We situate the proposition of the Law Project in the contemporary process of construction of childhood and children as subjects of right. The approach of this dissertation emphasize the understanding of practices, uses and meanings attributed to the implementation of projects of legal standards, processes of constitution of new subjects of rights, policy areas and forms of social regulation in Western societies. It is in this sense that we problematize the anthropological question of ?distance ethnography?, exposing the limits of just listening to audios and looking into analysis of official documents and contents of the discussion and approval process of this bill, performing a "dense description", pointing out the social and institutional agents present and highlighting the central arguments, as well as the knowledge and practices that inform and guide the debate on the approval, bedding, object, relevance, and therefore implementation of this legal standard. / A presente disserta??o objetiva descrever e analisar a tramita??o do Projeto de Lei n? 6.998 de 2013, que visa ?alterar o artigo 1? e inserir dispositivos na Lei n? 8.069, de 13 de julho de 1990, que disp?e sobre o Estatuto da Crian?a e do Adolescente (ECA), a fim de estabelecer diretrizes para a constru??o de uma pol?tica p?blica para a Primeira Inf?ncia? no pa?s. A formula??o deste PL est? situada no processo contempor?neo de constru??o da inf?ncia e da crian?a como sujeitos de direitos. A abordagem dessa disserta??o posiciona-se em um campo de estudos que busca dar ?nfase ? compreens?o das pr?ticas, usos e sentidos atribu?dos a projetos de implementa??o de normas jur?dicas, de processos de constitui??o de novos sujeitos de direitos, de dom?nios de interven??o e formas de regula??o social nas sociedades ocidentais. ? nesse sentido que problematizo o fazer antropol?gico, expondo os limites e desafios de uma ?etnografia ? dist?ncia?, a partir da escuta de ?udios e an?lise de conte?dos de documentos oficiais acerca do processo de tramita??o deste Projeto de Lei. In a more specific way, it intended to understand how the school s management and the school s supervisor from a municipal instance of support for the educational unit work on domestic violence notifications against their students; to perceive how the domestic violence cases are analysed by the Tutelary Council and know the perception of the school s psychologist s role in this process for the school, the school s supervisor and the Tutelary Council, besides having the view of an area s professional. Semi-structured interviews were had and a protocol of promptuary analysis in the Tutelary Council was composed by using a qualitative methodology. Considering the thematic one of the domestic violence in the understanding of the relations between different systems, we use the Urie Bronfenbrenner s ecological approach as well as the Children s Rights, as one legal apparatus that guides and supports action in this area. The results showed the difficulties in the relations among the many agencies and also indicated that the procedures not always guarantee the child s protection against the domestic violence. There is little intermeshing of the school and the Tutelary Council. Therefore there is not a preventive and integrated work marked by aids after the establishment of certain situations. The school adopts internal registration procedures without denouncing to the Tutelary Council due to the fact that it does not believe that the accusation will protect the child or the accuser. The Tutelary Council seeks for support in other agencies when there is domestic sexual violence suspicion and in confirmed cases, it immediately aims for protecting the child from his or her aggressor. Failures of the psychologist s formation in working on domestic violence, in addition to difficulties in placing this professional in the public institutions, specially the school, were noticed. / O presente estudo teve como objetivo geral compreender como acontece a rela??o entre uma escola p?blica de educa??o infantil e o Conselho Tutelar em casos de viol?ncia dom?stica. De maneira mais espec?fica pretendeu-se entender como a dire??o da escola e a supervisora escolar, lotada em uma inst?ncia municipal de suporte ? unidade educacional, trabalham com as notifica??es de viol?ncia dom?stica contra seus alunos; compreender como casos de viol?ncia dom?stica s?o analisados pelo Conselho Tutelar e conhecer a percep??o do papel do psic?logo escolar, ao longo deste processo, para a escola, para a supervisora escolar e para o Conselho Tutelar, al?m de termos uma vis?o de uma profissional da ?rea. Utilizamos uma metodologia qualitativa, na qual realizamos entrevistas semi-estruturadas e compusemos um protocolo de an?lise dos prontu?rios no Conselho Tutelar. Considerando a tem?tica da viol?ncia dom?stica na compreens?o das rela??es entre diferentes sistemas, utilizamos a abordagem ecol?gica de Urie Bronfenbrenner, al?m do Estatuto da Crian?a e do Adolescente, como um dispositivo legal que orienta e sustenta a??es nesta ?rea. Os resultados indicaram que existem dificuldades nas rela??es entre os diferentes ?rg?os e os procedimentos nem sempre garantem a prote??o ? crian?a v?tima de viol?ncia dom?stica. H? pouco entrosamento entre a escola e o CT, n?o existindo um trabalho preventivo e integrado, marcado por aux?lios ap?s a instaura??o de certas situa??es. A escola adota procedimentos internos de registro, sem denunciar ao CT por n?o confiar que a den?ncia ir? proteger ? crian?a ou o denunciante. O CT busca apoio em outros ?rg?os quando existe a suspeita de viol?ncia sexual dom?stica e nos casos confirmados procura imediatamente proteger a crian?a do agressor. Foram apontadas falhas na forma??o do psic?logo para trabalhar com a viol?ncia dom?stica e dificuldades da inser??o deste profissional nos equipamentos p?blicos, em especial, a escola.

The Sipia is software installed on Guardianship Councils for storing and processing the registration of violations of fundamental rights advocated by the Statute of Children and Adolescents (ECA). The objective was to study the implementation process of Sipia / PE (general purpose). Therefore, they built up three specific objectives: the first is to register the history of implementation of Sipia / PE; the second is to investigate the importance of Pernambuco School Councils in the use of Sipia; the third is to study the case of the implementation of Sipia the Guardian Council of Garanhuns / PE municipality. During the research it adopted the perspective historic cultural and sociological research predominantly, considering the participation of witnesses-subject. We used the methodology of the case study, which required the use of multiple sources of evidence: direct and participant observation, document review and interviews. The analysis and interpretation of data followed a hermeneutic-dialectic approach. In this study case Guardian Council of Garanhuns it was found that the Sipia deployment only materialized with the use of this software by all members of the college and was a result of the principles adopted throughout history that Guardian Council. There was, also, the importance of Sipia as a tool of guardianship counselors for the diagnosis of the real situation of children and adolescents in the city and as contribution to the rights councils and governments to build public policies in the country / Esta disserta??o ? resultado de uma pesquisa hist?rica sobre o processo de implanta??o do Sistema de Informa??o para a Inf?ncia e Adolesc?ncia ? Sipia em Pernambuco. O Sipia ? um software instalado nos Conselhos Tutelares para o armazenamento e tratamento do registro das viola??es dos direitos fundamentais preconizados no Estatuto da Crian?a e do Adolescente (ECA). Objetivou-se estudar o processo de implanta??o do Sipia/PE (objetivo geral). Por esse motivo, constru?ram-se tr?s objetivos espec?ficos: o primeiro ? registrar a hist?ria da implanta??o do Sipia/PE; o segundo ? investigar a import?ncia da Escola de Conselhos de Pernambuco na utiliza??o do Sipia; o terceiro ? estudar o Caso da implanta??o do Sipia no Conselho Tutelar do munic?pio de Garanhuns/PE. Durante a pesquisa adotou-se a perspectiva predominantemente hist?rica cultural e sociol?gica de investiga??o, considerando a participa??o das testemunhas-sujeitos.
