence of environmental stimuli of the web tv on student behavior and also has a set of reflections that should be adopted and actions to be taken to drain behavioral responses desired by designers.

Towards Dementia Friendly Emergency Departments: A mixed method exploratory study identifying opportunities to improve the quality and safety of care for people with dementia in emergency departments

This project provides the first comprehensive investigation into the experiences of people with dementia (PWD), their carers, and the staff who provide care in emergency departments (ED) in the UK. This is a mixed methods study which used a national survey (N=403) followed by ED observation (32 hours) and qualitative interviews with health professionals (N=29), in an iterative and sequential design to present a holistic evaluation of the current experiences of the key parties- patients, carers, and ED staff involved in receiving and providing care. The theoretical perspective of the Human Factors Approach to patient safety underpins this work. The project included people with dementia and carers as collaborators and co-designers in both the development of the research tools and in shaping the project outputs. This research explores the barriers and facilitators to safe and effective care, concluding that here are a number of barriers (poor integration of communication systems, inappropriate physical environments, misalignment of staff training and workplace staffing models), which may affect the healthcare team’s ability to provide effective dementia care. These systemic challenges both give rise to and exacerbate poor organisational and safety cultures. However, despite these challenges, there are examples of safe and effective care (positive deviants) where uncommonly good outcomes for this patient population are achieved. Examining these examples offers valuable insight into potential adaptions, which could be used to improve existing care.

Nepříspěvkové doby v důchodovém systému ČR ? opomíjený prvek transformace důchodového systému / Non-contributory periods in the Czech pension system - a neglected element in the pension reform

Non contributory periods is one of the key issues in the public discussion on the planned reform of the pension system in the Czech Republic and is being widely discussed by economists, social scientists and political representatives. The PhD thesis focuses on a detailed analysis of non-contributory periods in the Czech pension system and their impact on pension system balance and micro and macro economic connections. It includes an international comparison of non contributory periods and a minute description of one selected non contributory period -- child care in selected European countries. The extent of non contributory periods considered in the pension system represents one of the theoretical possibilities of parametric changes to the pension insurance system. Non contributory periods are taken into account in pension schemes either because the individual is carrying out a non-wage-earning activity beneficial to society or because the individual through no fault of their own finds themselves in an (adverse) social situation which from a humanitarian perspective justifies their participation in pension insurance without making insurance payments. The institution of non contributory periods helps to secure the universality of the pension system, which enables the participation of economically inactive persons in the pension insurance system. The amount of non contributory periods or the proportion between non contributory periods and years worked, or the proportion between paid insurance and non contributory periods (potential loss of insurance contributions) has, to date, merely been estimated in the Czech Republic. This PhD thesis presents the first accurate figures, based on unique individual data on insured persons; methods of analysis, synthesis, comparison, simulations were used and statistical methods were applied. The analysis reveals that non contributory periods are a significant element of the Czech pension system amounting to 22.4% of the total insurance period which is unacceptable especially as regards the principle of equivalence. The average duration of non-contributory periods for current pensioners is 8.7 years. The proportion of hypothetical insurance calculated from the average wage at potential total income from insurance was in the observed year 30% or 13% (calculation based on the minimum wage). Non contributory periods in the Czech pension system have a significant impact on its balance. Paying premiums for non contributory periods (included in pension law) would cause a decrease in the contribution rate to 18% (calculation based on the average wage). If non contributory periods were not considered, the potential savings on pensions paid out would be almost CZK 35 billion in the observed year. That represents 16.5% of expenditure on pension payments and more than twice the deficit of the pension insurance account for the observed year. Therefore the author recommends in the thesis the restriction of non contributory periods and the introduction of payments for such non-contributory periods from those people who will be entitled to a pension from such non contributory periods in the future.

Factors contributing to withdrawal behaviour in early adolescents

The researcher is concerned about the lack of attention given to withdrawn early adolescents (WEAs) at school. During early adolescence, the foundations for lasting character, personality traits and social interaction are laid. Learners exhibiting withdrawal behaviour are described as being quiet, reserved, removed or distant. Attempts by educators to get them involved in lessons often end in failure and this causes educators to become frustrated and confused about how to deal with these learners. The aim of this study is therefore to establish the factors that contribute to withdrawal behaviour in early adolescents. The researcher devised an identification instrument that makes the identification of WEAs much easier for educators. Hardly anyone doubt about the necessity of pension reform nowadays. Opinions how to process the reform differs considerably. The main point of my work is to evaluate preferability of so called opt-out (partial release of financial sources from system based on continuous contribution into fund system) for various income and age groups in order to find out that such measures will not fundamentally threaten stability of pension system in the Czech Republic. Reform changes of pension reform of chosen EU countries are to be characterized in my thesis. I will also evaluate possibilities of aplication of foreign experience in the Czech Republic. The basic methods will be above all the analysis of questionnaire results, mathematical and statistical methods and method of international comparation.
