Dans cette thèse, je tente de comprendre l’intrigue politique qui lie musique et politique au prisme des musiques du monde. Il s’agit de comprendre ce que les acteurs font au nom de ces musiques et de quelles manières cet engagement questionne les idées que nous nous faisons de l’usage et des effets de la musique dans nos sociétés. La démonstration parcours quatre cas. Je commence par analyser les Etats Généraux des Musiques du Monde organisés en 2009 à Sciences Po et les échanges qui s’y déroulent. J’y analyse les disputes et controverses en regard des régimes de justification et des références historiques utilisées par les intervenants. Je tente de comprendre ce que font réellement les acteurs dans la situation produite par les Etats Généraux et quelle compétence ces arènes de dispute fabriquent. J’interroge l’évolution de la politique culturelle au prisme de la notion de disponibilité culturelle. De là, je rapproche la focale de mon observation vers l’un des acteurs, le festival africolor et un dispositif, celui de l’accompagnement artistique et professionnel de l’artiste Jean-Didier Hoareau. A travers ces deux chapitres, j’expose en vis-à-vis les intrigues festivalières et politiques et les compétences et savoir-faire qui caractérisent chacune des parties, des accompagnés comme des accompagnants, des programmateurs comme des artistes, des militants comme du public. Je reviens pour la première fois de manière réflexive sur la place que j’ai occupé pour cet accompagnement et la manière dont j’ai construit peu à peu ma réflexion dans le cadre de cette thèse. Pour le dernier cas, je m’attache à prendre en filature la fabrication de « Mulhouse Capitale du Monde », enquête, dispositif, événement, à travers plusieurs arènes d’interprétation : les débats d’un comité, la réception d’une enquête, les interviews de musiciens, l’organisation de concerts. Je problématise cette « filature » au sein d’un corpus de recherches autour de l’idée d’un lien entre gouvernance, mise en valeur d’un territoire et musique. J’essaie de saisir la fabrique d’un art de s’en mêler. / In this thesis, I attempt to understand the political intrigue linking music and politics within the prism of World Music. I aim to unveil what stakeholders do in the name of this music and in what ways their commitment calls into question our conceptions about how music is used and how it affects our society.I examine four cases, beginning with an analysis of the Forum for World Music (Etats Généraux) held in 2009 at Sciences-Po and the discussions that took place there. I examine the conflicts and controversies linked to the regimes of justification and the historical references used by the speakers. I attempt to comprehend what those taking part in the Forum were really doing in this context and what authority these arenas of conflict produced. I question the evolution of cultural policy through the prism of the concept of cultural availability.I go on to focus on one of the stakeholders, the Africolor festival and the artistic and professional support of the artist Jean-Didier Hoareau. In these two chapters, I unveil face to face the festival and political intrigues ; the specific expertise and savoir-faire of the accompanied and those accompanying them, of the programmers and the artists, of the activists and the audience. For the first time, I reflect on my role and the way in which I have formulated my reflection little by little for this thesis.Finally, I follow the creation of the “Mulhouse Capitale du Monde” event – investigation, organization, event, in various contexts: a committee’s debates, the receiving of an investigation, interviews with the musicians, the organization of the concerts. I call into question this “shadowing” with a body of research into the concept of a link between governing, the development of a territory and music. I attempt to grasp how one creates an art of interfering.

Kultur som en del av en helhet : En textanalytisk studie av den politiska diskussionen kring kulturkvarteret i Örebro / Culture as a part of the whole : A textanalytical study of the political debate concerning Kulturkvarteret, ÖrebroOlander, Klara January 2019 (has links)
This thesis examines the political discussion between local politicians, on the city of Örebro’s plans to build a new cultural centre, Kulturkvarteret. This investigation explores the politicians’ conceptions of the values and functions of culture – looking at how they express goals of cultural policy and which concepts of culture are used. The study also investigates if decisions on culture are seen, by the politicians, as pertaining to other political areas in addition to cultural policy. The method used is a text analysis approach where a model by Johannisson (2006) provides an analytical framework. Johannisson’s example summarises three different discourses used by agents of the cultural policy reconstruction process in Gothenburg during the 1990s: the quality discourse, the welfare discourse and the alliance discourse. This study shows that the welfare discourse and the alliance discourse are the most prominent in the political discussion in Örebro. The politicians primarily employ the anthropological concept of culture, whilst using the goals of cultural policy that fall both under the welfare discourse and under the alliance discourse. The conclusion of this thesis is that the local politicians appear to ascribe culture both an economic and a social value and that culture policy is seen as an aspect of other political areas in addition to cultural policy.

A Culture War in Swedish Politics? : Cultural policy discourse from a perspective of securitisation theoryDegerfeldt, Dennis January 2023 (has links)
Relating to issues of democracy and security, the thesis examines suggested parallels inSwedish politics to the culture war phenomenon in the United States. Are there signs of asimilar development in Sweden? By examining political rhetoric by the political parties in theRiksdag, the aim is to find out how the parties relate to the concept of culture, what purposecultural policy should have and whether there are indications of securitisation in the discourseand potential implications for cultural polarisation. Utilising a theoretical frameworkconsisting of discourse theory and securitisation theory, various party programs andparliamentary documents are analysed with a focus on comparing discursive articulations,with a starting point in the ideological positioning around the creation of a culture canon. Thefindings show that the parties are divided in how they view culture along three differentscales, with several parties expressing securitising tendencies. Discursive polarisation isapparent in the material, with one party in particular articulated as a threat to the survival ofSwedish culture. Increasing polarisation in cultural rhetoric may lead to a culture war, thoughno such phenomenon is found at the moment in the current political discourse.

Evaluating the Cultural Plan of Austin, TexasSmith, Rachel May 12 1900 (has links)
This is a concurrent, mixed methods study of the impacts of Austin, Texas’s cultural plan, CreateAustin. In the study, trend analysis and a t-test were used to examine variables before and after the cultural plan was in place. At the same time, interviews with cultural planners were used to uncover other effects. My research addresses a gap in the literature between understanding the desired and actual outcomes of a cultural plan. Cultural plans are being developed by many communities in an effort to attract creative workers but they are rarely evaluated. Evaluation using a mixed methods approach is necessary to capture all the outcomes of a cultural plan, rather than the limited scope of impacts that are captured by qualitative or quantitative analyses alone. My analysis of the quantitative variables showed some significant differences between when the plan was in place and the years prior to its creation. Interviews with key stakeholders revealed the formation of new networks as a powerful outcome of the planning process. The results allowed me to gauge the overall impact of CreateAustin and make some observations about the cultural planning process in general, as well as uncover new directions for future research.

Öffentlichkeit zu heben ist. / The fundamental change in library work owing to the digital changes
seems to show the area of preservation of collections as clinging firmly to the
past. The report shows that the goal of preservation of collections necessarily is
the preservation of originals and that it has to be orientated towards analogue
subjects. From this follows the explosiveness of the fact that preservation of collections must increasingly be brought to the notice of politics and the public.

The European Union uses different means of power to exert its influence on the direct Neighbours of the polity. One of the most influential and widely used means in the EU's foreign policy is soft-power and the value diffusion process. The process differs from harsh “imposition” of the norms and values, it rather creates the norms which are desirable to be achieved by others. The discourses used in the process of norm diffusion reinforce Union’s normative identity, but different types of powers intersect and interact with each other depending on the sector of cooperation. What is happening in the “People-to-People: Culture and Education” dimension of European Neighbourhood policy is described in the thesis, by analysing modes of external governance, tracing their biopolitical nature and determining the role of culture in the wider context of the relationship between EU and the Neighboring East. This thesis is going to analyse grant applications in the framework of currently ongoing EU4Culture project , which aims to support the preparation of Cultural Development Strategies in non-capital cities and towns of Eastern Partnership countries (EaP). The project’s main objective is to promote Culture and Creativity as an engine for economic growth and social development. It is currently being held in five EaP countries: Armenia, Azerbaijan, Georgia and the Republic of Moldova.
