The Politics of Public Management: Exploring the Importance of Environmental Support

The machinations of the political environments of public organizations present interesting questions for scholars and practitioners alike. Moving beyond simply recognition of the inherent role of politics in the administrative process, I uncover specific causal mechanisms from the external environment to assess their influence on public administration. To investigate this phenomenon, I utilize data from the public education sector, one of the most common areas of public service delivery. This dissertation utilizes data from over 1000 Texas school districts. Given the heterogeneous nature of the state, these data are applicable to similarly structured organizations while the theories tested are tractable to other types of public policy. Unique to this project is the conceptualization of the role race plays for public organizations. Literature abounds with respect to how race affects clientele-agency relationships, but fails to address the effects of race and ethnicity at the upper echelons of public management. This research endeavor approximates reality in a meaningful way as our nation – and therefore our public organizations – becomes increasingly diverse in nature. The findings suggest that support, and more generally, the politics of the environment, matter for organizational performance. In some instances, such as turbulence in the environment, the role support plays in public service delivery varies. It is also the case that the presence of a racial or ethnic minority at the top levels of public organizations has a detrimental effect and mitigates an otherwise strong, positive association between supportive attitudes in the political environment and agency outcomes.

Miljöstöd i odlingslandskapet : Återinventering av Västra Götalands läns odlingslandskap för att bedöma miljöstödets effekt på kärlväxternas förekomst och abundans

The purpose of this report was to determine whether the environmental support in the agricultural landscape has influenced the presence and spread of vascular plants. The study was performed by revisiting a total of 50 grasslands located in Västra Götalands county. The grasslands were last monitored in 2002-2008. Half of the grasslands had been given environmental support for special values during 2021 and half had not been given environmental support during 2020. Each grassland was searched for indicator species. The collected data was compared with the data collected in 2002-2008. Initial findings show that the presence and spread of positive indicator species had decreased for grasslands with environmental support. For grasslands without environmental support no significant change could be observed regarding the presence or spread of positive indicator species. The presence and spread of negative indicator species had increased for grasslands with and without environmental support. Further comparison of these findings suggests that grasslands without environmental support had a higher increase of the spread of negative indicator species compared with grasslands with environmental support. These findings suggests that the environmental support is not truly enough to preserve the biodiversity in flora at Västra Götalands county’s grasslands over time. However, the findings also show that the environmental support slows down the spreading of negative indicator plants.

Self-Determination Theory and Locus of Control as Antecedents of Voluntary Workplace Behaviors

Antecedents of organizational citizenship behaviors and counterproductive work behaviors have been studied in depth, focusing on both individual differences and environmental variables. However, motivation has been largely overlooked as a contributor to these voluntary behaviors. Self-Determination Theory, a motivational framework, posits that environmental support in the form of fulfilled basic psychological needs leads to activities geared towards growth and development, whereas a lack of environmental supports thwarts these attempts towards self-growth. It is hypothesized that environmental support will account for unique variance above and beyond previously studied antecedents of voluntary workplace behaviors. This was supported using hierarchical regression. It was also hypothesized that locus of control will moderate the effect of environmental support on voluntary behaviors, such that environmental support will play a larger role in people with an external locus of control, compared to those with an internal locus of control. This was not supported using moderated regression, but the trends suggest that future research in this area may be more successful. The implications for research and practice are discussed.

Conflicting Environmental Management Tools : Grazing of Semi-natural Grasslands vs. Wetland Conservation

The study explores the possibility of conflicts between conservation of wetlands and semi-natural grasslands in the county of Stockholm. Both habitats are important to protect from a biodiversity perspective. The species rich semi-natural grasslands have been created by agricultural practices like grazing and mowing. At the same time, wetlands have diminished due to earlier drainage in order to increase the area of arable land. Both habitats are incorporated in the Swedish Environmental Objectives and are parts of the EU’s Agri-Environmental Schemes (AES), where farmers get financial support to maintain or restore valuable habitats. Wetland conservation/restoration often requires raised water tables, but also maintenance with cattle grazing in certain areas. On the other hand, raised water tables can act as hinder for grazing animals and lead to conflict situations. Using a mixed method approach, this study scrutinized if the use of different management tools can result in conflicts between actors and objectives. The study is based on a literature review, interviews and the use of Geographical Information Systems (GIS). Institutionalism and the Institutional Analysis and Development framework are used to analyze and evaluate the situation in the county of Stockholm. The quantitative results reveal that 12,8 % of all semi-natural grasslands of high biological value intersects with wetlands. However, these areas are maintained with environmental support to a larger extent than semi-natural grasslands outside wetlands. This indicates there is no conflict between wetland and semi-natural grassland conservation, a perception shared by authorities. From farmers’ perspective the situation is described differently, rule compliance for environmental support is hard to obtain specifically in wet areas. Increased dialogue between authorities and farmers rather than harsh inspections would be preferable as the county of Stockholm needs more farmers and grazing cattle to maintain biologically important habitats. Grazing in wetlands is needed from a biodiversity perspective but can at the same time disturb the wetlands functioning of nutrient reduction. There is a risk of authorities prioritizing water quality in front of biodiversity in conflicting situations. Water, as a common-pool recourse, is surrounded by stricter regulation and also easier to monitor.

Thinking of contributing to the process of knowledge construction within this approach, this study aims to describe the gestalt mode of conceiving the growth process and care necessary to meet the needs related to the early period of life. This goal aims to be achieved through the establishment of a dialogue with the theory of maturation of D. W. Winnicott. Therefore, this work presents the philosophical assumptions, key concepts of Gestalt - therapy and child development process from the point of view of this approach. The theory of maturation is also presented as well as the similarities between the two approaches and the distances. The dialogue driven by the theory of maturation identified care that meet the needs of constituent self. The care raised are: satisfaction of needs, confirmation of bodily needs, satisfaction of needs in an affective and consistent way, offering opportunity for the baby to go through their contact cycles in a autonomous way, object or person exercising the paradoxical function, limits and confrontations, host vulnerability, opportunities to repair possible damage. And the needs constitutive of the self, which this study suggests that may be termed as primary or basic needs are: sensory experiences of contact cycles, psychosomatic integration, experience rest accompanied, autonomy to move through contact cycles, opening for play and for interhuman, constitution of the contact boundary, development of the capacity to make creative adjustments, expression of singularity and appropriation of aggression / Apesar de ser um tema bastante discutido entre os autores da Gestalt terapia, o conhecimento acumulado sobre o processo de crescimento ainda não é o suficiente para sustentar o raciocínio clinico dos Gestalt terapeutas tanto de crianças quanto de adultos. Pensando em contribuir para o processo de construção de conhecimento dentro dessa abordagem, esse trabalho tem como objetivo descrever o modo gestaltico de conceber o processo de crescimento e os cuidados necessários para satisfazer as necessidades relacionadas ao período inicial da vida. Esse objetivo pretende ser alcançado por meio do estabelecimento de um diálogo com a teoria do amadurecimento de D. W. Winnicott. Para tanto, o trabalho apresenta os pressupostos filosóficos, os principais conceitos da Gestalt terapia e o processo de desenvolvimento infantil sob o ponto de vista dessa abordagem. A teoria do amadurecimento também é apresentada, bem como as aproximações entre as duas abordagens e os distanciamentos. O diálogo conduzido pela teoria do amadurecimento permitiu identificar os cuidados que satisfazem as necessidades constitutivas do self. Os cuidados levantados são: satisfação das necessidades, confirmação das necessidades corporais, satisfação das necessidades de maneira afetiva e consistente, oferta de oportunidade para o bebê percorrer seus ciclos de contato com autonomia, objeto ou pessoa que exerça a função paradoxal, oferta de limites e confrontos, acolhimento da vulnerabilidade, oportunidades de consertar possíveis estragos. E as necessidades constitutivas do self, as quais esse trabalho propõe que sejam denominadas como necessidades primordiais ou fundamentais são: experiências sensoriais dos ciclos de contato, integração psicossomática, experiência de retração em companhia, autonomia para percorrer os ciclos de contato, abertura para a brincadeira e para o inter-humano, constituição da fronteira de contato, desenvolvimento da capacidade de realizar ajustamentos criativos, expressão da singularidade e apropriação da agressividade

The paper investigates the future configuration of this phenomenon in urban expansion. It starts with a theoretical approach to the ASEMA as a service of socioassistencial Sistema Único de Assistência Social (Integrated Social Welfare Sistem SUAS), highlighting his transition to the Coexistence Service and Strengthening Linkages the realization of research due to the inclusion of professional research associate inquiries about the results actually produced by this type of service socioassistencial privileged the case study, from a qualitative approach in the critical-dialectical approach, using tools such as participant observation and semi-structured interviews with parents or guardians and children and adolescents by ASEMA Castilhos. The central question of this study is as follows: From the new parameters set by the National Grading Services Socioassistenciais, what the results are operated with the social and educational initiatives undertaken ASEMA Castilhos in children and adolescents and their nuclear families? The evaluation of the actions developed shows that ASEMA is a space for socialization, learning and protection of children and adolescents, as well as contributing to some aspects to improve the quality of life of users and their nuclear families. However, it was observed that the requirement to attend the service imposed on users linked to the Program to Eradicate Child Labor and the loss given by the regular education public school system are negative aspects that permeate the activities of ASEMA. This assessment also pointed to the need for some changes and the adequacy of service to the new guidelines of the SUAS, and be referenced to the Reference Center for Social Assistance, strengthening of networking and intersectoral and systematic monitoring and evaluation of socio-educational development / O presente trabalho apresenta os resultados de uma pesquisa avaliativa sobre as ações socioeducativas desenvolvidas no Apoio Socioeducativo em Meio Aberto (ASEMA) Castilhos, usando como parâmetro a Tipificação Nacional de Serviços Socioassistenciais. Inicia com uma abordagem teórica sobre o ASEMA, como um serviço socioassistencial do Sistema Único de Assistência Social (SUAS), destacando a sua transição para o Serviço de Convivência e Fortalecimento de Vínculos (SCFV). A realização da pesquisa decorrente da inserção profissional da pesquisadora associada aos questionamentos sobre os resultados efetivamente produzidos por este tipo de serviço socioassistencial, privilegiou o estudo de caso, a partir de uma abordagem qualitativa dentro do enfoque dialético-crítico, usando como instrumentos a observação participante e entrevistas semiestruturadas com os pais ou responsáveis e com as crianças e adolescentes atendidos pelo ASEMA Castilhos. A questão central do estudo é a seguinte: A partir dos novos parâmetros estabelecidos pela Tipificação Nacional de Serviços Socioassistenciais, quais são os resultados operados com as ações socioeducativas desenvolvidas no ASEMA Castilhos nas crianças e adolescentes atendidos e em seus núcleos familiares? A avaliação das ações desenvolvidas evidencia que o ASEMA é um espaço de socialização, aprendizagem e proteção a crianças e adolescentes, além de contribuir com alguns aspectos para a melhoria da qualidade de vida dos usuários e de seus núcleos familiares. No entanto, observou-se que a obrigatoriedade em frequentar o Serviço imposta aos usuários vinculados ao Programa de Erradicação do Trabalho Infantil (PETI), bem como a deficitária educação regular ministrada pelo sistema público de ensino são aspectos negativos que permeiam as atividades do ASEMA.
