Music and sonic space in Victoria, B.C., 1871-1886: the creation of British identity in a Canadian frontier town

In the process of carving a new England out of the southern end of Vancouver Island in the later nineteenth century, the population of Victoria, BC sought to forge a British identity for themselves through music and its associated rituals. They did this through the pursuit of purposeful acts of cultural meaning. In the social sphere, concerts, parades, religious services, and theatrical productions heightened and inspired loyalty to Mother England. Victoria’s upper classes could then dominate by excluding those people—including Jewish, Chinese, Indigenous, African-American, and Hawaiian residents—who did not conform to that identity. In late-nineteenth-century Victoria, music became more than just a way to celebrate, worship, and recreate; it defined social life for British and non-British peoples alike and shaped the physical space in which they lived. This dissertation explores late nineteenth-century Victoria’s creation of a British identity through music. Ensuring that their churches had a powerful organ and talented organists, Victoria’s religious community proved that they could undertake Britain’s highest social point of sacred musical performance: the choral festival. Positioning George Frideric Handel’s Messiah—with its strong connotations of Britain and her Empire—as their showstopper, these choral festivals served to cement relationships between those citizens who considered themselves British, while also proclaiming this identity as a mark of superiority to the community at large. Itinerant opera troupes further strengthened these imperial bonds by importing European and British opera to Victoria. Through the performances of these professional travelling musicians, Victorian Victorians were able to experience high art and popular operatic music of the Western world, joining the particularly British Pinafore and Mikado crazes of the 1870s and 1880s. These itinerant singers thoroughly impressed local musicians, who avidly tried to reproduce what they had heard, first in instrumental overtures and medleys in the 1860s and 1870s, then with vocal and instrumental operatic numbers in miscellany concerts in the 1870s and 1880s, and finally with full operatic productions in the 1880s and beyond. As with choral festivals in the religious sphere, taking part in opera productions also helped to create a shared sense of British identity among Victoria’s upper classes, during a time when other defining factors of social placement were not yet secure. Settlers in Victoria removed the Indigenous and natural impediments to the construction of their new metropolis, in effect silencing their cultural “voice.” Besides the Indigenous peoples of Vancouver Island, other recent settlers posed challenges to British hegemony, especially Chinese immigrants and “coloured” people of African origin, many of whom came from the United States. Even the gender demographics in the male-dominated frontier society posed challenges to the civilizing process. The Jews of Victoria, the majority of whom were of German or English origin, present an ambiguous case of a cultural and religious community at the crossroads in mid-nineteenth-century Victoria. Territoires émergents de citoyenneté pour des jeunes des Premières Nations du Québec : contraintes et ouvertures de dialogues aux voix/es multiples

Les territoires et les relations sociospatiales liés au vivre-ensemble entre Autochtones et non-Autochtones au Québec sont en transformation. Ces bouleversements prennent place dans de nouveaux lieux de rencontre où s’ancrent des expériences de subjectivation politique et de citoyenneté. Le Wapikoni mobile, un atelier de création audiovisuelle qui visite les communautés des Premières Nations du Québec pour offrir une formation aux jeunes de 15 à 30 ans, semble s’inscrire dans ces processus. Depuis 2004, le Wapikoni mobile dénombre 2400 participants, 500 courts-métrages réalisés et une soixantaine de prix remportés. Ces vidéos de jeunes des Premières Nations sont projetées dans différents évènements au Québec et à l’étranger ; des lieux où les réalisateurs sont parfois invités à prendre la parole. Cette recherche étudie les pratiques, les relations et les lieux liés à ces actes de parole en personne, afin de dégager les transformations sociopolitiques auxquelles ils participent. Elle montre que les parcours de ces personnes sont limités par les contextes politicoéconomiques locaux, nationaux et mondiaux, mais qu’ils permettent néanmoins l’appropriation de lieux et l’apparition de relations qui reterritorialisent les espaces de représentation(s) et de visibilité. Ces mutations sont provoquées par la mise en place de dialogues aux voix et aux voies multiples qui participent à la formation de territoires émergents de citoyenneté. / The territories and the socio-spatial relationships between Indigenous and non-Indigenous peoples in Québec are changing. Those changes take place in meeting sites connected to processes of becoming political and becoming citizens. The involvement of young Indigenous peoples with the Wapikoni mobile project is part of these processes. The Wapikoni mobile is an indigenous video training project that addresses the First Nations communities of Québec. Through this project, which offers workshops to people between the ages of 15 and 30, certain young people are taught to produce and direct films. In addition, some are invited to show their creations in public events and venues in Québec and abroad. Since 2004, the Wapikoni mobile has reached over 2400 participants, produced 500 videos and has won over sixty prizes. Through the concept of citizenship, this investigation has sought to examine the spaces of dialogue opened for and by indigenous youth of Québec through the Wapikoni mobile. The research attempted to understand the sites, practices and relationships developed through their speech acts, and to reveal the changes of which they are part. It shows that the trajectories of these young people are limited by political and economical contexts at multiple scales, but that nevertheless serves to appropriate sites and relations that reterritorialize spaces of representation(s) and visibility. Those modifications come, in part, from multi-vocal and multi-directional relationships of dialogue and by the creation of emergent territories of citizenship.

La sécurité culturelle en tant que moteur de réussite postsecondaire : enquête auprès d'étudiants autochtones de l'Institution Kiuna et des espaces adaptés au sein des établissements allochtones

L’adaptation culturelle de programmes et de services postsecondaires peut-elle contribuer à la construction identitaire des étudiants de Premières Nations? L’enracinement identitaire peut-il à son tour favoriser la persévérance et la réussite scolaires? À travers les concepts de sécurité culturelle et d’enracinement identitaire, je démontrerai que la consécration d’espaces physiques et idéologiques à l’intérieur du système scolaire postsecondaire contribue à la rétention et à la réussite de persévérants de Premières Nations. Pour ce faire, je m’appuierai sur les conclusions d’une enquête, menée entre 2013 et 2015 auprès d’une centaine d’étudiants autochtones adultes et une quinzaine de professionnels du milieu. Cette recherche a été rendue possible grâce à la collaboration de différentes instances éducatives incluant notamment le volet Jeunes autochtones du Projet SEUR de l’Université de Montréal, l’Institution Kiuna, le Conseil en éducation des Premières Nations (CEPN), l’Aboriginal Resource Center du Collège John-Abbott, la First Peoples’ House et le Indigenous Student Alliance (ISA) de l’Université McGill, l'Aboriginal Student Resource Center de l’Université Concordia et le Centre de développement de la formation et de la main-d'oeuvre (CDFM) huron-wendat. À l’intérieur de ce mémoire, deux formules issues du système d'éducation québécois seront successivement analysées: 1.L’adaptation culturelle de services au sein de l’institution postsecondaire allochtone et 2. L’adaptation de programmes et de services à l’intérieur d’une institution affiliée par et pour les Premières Nations. Cette deuxième initiative sera examinée à travers une étude de cas de l’Institut collégial Kiuna et de son programme novateur de Sciences humaines - profil Premières Nations (300.b0) à la lumière des expériences du Collège Manitou de La Macaza (1973-1976) et des Tribal Colleges and Universities américains (TCU). / Can cultural adaptation of postsecondary programs and services contribute to the cultural empowerment of First Nations students? Can cultural identity act as an academic anchor for aboriginal students within the postsecondary system? Through cultural security and identity rooting concepts, I will demonstrate that the consecration of physical and ideological spaces within the postsecondary education system can contribute to the retention and success of First Nations students. This study draws on the findings of a field study conducted between 2013 and 2015 to which have participated more than 100 Aboriginal students and 15 professionals of various educational bodies, including Projet SEUR’s volet Jeunes autochtones (Université de Montréal), Kiuna Institution, the First Nations Education Council (FNEC), the Aboriginal Resource Center (John Abbott College), the First Peoples' House and the Indigenous Student Alliance (McGill University), the Aboriginal Student Resource Center (Concordia University) and the Wendake’s Centre de développement de la formation et de la main-d'oeuvre (CDFM) huron-wendat. Two distinct formulas will be therefore analyzed: 1. Cultural adaptation of academic services within the post-secondary institution and 2. Cultural adaption of academic programs and services within First Nations' postsecondary institution. This second strategy will be examined through a case study of the collegial Kiuna Institute, conducted among the French cohort of the First Nations Social Program. Results will be presented under the light of those collected in regard to La Macaza’s Manitou College (1973-1976) and American Tribal Colleges and Universities (TCU).

Manitoba relationship stories: when First Nations and local governments plan together

As First Nations establish new reserves in urban areas, it creates opportunities for “intergovernmental” land use planning relationships between First Nations and adjacent local governments. However, at present, limited resources exist to guide practitioners through these new relationships. This research explores the practical realities of intergovernmental planning in Manitoba, and analyses current practice’s congruence with pre-established principles for a renewed relationship between First Nations and Non-First Nations. Semi-structured interviews were used to collect “practice stories” about practitioners’ grounded experiences with intergovernmental planning work in Manitoba. Findings suggest that relationship building between local governments and First Nations is taking place largely due to the informal initiatives of individual staff, often in absence of formal organizational support. Despite the challenges associated with this work, intergovernmental planning relationships have promising opportunities to bring about mutual benefits for both parties, and to contribute to reconciliation between First Nations and non-First Nations peoples. / October 2016

Making maps speak: the The'wá:lí Community Digital Mapping Project

The The’wá:lí Community Digital Mapping Project is a collaborative, scholarly project for which the final product is a digital, layered map of the reserve and traditional lands of the Stó:lō (Xwélmexw) community of The’wá:lí (Soowahlie First Nation). The map, containing over 110 sites and stretching from Bellingham Bay, Washington in the west to Chilliwack Lake, B.C. in the east, is hyperlinked with audio, visual and textual media that tell stories about places of importance to this community. The map is intended to give voice to many different senses of and claims to place, and their intersections, in the The’wá:lí environment, while also exploring the histories of how these places and their meanings have changed over time. It expresses many, often conflicting, ways of understanding the land and waterways in this environment, and presents an alternative to the popular, colonial narrative of the settlement of the Fraser Valley. Thus, the map, intended ultimately for The’wá:lí’s use, is also meant to engage a local, non-Indigenous audience, challenging them to rethink their perceptions about where they live and about the peoples with whom they share their histories and land. Un aspect méconnu de l’île de Montréal : les occupations amérindiennes du Sylvicole supérieur à la fin du XVIIe siècle

Ce mémoire a pour objectif général de définir et de caractériser les présences amérindiennes sur l’île de Montréal au cours de la période s’échelonnant du Sylvicole supérieur à la fin du XVIIe siècle ainsi que de tenter de comprendre le rôle qu’exerça le mont Royal dans ce contexte. En nous appuyant sur des théories de l’archéologie du paysage, nous avons étudié la création consciente et inconsciente de paysages et la manière par laquelle ces lieux ont façonné les comportements et les identités de leurs occupants. Grâce à la continuité d’activités répétitives, liées au concept de taskscape, nous avons tenté d’y établir un modèle de trame d’occupation reflétant une utilisation dynamique et stratégique du paysage face aux politiques coloniales. La démarche adoptée est celle d’une approche holistique s’appuyant à la fois sur des données archéologiques, historiques, ethnohistoriques et ethnographiques émanant des rapports de fouilles archéologiques, des traditions orales et des différents documents coloniaux datant des XVIe, XVIIe et XVIIIe siècles. Cette étude a permis de déterminer différentes zones associées à des perceptions différentes du paysage reflétant une stratégie de continuité dans la conceptualisation, l’organisation et la manipulation de l’espace à la suite de l’appropriation des terres par le gouvernement colonial. / The main aim of this thesis is to define and characterize the native presence on the island of Montreal during the period extending from the Late Woodland to the end of the 17th century, and to attempt to understand the role of the Mount Royal within this context. On the basis of landscape archeology theories, we study the human landscape’s creation and the way by which these places affect the behavior and identity of their occupants. Using the continuity of repetitive tasks associated with the concept of taskscape, we have tried to establish a model of occupation reflecting the dynamic and strategic use of the landscape with regard to colonial policies. The method adopted is a holistic approach based on archeological, historical, ethnohistorical and ethnographic data from archeological excavation reports, oral traditions and various colonial documents dating from the 16th, 17th and 18th centuries. This study has made it possible to determine various areas associated with different perceptions of landscape reflecting a continuity strategy regarding the conceptualization, organization and manipulation of space following land appropriation by the colonial government.

Approaching the Unfamiliar: How the Religious Ways of Aboriginal Peoples Are Understood in Delgamuukw v. British Columbia (1997)

This thesis will explore how the Supreme Court of Canada understands and frames the religious ways of the Gitksan and Wet’suwet’en First Nations peoples, in the case Delgamuukw v. British Columbia (1997). The case started as a land claims case but at the Supreme Court level it became about whether Aboriginal oral knowledge could be used as historical evidence in a Canadian court of law, in particular for this dispute, as an aid for First Nations peoples to establish title to their traditional territories. The Court decided that Aboriginal oral knowledge could be used as evidence. This thesis does five things: 1. It examines some of the tools that can be used to examine and evaluate how the religious ways of Aboriginal peoples are discussed in law in Canada. Here it focuses on using a broad understanding of religion as “lived” to understand religion. It also establishes a social-scientific method of discourse analysis, drawn from a number of sources, to evaluate legal documents. 2. This thesis explores the socio-legal context in Canada in which Aboriginal peoples and their claims need to be understood. Here the presence of European and Christian views that are still present in society and social institutions in Canada and the way they affect how Aboriginal religious ways are understood is determined. The characteristics of law that make it difficult for Aboriginal claims to be understood and handled adequately in court in Canada are also investigated. 3. The third aspect that this thesis focuses on the markers of the religious ways of Aboriginal peoples in the Delgamuukw case and how are they understood in the Canadian socio-legal context. Here there is discussion of oral knowledge, land, crests, feasting and totem poles and what each might mean for the Gitksan and Wet’suwet’en peoples and how the legal system might have trouble handling them. 4. Analysis of the Delgamuukw case is the fourth part of this thesis. How the law understands and frames the religious ways of the Gitksan and Wet’suwet’en peoples in the Delgamuukw case are investigated. It is determined that the Court downplayed the religious ways of Aboriginal peoples (by “writing out”, by using vague language to refer to it or by not mentioning it at all); it did not do justice to Aboriginal beliefs by labeling oral knowledge as “sacred”; the Delgamuukw decision fell short of really treating oral knowledge as equal to other forms of historical evidence by excluding oral knowledge with religious content; legal adjudicators made pronouncements on the religious uses of land for the Gitksan and Wet’suwet’en and finally; land was quantified, regulated and title was diminished by the ability for the court to infringe on it. What these actions by the Court suggested about how it understands religion and the religious ways of Aboriginal peoples where also contemplated. It was noted that the law characterized issues and used language in particular ways to avoid discussing religion, to discount it as evidence, and used a Christian understanding of religion to comprehend Aboriginal religious ways, which did not do justice to their beliefs. 5. The last part of this thesis questions whether there other ways in which the law, and the majority of non-Aboriginal peoples in Canada, could come to better understand and handle the religious ways of Aboriginal peoples than they did in the Delgamuukw case. It determines that there are a number of indications that suggest that this is possible including, the unique historical situation of Canada, the teaching and communication skills present in many Aboriginal communities, the space opened surrounding the inclusion of oral knowledge as evidence in law, increasing dialogue with Aboriginal communities, and the current revaluation of history. Nevertheless, there is also an ambivalence on behalf of the law regarding whether or not it will go in the direction that could view Aboriginal religious ways in alternative ways which could result in a better understanding these ways on their own terms. The thesis concludes that according to analysis of the Delgamuukw case, law has difficulty understanding and handling the religious ways of Aboriginal peoples in Canada.

Treaty federalism: building a foundation for duty to consult in Saskatchewan

In Canada, the duty to consult doctrine has been articulated as a legal remedy to address the potential infringement of Aboriginal and treaty rights by the Crown. The political dimension and implications of this legal duty on the evolving federal relationship between First Nations and the provincial Crown concerning lands and resources have yet to be fully explored. This research presents the argument that the duty to consult jurisprudence and the new relationship policy in British Columbia are moving towards the articulation of a treaty federalism relationship between the Crown and First Nations. The implications of these findings are then analyzed within the Saskatchewan policy environment, and a potential consultation framework is offered for this province. Crucial linkages between duty to consult jurisprudence and Aboriginal governance, and their implications for policy are highlighted, which contribute to further understanding the complex relationship between First Nations and the Crown in Canada on land and resources.

Songs of the Spirit : attending to Aboriginal students' emotional and spiritual needs through a Native American flute curriculum

This narrative inquiry explores how the �Songs of the Spirit� Native American Flute curriculum, a culturally-responsive curriculum which involves learning to make and play a PVC version of the Native American Flute while learning the cultures and histories of this First Nations instrument, impacted spiritual and emotional aspects of the learning and lives of Aboriginal students, their families, their parents, and their school community. My research took place at an urban Aboriginal high school in Saskatchewan from January to March, 2006. I conducted recorded conversations with three students, two parents, two teachers, two administrators, two Elders, a former principal, a former school caretaker, an artistic director, and the young woman who inspired the Heart of the City Piano Program, a volunteer driven community piano program, in the fall of 1995. Aboriginal individuals, who have too often been silenced in education and in society (Giroux, 1997; Freire, 1989; Fine, 1987; Greene, 1995 & 1998; Grumet, 1999), were provided with a voice in this research.<p>Because of the voices of my research participants, I chose to use the Medicine Wheel and Tipi Teachings (Lee, 2006; Kind, Irwin, Grauer, & de Cosson, 2005) as a lens (Greene, 1995) rather than situating my research in a traditional Eurocentric body of literature. Along this journey, I reflected inwards and outwards, backwards and forwards on how my past storied experiences (Clandinin & Connelly, 2000) shaped my teaching practices and way of being in the world today. To better understand the hurt I observed and which was described by research participants as present in the lived lives and circumstances of many Aboriginal people, I moved backward in time as I reviewed the literature on the Residential School experience and gained a deeper sense of the impact of colonialism on generations of Aboriginal people. This inquiry foregrounded how hearing and playing the Northern Spirit Flute impacted the emotional and spiritual aspects of students� being, and contributed to a process of healing. When participants heard the music, �it [sounded] so eloquent and so spiritual. It [was] almost like the flute [was] weeping,� (Onawa Gaho, Recorded conversation, March 17, 2006, p. 5) bringing about �a calmness to the anger that some [Aboriginal students] have� (Sakima Qaletaqa, Recorded conversation, March 15, 2006, pp. 25-26). <p>The research findings indicate that the �Songs of the Spirit� curriculum, in honoring the holistic nature of traditional First Nations cultures and teachings, invites Aboriginal students functioning in �vigilance mode� to attend to their emotional and spiritual needs. They speak to a need for rethinking curricula in culturally-responsive ways, for attending to the importance of the arts in education, and for reforming teacher education. Sound files of the Northern Spirit Flute and selected research conversations have been embedded within the electronic version of this thesis to allow the reader to walk alongside me and share in my research journey.

Developing a process for conducting educational research with the Dakota people of Wahpeton

Historically, research on Aboriginal education issues has ignored the needs of Aboriginal people and disempowered the Aboriginal community. This thesis seeks to offer a corrective to that trend. <p> The intent of the thesis research was to establish a process for conducting educational research with one Aboriginal community - the Dakota People of Wahpeton which would enable this community to have a legitimate voice and control over future research that will be conducted on their behalf. A methodology called community-Based Participatory Research (CBPR) was utilized because it provided the means for community input and direction. Through the use of CBPR, collaborative relationships were established with 20 Dakota People of Wahpeton, who were identified as the research participants. The interview was used as the primary research method. <p> The thesis discusses how the conflict between two cultural world views - the Aboriginal view of the Dakota, Nakota, and Lakota People, generally referred to as "Sioux", and the contemporary Western view - was resolved within the process of implementing the Community-Based Participatory Research methodology. This resolution of differences was accomplished by bridging, then mirroring, the methodologies and ways of gaining knowledge unique to these two respective cultural world views. Additionally, theoretical and practical suggestions are offered so that the thesis might serve as a model for Dakota-Nakota-Lakota Community-Based Participatory Research in the future. <p> In keeping with Community-Based Participatory Research, the voice of the people will be emphasized in this thesis, through extensive use of quotes. Furthermore, the voice of the researcher will be clearly identified so that he may be held accountable for his input.
