<p>The purpose of this paper is to analyze the ongoing changes in German family policy. It explores the issue of whether the German welfare state, in this policy field, can still be regarded as a conservative welfare model or rather approaches a more liberal or social democratic model. A qualitative method is used to analyze the material, especially from the German government, including press releases, other public documents and also articles from the political weekly magazines Der Spiegel and Die Zeit. The changes analyzed are the new parental benefit, the expansion of child care, the concept of whole-day schools and the system of joint taxation. The point of departure is Gösta Esping-Andersen’s categorization of three types of welfare states: the social democratic, the conservative and the liberal. Esping-Andersen uses two tools, decommodification and social stratification, to determine which welfare model a country is placed in. My analysis of German family policy shows that the German welfare model is going to be more towards a social democratic model than a conservative welfare model.</p>

<p>This paper takes it points of departure in a gender equality perspective and the perceived paradox between the governmental labour market policy and family policy. The first policy area has the aim to put people to work, whereas the other introduces a reform, vårdnadsbidraget, that point in the opposite direction. Which are the problem representations within the two policy areas and are the problem representations concordant or contradictive? From a constructivist perspective, langue is closely related to power through defining and ascribing meaning to reality. Drawing on political documents, speeches and articles formulated within the government, this paper analyzes problem representations through the use of discourse analysis and feminist political theory. The main conclusion of this paper is that there are contradictions within the problem representations, both within and between the two policy areas. The most significant contradiction is that gender equality within labour market policy is formulated around the individual, whilst in family politics it is based on the family as a unit.</p>

Conflict and concord in work and family : Family policies and individuals' subjective experiences

Background This thesis explores the relationship between individuals’ subjective experiences and the welfare state setting. The research questions in focus deal with the outcomes of women’s and men’s increasing dual roles in work and family in contemporary welfare states. The studies analyse women’s and men’s subjective experiences of combining work and family, and their perceptions of fairness in the division of household work. Methods The thesis applies a comparative perspective where the unit of analysis is country and/or family policy model. A broad perspective with the aim to capture general patterns across a broad range of welfare states is combined with a narrower case-oriented approach. Multilevel analysis is used to analyse patterns at national as well as individual levels in the same model. Latent Class Analysis is used to capture patterns of latent dimensions with regard to the central concept of subject experiences. Results The results indicate that the introduction of policies aiming to promote dual roles among women and men and the articulation of gender equality can matter for individuals’ subjective experiences of work-family conflict. In dual-earner countries, the probability that a high level of conflict is counterbalanced by feelings of life satisfaction is higher than in other policy models. A class asymmetry is found when it comes to effects of policy on men’s and women’s levels of work-family conflict and work-family satisfaction; women in the working class and the salaried class are more similar when it comes to experiences of work-family conflict and satisfaction in Sweden than in Germany and the UK. The analysis also shows that perceptions of fairness in the division of housework are moderated by the institutional and normative context. The politicisation of gender equality increases the correspondence between actual share of housework performed and the perceptions of fairness in the division of housework. The effect of politicisation is more important for men’s perceptions than for women’s. Conclusion The thesis contributes to a deepened understanding of the relationship between policy and work-family conflict and the integration of the perspectives of role conflict and role expansion; knowledge about the ways in which both class and gender relations are structured concerning the patterns of work-family conflict and satisfaction in different policy contexts; and new knowledge about the relationship between policy and men’s – and not only women’s – perceptions of fairness in the division of household work.

Since the mid 60’s, Germany has seen dropping fertility rates and yet next to nothinghas been done to combat this trend until the current regime led by Angela Merkel andher minister of family affairs, Ursula von der Leyen initiated a number ofcomprehensive reforms of Germany’s family policies.Family policy in Germany is being reformed in three ways. First of all parents arenow eligible to receive substantial financial support in order to compensate the loss ofincome associated with a pregnancy and or parental leave. Second, the all but nonexistentpublic child care services are being vastly expanded with the goal of beingable to offer child care service for every child age 0-3. Thirdly the tradition of schoolsending classes midday is being reformed with the aim of letting kids stay in schoolmuch longer thus enabling parents to work full-time as opposed to part-time in orderto be able to take care of kids returning from school.The hopes for these ambitious reforms are tremendous. Germany hopes to improve itslow fertility as well as free up labour force potential that has previously been hinderedto participate in the labour market by child rearing efforts. Thus far Germany’s effortsare seemingly successful and promises great change for the future.

Low-income Mothers, Provisioning, and Childcare Policy: A Vision of Shared Caring

This research examines how childcare policy in Ontario, Canada assists and constrains low-income urban women’s strategies of provisioning for their children. Childcare policy refers to the range of programs that assist families in reconciling paid work and parenthood. In Ontario, Canada, these programs include childcare fee subsidies, tax deductions, parental leave policies, child benefits/allowances and a program regulating live-in caregivers. Provisioning is used to capture an array of daily work-related activities (e.g. paid, unpaid and caring labour) that mothers perform to ensure their children’s survival and well-being. The qualitative study, based on individual semi-structured interviews with 20 low-income mothers living in an urban community, found that women carry out various activities in provisioning for their children. Some of these are familiar and visible activities such as providing domestic caring labour, engaging in the labour market, and undertaking volunteer work in the community. Others are less visible tasks such as sustaining their health and that of their children, making claims/asserting their rights, and ensuring safety. Low-income urban mothers provision under numerous constraints. A continuous shortage of money and childcare issues are at the core of these constraints. The study also found that the mothers encounter a variety of barriers in the community, such as a limited availability of social and community services and a high level of violence/criminal activity in their neighbourhoods. Issues related to poor health, an inadequate diet, or the necessity of caring for children with special needs further constrain women’s lives. Limited English language skills, racial barriers, and the struggles of adapting to a new country add to the multi-dimensional barriers facing low-income urban mothers. The research indicates that mothers use a variety of strategies to counter these barriers; however, these strategies cost women in terms of their time as well as their physical, mental and emotional energy. Childcare policy assists to a certain extent by providing some support to low-income mothers. Enhancements to the existing policies have potential benefits; however, they are like patches on a leaky bucket. Ultimately, the bucket needs to be replaced with a new way of envisioning family responsibilities, work and childcare.

Intergenerational child care &amp; fertility intentions : The Swedish welfare context

Using the Generations and Gender Survey (GGS) and ordered logistic regression, the relation of intergenerational child care and short-term fertility intentions is explored in the gender-egalitarian Swedish family policy context. Overall, receiving child care help from parents or grandparents does not seem to influence whether women or men with one or two children plan to have another child. The results support the Swedish public child care system's effectiveness in facilitating relatively high fertility and work- and family compatibility, while informal child care is at best complementary. Only women and men aged 18-29 years old with two children were found to be significantly more likely in having another child within three years when receiving intergenerational child care support.

An Unequal Chance to Parent : Examples on Support Fathers Receive from the Swedish Child Health Field

Father involvement benefits children, mothers, and themselves in a number of ways. Swedish legislation and Swedish society have promoted father involvement. At the same time, the Swedish child health field has also unequivocally states that both parents should feel welcomed and supported within that sphere. Despite these statements and policies, fathers feel neglected and invisible within and throughout the Swedish child health field, which includes prenatal clinics, birth and labor wards, postnatal clinics, child health centers, and parent support programs. Less is known however about the factors that influence father involvement in the child health centers, especially from the child health nurses’ perspective and the influence of the built environment. Additionally, parent support programs are another way through which parents receive support regarding their young child’s mental health, but very little research has focused on why fathers participate or the thoughts parents have regarding their participation, especially within a Swedish context. The overall aim of this dissertation was to better understand some of the barriers fathers have when trying to participate in the female-dominated world of the Swedish child health field, especially during the child’s preschool years. In Study I, 17 child health nurses were interviewed regarding their thoughts on fathers, and in Study II, 31 child health centers’ built environments were assessed to see how inclusive they were of fathers. In Study III, a parent support program was assessed to see if mothers and fathers had different background characteristics for participating, and Study IV sought to understand the extent to which parents appreciated and used the information from the program. These studies showed that child health nurses welcomed fathers, but did not actively invite them to participate. In addition, 75% of the child health centers did not have representations of fathers, but most child health centers had representations of mothers and/or children. Paternal behaviors positively changed if they were in an environment with either explicit paternal representations or only child representations. Mothers participated in the parent support program for several reasons, including if their child had perceived behavior problems, while fathers participated if they were stressed and perceived their child as having emotional problems. Parents believed the information they learned in the parent support program was valuable, and they continued using some strategies a year after the intervention. Swedish family policies can affect parental involvement within the child health field, but the child health field is less inclusive of fathers than mothers, and it fails to meet the needs of fathers, which can then, in turn, negatively affect maternal, paternal, and child outcomes. Therefore, the Swedish child health field needs to continue working on improving their practices of treating both parents equally.
