This thesis develops a model for a possible future Surface Warfare Officer (SWO) detailing system. It does so by examining the current SWO Detailing System in the context of the greater SWO Career Management System. Minimum criteria applicable to any future detailing systems are then developed. Using these criteria, an object-oriented model for a future SWO Detailing System is created with the Unified Modeling Language. The model developed assumes a future SWO Career Management System where SWOs progress from being generalists to specialists (e.g., a future SWO may specialize as a Combat Systems Officer). Many of the concepts developed are applicable to the current SWO Detailing System. Primary among these concepts is that the current system (and any future system) will benefit from the use of a more object-oriented database to store and manage historical and statistical information about individual SWOs. In addition, customized user interfaces for detailing system users that access this same database but have different functionality will improve both the experience and results of the SWO detailing process. Finally, the introduction of computerized analytical tools (both statistical and data-mining) will help the detailer better balance the sometimes conflicting objectives of the detailing process. / US Navy (USN) author

The Law Faculty precinct, located at the north-eastern edge of the University of Pretoria’s Hatfield Campus, is already one of great esteem to the University. The precinct consists of two buildings: the celebrated Law Faculty Building and the inadequately accommodated Law Clinic. The Law Faculty is currently negotiating with the board of the University of Pretoria for a new facility, the Institute for International Comparative Law, for which they will require additional space. This design proposal is for an extension building within the existing Law Faculty precinct to accommodate the new Institute for International Comparative Law and to provide improved premises for the existing Law Clinic. The project seeks to design consciously, within its physical context and within the socio-political and historical context of South Africa. <p> At present there is no code of practice or design guide for the complete design of crane run ways. Many sources o-f information apply to steel structures in general and do not address some of the more important design and practical aspects of crane runways. It is the purpose of this report to review the various standard procedures together with rules and guidelines which result from practical experience in design, construction and operation. In particular it is hoped to identify those questions around which there appears to be some uncertainty or lack of substantiation. Some of these topics are identified as areas for possible future research. </p> <p> The report considers the version components of the runway system and the loads which act on them. After discussion of the dynamic nature of loading and the allowances made for vertical and horizontal loads, the supporting system is described with reference to accepted guidelines, design details and sketches of connections. Interaction of the various components considers the design and detailing of the rail the girder, the horizontal girder (or surge plate) and columns and foundations. Use is made of a computer program to compare the behaviour of alternative girder support systems and the advantages and disadvantages of each is summarized. </p> / Thesis / Master of Engineering (MEngr)

The project began as a response to a proposal to construct a suburban style grocery store and surface parking lot in the middle of an existing residential neighborhood, including the substantial demolition and 'strip-mall' conversion of a historic theater located on the Washington, DC site. The Thesis evolved as an exploration of how do we reconcile our contemporary mercantile needs within the urban environment; specifically, how can one incorporate a suburban-scaled, 'big-box' retail structure in an existing, complex urban context. The proposal that follows offers an integrated, mixed-use and contextually sensitive solution, incorporating a full size grocery store (the most fundamental of our consumer needs) with multiple levels of parking below, new residential row-housing and commercial space above - retaining and restoring both the historic theater and the overall neighborhood fabric. / Master of Architecture

This research provides quantitative data to aid engineers in the selection of various attributes to facilitate fit-up during I-girder bridge construction. Concepts and procedures for explicit calculation of locked-in forces due to cross-frame detailing are developed and discussed. Fit-up forces are evaluated and discussed for a suite of bridge cases analyzed in this research. Bridge cases with difficult fit-up are highlighted. Recommendations for erection procedures are provided to facilitate fit-up. The research investigates and recommends beneficial staggered cross-frame framing arrangements that are applicable to straight skewed bridges, framing arrangements with liberal offsets around bearing lines at interior pier in continuous spans bridges, and the use of staggered versus lean-on cross-frame arrangements in straight skewed bridges. The research also addresses the impacts of cross-frame detailing methods, that is, the “fit condition” of the structure, on cross-frame forces, girder elevations, girder layovers, girder stresses, and vertical reactions in the completed bridges.

Approved for public release, distribution is unlimited / The enlisted personnel assignment process is a major part in the United States Navy's Personnel Distribution system. It ensures warfighters and supporting activities receive the right sailor with the right training to the right billet at the right time (R4) and is a critical element in meeting the challenges of Seapower 21 and Global CONOPS. In order to attain these optimal goals the ways-to-do-it need to be customer-centered and should optimize both, the Navy's needs and the sailor's interests. Recent studies and a detailing pilot in 2002 used a web-based marketplace with two-sided matching mechanisms to accomplish this vision. This research examines the introduction of an Assignment Incentive Pay (AIP) as part of the U.S. Navy's enlisted personnel assignment process in a simulation environment. It uses a previously developed simulation tool, including the Deferred Acceptance (DA) and the Linear Programming (LP) matching algorithm to simulate the assignment process. The results of the sensitivity analysis suggested that the Navy should mainly emphasize sailor quality rather than saving AIP funds in order to maximize utility and the possible matches. When adopting such an introduction policy also the percentage of unstable matches under the LP as the matching algorithm was reduced. / Commander, German Navy
