Změna obrazu OSVČ během koronavirové krize / The changing image of the self-employed during the coronavirus crisis

The diploma thesis deals with labour market issues in relation to a selected group of self- employed persons during the coronavirus crisis of 2020. The main goal of the thesis deals with mapping and comparing the change of approach to self-employment during the coronavirus crisis from perspective of the theory of social construction of target populations by Ingram and Schneider. The main goal of the thesis was supplemented by four research questions that deal with the transformation of the social structure of the self-employed during a pandemic, the resulting policy, the tools used in employment policy and the variability of topics that appeared in the media in relation to self-employment. In the introduction, the reader gets acquainted with the development of the researched issues, statistics and the main theories and concepts that have been used. The second part describes the methodology of the work, such as research methods and data analysis. Following this, the work presents the results of the analysis of events, where was created a timeline of the development of selected measures. Long-term unemployment brings negative consequences for the state and individuals. Besides the financial impacts on the state (lower incomes, expenditures for social transfers), for the long-term unemployed people from the social and psychological perspective this is a reduction in living standards, loss of social status, skills and abilities decline, decrease of social contacts, etc. Unemployed persons have not got income from their own economic aktivity, and that is why they are provided with social benefits in material need in the frame of the system of social protection.Their long-term receiving, however, often leads to the trap of poverty and welfare dependency. Employment agencies strive for return of these people back to the labour market through thein instruments of active employment policy. This thesis is focused on public service, which was introduced to the system of poverty relief in 2009 as the motivation and penalty measures to increase the activity of long-term unemployed. The theoretical starting points of this study are findings on poverty, social exclusion, living wage. The thesis "Analysis of the influence of demographic development on employment and employment policy of elderly people in the Czech republic" focuses on the specific position of elderly people in the labour market. In the event of redundancy, they tend to be under threat of long- term unemployment more often and to a greater extent than other groups in the labour market. The thesis describes in detail the current state of employment of elderly people in the Czech Republic and the European Union with respect to demographic trends, which - in addition to other consequences - also have a strong impact on the labour market. The aim of the thesis is to determine the main obstacles preventing greater involvement of elderly people in the labour market in the Czech Republic, and the direction employment policy should take in order to achieve greater efficiency. The basic hypothesis of the thesis is the idea that the implementation of an active employment policy in the Czech Republic is not effective enough in solving the unemployment issues of the elderly. Diploma thesis "Civil Society Organizations supporting employment of parents in Prague and Central Bohemian Region (2010 - 2012)" deals with the mapping of supply of civil society organizations in the area of Prague and Central Bohemia in the years 2010 - 2012, which aim to promote employment of parents. In the empirical research are included programs of personal and professional development of clients, help with their orientation in the labour market, advice on a finding new work (including setting up own business) and programs that are focused on working with employers and reconciling family and working life. In view of the fact that these organizations offers, of course, to some extent dependent on the characteristics of the Czech Republic, family and employment policies of the state and the European Union, the thesis contains also a summary of key facts that are related to this area. In conclusion, this thesis contains not only an analysis of research outputs, but as well as a draft recommendations, which could lead to improvement of the situation.

This paper analyses social constructions of people with disabilities in Czech employment policy with a help of Anne Schneider's and Helen Ingram's theoretical framework: Social constructions of target populations. Methodologically this paper is a case study, the analysis is based on a secondary analysis of statistical data and a study of public policy documents, primarily analysis of legislation development and relevant strategic documents. The paper is attempting to define general construction of people with disabilities by public reprepresentative surveys. Power of the group is defined by characteristics resulting from the theoretical framework. The key part of the paper examines, what policies assume about participation of people with disabilities on the labour market. At the end the paper describes employment rates of this group. In conclusion the paper describes how hidden asumptions in design of policy probably hinders participation of people with disabilities on the labour market.

The thesis addresses the topic of employment of persons with disabilities on sheltered and training positions. Its intention is to draw attention to the importance of employment in the life of these people, the importance of raising public awareness and the necessity to establish a responsive attitude of the public as well as employers in this sphere. The thesis provides a theoretical background for the issues of employment of the disabled. It intentionally explains the term of vocational rehabilitation in a broader context of active employment policy and as an element of complex rehabilitation. The thesis characterises the sphere of social entrepreneurship as one of the options where the creation of sheltered and training positions may form a central programme of an enterprise. It presents operational programmes which currently enable the creation of training positions. The thesis includes characteristics of a selected entity where training and sheltered positions are implemented on a sociotherapeutic farm. The practical section of the thesis describes the possible ways of utilising the sociotherapeutic farm in the employment of individuals with disabilities. The purpose of this diploma thesis is to describe the influence of the European Union and especially the European employment strategy on the active employment policy in the Czech Republic. The thesis follows the development of the employment policy in both European Union and the Czech Republic. One part of the thesis is devoted to the pre-accession period and the other is concerned with the period after the Czech Republic has become a valid member of the EU. There were applied two theoretical concepts in the analysis of the European Union's influence on the Czech employment policy: social network theory and the concept of policy transfer. There are pointed out the changes that happened in both periods. The motivation of both parties to accept and implement the changes and to influence or to be influenced is described. The aim of this thesis is to prove that the Czech Republic has been influenced and to show the aspects of the influence: where, why and by whom.
