The Exploration of the Accreditation System of TEAC and Its Implications for the Evaluation of Teacher Education in Taiwan

This study explored the Teacher Education Accreditation Council (TEAC) and the evaluation of teacher education in Taiwan-related issues that provide to educational authorities to implement the reference teacher education accreditation system in the future. The quality of teacher education is one of the important factors which are connected with national development and competitiveness. In view of the fact that the evaluation of teacher education in Taiwan is important in determining quality of teacher education, improving the progress of teacher education program, and to pursue excellence of system. The study aims to explore TEAC and its implications for the evaluation of teacher education in Taiwan. The study employs three methods of collecting data, including literature review, G. Z. F. Bereday's Comparative Method, and Delphi Method. So we use the methods to explore of TEAC and its implications for the evaluation of teacher education in Taiwan. According to the results, the following conclusions have been concluded: 1. Lacking of teacher education accreditation institutions dedicated units 2. Evaluation of teacher education in Taiwan lacks characteristics of self-evaluation 3. Evaluation of teacher education in Taiwan must be a standardized set of teacher education accreditation principles, objectives and process sequence 4. Evaluation of teacher education in Taiwan experts and members of the organization to be defined 5. Lacking of regular evaluation procedures and appeal procedures 6. Results of the using are the difference between TEAC and Evaluation of teacher education in Taiwan Based upon the above conclusions, some suggestions have been raised by the researcher to play a solid basis for teacher education accreditation and to upgrade the quality of future institution.

The Taiwan Lobby

This study takes an Institutional and Evolutionary Economic (IEE) approach to exploring the Taiwan lobby in the United States. This IEE approach encompasses many fields and borrows theory from diverse disciplines. These range from evolutionary psychology, political economic thought, organizational theory, economics, history, to other helpful tools in understanding economics and institutions. My study starts with some preliminaries, a history of the U.S. and Taiwan, an extensive survey of literature in the field, then dives into the exploration of U.S. arms sales to Taiwan 1950-2010. It should be here stated that, to my knowledge, this is the first time such a time span has been tackled on the issue anywhere in international academia. What is so fortuitous is the fact that the Taiwan Relations Act was adopted in the middle of this 60-year timeframe, giving my study the ability to compare two 30-year timeframes. I then put this into the context of the Taiwan lobby while putting the Taiwan lobby in the context of arms sales. The four lobbies explored are: 1) The U.S.-Taiwan Business Council, 2) TECRO, 3) AIT and 4) FAPA. These institutions are explored from the: 1) individual, 2) structural and 3) structure of interaction perspectives. My main drive is to understand the structure and structure of interaction of the Taiwan lobby and to apply this with a practical understanding for a student of management. I offer my own model about what makes a lobbyist successful in his art, craft and business.

The motive of this is to treat [The study on the correlation between the media exposure rate and the ways of interpellation of the representatives and their interactions with the press.---The case of The Kaohsiung City Council]¡CAccording to Yuon-Mau Chao(1988), through practicing the interpellation by the representatives, the city council is able to oversee and to check and balance the administrative department, to reveal the administration deficiency and abuse, make people understand the problems of the their township and reflect the opinions of the citizen; The interpellation is not just the right but also the obligation of the representatives, but not all the topics concerned by the representatives are favored by the press. Therefore, this thesis is to study how would the ways of interpellation of the representatives and their interaction with the press correlated with the media exposure rate¡D According to the historical documents of Kaohsiung City Council, After Taiwan was recovered from Japan, a bill named "the Plans for Establishing Representative Organizations at Different Levels" was implemented on December 26,1945 to carry out local autonomy. According to the promulgated regulations of "Organization Act of City People's Political Councils" and "Election Act of City Councilors", Kaohsiung City People's Political Council was founded on April 13, 1946. It was renamed as Kaohsiung City Council on January 11, 1951 and was subjected to Taiwan Provincial Assembly. On July 1, 1979, Kaohsiung City was elevated to a special municipality under the direct supervision of Executive Yuan and The City Council shifted to Kaohsiung City Provisional Council. On December 25, 1981, the councilors of the first term of the City Council of Kaohsiung special municipality were inaugurated¡CNowadays, the 7th term of the City Council of Kaohsiung has 44 councilors, including the KMT¡BPFT¡BDPP¡BTSU and NPA et al but they can be grouped into two main factions : the Blue faction(KMT¡BPFT) and the Green faction(DPP¡BTSU); No matter which faction the councilors are belonged to, most of them would strive for more government resources through official or nonofficial to be denoted to local constructions in order to consolidate his influence and votes¡D The councilors directly elected by the people are responsible for speaking for the people and have the right to canvass the bills and the budget for the city government¡CTherefore, the action of the councilor is going to affect some people, and become one of the resources of important news¡CBut not all representatives¡¦ speeches and actions are going to be favored by the press and gain a positive report, the correlation between the media exposure rate and the ways of interpellation of the representatives and their interaction with the press is the key theme of this research¡D This study takes the 7th term councilors of the City Council of Kaohsiung as the research population, and apply the [case study method] to study the correlations between the interpellation of the councilors in the parliament¡Bthe public hearing outside the parliament¡Bsymposium¡Bmediation council¡Bpress conference¡Bprotest led by the councilor et al and the councilors¡¦ interactions with the press and the media exposure rate. We hope to find out some valuable conclusions and concrete advises on the councilors shooting for media exposure and the presentations of the news by the reporters¡D

How do municipalities and county councils work with gender mainstreaming? What tools are used and which are the conditions and obstacles in the working process? Gender mainstreaming has been an official strategy in Sweden since 1994. In all policy decisions at all levels, a gender perspective shall be integrated. This will ultimately have an impact on the citizen level. The essay shows that despite the fact that the strategy has been official for 21 years, it is not used everywhere. I examine how the county council and municipalities in the county of Västmanland are working with gender mainstreaming. In Västerås, there is much work going on, on the basis of the strategy. While in other municipalities, no work at all can be found. Within the framework of gender mainstreaming, the municipalities and the county council are using a set of tools. There is talk about several conditions and obstacles in the work with gender mainstreaming, where knowledge is a recurring element. This makes the study particularly interesting when we get an insight of how much the work within gender mainstreaming can be separated for each municipality.
